Minister In-Charge of the Capital Administration and Development Division: The steps taken by the Government for disabled citizens during the last two years is as under :— ¾ 1576 children with all 04 types of disabilities i.e. Physically, Visually, Intellectually and Hearing Impairment were given medical rehabilitation, educational and training facilities. ¾ 1084 in service persons were trained in the National Institute of Special Education who are associated with Education and Rehabilitation of Persons with Disabilities. ¾ 1068 are trained for income generation and community services at the Vocational Rehabilitation and Employment of Disabled Persons (VREDP), Islamabad. ¾ Directorate General of Special Education facilitated the process of signing and ratification of United Nation Convention on the Rights of Persons with Disabilities and now working for implementation and legislation of the Convention. 2 ¾ The International Labour Organization (ILO) and Directorate General of Special Education completed Quantitative Survey of Persons with Disabilities and their needs for Vocational Rehabilitation in Islamabad Capital Territory . ¾ To create awareness at all levels about disability issues, awareness material for all disabilities has been prepared. 17 video clips related to prevention, social psychological and economical issues prepared with the Cooperation of Japan International Cooperation Agency (JICA) and submitted to Ministry of Information through NIRM. ¾ Under the directives of the President of Islamic Republic of Pakistan, DGSE is establishing Resources Centre for Autistic Children in Islamabad. ¾ National Library and Resource Centre, Islamabad working under DGSE established Mobile Library for the provision of library services for disabled persons at their organization level. ¾ In pursuance of Prime Minister’s Hunrmand Pakistan Programme, the DGSE and NEVTEC collaborated in development of 03 new trades i.e. Computer, Dress Making and Mobile Repairing for persons with Disabilities at National Training Centre for Special Persons (NTCSP), Islamabad. ¾ Directorate General of Special Education signed MoU with Comprehensive Health and Education Forum (CGEF International) for the provision of Assistive Aids for children with physical disabilities from National Special Education Centre for Physically Handicapped Children, Islamabad (313) appliances were provided. ¾ Computerized Braille Machine was installed for provision of Braille Text Books to the Visually Impaired students. All International Documents i.e. Quran-e-Pak, UN Convention on Rights of Persons with Disabilities (PWDs). Incheon Strategy and lot of history books were published into Braille Language. ¾ Translation of World Disabled Report into Urdu in Collaboration with World Health Organization. ¾ 749 patients/disable persons have been provided number of artificial limbs, wheel chairs, hearing aids, prosthesis/orthoses, implants & Eye care. 3 ¾ 118. So far 153,689 special persons have been issued NADRA CNIC on the basis of the Disability Certificate issued by the National Council for the Rehabilitation of Disabled Persons (NCRDP) . *Ms. Aisha Syed: (Deferred during 18th Session) Will the Minister In-charge of the Capital Administration and Development Division be pleased to state: (a) whether it is a fact that the Umrah Package is still expensive despite reduction in the petrol price; if so, the reasons thereof; and (b) whether there is any proposal under consideration of the Government to reduce the expenses of said package; if so, when it will be implemented? Minister In-Charge of the Capital Administration and Development Division: (a) The price of Umrah package has not been reduced despite reduction in petrol price recently. Such packages are offered by the Pakistani Tour Operators in collaboration with Saudi companies, which includes approval of visa from Saudi Government, Air Tickets, Hotel and Transport services in Saudi Arabia. The main reason, which makes the Umrah package expensive, is price of air tickets. The airlines, are not under the administrative control of Department of Tourist Services, Islamabad. (b) Travel Agencies Act, 1976 and Rules 1977 is the law under which the tour operators are regulated by the Department of Tourist Services, Islamabad in ICT and Gilgit-Baltistan. While all the provincial Governments regulate the tour operators in their respective provinces after devolution / transfer of regional DTS offices to provincial Government under 18th Amendment in the Constitution. The Controller, DTS, Islamabad has made his best efforts to reduce the Price of Umrah package through meetings with stake-holders i.e. Ministry of Religious Affairs , and Travel Agents Association of Pakistan 122. *Ms. Belum Hasnain: (Deferred during 18th Session) Will the Minister In-charge of the Cabinet Division be pleased to state: 4 (a) the steps taken by the Government to improve the quality of 3G and 4G mobile data services; and (b) the action taken by the Government against companies not providing required services to the consumers? Minister In-Charge of the Cabinet Division: (a) PTA carried out Commencement Inspection of four Cellular Mobile Operators (CMOs) who won 3G/4G Spectrum in the auction and awarded Next Generation Mobile Services (NGMS) license on 22nd May, 2014. o The inspection was focused to check the readiness of operators for commercial launch of 3G & 4G services. o Network Architecture, Network Roll Out, Coverage Foot Print, Throughput and Signal strength were checked and found satisfactory, meeting the requirements to launch 3G and 4G services. Accordingly, PTA issued Provisional Commencement Certificates. o At present the Quality of Service (QoS) is considered to be satisfactory. (b) As per 1st phase of Network Roll Out obligation, “The Licensee shall within nine (09) months from the Effective Date of the license, provide NGMS coverage from at least 20% of Existing sites or Coverage of 20% of City Coverage area (which ever is greater) in all Four Provincial Capital and Federal Capital”. 123. o This period will complete on 21st February, 2015 and currently, PTA is in process of checking the Rollout Obligations of NGMS licensees and the exercise will complete in one month time period. o If required, action shall be taken against companies based upon the results of rollout obligations inspections. *Ms. Belum Hasnain : (Deferred during 18th Session) Will the Minister 1n-charge of the Cabinet Division be pleased to state: (a) the total number of commercial buildings which have violated the CDA building by-laws at present alongwith the total area of land under encroachments thereof; 5 (b) the steps taken by the Government against the said encroachers so far; (c) the total area of land vacated from the said encroachers during the last three years; and (d) the steps taken by the government to implement and enforce CDA building by-laws so far? Minister In-Charge of the Cabinet Division: (a) As per record approx 442) buildings have committed violations in commercial areas. At present, no permanent encroachments have been mace on CDA’s Land in commercial area, however, various articles are being stacked by the vendors in circulation verandahs. (b) Following steps have been taken by the CDA. (a) Notices have been issued. (b) Sale purchase of these properties have been stopped as Building Control Department is not issuing NOC’s for these properties. (c) Further lease extension has been stopped. (d) Out of 442, 252 violations have been demolished. The removal of remaining encroachments in ongoing process, Which is either stopped due to stay order from the Court or under the completion codal formalities. (c) The removal of encroachments from commercial buildings located in Islamabad is an ongoing process however, as per available record, enforcement Directorate has conducted 1450 anti-encroachments drives in various markets of Islamabad and sizeable portion of land has been retrieved and confiscated 18750 different kind of articles as well as imposed fine amounting to Rs. 0.900 million during the last three years. (d) CDA take following steps to enforce CDA Building Bye Laws. (a) Issuance Notices and show cause notice. (b) In case of non compliance, action is taken by enforcement directorate for removal. (c) Action is also taken by Estate Management CDA against breach of allotment conditions which leads to cancellation of plot. 6 126. (d) Further transition on the properties i.e sale purchase stopped due to not issuance of NOC from BCS Dte. (e) Further extension of lease is linked with issuance of NOC which issued after demolishing illegal constructions. *Mr. Muhammad Ali Rashid: (Deferred during 18th Session) Will the Minister In-charge of the Cabinet Division be pleased to state the steps being taken by the Government to counter software piracy in the country? Minister In-Charge of the Cabinet Division: Intellectual Property Organization of Pakistan (IPO-Pakistan) has been established by the Government under IPO Act, 2012 to address the issues of Counterfeiting and Piracy (including Software Piracy) in the country in coordination with IPR Enforcement Agencies (Police, FIA, Pakistan Customs). Following steps have been taken by IPO-Pakistan to curb the menace of software piracy in the country; i. IPO-Pakistan has established Anti-Piracy and Anti-Counterfeiting Cells at Islamabad, Karachi and Lahore Offices to address problems of piracy (including software piracy) and counterfeiting being faced by right-holders in the market; ii. IPO-Pakistan has strengthened its coordination with FIA and Pakistan Customs to strengthen enforcement of IP rights (including software copyrights) inland and at the boarders; iii. Enforcement Coordination Committees comprising members from IPO-Pakistan, FIA, Pakistan Customs, Police and relevant ministries/ Departments are actively working at Islamabad, Karachi and Lahore for holding hearings as mediation on any matter affecting the state of intellectual property rights in Pakistan or affecting the State’s commercial activities in this regard. iv. IPO-Pakistan conducts awareness activities and training sessions for capacity building of Enforcement Agencies, IP Attorneys and Judiciary to effectively address IPR violations in the country. A number of activities have been held during 2014 in this regard. 7 v. 129. As a result of effective measures taken by the Government of Pakistan, Urdu Bazar Lahore has been removed from the list of ‘Notorious Markets’ last year by IIPA (International Intellectual Property Alliance). *Sheikh Salahuddin : (Deferred during 18th Session) Will the Minister In-charge of the Cabinet Division be pleased to state: (a) whether it is a fact that a number of buildings, plazas and encroachments have been constructed/made on Government’s land in Islamabad; (b) if so, whether there is any proposal under consideration of the Government to take action against the responsibles thereof? Minister In-Charge of the Cabinet Division: (a) The encroachments are rightly growing, whether these are movable or immovable encroachments. The Anti-encroachment teams and the human resources, machinery etc. is however not compatible to the rising ratio of citywide encroachments, due to which the pace and speed of response is somewhat affected. (b) Actions on day to day basis are being taken against illegal constructions in all parts of the city. Special work distribution mechanism has been devised followed by a proper vigilance squad, to keep abreast with the citywide updates. 130. *Ms. Naeema Kishwar Khan (Deferred during 18th Session) Will the Minister In-charge of the Capital Administration and Development Division be pleased to state: (a) whether it is a fact that tour operators are not providing facilities to Umrah performers; if so, the steps being taken by the Ministry in this regard; (b) the action being taken by the Government against those Tour Operators who are not providing the required facilities; and 8 (c) the rules and regulations for tour operators and the authority to which they are answerable alongwith details thereof? Minister In-Charge of the Capital Administration and Development Division:(a) Umrah facilities agreement is a private agreement between Umrah Tour Operator and Umrah pilgrim. The Government of Pakistan may take action against an Umrah Operators on the complaint of a pilgrim who has not been provided committed facilities/services. It is added that the Saudi Government allows only Saudi Shirka companies to provide all pilgrimage services in Saudi Arabia. These Saudi companies enter into agreement with Pakistani Umrah Tour Operators at their own. (b) The action being taken against tour operators not providing required facilities may include :— (i) Order for payment to Umrah pilgrims by the concerned tour operators. (ii) Payment to Umrah pilgrims out of bank guarantee of the concerned tour operator. (iii) Cancellation/suspension of licence. (c) Travel Agencies Act, 1976 and Rules 1977 is the law under which the tour operators are regulated by Department of Tourist Services (DTS), Islamabad in ICT. While all the provincial governments regulate the tour operators in their respective provinces after devolution/transfer of regional DTS Offices to provincial government under 18th Amendment. 131. *Ms. Naeema Kishwar Khan (Deferred during 18th Session) Will the Minister 1n-charge of the Aviation Division be pleased to state: (a) the difficulties faced by Umrah pilgrims through the PIA during the year 2014; (b) the time for which flights were delayed and the number of passengers whose luggage was lost/stolen during the said period alongwith the details thereof; 9 (c) the reasons for not operating Umrah flights during the said period alongwith the action taken against those responsibles for irregularities made in the allotment of seats therefor; (d) whether it is a fact that forty-five to eighty passengers were on board in the said flights; (e) whether it is also a fact that the seats were not given to the passengers at Jeddah; if so, the action being taken by the Government against the responsibles for the said negligence; and (f) whether it is further a fact that the tickets were issued to Umrah pilgrims at double price; if so, the reasons alongwith the rates thereof? Minister In-Charge of the Aviation Division : (a) No major difficulty was faced by Umrah pilgrims travelling through PIA during Pre-Umrah flights. However, during Post-Umrah flights at Jeddah Airport, Umrah flights are operated through Hajj Terminal and due to its old infrastructure following issues were encountered:— i. ii. iii. Congestion at check-in area Late Immigration clearance Congestion at Boarding lounge. (b) During the year 2014, 58 flights from Jeddah including Umrah extra section flights were delayed. More than 100 cases of mishandled baggage were reported which were resolved within a week time. (c) Umrah operation – 2014 picked up momentum in December 2014. From 23rd December, 2014 onwards demand for Umrah had exceeded the scheduled market capacity. All the domestic operators including PIA had sold their capacity well in advance, however, PIA did operate extra section flights to cater for the maximum Umrah passengers. (d) In the start of Umrah operation - 2014 few flights while coming back from Jeddah were usually operated less then the capacity due to the restrictions by Saudi government for not carrying passengers other than those travelling on Umrah visa. 10 (e) As per Saudi Authorities/regulations, only Umrah pilgrims can travel extra section flights and other traffic like employment, returning residents etc. cannot be booked on these flights. (f) No ticket was sold to the Umrah pilgrims at double the price. PIA tickets were sold at the published fares available in the reservation system. To discourage travel agents for overcharging passengers the information regarding Umrah fares were publicized both in print and electronic media. 141. *Mr. Sufyan Yousuf : (Deferred during 18th Session) Will the Minister In-charge of the Cabinet Division be pleased to state: (a) whether it is a fact that water in Rawal Lake, Islamabad is contaminating; (b) whether it is also a fact that human and industrial waste is being disposed of in the said Dam and its tributaries; (c) if answer to part (b) above is in the affirmative, the names of housing colonies, schemes and poultry forms which have been issued NOCs so far alongwith action taken against them for violating the same? Minister In-Charge of the Cabinet Division: (a) Yes, Water in Rawal Lake is contaminating. (b) Yes, human and industrial waste water is being disposed off in the tributaries of Korang River leading to Rawal Dam. (c) Issuance of NOCs falls in the ambit of ICT and Rawalpindi Administration. 145. *Ms. Khalida Mansoor : (Deferred during 18th Session) Will the Minister In-charge of the Cabinet Division be pleased to state: (a) the total number of employees presently working in CDA at present; and 11 (b) whether the said employees are as per human resource requirements of the CDA; if not, the present status thereof? Minister In-Charge of the Cabinet Division: (a) Total Regular employees 14101. Minister In-Charge of the Aviation Division : (a) No fine was imposed by any of the Middle Eastern country upon PIA during the last 03 years. However, General Authority of Civil Aviation (GACA), Saudi Arabia did impose fine on account of different violations only during Hajj operations for the last 03 years. (ii) Late Arrival / Departure of PK flights. (iii) Arrival of Hujjaj without Embarkation / Disembarkation card or incomplete information filled in ED Cards. (iv) Late submission of Passengers manifest to the authorities. (v) Late delivery of Hujjaj baggage due to mix load from the origin. (vi) Cancellation of flights after the deadline. It is pertinent to mention here that PIA has requested GACA to discuss about the discrepancies / waiver, therefore, no fine has been paid as yet. ( b) The main reasons behind the fines imposed were not other than the operational requirements due to fleet constraints and issues relating to Hujjaj, therefore, it cannot be attributed to any individual. However, not only Ministry of Religious Affairs & Inter-faith Harmony and Aviation Division, PIA is making all out effort to make up coming Hajj operation smooth & hassle free. 149. *Mr. Muhammad Rehan Hashmi : (Deferred during 18th Session) Will the Minister In-charge of the Cabinet Division be pleased to state: (a) whether there is any proposal under consideration of the Government to establish new Zoos in Islamabad; if so, when it will be implemented alongwith the details thereof; and (b) whether there is also any proposal under consideration of the Government to upgrade the existing Zoos in Islamabad; if so, when it will be implemented? Minister In-Charge of the Cabinet Division: (a) There is no any proposal under consideration of the Government to establish new Zoo in Islamabad. 13 (b) Yes the CDA has decided to upgrade the existing Zoo. Details are as under; The Marghzar Zoo was established in 1978 as temporary facility on 25 Acres area in the foothills of Margallah Hills National Park (MHNP). In 2007 the Capital Development Authority (CDA) decided to up-grade the existing Zoo, on modern concepts to improve the quality of experience for the visitors, and provide appropriate habitats and living conditions for the wildlife with accepted international standards and education regarding Wildlife conservation. 55 Acres more land will be added to existing Zoo in order to make new animal enclosures according to approved PC-I, amounting to Rs. 1407.80 (Million) for the Project “Development of Marghzar Zoo, Islamabad”. The Project has been divided into 05 Packages due to financial constraint in the Authority. The completion time was 03 years. Package-I has been completed with the cost of Rs. 19.37 (Million), which includes two animals enclosures. However, the remaining packages will be completed gradually phase wise with the availability of funds. Presently the design of elephant enclosure has been completed and will be tendered out in the current financial year. The design of Lion enclosure and animal hospital is in progress. 153. *Ms. Belum Hasnain : (Deferred during 18th Session) Will the Minister In-charge of the Cabinet Division be pleased to state: (a) whether it is a fact that a simple blockade of all prepaid SIMs can lighten the workload of law-enforcers by many times; if so, the steps taken by the Government to speed up the said process; and (b) whether there is any proposal under consideration of the Government to activate new SIMs after biometric identification indicating also the steps being taken by the Government to block the illegal Sims? Minister In-Charge of the Cabinet Division: (a) No. Pre-paid SIMs constitute approximately 98% of the total connections issued by mobile operators to the general public. ln-fact, Law Enforcement Agencies are heavily dependent on the intelligence available through pre-paid SIMs to trace violators. 14 PTA has not only streamlined SIM sale/activation process but has also made considerable efforts to maintain authentic subscribers’ credentials. (b) Yes. Sale and Activation of SIMs after Biometric Verification of subscriber’s thumb/finger impressions has commenced at Customer Service Centers, Franchisees and Retailers of Cellular Mobile Operators (CMOs) with effect from 1st August 2014, throughout Pakistan. The following steps have been taken to block the illegal SIMs: (1) Commencing issuance of SIMs through online verification from NADRA in 2009 and carrying out offline verification of SIMs issued prior to that. 11.17 million Un-verified SlMs were blocked. (2) Setting up ‘SIM Information System - 668’ thus enabling subscribers to find count of SIMs registered on their CNICs by sending CNIC # to short-code 668. Extra SIMs removed by subscribers are blocked if not regularized within 15 days of disowning. Blocking of SIMs identified in this fashion is a continuous process.A total of 17.335 million un-authorized SIMs have been blocked. (3) A total of 20.15 million SIMs issued prior to commencement of BVS process and found not active have been blocked. Such SIMs can only be reactivated after successful biometric verification. (4) A total of 4.18 million SIMs have been blocked so far after implementation of Biometric Re-Verification process w.e.f. 12th January 2015. 31. *Ms. Naseema : Will the Minister In-charge of the Cabinet Division be pleased to state: (a) the province and month-wise disbursements made to beneficiaries under Benazir Income Support Programme (BISP) since June, 2013 till date; (b) the criteria adopted to carryout audit of such disbursements in order to ensure transparency and expedite the payment to each beneficiary; 15 (c) whether Government has taken action against the irregularities regarding the people who were initially registered/enrolled in the said programme but payments are not being made to them under the BISP; if so, the steps being taken in this regard; (d) the steps being taken to conduct new poverty survey under the said programme by particularly keeping in view the ever increasing poverty of less developed areas of the country; and (e) the steps being taken to make BISP more effective? Minister In-Charge of the Cabinet Division: (a) The province and month wise disbursements made to beneficiaries under BISP since June, 2013 till date is attached at Annex-A. (b) BISP conducts periodic audits from time to time to ensure transparency. The criteria for such audit is as under: ¾ Random check of payments made to beneficiaries on a sample basis through field offices. ¾ Spot Check/field visits by the. BISP officers/officials and independent firms. ¾ Visits of BISP internal Audit team to cross check disbursement. Vigilant monitoring of disbursement points by BISP, Donor agencies, and Partner Banks /organizations. ¾ BISP has shifted its payment mechanism from Pakistan Post to Alternate Payment Mechanism to ensure speedy and transparent delivery of payment to beneficiaries. (c) In July 2008, data on potential beneficiary was collected through application Forms distributed among the Parliamentarians in equal number (8000 forms to each member of the National Assembly and Senate and 1000 forms to each member of the Provincial Assemblies), irrespective of party affiliation which were subsequently verified through NADRA database. Out of 4.2 million distributed forms, 3.3 million forms were received whereas 2.24 million families were found eligible for cash transfers. However, an objective and scientific mode of targeting i.e. Poverty Scorecard was launched in consultation with all the international Development Partners. BISP conducted a poverty scorecard survey where 16 27 million households and approximately 155 Million individuals were surveyed including those families earlier identified by parliamentarians across Pakistan. This poverty scorecard survey enabled BISP to identify eligible households through the application of proxy means testing, that determines the welfare status of the household on a scale between 0 to 100 whereas score of 16.17 or less has been decided as the cut-off score to avail BISP benefits. On this criterion, a total of 7.7 million families were found eligible whereas remaining surveyed families did not fall under criteria of BISP. The families getting assistance under parliamentarian phase if qualified on the basis of scorecard survey continued getting payment even after the survey. Therefore, there are no irregularities regarding the families who were initially enrolled in the programme or re-enrolled on the basis of scorecard survey. (d) Whilst, the process of conducting new survey is a lengthy and cumbersome process, initial discussion for re-survey has already started to take an informed decision on the basis of international best practices. (e) Following steps have been taken to make BISP more effective and transparent ¾ Shifting of beneficiary payment from Pakistan Post to banks to ensure convenience, transparency and speedy delivery. ¾ BISP field offices have been strengthened. ¾ Periodic Audit and Spot Checks are conducted. ¾ Data of each beneficiary is uploaded and it is available at BISP website for every individual. ¾ Effective Complaint Management System is being maintained across the country down to tehsil level. ¾ Creative, innovative product line being designed keeping in view the need of the beneficiaries. ¾ Payment verification System is being implemented. ¾ A comprehensive Payment Complaint Management System is being implemented to redress payments related complaints in speedy and effective manner. ¾ Financial literacy and financial inclusion projects are being designed to bring this segment in to the financial system of the country down to tehsil level. 17 ¾ Creative innovative product line is being designed keeping in view the need of the beneficiaries. (Annexure has been placed in the National Assembly Library) 32. *Ms. Aasiya Nasir : Will the Minister for Federal Education and Professional Training be pleased to state: (a) the total number of students exchange delegations sent abroad during the year 2013-14 from Islamabad; and (b) whether the students of Minorities were included in the said delegations; if so, the details; if not, the reasons thereof? Minister for Federal Education and Professional Training: (a) Neither Higher Education Commission nor Ministry of Federal Education and Professional Training has sent any student abroad under students exchange programme (b) Not applicable in view of part (a) above. 33. *Ms. Aasiya Nasir: Will the Minister for Federal Education and Professional Training be pleased to state whether there is any proposal under consideration of the Ministry to review the “National Education Policy 2009”; if so, when it will be implemented? Minister for Federal Education and Professional Training: (a) Yes. The revision of National Education Policy (NEP) 2009 is under consideration in the Ministry. The National Education Policy (NEP) 2009 continues to be a jointly owned national document ever since the amendment in the Constitution through 18th Constitutional Amend ment. The National Education Policy 2009 is placed under the IPEMC. The 3rd Inter Provincial Education Minister’s Conference (IPEMC) has approved formation of NEP 2009 Review Committee to suggest changes in the Policy in 18 view of post 18th Amendment scenario and global modern trends in Education sector. It was decided in the IPEMC that new Education Policy will be finalized in 2015 to be launched in January 2016. The 1st Meeting of the NEP 2009 Review Committee is being convened shortly. The Review Committee comprises of members; one each from all Federating units. The Review Committee will review the NEP-2009 and suggest appropriate changes for Inter Provincial Education Minister’s Conference (IPEMC). 34. *Ms. Naeema Kishwar Khan: Will the Minister In-charge of the Aviation Division be pleased to state: (a) whether it is a fact that misappropriation was made in sale and purchase of tickets in the marketing section of PIA during the year 2014-15; (b) whether it is also a fact that tickets were sold in the black market by the marketing section of PIA during the said period; (c) the total number of PIA officers having their own travel agencies at present; (d) the flight wise number of passengers who could not be accommodated during the said period; (e) the total number of pilgrims who could not reach at Jeddah during the said period; and (f) the number of officials against whom action was taken for their connivance with the travel agencies and the loss suffered by PIA thereby? Minister In-Charge of the Aviation Division : (a) No, misappropriation was reported in sale & purchase of tickets in the marketing section of PIA during 2014-2015. 19 (b) There is no complaint of selling tickets in black market by marking section of PIA during said period. (c) PIA serving employees cannot open an agency in their names as per corporation rules. (d) All passengers were accommodated during said period. Infect PIA operated 132 flights just to accommodate market demand of Umrah pilgrims. (e) It is very difficult to ascertain that how many Umrah pilgrims were not able to reach Jeddah as the demand was ahead of market capacity and PIA like-wise other airline had sold its capacity seats well in advance. However, as stated above, PIA did operate extra flights for Umrah pilgrims & uplifted 38000 pilgrims during 15th December 2014 till 25th February 2015. (f) 35. No, official was found for such connivance. *Ms. Naeema Kishwar Khan : Will the Minister for Railways be pleased to state: (a) whether it is a fact that the decision was given by the Court five years ago regarding restoration of Mandra-Chakwal railway track; and (b) whether there is any proposal under consideration of the Government to restore the said railway track in the light of PakChina agreement; if so, the time by which restoration work of the said track will be started in order to alleviate the difficulties of people of the said area? Minister for Railways (Khawaja Saad Rafique): (a) Mandra-Bhaun section (75 Kms long) was closed for traffic in year 1991 being commercially non-viable. Pakistan Railways apprised the Honorable Supreme Court in August 2009 that it is taking steps to reopen the section and the court directed to submit progress report in the Registrar Office. Subsequently on the basis of economic analysis, the Registrar Office Supreme Court of Pakistan was informed in July 2012 that operation of this section is not economically and commercially viable. (b) The said section is a Branch Line and is not included in China-Pak Economic Corridor (CPEC) which is along Karachi—Peshawar Main Line (ML-1). 20 36. *Ms. Amra Khan : Will the Minister In-charge of the Cabinet Division be pleased to state whether any special training is being imparted to the teachers handling children at Sweet Homes/Orphan Homes; if so, the details thereof? Minister In-Charge of the Cabinet Division: The children of PSH are getting their education in best schools of the city and PBM does not hire teachers. Minister In-Charge of the Capital Administration and Development Division: (a) Yes, there is a plan to include Oncology (Cancer) department in the Poly Clinic hospital (FGSH) extension project. (b) An additional land 2.54 acres for the adjacent Argentina Park has been allocated for this purpose. After acquiring the possession of land from CDA, Islamabad, it is assured that a modernized building of the hospital will be constructed according to the present needs of increasing population and disease load. The summary in this regard already submitted to the Cabinet and approval of land allocation is awaited. Recently the Planning Commission is working on the Establishment of a full-fledged Cancer hospital in Islamabad. The Chairman Planning Commission/Minister of Planning, Development and Reforms Division has formed a committee under Secretary Ministry of National Health Services, Regulations & Coordination to chalk out the prefeasibility of the project. 38. *Sheikh Salahuddin: Will the Minister for Federal Education and Professional Training be pleased to state: (a) whether there is any proposal under consideration of the Government to include special chapters in educational curriculum for creating a culture of national harmony, brother hood and tolerance for improving law and order situation in the country; (b) whether there is also any proposal under consideration of the Government to include traffic laws in the educational curriculum to create road sense for reducing road accidents; 22 (c) if the answers to part (a) and (b) above are in affirmative, the time by which it will be implemented? Minister for Federal Education and Professional Training: (a) Yes. The Curriculum Wing and National Curriculum Council (NCC) have already been asked to take measures for creating a culture of national harmony, brotherhood and tolerance through curriculum and textual materials (Annex-I). However, a special chapter/subject containing these themes can be included as and when Scheme of Studies and Curricula will be revised through appropriate forum like National Curriculum Council (NCC). (b) Yes. There are some lessons comprising importance of traffic rules e.g. General Knowledge-I, Urdu-II and English 1-VIII. However a special chapter/ lesson containing traffic rules and laws to create road sense for reducing road accidents will be included as and when Scheme of Studies and Curricula will be revised through appropriate forum like National Curriculum Council (NCC). (c) The first meeting of NCC has been scheduled on March, 5, 2015. The timelines and schedule of implementation will be discussed in the NCC since Curriculum has been devolved after 18th Constitution Amendment. NCC has been formulated with the following themes. i. NCC will serve as a professional, advisory and consultative national body to steer and guide the development of curriculum in close collaboration with all the federating units to ensure minimum quality standards from Early Childhood Education to Grade XII. ii. NCC will jointly develop curriculum framework leading to minimum curriculum. iii. NCC will develop Minimum National Standards in all subjects and for all grades (pre-primary to XII). iv. It will help in development of National curriculum Framework in consultation with all stakeholders. v. NCC will Conduct research in Curriculum, teachers’ training and assessment. vi. It will Develop Linkages and networking amongst all concerned institutions at both the national and international levels. vii. It will help in Coordination, development and revision of uniform minimum quality standards in curriculum. 23 viii. The NCC will function directly under the Inter Provincial Education Ministers’ Conference and the decisions will be taken by consensus. History (VI-VIII) The role of minorities in the creation of Pakistan. ———————————————————————————————————————— 24 39. *Sheikh Salahuddin : Will the Minister for Information, Broadcasting and National Heritage be pleased to state: (a) whether it is a fact that the verses and translation of the Holy Quran are printed on the front pages of newspapers; (b) whether it is also a fact that those newspapers are used for packing and other purposes; (c) if so, the steps being taken to prevent desecration of the verses of Holy Quran? Minister for Information, Broadcasting and National Heritage : (a) It is true that newspapers are publishing verses and translation of Holy Quran on their front page for information and education of their readers. (b) It has also come into the notice that these newspapers are disposed off as raw materials which may also be used for packing by certain sections of society. (c) (i) However, it is submitted that a law already exists regarding offences relating to “Defiling, of Holy Qur’an” vide Chapter XV, Section-295-B of Pakistan Penal Code which is reproduced as under: (Copy enclosed). “Whoever willfully defiles, damages or desecrates a copy of the Holy Qur’an or of extract there from or uses it in any derogatory mannaer or for any unlawful purpose shall be punishable with imprisonment for life” (ii) It is further informed that PID on the request of M/O Religious Affairs had written a letter to the Presidents. APNS, and CPNE and Chairman PBA, requesting them for observance of reverence of the verses of Holy Quran under PID’s letter No. F. 16(7)/2014-HP, dated February 18, 2014. PID is again issuing a letter to all concerned media representative bodies to instruct all their member publications to avoid publication of sacred materials and to observe & preserve sanctity of the Holy texts in the newspapers. 25 40. *Ms. Belum Hasnain : Will the Minister In-charge of the Capital Administration and Development Division be pleased to state: (a) whether it is a fact that disabled persons have been facing problems of accessibility at every public place; (b) if so, the steps taken by the Government to allocate seats in public transport and to provide facilities on footpaths for wheel chairs for the said persons? Minister In-Charge of the Capital Administration and Development Division: (a) A lot of public places are now accessible for disabled persons i.e. 20 Schools, PIMS, FGSH (Poly Clinic), Public Parks, food street park, Markets, Convention Centre, Airport, Railways and most of the office buildings. However, a significant work in this regard is being done. (b) Following steps have been taken by the Government in this regard:— 1. The Directorate General of Special Education published Design Manual and Guidelines for the Accessibility and the Accessibility Code of Paksitan-2006 to create barrier free environment for disabled persons and disseminated the same to all concerned departments. 2. The Government has provided following facilities at each Bus Station of under-construction Metro Buss Project for persons with disabilities:— Elevators and lifts facilities are provided at every entry/exit point for persons with disabilities to give direct access of each Bus Station. PWDs will provide level boarding/alighting to and from the bus (without involving any steps). Each bus will have one space for Persons with Disabilities with wheel chair and four designated (reserved) seats for other PWDs. 26 41. *Ms. Belum Hasnain : Will the Minister In-charge of the Cabinet Division be pleased to state: (a) whether it is a fact that with the connivance of CDA trade activities are going on in the residential areas of Islamabad; if so, the steps being taken by the Government to stop these illegal activities; and (b) the action taken so far for removing the existing obstacles which are lying in front of foreign Embassies? Minister In-Charge of the Cabinet Division: (a) It is not true that commercial activities are being carried out with connivance of CDA. However, commercial / trade activities in the residential houses of Islamabad are functioning Illegally. The action against such cases is being taken by CDA. 15 days notice is served by Building Control Directorate, after expiry of notice, most of the occupants failed to restore the original use i.e residential, therefore, case referred to Deputy Commissioner, CDA for trial. As per CDA Ordinance, Deputy Commissioner, CDA can impose fine of Rs. 500,000/ and an additional fine of Rs. 5,000/- per day can also be imposed on the persistent non conforming use up to three months. After persistent non conforming use for a period of 03 month, the owner or occupant shall be liable to be evicted from the building, summarily, the allotment / conveyance deed of the plot is also liable to be cancelled. The penalty imposed by the Deputy Commissioner CDA is recovered through senior special Magistrate and Simultaneously the cancellation of plot is processed by Estate Management Directorate, Thereafter, operation for vacation of premises is carried out by Director Enforcement. Due to strict action against the violators taken by CDA in the recent past 561 owner/occupants who committed such violations have restored the building into its original use i.e. residential. (b) The following strategy was devised in the meeting held in the office dean of Diplomatic corps and the Regional Deans, Ministry of Foreign Affairs, Government of Pakistan, Islamabad on 11-02-2015. I. Any action in the matter shall be taken in a coordinated manner among all the stakeholders i.e Ministry of Foreign Affairs, CDA. ICT Police and the diplomatic mission. 27 II. 42. Case of every diplomatic mission would be analyzed individually and would be decided on its merits, keeping in view threat assessment and peculiar security requirements for that mission. *Mr. Iqbal Muhammad Ali Khan: Will the Minister In-charge of the Cabinet Division be pleased to state: (a) whether Aik Hunar Aik Nagar Project was initiated in the country to train the women; (b) whether trainers were not given their stipend by the said project so far; if so, the reasons thereof; and (c) the steps being taken or proposed to be taken to award stipend to those trainers? Transferred to Industries and Production Division for answer on Next Rota Day. 43. *Ms. Kishwer Zehra: Will the Minister In-charge of the Aviation Division be pleased to state: (a) whether it is a fact that the direct flights from Chicago have been discontinued by the PIA; if so, the reasons thereof; and (b) whether there is any proposal under consideration by the PIA to restore the said flights; if so, when it will be implemented? Minister In-Charge of the Aviation Division : (a) Yes, in view of the continued losses and in line with the industry practice of curtailing loss making routes and deployment of fleet on profitable routes, PIAC has suspended the Chicago-Pakistan route to avoid further losses, w.e.f. March, 2012. (b) Presently, there is no proposal under consideration of PIAC to restore Chicago flights. However, when market dynamics is improved PIAC will re-evaluate the viability of the route for its resumption. 28 44. *Syed Waseem Hussain : Will the Minister In-charge of the Aviation Division be pleased to state: (a) whether there is any proposal under consideration of the Ministry to restore flights for Hyderabad Airport; (b) if so, the time by which it will be implemented? Minister In-Charge of the Aviation Division : (a & b) Owing to shortage of aircraft, there is no such proposal under consideration in Aviation Division for restoration of flights for Hyderabad. 45. *Syed Waseem Hussain: Will the Minister In-charge of the Cabinet Division be pleased to state: (a) whether it is a fact that the financial assistance is being provided to poor women including widows by the Pakistan Bait-ul-Mall (PBM); if so, the prescribed procedure therefor; and (b) the amount of support/financial assistance granted under the head of medical during the period from 1-6-2013 till date by the PBM? Minister In-Charge of the Cabinet Division: (a) The Pakistan Bait-ul-Mal has informed that financial assistance to poor women including widows is being provided on case to case basis. The applicant has to apply on plain paper supported by copy of valid CNIC. Before approval for payment, financial position of the applicant is verified by the PBM District Officers concerned in order to determine her eligibility. In case, the applicant is found deserving, a crossed cheque is prepared in the name of the applicant after approval of the competent authority and dispatched at the home address of the applicant. (b) An amount of Rs.1,393 million has been granted as financial assistance for medical treatment of poor/ deserving patients during the period from 01-06-2013 to till date. 29 46. *Dr. Azra Fazal Pechuho : Will the Minister for Federal Education and Professional Training be pleased to state whether there is any proposal under consideration of the Government to conduct a survey to assess job opportunities/trends in market and impart relevant courses in the Universities in the country; if so, when it will be implemented? Minister for Federal Education and Professional Training: Even though Higher Education Commission (HEC) observes trends and demands of courses at the universities, currently no proposal is under consideration of the Higher Education Commission to conduct such a survey to assess job opportunities. However, in order to determine the competencies and skills; produced by Pakistani Institutions of Higher Learning vis-à-vis aspirations of the employers and demand by the local and global markets, a survey is being conducted by the Higher Education Commission (HEC) titled, “Employer Perception Survey”. The survey has already been initiated on January 19, 2015, and its report is likely to be received within 18 weeks (by the end May 2015). In order to make the curricula more job oriented and to meet the socioeconomic needs of the country, the curricula are developed / reviewed through respective National Curriculum Revision Committees comprising academia, research & development organizations, professionals from the industry, representatives from regulatory bodies, associations and accreditation bodies. These curricula are revised on a standardized template developed in 2007 and so far 98 curricula have been revised. The curricula of every subject is updated for new developments, minimum once in four years. Higher Education Commission (HEC) introduced the concept of Associate Degree in the market driven and job oriented subjects in 2011. The university / Institute; willing to offer any associate degree are required to register themselves with HEC and provide Market Survey along with other required documents to ascertain the demand of specific subject in the job market. 47. *Dr. Azra Fazal Pechuho: Will the Minister for Federal Education and Professional Training be pleased to state whether Universities are being supported to market and create linkages with industries for products developed by research in Universities; if so, the details thereof? 30 Minister for Federal Education and Professional Training: Yes. The universities in Pakistan are being supported by the Higher Education Commission to improve quality, relevance and impact of research in order to effectively contribute towards economic development of Pakistan. Among other things, strengthening of University-Industry Linkages is an important strategic intervention designed to promote solutions to the problems as well as product oriented research in the country. The following specific projects of Higher Education Commission of Pakistan focus on providing support to markets and create linkages with industries for products based research output of universities: 1. University-Industry Technology Support Program 2. Establishment of Business Incubation Centers 3. Establishment of Offices of Research Innovation & Commercialization The details of the aforementioned programs are attached (Annex-I) (Annexure has been placed in the National Assembly Library) 48. *Ms. Musarat Rafique Mahesar: Will the Minister In-charge of the Cabinet Division be pleased to state: (a) whether there is any proposal under consideration of CDA to develop new public parkings in Islamabad; (b) if so, when it will be implemented alongwith the details thereof? Minister In-Charge of the Cabinet Division: (a) Yes, CDA is in process of developing new public parking in Islamabad. (b) Presently CDA is developing two Multilevel Public car parking sites in Jinnah Super Market (F-7 Markaz). In addition, CDA is also planning to develop Multilevel public car parkings in Sectors F-8, F-10, G-6 and G-9. 49. *Ms. Musarat Rafique Mahesar: Will the Minister In-charge of the Aviation Division be pleased to state whether it is a fact that the PIA has discontinued its flights on Pakistan-Spain route; if so, the reasons thereof? 31 Minister In-Charge of the Aviation Division : Yes. Owing to heavy losses on the said route, the operation to Spain has been suspended by PIAC with effect from 7th February 2015. 50. *Shamas Un Nisa : Will the Minister In-charge of the Aviation Division be pleased to state the year-wise profit earned and loss caused to the Pakistan International Airlines during the last five financial years? Minister In-Charge of the Aviation Division : (a) & (b) As per available record of this Division, Cabinet Committee on Privatization (CCOP) in its meeting held on October 03, 2013 inter alia considered and approved the sale of assets of PIA-IL, including Roosevelt Hotel – New York. Accordingly, Privatization Commission (PC) Board in its meeting held on July 22, 2014 approved to initiate the appointment of Financial Advisor for it. Further process by the Privatization 32 Commission has been stopped as per un-official information. However, further details in this regard may be provided by Privatization Commission. 52. *Mr. Muhammad Muzammil Qureshi: Will the Minister for Federal Education and Professional Training be pleased to state: (a) whether it is a fact that the funds of 80 million dollars are being received from abroad to spend on education; (b) if so, the head under which the same are being utilized alongwith the details thereof? Minister for Federal Education and Professional Training: (a & b) The funds amounting to 80 million dollars have not been received from abroad to spend on education in M/o Federal Education Professional Training. However, funds amounting to 100 million US dollars have been approved and released by Global Partnership for Education (GPE) for Education departments of Government of Sindh and Balochistan. It is pertinent to mention here that after 18th constitutional amendment Donor Agencies are coordinating and allocating funds directly to provincial education departments for different sectors of Education. 53. *Mr. Muhammad Muzammil Qureshi : Will the Minister for Railways be pleased to state the targets of growth of Pakistan Railways fixed by the present Government for next three years alongwith steps being taken by the Government to achieve the said targets? Limited has been established to deal the freight transportation on fast track basis. • Many passenger train services were suspended in year 2011, some of which have been restored. More passenger trains will be restored in due course of time based purely on financial justification (after ascertaining justification and financial implications). • Rationalizing of loss making trains into break even, and break even to profit making trains. The following steps have been taken to achieve these targets. • Procurement/Manufacturing of 500 High Capacity (200 High Capacity Container wagons and 300 High Capacity Tank Wagons). • Procurement of 780 Hopper wagons for Coal transportation. • Procurement of 20 High Speed Brake Vans. • Procurement of 1130 High Capacity wagons. (400 wagons will be inducted in next three years). • Procurement of 75 D.E locomotives (55 locomotives of 4000-4500 Horse power) & (20 locomotives of 2000-2500 Horse power). 34 • Rehabilitation of 27 HGMU-30 locomotives. • Re-commissioning of 100 locomotives. Infrastructure Up-gradation. • Pakistan Railways has rationalized its PSDP, making balanced investments in all the sectors, with priority towards infrastructure. • The focus is on rehabilitation of track and capacity enhancement through dualization of track and installation of modern signaling. • In the first phase main line track from Peshawar to Karachi has been prioritized under the China Pakistan Economic Corridor. • Another Project of developing an MIS/IS system to make the outdated accounting system compliant with international accounting standards has also been launched likely to be completed with 3 years. Land Commercialization Policy • 54. In order to bring transparency in commercialization of surplus railway land and have complete knowledge of land use, the computerization of land record in the country has been initiated, likely to be completed within two years. This record will be made Geographic Information System (GIS) compliance, synchronized with revenue record and recomposed with satellite imagery, ensuring integrity of data. *Dr. Nafisa Shah Will the Minister for Railways be pleased to state: (a) whether the land of Pakistan Railways has been leased out to set up a fish farm in Khairpur; (b) if so, whether the Ministry assessed the damage which would be caused to the adjacent track by the water-logging thereby? Minister for Railways (Khawaja Saad Rafique) : (a) Pakistan Railway leased out 8 acres railway land in Khairpur to set up a fish farm falling within water logged area. However, the lease has been cancelled on the request of Deputy Commissioner, Khairpur. Minister In-Charge of the Aviation Division : (a) In line with Government policy to maintain transparency in business matters and to curb corruption, PIA Management has taken various steps in this regard:— • PIA has effectively incorporated comprehensive SOPs governing its business dealings especially in the areas of purchase and marketing. • The SOP for GSAs (General Sales Agents) both in Sales and Cargo have been revisited and modified to have fool proof awarding system. • Through the cycle of Intelligence gathering and vigilance, cases of corruption are further monitored and investigated before forwarding them to the Accountability /committee. • Establishment of Vigilance and monitoring department in July, 2014. • Vigilance and Monitoring Department has been entrusted the task to check corruption and plugging-in leakages in all areas. • A large number of cases resulting in deportation of PIA passengers have resulted in not only revenue losses but also bringing bad name to the country. Effective liaison with immigration authorities to control the flow of Pax travelling illegally/without authorized travel documents on the National carrier. • Advising departmental heads on various inefficiencies/malpractices observed within their departments. • Most recently PIA has signed on MOU with NAB to jointly strive for strict adherence to SOPs. In this regard an awareness campaign “Say No to Corruption” has been launched. (b) While investigating a case regarding purchase of aircraft engine spools by FIA, two officials of PIA from Procurement & Logistics and Engineering Department were arrested. However, both were released on bail and the case is under litigation in the Anti-Corruption Court, Karachi. Besides, two (02) cases from Aviation Division have also been sent to FIA for investigation. 37 58. *Mr. Sajid Ahmed : Will the Minister for Railways be pleased to state the reforms introduced by the Government in the Pakistan Railways during the last two years? Minister for Railways (Khawaja Saad Rafique) : The present Government has taken a number of steps both at Macro and Micro level to benefit the organization and the public at large. The reformatory steps include :— Governance I. Railway Board made functional. II. Rationalization of the staff is in progress. III. Restructuring of Administrative Hierarchy. The post of General Manager/Operations has been upgraded in this context. IV. Introduction of E-Governance. The record of Ministry of Railways shall be preserved and office working will be monitored. V. Restructuring of Legal and I.T Department. Professional and competent Advocates /officials are being hired for better deliverance. VI. Railway Police reforms The Railway Police is being trained on the modern techniques. They are also being provided with state of the art equipment. A total of 20 posts of Police Inspectors (BS-16) and 49 posts of Assistant Sub Inspectors (ASI, BS-9) have been created in lieu of 100 posts of Constables (BS-5). VII. Pension policy To facilitate the pensioners, a new Pension policy has been introduced through which the pensioners can avail their pension from any bank of their choice. VIII. Land Policy through which all record is being computerized and is being used for conducting Real Estates Business. IX. Scrap policy has been introduced to prevent pilferage and to dispose off scrap effectively. 38 X. Public Private Partnership has been introduced and different avenues are being explored to maximize profitability. Internal Business Process XI. Optimum utilization of assets through core and non-core business activities. XII. Train route rationalization. This is being done to cater to the patronage of the area by capitulating the passengers/parcel/cargo potential to the full. XIII. Tariff adjustments according to market requirements. XIV. Repair/rehabilitation of aging locomotive and rolling stock in phases to increase services and utility of assets. XV. The strengthing of infrastructures (track fitness) plan to raise the speed upto 140 K.M per hour has been prepared and being implemented in phases. XVI. Procurement of the new and state of the art locomotives. XVII. Making Pakistan Railways Locomotive Factory fully functional and ensuring indigenous turn out of Locomotives. XVIII. Dedicated trains with Locomotives for business of coal and oil. XIX. The efficiency of workshops is being increased by getting deposit works from other departments / provincial governments and private sector. XX. The Punctuality of trains has been increased from 10% to 70% by introducing all the reforms that were necessary for train operations. XXI. Oil reserve has been increased from 2 to 14 days which shall be further enhanced to 30 days. XXII. Latest signaling system based on centralized traffic control is being introduced over the main line. XXIII. High capacity stocks like freight wagons, hopper trucks and boggy oil tank wagons is being procured to enhance line capacity and improve turn round of the trains. XXIV. Competitive rates are being offered to attract customers towards Rail. 39 XXV. The fares for passenger are being rationalized to attract more passengers. Adjustment of fares in different passenger trains according to the filling position to bring loss making trains to breakeven level commercially and to convert break even trains into profit generating trains. XXVI. Induction of modern coaches with air type cushion which shall add to the ancillary riding (quality of the train. XXVII. Mechanization of track maintenance is being done on modern basis. Investment Planning XXVIII. The Government has formulated vision 2025 in which Railways sector has been targeted to enhance its market share from 4% to 20%. XXIX. Ministry of Railways has devised a multi pronged development strategy through system approach. This includes:— (a) (b) (c) (d) Business development. Rolling stock availability. Infrastructure development. Governance. XXX. Ministry of Railways received highest PSDP allocation of Rs. 39.566 billion during FY 2014-15 in the entire development history. XXXI. Development of existing railway and creating new linkages are important areas being considered. XXXII. The PSDP formulation process has been made highly consultative by invoking key stakeholders. 59. *Sahibzada Muhammad Yaqub . Will the Minister In-charge of the Cabinet Division be pleased to state the total amount of donations given to the Government by the neighboring and friendly countries during the period from 2012 to 2014 alongwith the objectives and utilization thereof? US$ 50,000/- received from Red Crescent Society of Democratic Republic of China in 2013 for flood Affectees. ii. US$ 50,000/- received from Government of Thailand in 2013 for earthquake relief activities in Balochistan. • ERC provided relief assistance amounting to Rs. 302.094/- million to the flood affected peoples of the country in 2012-13. • ERC provided relief assistance amounting to Rs.173.177/- million to the affectees of earthquake of Awaran, Balochistan in 2013-14. *Sahibzada Muhammad Yaqub: Will the Minister for Information Technology and Telecommunications be pleased to state: (a) the quantum of grey trafficking of Telecommunication in the country at present; and (b) the steps taken during the period from 2010 to 2014 to control the same? Minister for Information Technology and Telecommunications: (a) Long Distance International (LDI) operators bring incoming international voice traffic, originating from foreign operators and route it onwards to the destined Pakistani numbers. However, a percentage of international incoming calls are carried by the grey traffickers using internet bandwidth and adopting different encryption techniques to bypass legal channels. As per Pakistan Telecommunication Authority (PTA), the exact volume of grey traffic and financial losses thereof cannot be predicted as these calls are traversing via multiple paths including satellite. In addition, advanced techniques and tools like compression and load balancing are used by grey traffickers, which make it further difficult to quantify the exact amount of grey traffic. (b) 1. Policy Measures: i. The ICH policy, issued on 13th August, 2012 was aimed at stabilizing ASR rates, accounting and monitoring for all international incoming traffic. But the ICH policy could not achieve the desired results. The 41 grey traffic increased due to cartelization of LDI operators, lack of competition and increase in ASR rate in that policy, giving ample arbitrage to grey traffickers. ii. After monitoring and reviewing the situation and on the recommendations of PTA, Ministry of IT revoked ICH policy on 17th June, 2014. Also, APC is set to zero to incentivize the LDI operators and to eradicate financial incentives for grey traffickers. However, revised Policy was challenged by some LDIs in High Courts, and stays were granted by SHC and LHC. CPLA was filed in Supreme Court by Ministry of IT against the stays granted to the LDI operators. The Supreme Court of Pakistan has issued the order in favor of the Ministry of IT and has vacated the stay granted by the SHC and LHC. iii. Since August, 2014, all new SIMs are being issued with Biometric Verification System (BVS) as per Government Policy. Moreover, all other SIMs issued prior to implementation of BVS, are currently being re-verified as well. This step will also create hindrance for grey traffic as the grey traffickers will be constrained to use illegal SIMs for carrying out grey traffic. 2. Regulatory/Commercial Measure: PTA has taken several technical, administrative and legal actions to curb menace of illegal telephony traffic. Details are as under: i. De-regulation: Subsequent to abolishment of ICH through MoIT Policy Directive dated 17th June, 2014 and vacation of stay by the august Supreme Court on 24th February, 2015, PTA vide a Directive dated 24th February, 2015, has deregulated the international call rates till further review. After deregulation of international call rates, competition among LDI operators will occur and rates of international incoming calls will be reduced drastically eradicating all incentives for grey traffic. ii. Grey Traffic Mitigation System (GTMS): GTMS is deployed since October 2013 for monitoring and reconciliation of International Telephone Traffic. GTMS has blocked around 500,000 IP addresses since installation. iii. Call Detail Record (CDR) analysis by PTA: In addition to GTMS, PTA has been carrying out mystery shopping / CDR analysis to detect 42 mobile numbers involved in the grey traffic. Since October 2013, over 1 million mobile numbers have been detected to be involved in Grey Traffic and were blocked. iv. PTA Call Centre: PTA has established a Call Centre, equipped with toll free numbers, to log public reporting on grey numbers and its media campaign has been launched across Pakistan. The call center is equipped with following facilities: • Short Code: 8866 (free SMS) • Toll Free No: 0800-55055 So far 157,900 mobile numbers, reported by general public has been blocked and analyzed for possible raid action. v. National Training Bureau is an attached Department of this Ministry established in 1976 with the objectives to assess existing and future training needs, provide training to youths, impart training to instructors and conduct trade testing for certification of institutional as well as skilled workers of the private sector. National Training Bureau is secretariat of National Training Board established under the National Training Ordinance 1980 (amended in 2002). Under the provision of National Training Ordinance 1980 (amended 2002), four (04) Skill Development Councils have been re-vitalized, one each at Islamabad, Lahore, Karachi and Peshawar, SDC Quetta shall be operational by February 2015. National Training Bureau is imparting technical skills of various durations of 3-months, 6-months and one year as per level of competence which are well recognized in the country and also fulfill the requirements of overseas employment. In addition NTB through its component National Staff Training Institute (NTSI) is imparting training to trainers/ instructors and Mid-career managers in the technical fields. The skills being taught/ imparted to trainees and trainers in NTB are attached at Annex-A&B. The training capacity of NTB is enhanced by introduction of 2nd and 3rd shift training programmes in order to have maximum utilization of the existing training facilities. NTB has entered into MOUs on Public/Private Partnership for establishing additional training facilities/workshops at its campus to increase the training capacity; with (a) M/s Ali Hazza & Co (Saudi Arabia Based) (b) M/s MACKO (UK Based operating in Libya) 3 (c) Vocational Education & Development and Capacity Building Organization (VETDACO), Pakistan Based NGO (d) National Institute of Cultural Studies (NICS) It is expected that more than 5000 additional trainees per year in NTB and about 100,000 per year in affiliated institutes will get training opportunities to become productive citizens of the country. 3. National Vocational and Technical Training Commission is working under NAVTTC ACT 2011.The Commission is involved in policy making, strategy formulation, and regulations and revamping of TVET system in Pakistan. Steps taken by NAVTTC to impart skill development through training to youth of Pakistan are as follows:— Prime Minister’s Hunarmand Pakistan Programme. In the light of Prime Minister’s directions, NAVTTC initiated short-term skill development programs of mostly up to six months duration courses in collaboration with public and private sector training institutes. It covers five priority sectors including; Construction, Agriculture (Dairy & Livestock), IT & Telecommunication, Services and Skills for Women. The other sectors being addressed are Hospitality, Light Engineering, Paramedics, Services, Traditional Trades (Cottage Crafts etc.) and Textile. Under this program 116,776 trainees are trained to date. Prime Minister’s Youth Skill Development Program-2014. The present Government is paying greater attention for the empowerment of youth in the country and launched Prime Minister’s Youth Skill Development Program-2014, which is being implemented by NAVTTC. This program focuses to produce 25,000 Pakistan Skilled Workforce/Manpower to commensurate with needs of local and International market. The training classes of both 04 and 06 months training courses commenced w.e.f. 12th May, 2014 and completed on 11th November, 2014. The total number of trainees trained under this program are 21,934 i.e. 88% aggregate of the total PC-I defined target. Efforts are underway to train further 3000 trainees by June, 2015. President’s Fanni Maharat Programme. Under Presidential directive, NAVTTC established 130 vocational training centers/institutes in 4 uncovered tehsils of Sindh, Punjab, Khyber Pakhtunkhwa, Balochistan, Azad Jammu & Kashmir and Gilgit-Baltistan, where no TVET institute existed earlier. Under this program 37,521 trainees are trained. Apprenticeship Reforms. In order to increase employability and to cover emerging service sectors having huge employment potential, apprenticeship reforms were needed. In this regard, NAVTTC in consultation with all TVET stakeholders consolidated a Draft National Apprenticeship Bill, 2015 which is expected to be finalized soon. Development of Curricula. Under TVET Reform Support Program and in collaboration with GIZ, 171 Vocational and 24 DAEs Curricula in different sectors have so far been developed and notified. For identification of these trades and skills development, various workshops were conducted and consultations were made with major stakeholders of Technical and Vocational Education & Training (TVET). These stakeholders include Industry, Chambers of Commerce & Industry, Employers Federation of Pakistan and Trade Association and Public & Private Training imparting institutes. National Vocational Qualification Framework (NVQF). NAVTTC has developed draft National Vocational Qualification Framework (NVQF) in consultation with all stakeholders, which is planned to be notified by the end of February, 2015. TVET Policy. NAVTTC, in collaboration with GIZ, has also developed a consultative document for the first ever National TVET Policy, under the auspices of a Task Force headed by the Additional Secretary, Ministry of Federal Education and Professional Training. As far as Capital Development Authority is concerned, Maintenance Directorate is currently dealing repair / maintenance of 14592 Nos houses of various categories i.e A, B, C, D, E, F, G, H & I type in Islamabad which were constructed during last 50 years. Out of which 8677 Nos of Government quarters are situated in G-6 and G-7 and majority of these houses have become dilapidated and require extensive maintenance, repair and rehabilitation. At present meager amount of funds have been allocated under “Maintenance Grant by the Ministry which are even insufficient to cater the maintenance of Government Quarters in sector G-6 and G-7. Cabinet Division has already requested for timely release of balance funds to the tune of Rs. 342 (M) and further arrange Supplementary Grant during current financial year to carry out maintenance of said houses. 32. Ms. Khalida Mansoor: Will the Minister In-charge of the Capital Administration and Development Division be pleased to state whether it is a fact that land has been acquired for the extension project of Federal Government Poly Clinic Hospital, Islamabad; if so, the details thereof? Minister In-Charge of the Capital Administration and Development Division: 17. 2.54 acres piece of land allocated for the extension project of Federal Government Polyclinic, Islamabad has not been yet acquired. A PC-I of Project titled “Extension of FGPC acquisition of Land” was approved on 16th April, 2011 by the DDWP at the cost of Rs. 55.321 million for payment to CDA for acquisition of land. This amount has already been allocated for the project during the current financial year 2014-2015 by the Planning & Development Division. A summary has already been moved by CA&DD for special approval of Cabinet regarding change in master plan of CDA for allocation of Park land for hospital purpose. After the final approval of Cabinet, land will be handed over to the Polyclinic. Mr. Iqbal Muhammad Ali Khan: Will the Minister for Information, Broadcasting and National Heritage be pleased to state: (a) the station and channel wise number of employees working on ad-hoc, daily wages and contract basis in Pakistan Television at present alongwith their dates of appointments and length of services separately; and (b) the time by which the services of those employees will be regularized? Ms. Asyia Naz Tanoli Will the Minister for Federal Education and Professional Training be pleased to state: (a) the total number of Vocational Training Centres working under the Federal Government alongwith the number of students studying therein at present; (b) the number of said centres which have been closed during the year 2013-14; and (c) the details of subjects being taught in the said centres at present? Minister for Federal Education and Professional Training: (a) At the Federal level Ministry of Federal Education and Professional Training is responsible for imparting various skills/training to the youth of Pakistan so that they can play role in the development of the country. In this regard, two organizations under this Ministry i.e. National Training Bureau (NTB) and National Vocational & Technical Training Commission (NAVTTC) are actively working on conducting training activities and formulation of TVET policies respectively. National Training Bureau is an attached department of this Ministry which is responsible for training in different trades at its campus situated at Plot No.39. Sector H-9, Islamabad. Presently, 1150 trainees are getting training in different trades in two shifts at National Training Bureau (NTB). The trainings are for three months and 6 months duration. (b) No such centre has been closed during the period. National Vocational & Technical Training Commission (NAVTTC) is responsible for policy making in field of Technical Education and Vocational Training (TVET). 16 NAVTTC provided funds for training activities under Prime Minister’s Hunarmand Program for 25 training projects in Islamabad region, 23 in Punjab region, 15 in the Sindh region, 13 in Balochistan region and 15 in Khyber Pakhtunkhwa region (Annex-A). NAVTTC also conducted training programme under the Prime Minister’s Youth Skills Development Programme 2013-14 with partner institute throughout the country. Detail is at (Annex-B). Draft apprenticeship Bill has been drafted with consultation of stakeholders and is expected to be finalized soon. Under TVET Reform Support Program and in collaboration with GIZ. 171 Vocational and 24 DAEs Curricula in different sectors have so far been developed and notified. National Vocational Qualification Framework (NVQF) NAVTTC has developed draft National Vocational Qualification Framework (NVQF) in consultation with all stakeholders, which is planned to be notified by the end of February, 2015. NAVTTC, in collaboration with GIZ, has also developed a consultative document for the first ever National TVET Policy. (Annexures have been placed in the National Assembly Library) 21. Mr. Waseem Akhtar Shaikh Will the Minister In-charge of the Cabinet Division be pleased to state: (a) the names of beneficiaries fall under Benazir Income Support Programme belonging to Village Darkali Shar Shai, Tehsil Kallar Syedan, District Rawalpindi at the time of inception of the said programme; (b) whether it is a fact that a number of beneficiaries have been removed from the list of beneficiaries; if so, the justification thereof; (c) the steps taken by the Government to again enlist such beneficiaries? 17 Minister In-Charge of the Cabinet Division: (a) By names list of beneficiaries fall under BISP belonging to Village Darkali Shar Shai, Tehsil Kallar Syedan, District Rawalpindi is attached at Annex-A. (b) At the start of the Program in July 2008, no reliable data were available for the identification of the underprivileged and vulnerable persons in the country. The task of identification of the potential beneficiaries of BISP was, therefore, entrusted to the Parliamentarians in what was the Phase –I of Targeting. Application Forms were distributed among the Parliamentarians in equal number (8000 forms to each member of the National Assembly and Senate and 1000 forms to each member of the Provincial Assemblies), irrespective of party affiliation. The forms received were verified through NADRA database and out of 4.2 million received forms 2.2 million families were found eligible for cash transfers. Later, a transition in terms of objective and scientific mode of targeting i.e. Poverty Scorecard (Phase-II) was launched. The nationwide Poverty Scorecard Survey, the first of its kind in South Asia, enables BISP to identify eligible households through the application of a Proxy Means Test (PMT) that determines the welfare status of the household on a scale between 0-100. The survey was started in October 2010 (which was conducted by the independent firms hired through a competitive bidding process) and has been completed across Pakistan except two agencies of FATA. The survey has the following features:— ¾ 7.7 million families are identified as living below the cutoff score of 16.17 ¾ Creation of a large and reliable national registry of the socioeconomic status of almost 27.36 million households and approximately 155 million individuals across Pakistan. ¾ It was not a random survey; approximately 90 % of the households were covered. The gap was due to the fact that the survey was an optional exercise and remaining either refused or did not participate in the survey. . From the Phase-I Targeting Thirteen (13) families were identified as eligible beneficiaries. However, after Poverty Scorecard Survey only Seven (7) families became eligible who had scorecard of 16.17 or less which included only one family out of the earlier 13. 18 (c) Currently there is no plan of again enlisting such beneficiaries because they are not eligible.
