Terms and conditions for arrangement of transport services for Azizia pilgrims during Haj 2013: (i) (ii) (iii) (iv) (v) (vi) (vii) (viii) (ix) (x) Transport services are required for about 85,000 pilgrims to commute them from Azizia (Makhattatal Bank & Bin Humaid) , Share Abdullah Khayyat (behind Alavi Tulsi) or any other place where buildings will be taken for pilgrims to Haram Shareef and back. The contractor will provide transport facility round the clock. Transport services will be required for the period from 1st Zilquada 1434 to 20th Muharram 1435. The said period may slightly vary. Application should reach Consul (Haj), Consulate General of India, Jeddah latest by 30th April 2013 (1100 hours). The application should be accompanied by a copy of “Shizal Tijjari” of the transport company from whom the applicant will hire buses. The applicant is required to submit a non refundable draft of SR 10,000/- in favour of Consulate General of India, Jeddah alongwith the application. A meeting with applicants will be held at 1500 hrs on 30th April 2013 at Indian Haj Mission, Makkah to select suitable service provider. While awarding the contract, past record and experience of the applicant/company in handling transport services for such a large number of pilgrims/similar operation will be taken into account. The contract may be awarded to more than one applicant. The contractor will obtain all necessary permissions and approvals of the local Government required for transporting Indian pilgrims from Azizia to Haram Shareef and back. The contractor will also obtain necessary permission from the concerned Saudi authorities to use Mahbas Al Jinn tunnel, Ajyad tunnel and Kudai tunnel so that our pilgrims can be taken through these tunnels. The contractor shall submit a copy of the said permission. The contractor will also sign agreement with transport company authorized to use Mahbas Al Jinn tunnel, Ajyad tunnel and Kudai tunnel/concerned local authorities for transporting sufficient number of pilgrims through these tunnels. The contractor shall submit a copy of the agreement signed with the companies authorized to use the said tunnels for sufficient number of pilgrims. The contractor will also sign agreement with concerned local authorities for plying sufficient number of buses in Mahbas Al Jinn tunnel, Ajyad tunnel and Kudai tunnel during shuttle services. The contractor shall submit a copy of the agreement signed with local (xi) (xii) (xiii) (xiv) (xv) (xvi) (xvii) (xviii) authorities for plying sufficient number of buses in the said tunnels. Release of payment of second installment will be subject to submission of this agreement and all other relevant agreements. The contractor will provide adequate number of buses for the pilgrims so that the pilgrims do not wait for more than ten minutes at any bus stand/Haram point. In case of any diversion of route by local authorities, the contractor will be liable to take permission for such diversions and no extra money would be paid on this account. The contractor will erect as many bus stands as required and directed by the Haj Mission and will deploy sufficient staff not less than 130 at various bus stand and Haram points. The staff deployed by the contractor shall include supervisors, guides, and field staff to manage the pilgrims. The contractor will also provide adequate number of walkie talkie and vehicles to its staff for effective management of the transportation of the pilgrims. The contractor will set up control room to monitor the movement of the pilgrims. The contractor will have to provide drinking water to pilgrims at all bus stands/Haram points. The contractor will make separate arrangements for elderly pilgrims to facilitate their easy travel between Azizia and Haram Sharief. The contractor will be paid at a fixed rate of SR 130 per pilgrim for the pilgrims staying at Azizia/Share Abdullah Khayyat which will be released in three installments. First installment of 30% will be paid upon signing the agreement, second installment of 30% will be paid in the first week of Zilquada , 1434 H and the third and final installment of 40% will be released on completion of Haj 1434. Deficiency in services would entail suitable penalty on the contractor as decided by the Indian Consulate General, Jeddah. (Md.
