Terms of Reference for
Development of a book of individual stories built around the organizational history of UNICEF in Iran
on the occasion of UNICEF’s 70th anniversary

1. Background and Justification
On 11 December 2016, UNICEF commemorates its 70th year helping to build a better world ‘for every child.’ The 70th Anniversary provides an
occasion for each UNICEF Country Office to celebrate past achievements, examine present work, and strengthen the pursuit of a future where every
child has a fair chance in life.
This is an opportunity to look back at organizational history and discuss lessons learned, reconnect with former colleagues, and review historical
artifacts, such as posters, artwork, stamps, and memorabilia that document the remarkable story of UNICEF in Iran.
The contributions of current and former staff will be instrumental in enriching the historical record and making the occasion a memorable
experience.
For this purpose, UNICEF Iran Office intends to publish a booklet of stories developed around the highlights and achievements of UNICEF in each
decade of its presence in Iran. These stories are captured via interviews with former and current UNICEF staff and government partners who were
present at the time of the achievement and children who benefited from UNICEF programs.
2. Objective
The objective of this consultancy is to prepare and develop content for a booklet through writing feature stories and conducting interviews with
former and current UNICEF Iran Staff, government partners and UNICEF beneficiaries on the highlights of organizational history of UNICEF in Iran
over the decades.

3. Tasks, Methodology and Technical Approach





Literature review of UNICEF in Iran history and its achievements over the decades
Identify the major achievements and highlights of UNICEF programs in Iran for each decade since the first day it started the mission
Interview with former UNICEF Colleagues, government partners and beneficiaries to get their stories around major achievements of decades
Perform language edits and ensure correct grammar and coherence of the final text in Persian
Collect, compile and organize the final content of the booklet ready for design and print
Note1: The interviews can be done face to face, by phone, or online. A recorded audio file (or the email correspondence) of all interviews
should be handed out to UNICEF during or after the project.
Note2: Identifying former UNICEF staff for interview will be arranged by UNICEF.

5. Management and Organization
5.1. Management: The Consultant will work under the direct supervision of UNICEF Communication Officer in close collaboration with UNICEF
Representative and a focal point from Ministry of Foreign Affairs.
5.2. Organization – The Consultant will be responsible for arranging and coordinating the interviews and/or meetings with the former staff,
government partners in coordination with Communication team. The contact numbers and names of staff to be interviewed will be provided by
UNICEF.
5.3 Travel-Duty travel of individual consultant for the implementation of consultancy within the country shall be covered by UNICEF as per its rules
and regulations.
6. Budget
The assignment will be funded from PBA number 2100/A0/05/004/005 - External Relations.
The contract fee is negotiated based on the best-value-for-money principle.
7. Conditions of Work
The consultant shall use his/her own facilities to manage the work, but, where circumstances demand otherwise, shall be allowed to make use of
available UNICEF office space, computer and internet facilities with prior notification and arrangement with the supervisor and UNICEF Admin/ICT.
The provision of these facilities by UNICEF shall be subject to their availability.
8. Qualifications
The consultant should possess the following qualifications:


University degree or equivalent academic degree in Persian literature/Persian Linguistics/Writing or journalism
At least four sample of published writings in books, publications, magazines, etc

Minimum 5 years’ experience in the field of story writing/report writing/communication/journalism.
Excellent writing skills in Persian
Familiarity with UNICEF’s work in Iran
Good communication skills
