LEAGUE BACKGROUND
Rohnert Park Cal Ripken Babe Ruth Baseball is affiliated with the National Babe Ruth Baseball
Organization. Rohnert Park was originally associated with Little League Baseball of America
until 1987. Little League Baseball would not allow our boundaries to conform to our city limits.
The City of Rohnert Park demanded that all residents play in one league, thus forcing us from
Little League Baseball. After playing as an independent league for the 1988 season, Rohnert
Park was awarded its charter to Babe Ruth Baseball organization in 1989. From these humble
beginnings, the League has grown to more than 700 players. We now offer five (5) leagues in
Fall Ball. They are the Babe Ruth, Major, Minor, Single A and Pee Wee Divisions

FALL LEAGUE DRAFT
Guidelines for each draft are:
 Standard draft rules snake format.

For Division 1 each team will have an equitable number of 12 year olds on its roster.

A MANAGER'S child will be assigned to his team.

The Manager may designate one (1) Coach and their children will be assigned to this team.

The draft will continue until teams have 11-13 players on their roster (depending on
registration).

All Managers, and up to 2 Coaches per team, MUST have a background check. At least 1
Manager or Coach that HAS a background check done MUST be at all practices, games or
team functions at all times.

It is required that the SIBLING option be followed.

The Player Agent will record all players selected by team, any changes that take place, and
will provide the manager the player forms for each player after the draft concludes.
EXTRA PLAYER RULE
This rule will be used in all divisions to help eliminate rescheduling of games due to teams
not being able to field 8-9 players. The player list will consist of players from current rosters
who are willing and able to play extra games when asked.
1. Player must have parent/player consent form signed and on file with the league.
Player’s will be placed in order by hat pick and will stay in that order. Once a player
has been used, they will be moved to the bottom of the list.
2. If a Manager knows he will have less than 9 players, he should call the Player Agent
and request a player. The Player Agent will then start at the top of the list to attempt
to find a player for requesting team.
3. Players being used as the extra player will not be allowed to pitch in that game.
4. If in the event that the team that called for an extra player has 9 of their own player
show up, then the extra player will play the first 2 innings and get their 1 at bat and
be allowed to leave, as agreed upon in the parent/player consent form.
FALLBALL LOCAL PLAYING RULES
The Fallball League is for instruction to develop proper hitting, catching, fielding and throwing.
While the League is somewhat competitive, emphasis should be placed on sportsmanship and
team play.
The HOME book is the official book but both scorekeepers will keep the score for the 5 run rule,
final inning and batting order. There will be a post season tournament “The Fall Classic”, to
determine division winners.
Home team is required to post scores to website within 48 hours.
Division 1, Division 2 and BABE RUTH DIVISION PLAYING RULES
 Nine (9) players will be positioned defensively including three (3) outfielders, four (4)
infielders, a pitcher and catcher. A team needs eight players to start play.
 Managers may agree to waive the automatic out when playing with only 8 players.
 ALL players will bat in the same order throughout the game. All players at the game will bat.
If a player leaves the batting order due to a minor injury, they cannot go back in to play
defense unless they bat first.

No team shall be allowed to score more than FIVE (5) runs in any inning, except for the final
inning (6th inning Cal Ripken, 7th inning Babe Ruth). Previous to the last inning, in the event
a player hits a Home Run (or in the opinion of the umpire the hit would be a Home Run
without any errors), all runs preceding and including the Home Run will be counted.
Each player must play defensively at least four (4) innings in a six inning game (7 innings in
Babe Ruth) or (3) innings in a five, or (2) innings in a four inning game. This is an
instructional league with free defensive substitutions 4-5 innings per player is preferable.
Each player must play infield at least two (2) innings in each six (6)-inning game (one inning
if less than six innings). No player may play more than two (2) innings in any position in any
game. That means players should rotate between the infield and outfield. In an extra inning
game players may play an additional 2 innings except as pitcher. If a player only played the
outfield then that player must play the entire next game in the infield.
Games will be player pitched. Pitchers will be limited to a maximum of two (2) innings per
game three (3) innings for Babe Ruth. Strikeouts and walks (NO intentional walks) will be
enforced. Restrict warm up pitches between innings to 5 for a returning pitcher and 8 for a
new pitcher.
Bunting and stealing is allowed and the infield fly rule will be enforced.
A play will conclude as per regular baseball rules for Majors and Cal Ripken rules for
Minors. (See Base Running Rules on next page for Minors.)
Games will be six (6) innings (7 innings for Babe Ruth). If tied at the end of regulation the
game will continue under regular game rules until a team breaks the tie or a game time limit
is reached.
The offensive team can use a courtesy runner for their catcher (who is due to play the
following inning) when the catcher is on base and there are two (2) outs. The courtesy runner
is the last previous player that was out before or when the catcher is on base.
Division 1 AND BABE RUTH ONLY
We are using 70’ base paths (90’ Babe Ruth) and pitching from a distance of 50’ with Modified
Cal Ripken rules (60’ 6” Babe Ruth). On a third strike pass ball the batter will be allowed to
advance with pickoffs and balks also enforced (see below.) The first 1/3 to the season the
umpires will stop play on an obvious balk and explain to the pitcher and coach what the pitcher
did. Balk penalties will be enforced.
Strike 3- The batter is not out on strike 3 if the catcher does not catch the pitch directly into his
mitt (unless there are less than two outs and 1st base is occupied). If it hits the ground it is not a
clean catch. The batter must be tagged or forced out at a base (usually 1st base.) The batter can
go toward the dugout and still run to 1st. If the batter goes into the dugout then they are out.
Balk- Common balks are not stopping at the bottom of the stretch, moving the shoulders when
set, and dropping the ball while on the rubber. The ball is not dead. If the batter hits it and
reaches first base and all runners advance at least one base, the balk is ignored. “Picky” balks
(very marginal in the umpires view) will not be called (nobody wants a game with 10 balks in it.)

Division 2:
Minors Base Running and Play Conclusion Rules
 When the pitcher is in contact with the pitcher's plate and in possession of the ball and the
catcher is in the catcher’s box ready to receive the ball, base runners shall not advance nor
leave their base until the ball has been delivered and has reached the batter. The catcher is
ready to receive the ball when he is in the catcher’s box with mask and glove on and does not
have to be in the crouch position. The Umpire(s) may call time while a play is in progress for
an injury and place the runner(s) at the closet base(s) based on their discretion. No time out
shall be granted while the play is still in progress and runners are still in motion.
 With the pitcher and catcher in position and in control of the ball, the batter/runner may
not advance past 1st base on a walk.
 Safety bases will be used. For clarification, the orange portion is totally in foul territory and
is to be used by the batter/runner on any play involving a possible play going to (not
advancing from) 1st base. The runner must run to the orange section of the bag to avoid
collisions. The defensive player must be touching the white portion to get them out. If there
is no clear play at 1st base the runner may use the white portion of the bag to round the base.
If a batted ball hits the orange section (no part of the ball touches the white section) the ball is
foul. If a runner going back to the bag only touches the orange section of the base and is
tagged they may be called out.
Division 3 PLAYING RULES:
The Division 3 League is for instruction to develop proper hitting, catching, fielding and
throwing. Emphasis should be placed on sportsmanship, learning, team play and taking the
players to the next level skill wise.
 Ten (10) players will be positioned defensively including four (4) outfielders (no short
fielder/rover), four (4) infielders, a pitcher and catcher. For 9 or less players a team will play
with fewer outfielders.
 Managers may agree to waive the automatic out when playing with only 8 players.
 An area adjacent to either side and slightly behind the pitching machine will be for pitchers to
stand at the start of every play (away from the machine for safety reasons).
 Play stops (runners can not advance) if the ball is thrown from an outfielder to an infielder at
any base. On any overthrow from an outfielder a runner is only awarded the base they are
advancing toward. For an overthrow on a play in the infield the runner will stay at the base
they were heading toward. This is considered station (base) to station (base) running.
 Each player must play defensively at least four (4) innings in a six inning game or three (3)
innings in a five, or (2) innings in a four inning game. This is an instructional league with
free defensive substitution, 4-5 innings per player is preferable
 Each player must play infield at least two (2) innings in each six (6)-inning game (one inning
if less than six innings). No player may play more than two (2) innings in any position in any
game. In an extra inning game players may play an additional 2 innings except as pitcher. It is
mandatory to rotate players and with free defensive substitution, 4-5 innings per player is

This is an instructional League.
 MANAGERS ARE REQUIRED to rotate players to different positions CONTINUOUSLY
THROUGHOUT THE SEASON

No bunting, stealing or Infield Fly Rule will be allowed.
NO SLIDING INTO 1st BASE or SLIDING HEADFIRST INTO HOME PLATE will be
allowed.
ALL players will bat in the same order throughout the game. If a player leaves the batting
order due to a minor injury, they can NOT go back in to play defense unless they bat first.
5 Pitches per batter (speed set at 35 MPH.) In the event the batter hits the 5th (or subsequent)
pitch and the ball lands foul, the batter will be given another pitch. The person running the
machine must make sure the pitches are good by placing the ball so the seams aren’t
contacting the throwing area on the wheel.
A parent, or coach if no parent is available, will run the pitching machine for their own
offensive at bats. The person running the machine may verbally help the batter move in the
batters box but may NOT coach in any other manner. Once a ball is put into play by the
batter the person must stay near the machine, get out of the way of any play being made and
not say anything to any runner. They will only receive the ball from the pitcher and will not
load the machine until all defensive players are ready and the umpire has indicated play can
resume. Any coaching of a runner will lead to that person being replaced.
When a batted ball strikes the pitching machine or Coach in fair territory, the ball is ruled a
dead ball, the batter is awarded first base and all runners advance one base.
The offensive team can use a courtesy runner for the catcher who will play the next inning
when the catcher is on base and there are two (2) outs. The courtesy runner is the last
previous player that was out before or when the catcher is on base. This allows them to get
the equipment on to speed up the game.

No players can be used as base coaches when the team is on offense.

LOCAL RULES
Each Manager will be provided with two (2) rulebooks: (1) current edition Cal Ripken Division
of Babe Ruth Baseball with Official Playing Rules and (2) THIS MANAGER'S MANUAL.
REMEMBER that there is a copy of the BASEBALL rulebook and the LOCAL rules located in
every snack bar and / or every equipment job box. If there is ANY question about a rule, call
timeout so the managers and umpires clarify it then. Umpires do not have to justify their call a
manager must be able to refer to the rule in question. It is best that every manager and coach
read both books to get familiar with all rules and then you have an idea where the rule is located

for reference. A special rules review session will be held before the beginning of the season.
Managers, coaches (both are required) and parents are invited.
In accordance with the Charter of Babe Ruth Baseball issued to the City of Rohnert Park, the
League Board of Directors is empowered to make local modifications to the rules, IN THE
EVENT OF ANY CONTROVERSY OR PROTEST, THESE LOCAL RULES WILL HAVE
PRIORITY OVER ANY OTHER RULES. RPCRBR Board Members can delay the start of a
game to settle safety concerns or other important issues.
Umpires/Disciplinary action
Managers must maintain a positive environment for the games. This includes Coaches, players,
player guests, and parents. Once the game has begun, the umpire is in control of the game.
NO MANAGER OR COACH UNDER ANY CIRCUMSTANCES SHALL TOUCH,
BUMP, KICK OR OTHERWISE ABUSE AN UMPIRE. FAILURE TO FOLLOW THIS
RULE WILL RESULT IN IMMEDIATE EXPULSION AS A MANAGER OR COACH
FROM THE LEAGUE. VERBAL ABUSE WILL RESULT IN A GRIEVANCE BEING
FILED AGAINST THE MANAGER.
A Manager, Coach, player, player guest, or parent who has been ejected from a game will also
receive a ONE (1) GAME SUSPENSION for the following full game. Failure to serve this
suspension may lead to future disciplinary action, up to and including permanent expulsion from
League activities.
Anyone ejected more than once in the same season will have to appear before the executive
board before they are allowed at any league activities. Multiple ejections will result in
disciplinary action, up to and including permanent expulsion from League activities.
Umpires and Opposing Managers are responsible to notify the Player Agent of all ejections
within 24 hours.
To avoid any conflict of interest no Manager or Board Member shall umpire any game in their
division, unless in an emergency situation as determined by the President, Vice President, or
Director of Operations/Umpires of Rohnert Park Cal Ripken Babe Ruth Baseball. In emergency
situations, no concurrence is needed, as a protest of a call is still available to a Manager.
Any complaints with umpires must be put in writing and delivered to the President and the
Director of Umpires of the League. The Grievance Committee will decide all grievances.





Behavior Expectations of the Managers and Coaches
Exemplify the highest moral character, behavior and leadership, adhering to strong ethical
and integrity standards. Practicing good citizenship is practicing good sportsmanship!
Respect the integrity and personality of the individual athlete.
Abide by and teach the rules of the game in letter and in spirit.
Set a good example for players and spectators to follow.
Please refrain from arguments in front of players and spectators; no gestures which indicate
an official or opposing coach does not know what he or she is doing or talking about; no

throwing of any object in disgust. Shake hands with the officials and opposing coaches before
and after the contest in full view of the public.
Respect the integrity and judgment of game officials. The officials are doing their best to help
promote athletics and the student/athlete. Treating them with respect, even if you disagree
with their judgment will only make a positive impression of you and your team in the eyes of
all people at the event.
Display modesty in victory and graciousness in defeat in public and in meeting/talking with
the media. Please confine remarks to game statistics and to the performance of your team.
Instruct participants and spectators in proper sportsmanship responsibilities and demand that
they make sportsmanship the No. 1 priority.
Develop a program that rewards participants and spectators for displaying proper
sportsmanship and enforces penalties on those who do not abide by sportsmanship standards.
Be no party to the use of profanity, obscene language or improper actions.
Game Time Limits
Divisions 2, 3 and 4: 1-hour 50 minute time limit from the official start time
Games will be a maximum of six (6) innings. No new inning to start after 1hr. 50 minutes. New
inning starts when last out is recorded from the previous 1/2 inning, unless tied and time allows
another inning(s). If tied at the end of an inning after expiration of allowed time, the score will
be reported as a tie. Game time limit is based on the posted starting time.
Babe Ruth and Division 1: 2-hour time limit from the official start time
Games will be a maximum of Division 1 six (6) innings, Babe Ruth seven (7) innings No new
inning to start after 2 hours. New inning starts when last out is recorded from the previous 1/2
inning, unless tied and time allows another inning(s). If tied at the end of an inning after
expiration of allowed time, the score will be reported as a tie. Game time limit is based on the
posted starting time.
Every effort should be made to keep the games moving. Do not allow more than eight (8) warm
up pitches between innings. This is particularly important for games played on unlighted fields.
Extra innings will be played time limit permitting.
Minimum Playing Time
All Divisions

Pitching
All divisions will have a (2) two-inning maximum per game with no more than six (6) innings

PITCHING LIMITATIONS

Rulebook and the Local Rules located in every snack shack and / or at every equipment job
box. If,
during a game, a question arises about a rule, call timeout so the managers and umpires can
clarify. Umpires do not have to justify their calls. A manager must be able to refer to the
rule in question. It is best that every manager and coach read both rule books to familiarize
themselves with all rules. It will also assist in the location of the in question. A special
rules review session will be held before the beginning of the season. Managers, coaches
(both are required) and parents are invited.
In accordance with the Charter of Babe Ruth Baseball issued to the City of Rohnert Park, the
League Board of Directors is empowered to make local modifications to the rules. In the event
of any controversy or protest, these local rules will have priority over any other rules.

Pitching
Pitching limitations as outlined in Section 0.06 (1-6) of the Babe Ruth Baseball Rule Book
will be strictly enforced. All divisions will follow maximum innings allowed and pitch
counts. Failure to abide by these will result in forfeiture of that game. It will also be noted in
Manager’s file. Per page 9 Babe Ruth League, Inc. Baseball Rules and Regulations and Official
Playing Rules Handbook:
0.06 Pitching Limitations:
1. A Cal Ripken Baseball pitcher, regardless of age may pitch six (6) innings per calendar
week (see division levels). A Babe Ruth 13-15 pitcher, regardless of age, may pitch
seven (7) innings per calendar w e e k . a. Rule 0.06-1 applies to all games regardless of
when played. This includes re-scheduled and m a k e -up games. If a pitcher delivers one
(1) pitch in an inning he shall be charged for one (1) inning pitched.
2. The calendar week of Babe Ruth Baseball is Monday through and including Sunday.
3. A Cal Ripken Baseball pitcher must have two (2) calendar days rest between pitching

assignments if he/she pitches in more than two innings in any one game. A Babe Ruth
13-15 pitcher must have two (2) calendar days rest between pitching assignments if
he pitches in more than three innings in any one game. Each game in which a
pitcher pitches is considered an assignment.
4. Games in which an ineligible pitcher has been used as specified in paragraphs 1, 2 and 3
shall be declared forfeited.
5. The word assignment means each game in which a pitcher pitches is considered one (1)
Assignment
6. If a game is called before it has become a regulation game and the umpire declares it “no
game” the pitching eligibility is the same as it was prior to the beginning of the "no
game" situation.
7. A starting pitcher may not return to pitching once they have been removed as a pitcher.
8. A trip to the mound occurs only when the coach talks with the pitcher or the player he
talks to then talks to the pitcher. Just crossing the line does not constitute a trip to the
mound. For example, when a coach goes to talk to the shortstop during a timeout but does
not talk to the pitcher. This does not constitute a trip. Crossing the baseline in this case
does not invoke a trip just because the coach crossed the base line. Baseball rules 8.06
state it clearly. There is no local rule on this and this type of pettiness should not be
contested. Defensive Conferences will continue to be governed by Rule 8.06.
Specifically, if the defensive team's manager walks to the mound to talk to the pitcher
during a Charged Offensive Conference, this will constitute an official visit.
9. A Cal Ripken Baseball pitcher, regardless of age may play the catchers position after
being removed as the pitcher but is still required to adhere to the “Maximum Pitches Per
Game” rule. As an example, an 11yr-12yr old player has a maximum of 85 pitches. If
while pitching he/she reaches 45 pitches, he/she can then play catchers position but
cannot exceed 40 throws as a catcher. The number of throws will be tracked the same as
the number of pitches that the current pitcher throws.
10. “Recovery Times” for a player that played both pitcher and catcher in same game is
based on how many pitches he threw as a pitcher. The players’ throws as a catcher do
not count against him for the purpose of determining his days of rest. As an example, 3650 pitches equal 2 days’ rest. If a player’s pitch count reaches 45, the players as a
catcher throws an additional 40 times, the player has reached their “Maximum Pitched
Per Game” of 85. Because the player only pitched 45, he only has to rest 2 days.
11. For a player that played both pitcher and catcher in the same game, “Recovery Times” or
Days of Rest applies to both positions, pitcher and/or catcher.

12. It is the intent of this rule to apply only if the player begins as a pitcher and then plays as
a catcher. Although there are many ways to gain maximum pitches as well as catching
opportunities, this rule has been implemented to minimize player injury

A trip to the mound occurs only when the coach talks with the pitcher or the player he talks to
then talks to the pitcher. Just crossing the line does NOT constitute a trip to the mound. If a
coach goes to talk to the SS during a timeout and neither talks to the pitcher; just because the
coach crossed the line doesn’t invoke a trip. Baseball rules 8.06 state it clearly. There is no local
rule on this and do not be contesting petty things during a game. Defensive Conferences will
continue to be governed by Rule 8.06. Specifically, if the Defensive Team's manager walks to the
mound to talk to the pitcher during a Charged Offensive Conference, this is still a "trip" under
this.
Offensive Conference Rule
Each team may be granted not more than one Charged Offensive Conference per inning.
Definition: A "Charged Offensive Conference" is a meeting between the manager or a coach of
the offensive team and a player or players from the offensive while play is dead that results from
the offensive team requesting "Time" for the purpose of holding such a conference.
Rule: Each team may be granted not more than one Charged Offensive Conference per inning.
Intent: This Rule is intended to keep the game moving and reduce unnecessary delays so the
players can get the most playing time that the Time-Limit Rule will allow.
Penalty:
After a team has had one Charged Offensive Conference in an inning, the umpire
shall deny any subsequent requests for charged conferences by the same team in the same inning.
The Offensive Team shall not delay the game by calling “time" for additional Charged Offensive
Conferences in violation of this Rule. Failure to comply with the intent behind this Rule may be
considered "Unsportsmanlike Conduct" and the umpire may, in his or her discretion, eject the
offending team's manager/coach.
Notes: While play is dead for any other reason, an Offensive Conference may be held and shall
not be considered a "Charged Offensive Conference”; provided the offensive team is ready to
proceed when the umpire is ready to call "Play." If the umpire must delay putting the ball in
"Play” for more than just a few moments so that the Offensive Conference can conclude, the
umpire may advise the Offensive Team their conference will be considered a Charged Offensive
Conference. This could include a team's unnecessarily long delay in sending its leadoff batter to

the plate at the start of a half-inning. Offensive conferences other than "Charged Offensive
Conferences”, as defined above, will happen many times in games and this Rule is not intended
to regulate them in any way.
Sliding Rules
Any runner is out when they:
 Do not legally attempt to avoid contact with a fielder in the immediate act of making a play
on that runner.
RULE: THE RUNNER IS OUT AND THE BALL REMAINS ALIVE, UNLESS INTERFERENCE
IS CALLED.


In Rookies and A Minors: Sliding head first into HOME plate automatically makes the
runner out.
Elect to slide and does not legally slide (see below), causing illegal contact and/or illegally
alters the actions of a fielder in the immediate act of making a play.
RULE: THE RUNNER IS OUT; THE BALL IS DEAD FOR INTERFERENCE.
A SLIDE IS ILLEGAL IF THE RUNNER
 In Rookies and A Minors: Slides headfirst into home plate.
 Uses a rolling, cross-body or pop-up slide into the fielder.
 Has a raised leg higher than the fielder’s knee when the fielder is in a standing position.
 They go beyond the base and make contact with or alter the play of the fielder.
 Slashes or kicks the fielder with either leg or tries to injure the fielder.
 In Rookies and A Minors the batter slides into 1st base before crossing the base.
A LEGAL SLIDE can be either feet or head first (except into home plate). If a runner slides feet
first, at least one leg and buttock shall be on the ground. If a runner slides, he or she must slide
within reach of the base with either a hand or foot.
ADDITIONAL SLIDING NOTES:
 Jumping, hurdling, and leaping are all legal attempts to avoid a fielder as long as the fielder is
lying on the ground. A legal slide is another legal attempt to avoid a fielder.
 Runners are never required to slide, but if a runner elects to slide the slide must be legal.
 To "avoid contact" as used above, refers to potentially injurious contact (e.g. collisions). No
part of this rule intends to absolutely prohibit incidental or slight contact between players on
an otherwise legal and clean play.
Batting out of order
Batting out of order is also clearly stated in Baseball rule 6.07. If an improper batter is hitting,
the proper batter can go in before the end of the at bat without an out being called. If the at bat is
completed and a team appeals before the next pitch then the proper batter is out and no runners
could have advanced. Check the proper page in the Babe Ruth rulebook. For AAA Minors and
below if a player shows up late for a game they are placed at the bottom of the order and must
wait for their time at bat. For Majors they are a substitute player.
Equipment Issuance & Return
The Equipment Manager (s) at the draft will distribute team equipment. Uniforms will be
ordered and delivered in March for immediate distribution to the players. The equipment must
be returned within fifteen (15) days following the conclusion of the season. If not returned the
League will bill the Manager for the equipment. Broken or defective equipment should be
returned to and replaced by the Equipment Manager(s) as soon as possible including during the

season. MANAGERS ARE RESPONSIBLE FOR ALL EQUIPMENT AND UNIFORMS. The
Managers will be required to sign an Inventory Form for all equipment and uniforms issued. It is
your responsibility to make sure you have received ALL equipment assigned to your team.
MANAGERS WILL BE RESPONSIBLE FOR ANY EQUIPMENT LOST OR DAMAGED
FROM MISUSE. Pitching machines-please be careful and gentle with these expensive
machines. There are now carts to use to transport them to and from the mound. No dirt or chalk
should get near the main power controller so take care putting it up and taking it down. Keys for
the field equipment sheds and boxes were handed out with equipment. One key will open all
park sheds and the other will open the boxes containing equipment.
Game balls will be located at the parks with snack bars. Umpires will get the balls for the game
and will take them after the game for storage. Extra balls for practice can be ordered at cost
through the Equipment Manager(s). For insurance purposes practice balls should be Cal Ripken
designated balls. Left-handed catcher’s gloves are available upon request. Pop up nets and
batting tees are available at all fields for practice use and must be returned and cared for properly.
Managers must be diligent and careful when closing up the fields after games and practices. We
have found hoses left out, bases left out and the doors left completely open. Take the time to
double check everything and guard the league equipment as if it were your own. Put ALL league
equipment away promptly and double check before leaving the park.
Emergency and Parents Code of Conduct Forms
The Player Agent at the draft distributed the Registration (with emergency medical release) and
Parent Code of Conduct forms. YOU MUST CARRY THESE FORMS WITH YOU TO EACH
GAME AND PRACTICE. Your Coach should have these for games/practices you do not attend.
Medical insurance is secondary to any applicable personal medical coverage. You will need to
convey this to your parents. Medical claim forms are available.
Parents who violate these rules may be disciplined at the game (told to leave) and/or required to
appear before the RPCRBR Board of Directors. Violations may result in a variety of
consequences, including parental bans from games or other league activities. Managers are
responsible for their players and for controlling their stands. Disruptive parents who do not
follow coaches, umpires or Board Members instructions may cause the Manager to be suspended,
the game forfeited, the game be abandoned by the umpire. MANAGERS REMEMBER IT IS
YOUR JOB TO SEE THEY CONFORM TO THIS.
Field Preparation
Field preparation is the responsibility of BOTH teams. Have the field ready for play 20 minutes
prior to the scheduled start time of the game. This will allow 10 minutes of infield practice for
the VISITING team, followed by 10 minutes of infield practice for the HOME team. No game
shall start prior to proper preparation of the field. Infield practice will only be allowed if
time permits prior to the scheduled game start time. Field preparation will consist of
dragging the dirt areas, raking the foul lines and pitcher's mound, positioning the bases and lining
the field/batter's boxes. IF TIME PERMITS, the dirt infield area, batter boxes and pitchers
mound should be hosed down, especially if it is hot and/or windy.
The last game at every field daily should have the entire infield (dirt & grass) watered
thoroughly. Each team will clean their dugouts and stands at the end of the game. BOTH teams

will rake the home plate and pitcher's mound areas and water the infield. Get a parent to do
this while you talk with the players and get your equipment together.
The HOME team will remove the bases and secure the equipment shed and snack bar. Do not
leave until lights are off and doors are locked and everyone has left the area.
Snack Bar
The Snack Bar Parent will be responsible for meeting the Snack Bar Manager 30 minutes prior to
game time. They will setup and do all opening procedures. Snack Bar Parent will schedule team
volunteers to work all home games. Snack Bar Parent will stay until volunteers have arrived.
Either the Snack Bar Parent or the Team Manager must return to double-check that all closing
procedures have been completed.
If parents have not arrived 15 minutes prior to the game to set up, the HOME team Manager will
be advised that they have 5 minutes to staff the snack bar. Failure to immediately staff the snack
bar will result in its closure and the game will be forfeited. A win will be awarded to the visiting
team.
Parents for both late and weekend games must be in the snack bar at the bottom of the last inning
of the previous game. Closing procedures should begin at the bottom of the last inning of the
last game of the day. The HOME Team Manager or Snack Bar Parent is responsible for all snack
bar duties as posted in the snack bar; including COMPLETING and SIGNING the snack bar
responsibility forms.
Because the snack bars provide the League with a large portion of its revenue, FAILURE TO
PROVIDE TWO (2) PARENTS TO WORK THE SNACK BAR WITHIN THE ABOVE
TIME LIMITS WILL RESULT IN FORFEITURE OF YOUR SCHEDULED GAME. All
snack bar workers must be 14 years or older – with at least one (1) parent in the snack bar at all
times.
HOME TEAM MANAGER OR COACH MUST REMAIN AT THE FIELD UNTIL THE
SNACK BAR IS SECURED AND THE SNACK BAR PERSONNEL HAVE LEFT THE
PREMISES.
Grievances
All grievances and complaints must be submitted to the Executive Board in writing within 24
hours. All parties involved in the grievance will be required to meet with the Grievance
Committee within 48 hours after the filing. The Grievance Committee will then rule on the
complaint and notify all parties and the Executive Board on its ruling within 24 hours after the
meeting of the parties. All parties involved have 10 days to appeal to the full Board. Failure to
cooperate fully with the Grievance Committee will result in a Manager or Coach being
suspended until the grievance is resolved.
Grievance Forms are available at the park Snack Bars. Once it is completed you must drop it off
in a SEALED ENVELOPE to the A-Park Snack Bar and have it placed in the safe immediately.
You must then call the league president to let us know that you have placed a grievance form in
the safe.

TEAM INFORMATION
Notifying your team
Managers will notify their players within 48 hours of the draft. The players and their parents are
expecting your call. When jerseys and team pictures are delivered to you or your Team Parent
Coordinator they must be passed out to the players within a few days. If there are any mistakes,
notify the Equipment person immediately.
Team Meeting
You should conduct a team meeting within 10 days after the draft with the parents and players.
This is your opportunity to solicit the help of your parents. A key to a successful season is
outlining your expectations and getting the parents involved. A Team Parent must be selected at
this meeting and their name and phone number must be given to the Team Parent Coordinator.
A season ending meeting (or party) is also appropriate so you can wrap up the season on a
positive note. Remember you are the one that spent all the time with them so if they are not
happy we in the league are not happy. We want the kids to have fun and keep playing and a
season ending party allows for this.
Game Schedules
Games will be played in accordance with the official game schedule. The schedule will advise
the date, time and field location of all games. Managers must maintain a positive environment
for the games. Managers will be responsible not only for their behavior and actions, but also for
those of their Coach, players, player’s guests and parents. See the Parent/Guardian Code of
Conduct. We must be sensitive to school/religious functions. Games may be rescheduled with a
48-hour notice to the League Vice President. THE MANAGER MUST also notifies the
opposing Manager that you are requesting that the game be rescheduled. Managers, please check
with your players who will be attending outdoors education (4th - 7th grades) and reschedule
early.
Practices
Managers are encouraged to hold practices no more than one time each week to assure the
development of their players. Practices can be held on fields that are not reserved, UNLESS
there is a conflict with another youth organization. PEE WEE Baseball, Girls Softball, and
Youth Soccer have also been assigned fields for their leagues by the City of Rohnert Park.
Remember that the League insurance only covers you when you practice in Rohnert Park unless
your team is at a batting cage. During the season practice sign ups are at the snack bar where
your team mailbox is located. You can sign up for one week day and week end practice per week
at a specified field.
Usually rain makes the fields unplayable. Practices WILL NOT be held when the City and the
League has closed fields (usually for a minimum of 24 hours following a heavy rain). If the
message has been updated as "fields are open" and it starts raining hard, then the fields ARE
CLOSED. Always call the Rohnert Park Baseball Hotline at 585-4823 by 3:45 pm for a field
usage update. If there is ANY doubt about field availability call the President, Vice President or
Director of Operations for clarification. Practicing on closed, wet fields (or nearby grass) will
result in a one (1) game suspension as it may jeopardize the League's field usage with the City of
Rohnert Park. More violations will result in more suspensions and / or expulsion from the
league. When fields are closed blacktop practice is okay if safe to do and is on a first come first

serve basis. But be aware that everyone is pressed for practice time so be reasonable and if
another team shows up either share the space or leave after an hour or so. If your scheduled
practice is rained out there is nothing we can do (have alternate plan of batting cage, blacktop, or
call schools for MU use). Basically the Majors get B2 & B1; Minors and Single A get C1/A/D.
There are batting cages available on a time reserved basis so use them when you can. Scandia is
outdoors; Athletic Edge in Petaluma (763-5905) is indoors (they have a specials; and RBI in SR
is indoors. Call for hourly rates (say you're with Cal Ripken /Babe Ruth for any deals).
Parents Feedback
As part of a continuous effort to improve the League, parents will be provided a form on which
to give feedback on their Team and the League. They will be asked for feedback on such topics
as their child's overall experience/development, their ideas about improvements to the League as
well as general comments on the overall experience. Suggestion and Evaluation forms are
available to anyone to fill out and submit to the Board. Forms are available at all Snack Bars.
Fill it out and have it placed in the safe immediately. Board participation is always available to
any member and is encouraged. Any help or advice provided is greatly appreciated. See any
Board member to inquire about any issue or volunteering. The Board will be distributing
evaluation forms in the year-end email.
Cal Ripken/Babe Ruth League – Umpiring (Majors differences listed below)
Rules
1. Fair vs. foul. The position of the ball, not the player, is important. A ball over foul territory
touched by a player in fair territory is a foul ball. A ball hitting the plate is not foul (home
plate is in fair territory). The foul line itself is fair territory. If a ball is foul but could still go
fair, delay making a call until the ball stops.
2. Catch/no catch. The ball must be “voluntarily released” to be a catch. If a fielder catches a
ball, takes 5 steps, collides with the fence or another fielder, and then drops the ball, it is not
a catch. If the fielder drops the ball in the act of removing the ball from the glove with his
throwing hand, it is a catch.
3. Strike zone. The strike zone is defined in the local rules for each division-basically the
lower the division the bigger the strike zone. The strike zone is determined from the batter’s
stance as he/she is prepared to swing at a pitched ball. We need consistency between umpires
in calling strikes. A pitch near the corner (ball width wide) should be called a strike. Many
umpires call strikes that are too low, because they lose sight of the ball before the ball has
reached the plate. Follow the ball with your eyes all the way to the catcher’s glove. If the
catcher catches at ground level, the pitch is too low. If you cannot follow the ball, you are
probably squatting too low behind the catcher. Listen to the fans; they may actually help you.
4. **Strike 3. The batter is automatically out on strike 3. The batter cannot run to first base if
the catcher drops the ball. The batter is out if the batter bunts the ball foul when he/she
already has 2 strikes.
5. Foul tip. A batted ball that goes sharp and direct from the bat to the catcher’s hand and is
legally caught. It is not a foul ball. It is a strike and the ball is in play (runners can steal, get
thrown out, etc.). Silently make the foul tip signal, but do not say anything.
6. Infield fly. The infield fly rule is applied when there are runners on first and second (or
bases loaded) with less than 2 outs. Umpires should communicate with each other when this

situation exists. An infield fly is a fair fly ball (not including a line drive or an attempted
bunt) that can be caught by an infielder with ordinary effort. This rule prevents the defense
from purposely letting the ball drop and getting a double play. An infield fly can be caught
on the outfield grass, and an outfielder can catch the ball. The key-determining factor is
whether an infielder could have caught the ball with ordinary effort. After the ball starts to
come down, both umpires should yell, “infield fly, batter is out!” If you don’t call it don’t
change it later if a manager ask for ruling-the play has already happened and both your
judgments shouldn’t change.
7. Overthrows. If an overthrow goes out of bounds, all runners get 2 bases from where they
were at the time of the throw (or time of the pitch if it is the first throw by an infielder). If an
outfielder overthrows runners can get 2 bases if in the umpires’ judgment they were halfway
to the next base.
8. **Runners leaving base too soon. When the pitcher has the ball while in contact with the
pitcher’s plate and the catcher is in the catcher’s box ready to receive delivery of the ball
(either standing up or in the crouch position), a runner cannot leave the base until the pitch
passes the batter. If one runner leaves early, the penalty is applied as if all runners left early.
If a runner leaves early, silently signal the infraction, but let the play continue. If there is an
out, let the play stand. If other runners advanced to the next base, they must return to the
base they occupied at the time of the pitch. If one runner leaves early, and the batter reaches
base safely on a hit, the runners are returned to base they would have been forced to by the
“clean hit”.

Example: runners on 2nd and 3rd, batter hits a single, but stretches it into a double as
outfielder bobbles the ball and the both runners score. However, any runner left too soon.
Runners are returned to bases loaded and no runs are scored as the clean hit was a single
and no runners were forced to advance.

Special rule: bases loaded, batter gets on base safely with either a bunt or infield hit and
any runner left early. Runners remain where they are at the end of play, but no run is
scored and no out is charged.
9. Interference. An offensive player interfering with a defensive player’s attempt to catch a
ball. If a batted ball hits a runner, the runner is out, the batter gets first base and no other
runner’s advance unless forced. On a batted ball, the runner must avoid the fielder. If the
runner interferes with the fielder’s attempt to catch a ball (running into him, pausing in front
of him, yelling at him, etc.) it is just the same as if the ball hit the runner. The base path does
not belong to the runner if a fielder is attempting to catch a batted ball (unless he misplays the
ball and moves to go after it, in which case the runner has the “right of way”).
10. Obstruction. A defensive player, not in the process of catching a batted or thrown ball,
getting in the way of an offensive player (e.g. first or third baseman standing on the bag as the
runner tries to touch it, faking a tag on a runner to get him to slide). After the play is over,
the runner is awarded the base the umpire thinks he would have reached without the
obstruction. If the obstruction occurs as a runner is returning to a base, the runner is awarded
the next base.
11. Contact rule. A runner at the plate does not have to slide but MUST try to avoid contact. On
any play (even last play of the game) if the runner intentionally and maliciously runs into a
player (umpire’s judgment), he will be called out and ejected.

12. Bat hit catcher’s glove (not back swing). After the play is over, the offense gets the option
of taking the play or having the batter awarded first base (no runners advance unless forced).
An exception is made if the batter and all other runners advance at least one base. In this
case, the infraction is ignored.
13. Batters interfering with catcher’s throw. The batter is out and the runner has to return. If
the batter struck out on the pitch, the umpire may also rule the runner out if the catcher had
the chance to throw him out. Note: the batter does not have to get out of the box to allow a
catcher to make a throw. He is protected if he stays in the box (unless a runner is trying to
score and the batter has time to leave the box.)
14. Overrunning first base. The runner can turn to his left in returning to first base. But if he
makes any movement associated with going to second base, he can be tagged out.
15. Runner missing a base. The defense can appeal by tagging the runner or the missed base
before the next pitch or play when the ball is alive. This can be done immediately. If the
ball is dead (a called time out), the ball must be put back in play (pitcher on the rubber, batter
ready, and the umpire says “play”). The pitcher has to step back off the rubber and make the
appeal without calling time out. Note: The plate umpire watches home and 3rd base for
missed bases, the base umpire watches 1st and 2nd.
16. Warming up pitcher. A mask must be worn if the catcher is in the crouch position.
17. Jewelry. None allowed except medical alert or religious, and those must be taped to body
and be visible.
18. Batting out of order. If detected while the batter is up, the proper batter comes up and
assumes the existing count (no penalty). If detected by the defense after the batter makes an
out or gets on base, but before the next pitch, the proper batter is out, no runners advance, and
any outs made on the play are canceled. The next batter is the one after the batter that should
have batted. If not detected until after a pitch to the next batter, there is no penalty. The
proper batter is then the one who normally bats after the batter who batted out of order (even
if a number of other batters are skipped). Note: Forgetting to tell the umpire that there is a
pinch hitter is not batting out of order. He becomes the proper batter by standing in the
batter’s box.
19. Throwing equipment. If a bat, helmet or glove is thrown intentionally, the umpire may
warn the player or eject him immediately.
20. Protests. Judgment calls cannot be protested. Rules interpretations can be. Protests must be
made before the next pitch. If a manager officially protests, stop the game (for a few
minutes) and have the manager look up the rule (or find another umpire at the field and ask
for help). We do not want to replay games because someone was too proud to look it up. If
there is still a protest, have each team mark down in its scorebook exactly what the situation
is (the inning, the number of outs, who is on base and where, the batter, the count, who the
umpires are). After the game the manager can decide whether or not to file a protest.

Umpiring for Babe Ruth, Majors and AAA
Rules are the same as above except the following:
4. Strike 3. The batter is not out on strike 3 if the catcher does not catch the pitch directly
into his mitt (unless there are less than two outs and 1st base is occupied). The batter can
go toward the dugout and still run to 1st. If it hits the ground it is not a clean catch.
7. Balk. Common balks are not stopping at the bottom of the stretch; dropping the ball
while on the rubber; shoulder movement when looking at a runner; not separating hands
when stepping off the rubber; pitcher fakes a throw to 1st base; coming set twice; and not
stepping to the base their throwing to. The ball is not dead. If the batter hits it and
reaches first base and all runners advance at least one base, the balk is ignored. Don’t call
“picky” balks (nobody wants a game with 10 balks in it).

MANAGER RESPONSIBILITIES
As a Rohnert Park Cal Ripken/Babe Ruth Baseball Manager, your primary role is to develop
each player on your team in a positive environment where everyone has the opportunity to learn
baseball fundamentals and have fun. Your function as Manager is to develop the skills and
increase the knowledge of your players, not to win every game.
Rohnert Park Cal Ripken/Babe Ruth Baseball has three primary goals:



Teach baseball fundamentals, team play and good sportsmanship;
Create an environment where players learn, have fun, and get prepared for the next level; and
Involve parents with their children.
The following are some responsibilities that are required of Managers in Rohnert Park Cal
Ripken/Babe Ruth Baseball:












Instruct and teach the rules and the game of baseball to each player and parent assigned to the
team, as well as help on group instruction when needed. This function is to help all players
improve so they can move on to the next level of playing.
All team equipment assigned and responsible for the care and safe condition of it. If a piece
of equipment is unsafe for use the Manager must consult with the League Equipment
Coordinator to obtain a replacement.
Shall designate a Team Parent to be responsible for and coordinate all fund-raiser, picture,
picnic, snack bar coverage and all other activities with the Team Parent Coordinator, which
pertain to their team and the league.
Arrange for distribution of uniforms and return of other equipment given to team personnel
or players. If a Manager fails to collect and return their equipment in a timely manner, they
may not be considered for a Managers position the following year.
Be responsible for preparing the playing field, both as a visitor and home team.
Assign a team scorekeeper for every game.
Be directly responsible for the proper behavior of the team players, parents, player guests and
coaches.
Violation of any rule may result in immediate removal from the manager position. Failure to
carry out any necessary duties as prescribed in these by-laws is cause for removal.
In the event of a vacancy, during the season, of a manager position, the successor shall be the
coach of record (with board approval).
Attend all league directed meetings.
Never leave any child alone after a game or practice.
Never use alcohol or any drugs (including chew or cigarettes) around children while
representing our league at any function or facility.

Never use abusive language around children on or off the field.
Your positive sportsmanship and those of your coach, parents, player guests and players.
Provide parents to work snack bar during home game.
Home team manager or coach to remain at the field until snack bar personnel has left the
premises; all lights are turned off, equipment secured and all the doors are locked.
Failure to do any can result in the forfeiture of managerial duties. Your consideration for any
future managerial positions with Rohnert Park Cal Ripken/Babe Ruth Baseball will be based
upon your performance on the above items among other considerations. Not returning the
assigned equipment bag as noted above, the value of the items will be billed to you. You agree
to pay for these by signing below. If player / parents do not return them to you (or the league)
you must submit a list of the delinquent persons to the league and return all others you have.
You will not be held liable for the listed items as long as you have made a good faith effort to
receive the items.
I have read and understand what is required of a Manager participating in Rohnert Park Cal
Ripken/Babe Ruth Baseball and understand that failure to perform such responsibilities will
result in my immediate removal from this Manager position.

As a Rohnert Park Cal Ripken/Babe Ruth Baseball Manager, your primary role is to develop
each player on your team in a positive environment where everyone has the opportunity to learn
baseball fundamentals and have fun. Your function as Manager is to develop the skills and
increase the knowledge of your players, not to win every game.
Rohnert Park Cal Ripken/Babe Ruth Baseball has three primary goals:



Teach baseball fundamentals, team play and good sportsmanship;
Create an environment where players learn, have fun, and get prepared for the next level; and
Involve parents with their children.
The following are some responsibilities that are required of Managers in Rohnert Park Cal
Ripken/Babe Ruth Baseball:















Instruct and teach the rules and the game of baseball to each player and parent assigned to the
team, as well as help on group instruction when needed. This function is to help all players
improve so they can move on to the next level of playing.
All team equipment assigned and responsible for the care and safe condition of it. If a piece
of equipment is unsafe for use the Manager must consult with the League Equipment
Coordinator to obtain a replacement.
Shall designate a Team Parent to be responsible for and coordinate all fund-raiser, picture,
picnic, snack bar coverage and all other activities with the Team Parent Coordinator, which
pertain to their team and the league.
Arrange for distribution of uniforms and return of other equipment given to team personnel
or players. If a Manager fails to collect and return their equipment in a timely manner, they
may not be considered for a Managers position the following year.
Be responsible for preparing the playing field, both as a visitor and home team.
Assign a team scorekeeper for every game.
Be directly responsible for the proper behavior of the team players, parents, player guests and
coaches.
Violation of any rule may result in immediate removal from the manager position. Failure to
carry out any necessary duties as prescribed in these by-laws is cause for removal.
In the event of a vacancy, during the season, of a manager position, the successor shall be the
coach of record (with board approval).
Attend all league directed meetings.
Never leave any child alone after a game or practice.
Never use alcohol or any drugs (including chew or cigarettes) around children while
representing our league at any function or facility.
Never use abusive language around children on or off the field.
Your positive sportsmanship and those of your coach, parents, player guests and players.
Provide parents to work snack bar during home game.

Home team manager or coach to remain at the field until snack bar personnel has left the
premises; all lights are turned off, equipment secured and all the doors are locked.
Failure to do any can result in the forfeiture of managerial duties. Your consideration for any
future managerial positions with Rohnert Park Cal Ripken/Babe Ruth Baseball will be based
upon your performance on the above items among other considerations. Not returning the
assigned equipment bag as noted above, the value of the items will be billed to you. You agree
to pay for these by signing below. If player / parents do not return them to you (or the league)
you must submit a list of the delinquent persons to the league and return all others you have.
You will not be held liable for the listed items as long as you have made a good faith effort to
receive the items.
I have read and understand what is required of a Manager participating in Rohnert Park Cal
Ripken /Babe Ruth Baseball and understand that failure to perform such responsibilities will
result in my immediate removal from this Manager position.
