SUBJECT: WALNUT STREET-STREET LIGHT
REPLACEMENT PROJECT
RECOMMENDED COUNCIL ACTION:
That the City Council approve the Walnut Street/street
light replacement project option A or option B and
authorize a supplemental budget appropriation in the
amount of $100,000 for engineering plan check and
construction funding for option A or $146,000 for
option B to Fund 43-42-530-101 from the Regional
Surface Transportation Program (RSTP) Account.
SUMMARY:
The City received an additional allocation of
$172,103.24 from the Tehama County Transportation

Commission (TCTC) in-lieu of economic stimulus
funds (see attached TCTC Resolution No. 8-2009).
Staff is proposing to use a portion of this funding for
the Walnut Street/street light replacement project.

DISCUSSION:
There are currently nine street lights on Walnut Street
between Main Street and the RxR tracks. Currently
four of these lights are nonfunctional. The nine 400
watt Mercury Vapor lights are powered by an
extremely old (1930’s) system of lead shielded wire
inside galvanized conduit. The system operates at
2400 volts which is converted at the light poles to 120
volts. There is a break in the wiring at several
locations which cannot be located. The ballasts at the
poles are also obsolete.
Staff is proposing two options for this light replacement
project.
OPTION A: Replace the conduit, wiring and cobra
head lights with new PVC conduit, install wiring and
replace the existing Mercury Vapor Cobra Head lights
with LED lights utilizing the existing light poles. The
estimated project cost for this option is $100,000
($10,000) contingency.

The electrical cost per year for the LED lights is
estimated at $1000 resulting in an estimated annual
savings in energy cost $2200 over the $3200 per year
current energy cost for the Mercury Vapor lights or the
decorative street lights.
OPTION B: Replace the conduit, wiring and all the
light poles with new PVC conduit, install wiring and
replace the existing light poles with decorative street
lights similar to the ones currently in place on Rio
Street. The estimated project cost for this option is
$146,000 ($10,000 contingency). There will potentially
be additional energy costs for this option as additional
light poles may have to be installed to match the
lighting intensity of the existing Mercury Vapor lights.

instead of the proposed project.
Depending on the type of pavement treatment
required (seal coat versus overlay) the $172,103
would provide funding to seal coat approximately

13,200 feet (2.5 miles) of 40 foot wide roadway or
funding to overlay approximately 2640 feet (½ mile) of
40 foot wide roadway.
FISCAL IMPACT: These funds must be spent for
road related purposes and all of the optional uses will
not impact the general fund.
