TheBoardofEducation,representingalldistrictresidents,isthegoverningbodyoftheschooldistrict.TheBoard
comprisessevenmemberswhoareelectedbydistrictresidentsandreceivenoremuneration.Membersservethreeyeartermsofoffice,withtwoorthreeseatsupforelectioneachyearatthetimeoftheAnnualSchoolDistrict
BudgetVote(thirdTuesdayinMay).

SUMMARY OF STUDENT CODE OF CONDUCT
Part 1: Introduction
Thisdocumentisaplain-languagesummaryoftheBethlehemCentralCodeofConduct.TheBethlehemCentralCode
ofConductwasdevelopedinconsultationwithteachers,parents,students,administratorsandother
school/communityrepresentatives.ItwasadoptedbytheBoardofEducationwiththeexpectationoffull
compliancebyallstudentsonschoolpropertyorparticipatinginorattendingschoolfunctions.Thecodeincludes
highstandardsforstudentconduct,outlinesclearconsequencesforstudentswhobreaktherulesandservesasa
standardforconsistencyandfairnessthatprotectsstudents’rightswhilepromotingtheirresponsibilities.This
document’spurposeistohighlightandsummarizeinformationofinteresttoBethlehemCentralstudentsandtheir
parents/guardians.Itisnotareplacement.YoumayfindthefullBethlehemCentralCodeofConductat

Part 2: Definitions
Thissectiondefinestheterms:student,parent,schoolproperty,schoolfunction,disruptivestudent,violentstudent,
weapon,gender,genderexpression,genderidentityandsexualorientation.
Part 3: Essential Partners
Allstudentsareexpectedtoknowandfollowtheregulationsoftheschooldistrict.Allparents/guardiansare
expectedtosupporttheirstudent’slearning.Parents/guardiansareresponsiblefortheirstudent’sattendance,
appropriatedress,communicationwithteachersandotherschoolstaff.Allteachers,counselors,administrators,
superintendent,boardmembersandotherschoolpersonnelareexpectedtopromoteand“maintainaclimateof
mutualrespectanddignityforallstudentsregardlessofactualorperceivedrace,color,weight,nationalorigin,
ethnicgroup,religion,religiouspractice,disability,sexualorientation,gender,genderidentity,expressionorsex.”
Part 4: Student Rights and Responsibilities
Thedistrictiscommittedtosafeguardingtherightsgiventoallstudentsunderfederalandstatelawanddistrict
policy.Inaddition,topromoteasafe,healthy,orderlyandsupportiveschoolenvironment,thedistricthas
establishedthefollowingstudentrightsandresponsibilities.Eachstudentundertheageof21hastherighttotake
partinalldistrictactivitiesandeducationregardlessofrace,weight,color,gender,religion,religiouspractice,
nationalorigin,ethnicgroup,economicstatus,sexualorientationordisability.
FERPAallowsparentsandstudentsover18toreviewthestudent’seducationalrecordsandrequesttoamendany
inaccuracies.Theymayalsoconsenttodiscloseorwithholdpersonallyidentifiableinformationwithinthestudent’s
record.Informationreceivedbyteachers,administratorsorotherdistrictofficialsisnotprivileged.
Studentshavetheresponsibilitytoabidebythepoliciesandregulationsoftheschooldistrict,contributeto
maintainingandsupportingasafeandorderlyschoolenvironmentthatisconducivetolearning,andmaynot
interferewiththeeducationortherightsofothers.
Part 5: Prohibited Student Conduct
Allstudentsareexpectedtoconductthemselvesinanappropriateandcivilmanner.Thepurposeofdefining
prohibitedstudentconduct/regulationsistopreventordeterunacceptablebehaviorandprovideforuniformityand
fairnessindealingwithallstudents.Studentswillfacedisciplinaryactionforengagingin:
• disorderlyconduct
• conductthatisviolentorthreatening
• conductthatendangersthesafety,morals,physicalormentalhealthorwelfareofothers
• harassment
• misconductonaschoolbus
• academicmisconduct
•
off-campusmisconductthatinterfereswith,orcanreasonablybeexpectedtosubstantiallydisruptthe
educationprocessintheschoolorataschoolfunction.
Part 6: Academic Integrity
Anyactofacademicdishonesty(cheating,fabrication,plagiarism,facilitatingdishonesty)willresultinastudent
beingplacedonformalacademicprobationfortheremainderofhis/herhighschoolcareer.Agradeofzerowillbe
enteredfortheassignmentandanadministratorwillnotifythestudentandparentsoftheincident.Understandthat
azerogrademaycauseastudenttofailaquarter,anexamoracourse.
Part 7: Standard for Student Conduct
Regularattendanceandpunctualityareexpectedofstudentsfromthefirstdayofschool.Studentsmaybedenied
theprivilegeofparticipatinginorattendingextracurriculareventsduetotardiness/classattendance.Studentsmay
losetheopportunitytotakefurtherexamsandquizzesinacourseifthetotalnumberofexcusedandunexcused
absencesinthatcourseexceeds30forafull-yearcourseand15forasemestercourse.
Studentsareentitledtoexpresstheirpersonalopinionsverballyorinwritingorbysymbolicspeech.Thisexpression
shouldnotinterferewiththeeducationalprocessordisrupttherightsofothers.
SearchandSeizure:
Studentlockersanddesksarethepropertyoftheschooldistrict.However,theschooldistrictisnotresponsiblefor
anyitemsleftinlockersorindesks.Schooldistrictofficialshavetherightandresponsibilitytosearchstudent
lockersand/ordesksatanytime.TheBethlehemCentralSchoolBoardauthorizesthesuperintendent,building
principalsandtheirdesigneestoconductsearchesofstudents,theirbelongingsandtheirautomobilesthatare
parkedontheschoolcampusiftheauthorizedschoolofficialhasreasonablesuspiciontobelievethatthesearchwill
resultinevidencethatthestudentviolatedthelawortheCodeofConduct.Itemsthatareprohibitedonschool

Part 8: Computer and Internet Acceptable Use
Students’useofcomputersandaccesstotheInternetwhileatschoolareprivilegesandareintendedtobefor
educationalpurposesonly.AllparentsandstudentsarerequiredtoreviewandsigntheBethlehemCentralSchool
District’sComputerandInternetAcceptableUseAgreement.Bysigningtheagreement,parentsandstudentsagree
tocomplywiththeregulationssetforth.Failuretocomplywiththeregulationsmayresultindisciplinaryaction.
Part 9: Student Dress Code
A. Allstudentsareexpectedtogiveproperattentiontopersonalcleanlinessandtodressappropriatelyfor
schoolandschoolfunctions.Studentsandtheirparentshavetheprimaryresponsibilityforacceptable
studentdressandappearance.
B. Teachersandallotherdistrictpersonnelshouldexemplifyandreinforceacceptablestudentdressandhelp
studentsdevelopanunderstandingofappropriateappearanceintheschoolsetting.
C. Astudent’sdress,groomingandappearance,includinghair,jewelry,make-upandnails,shall:

signs/symbolstocommunicatetoothermembers,ordefacingschoolproperty.
Part 11: Transportation
AllschoolbusesandstopsareschoolpropertyandaresubjecttoallrulessetforthintheBethlehemCentralCodeof
Conduct.Eachstudenthasanindividualresponsibilitytohelpinsurethesafetyofallstudentsonthebusby
followingtherules.Studentsmaynotbringprohibiteditemsontoaschoolbus.Thisincludes,butisnotlimitedto,
skateboards,animals,flammablematerials,medicationsorcontrolledsubstancesandweapons.Studentsmust
complywiththedirectionofthebusdriver.Studentsmaynotconsumefoodorbeveragesontheschoolbus.
Part 12: Athletic Policies and Training Rules
Eachstudent-athletereceivesanInterscholasticAthleticHandbook,whichclearlydefinesthestandardsforstudent
athletebehavior.Beforeastudentispermittedtoparticipateonanathleticteam,boththestudentandparent
mustsignanInterscholasticAthleticsParticipationformandreturnittoeithertheathleticdirectorortheschool
nurse.Thesignaturesofboththestudentathleteandtheparentindicatethateachagreestorespectandabideby
theserulesandbehaviorexpectationsinordertoparticipateininterscholasticathleticsatBethlehemCentral.
Studentathleteswillbedisciplinedbyschooldistrictadministratorsforinfractionsusingtheguidelinessetforthin
theInterscholasticAthleticHandbookandthisCodeofConduct.
Part 13: Parking
HighSchoolstudentswithavaliddriver’slicensemaybeeligibletodrivetoschoolandparkonschoolgroundsinthe
parkingareadesignatedforstudents.StartingTuesday,August30,parkingpermitswillbeonsaleforseniorsonly.
Thecostis$40andstudentsmaypickupanapplicationforminthemainofficeoratthebottomofthishandbook.
StartingonSeptember26,parkingpermitswillbeavailableforjuniorsaswell.Allstudentvehiclesparkingon
campusmustberegisteredwiththeschoolandmustdisplayacurrentBCHSpermitsticker.Parkingisaprivilege.
Studentsmustbeingoodstandingbehaviorallyandacademicallyinordertoobtainaparkingpermit.Studentswho
continuouslyviolateschoolpoliciesand/orparkingregulationsforfeitfutureparkingprivileges.Studentswhouse
theparkingareawithoutauthorizationmayhavetheircartowedattheowner’sexpense.Uponpaymentofanonrefundablefee,eachstudentisissuedoneparkingspotfortheschoolyear.Parkingspacesarelimitedandpermits
areissuedonafirstcomefirstservedbasis.Theschoolisnotresponsiblefordamagetopersonalvehicles.Safe
drivingtechniques,includingreducedspeed,areineffectatalltimesparticularlyinthevicinityofpedestriansand
schoolbuses.Studentsmustusetheproperentranceandexittoallschoolparkinglots.Consequenceswillbe
assignedtothosewhoviolatetheserules,includingbutnotlimitedtothecarbeingtowedattheowner’sexpense.
Part 14: Extracurricular Organizations and Clubs
Studentorganizationscannotrestrictmembershiponthebasisofrace,color,weight,gender,religion,ethnicorigin,
economicstatus,sexualorientationordisability.Studentsmaynotbedeniedparticipationinanyactivityforany
reasonotherthanthoseestablishedbystate,countyorschooleligibilityrequirementsandthoserequirements
legitimatelyrelatedtothepurposeoftheactivity.Theschooldistrictrequiresstudentorganizationstoregisterwith
theschoolinordertoobtainavailableschoolfundsandtheuseofschoolfacilities.Allstudentmeetingsinthe
schoolbuildingsoronschoolgroundsmayfunctiononlyaspartoftheformaleducationprocessorasauthorizedby
thebuildingprincipal.Nostudentgroupmaymeetwithoutthedirectsupervisionofaschooldistrictemployee.
Studentorganizationshavetheresponsibilitytomakecleartothepublicthattheirprogramsdonotnecessarily
reflecttheviewoftheinstitutionasawhole.Useoftheschoolordistrictnamewhenparticipatinginapublic
demonstrationisimproperunlessthebuildingprincipalorhis/herdesigneehasgrantedpermission.
Studentorganizationsalsohavetheresponsibilitytorecognizethatpersonswhodisagreewiththeirviewand
programshavetherighttochooseforthemselveswhethertolistentothegroups’pointsofviewandmustnotbe
coercedorharassedintodoingso.Participationinextracurricularorganizationsandclubsisaprivilegeand
violationsoftheCodeofConductmayresultinsuspensionofsaidprivilege.
Part15: Dance Guidelines
Itistheexpectationoftheschooldistrictthatallstudentswillbehaveinanappropriatemanneratallschoolevents,
asoutlinedintheCodeofConduct.Inordertoattendschooldances,studentsmustbeingoodstanding
behaviorally.StudentsattendingHighSchooldancesmustbeenrolledingrades9through12atBethlehemCentral
HighSchool.GuestsattendingHighSchooldancescanbenoolderthan19yearsofageandmustbeapprovedin
advancebythebuildingprincipal.Studentsandguestsundertheinfluenceofalcoholordrugswillbesubjecttothe
penaltiesoftheschooldistrictasoutlinedinthisCodeofStudentConduct.Chaperonesmayusepassivealcohol
sensorspriortoand/orduringthedancestomoreaccuratelydeterminewhetherornotastudenthasconsumed
alcohol.ThepassivealcoholsensorisascreeningdeviceandisnotaBreathalyzer.Thisdevicewillbeusedtocheck
allstudentswhentheyenterthedanceandperiodicallyduringtheeventorupondeparture.Ifitisdeterminedthat
thestudenthasbeendrinking,parentswillbecalledanddisciplinaryconsequenceswillfollowinaccordancewith
theDistrictCodeofConduct.
Part 16: Procedures for Addressing Student Misconduct & Violations of the Code of Conduct
Disciplineismosteffectivewhenitdealsdirectlywiththeproblematthetimeandplaceitoccursandinawaythat
studentsviewasprogressive,fairandimpartial.Schoolpersonnelmayimposeamoreseverepenaltyforafirst
violationdependingonthespecificfactsandcircumstancesofanincident.Anyweapon,alcoholorillegalsubstance
foundshallbeconfiscatedimmediately,followedbynotificationtotheparentofthestudentinvolvedandthe
appropriatedisciplinarysanction,whichmayincludepermanentsuspensionandreferralforprosecution.The
buildingprincipalordesigneewillconsultwiththeappropriatelocallawenforcementagencyregardingviolations
thatconstituteacrime.Notificationmaybemadebytelephone,awrittenletter,orbyanemail.
Iftheconductofastudentisrelatedtoadisabilityorsuspecteddisability,thestudentsshallbereferredtothe
CommitteeonSpecialEducationwhenrequiredbylaw.Disciplineadministeredwillbeconsistentwiththeseparate
requirementsofthisCodeofConductfordiscipliningstudentswithadisabilityorpresumedtohaveadisability.A
studentidentifiedashavingadisabilityshallnotbedisciplinedforbehaviorrelatedtohis/herdisability,exceptto
theextentpermittedbylaw.
AllstudentsareexpectedtopromptlyreportviolationsoftheCodeofConducttoanystaffmemberor
administrator.Anystudentobservinganotherstudentpossessingaweapon,alcoholorillegalsubstanceonschool
propertyorataschoolfunctionshallreportthisinformationimmediatelytoanystaffmemberoradministrator.
Allschooldistrictpersonnelwhoareauthorizedtoimposedisciplinarysanctionsareexpectedtodosoinaprompt,
fairandlawfulmanner.
RemovalofaDisruptiveStudentfromtheClassroom:
Astudent’sbehaviorcanaffectateacher’sabilitytoteachandcanmakeitdifficultforotherstudentsinthe
classroomtolearn.ForpurposesoftheCodeofConduct,adisruptivestudentisdefinedas“substantiallydisruptive
oftheeducationalprocessorsubstantiallyinterfereswiththeteacher’sauthorityovertheclassroom.”Asubstantial
disruptionoftheeducationalprocessorsubstantialinterferencewithateacher’sauthorityoccurswhenastudent
demonstratesapersistentunwillingnesstocomplywiththeteacher’sinstructionsorrepeatedlyviolatesthe
teacher’sclassroombehaviorrules.Aremovalofastudentfromclassatthesecondarylevelwillbeforuptothree
days.Theremovalfromclassappliesonlytothespecificclasswherethedisruptionoccurred.Thestudentwill
receivealternativeinstructionduringthatclassperiod.
TheteachermustcomplywiththeremovalprocessoutlinedintheDistrictCodeofConduct.Thisincludesa
conferencewiththestudent,completionofaremovalformanddiscussionwithHighSchooladministration.Parents
willbenotifiedandaconferenceheld,ifapplicable.Removalofastudentwithadisabilitymayconstituteachange
inthestudent’splacement.Accordingly,noteachermayremoveastudentwithadisabilityfromhisorherclassuntil
heorshehasverifiedwiththebuildingprincipalthattheremovalwillnotviolatethestudent’srightsunderstateor
federallaworregulation.
Part 17: Disciplinary Consequences and Sanctions
Therearethreelevelsofdisciplinaryactionsandconsequencesasoutlinedinthechartbelow.Understandthatthe
natureandseverityofanoffensecanescalateittoahighercategoryandthatanyinfractionswhichviolatethelaw
willbereferredtolawenforcementagencies.Anongoingpatternofdisruption,truancy,drugandalcoholusageor
insubordinationwillresultinareferraltotheJuvenileJusticeSystems(PINS)Therangeofconsequenceslistedbelow

accordancewithlawandCommissioner’sRegulations,thestudentwillalsobereferredtothesuperintendentof
schools.TheBuildingprincipalcansuspendastudentforfivedaysorless.Incaseswherethestudentdoesnotpose
animmediatedangerorthreatofdisruptiontotheschoolenvironment,parentswillbenotifiedoftheproposed
suspensionbyphoneandbyletterwithin24hours.Thechargesagainstthestudentwillbedescribedandthe
studentandparentswillhavetherighttoaninformalconferencetodiscussthecharges.Ifastudent’spresence
constitutesadangerorthreatofdisruption,thenoticeandopportunityforaninformalhearingshalltakeplaceas
soonafterthesuspensionasreasonablypractical.Ifaparentwishestoappealasuspension,aformalhearingmay
beheldtoexamineevidence.Ifthisdoesnotprovideresolution,theparentmayfileawrittenappealtothe
Superintendentofschoolswithinfivebusinessdays.
Ifastudentidentifiedashavingadisabilityissuspendedformorethan10days,thestudentwillbereferredtothe
CommitteeonSpecialEducationforaManifestationDeterminationHearing.Whenastudenthasbeensuspended
andisofcompulsoryattendanceage,immediatestepsshallbetakentoprovidealternativeinstructionthatisofan
equivalentnaturetothatprovidedinthestudent’sregularlyscheduledclasses.Althoughthealternativeinstruction
neednotmatchineveryrespecttheinstructionalprogrampreviouslyofferedtothestudent,itmustbeadequate
enoughsothatthestudentmaycompletehis/hercoursework.
Part 18: Discipline of Students with Disabilities
TheBoardrecognizesthatitmaybenecessarytosuspend,removeorotherwisedisciplinestudentswithdisabilities
toaddressdisruptiveorproblembehavior.TheBoardalsorecognizesthatforstudentswithdisabilitiesthereare
prescribedprocedureswheneverschoolauthoritiesintendtoimposedisciplineuponthem.TheBoardiscommitted
toensuringthattheproceduresfollowedforsuspending,removingorotherwisediscipliningstudentswith
disabilitiesareconsistentwith§3214oftheEducationLawandPart201oftheRegulationsoftheCommissionerof
Education.Whiletheschoolhastheauthoritytosuspendorremoveachildforviolatingtheschool’sCodeof
Conduct,theparentandchildhavecertainrightsthroughouttheprocess.

Noteacher,administrator,officer,employeeoragentofaschooldistrictinthisStateshallusecorporalpunishment
againstastudent.

Thebuildingprincipalordesigneeisresponsibleforallpersonsinthebuildingandonthegrounds.
Part 21: Public Conduct on School Property
Allpersonsonschoolpropertyorattendingaschoolfunctionshallconductthemselvesinarespectfulandorderly

homeroom.Anystudentarrivingafter7:35a.m.isconsideredlatetoschoolandshouldreporttothecafeteriato
sign-in.Anystudentarrivingafter7:43a.m.mustreporttothemainofficeandsign-in.
Awrittennotefromthestudent’sparentorguardianmustbeprovideduponthestudent’slatearrivaltoschool.If
thestudentdoesnothaveanoteuponarrival,theywillbegiventhreedaystosubmitthenotetothemainoffice.

thirty(30)classmeetingsforafull-yearcourseandfifteen(15)classmeetingsforasemestercoursemayresultin
thelossofopportunitytocompleteexamsandothercourserequirements.Studentsareexpectedtoremaininthe
courseiftheywishtobeeligibletoenrollinsummerschool.Anystudentschangingcoursesatthestartoftheyear
orsemesteraretoremainintheclassuntiltheyreceiveformalnoticefromtheCounselingCenterthattheyhave
beenremovedfromtheclassroster.Failuretocomplywithschoolruleswillresultintheassignmentofdetention.

Grade 10 Information
Asstudentsproceedthroughourhighschoolprogram,theywillreceiveassistancewithpreparationforcollege,
careerandposthighschoolplans.Instructionincareerexplorationisprovided.Duringhighschool,studentsmay
decidetotaketestssuchastheSATSubjectTests.Thesetestsareinspecificsubjectsandstudentsmaytakeatestin
mathematics,science,worldhistoryorsecondlanguage.InJanuaryandFebruary,students,parents,andcounselors

Thefollowingaredescriptionsofsomeofthejunioryearactivitiesprovided:
BethlehemCentralHighSchoolisatestcenterforthePreliminaryScholasticAptitudeTest(PSAT),theScholastic
AssessmentTests(SAT&SATSubjectTests),andtheAmericanCollegeTests(ACT).Studentswillbeencouragedto
taketheappropriateteststomakethemselvesviablecandidatesforentranceintopost-highschoolinstitutions,
careersortheArmedServices.
InNovember,counselorsandstudentswillbegintoresearchcollegesusingNavianceandvariousresourcesthrough
classroominstructionandsmall-groupmeetings.Selectioncriteriasuchascollegemajors,locations,costandother
personalpreferenceshelpeachstudentreviewavarietyofinstitutions.InJanuaryandFebruary,students,parents,

PSATInformationforJuniors
ThePreliminarySAT/NationalScholarshipQualifyingTest(PSAT/NMSQT)willbeadministeredatBethlehemCentral
HighSchoolduringtheschooldayonSaturdayday,October22.Alljuniorsplanningtoapplyforcollegeadmission
shouldtakethistest.ThePSATisashortenedversionoftheSATI(ScholasticAssessmentTest)andservesasapreview
forstudentstakingthetest.Typically,juniorstaketheSATIonceinthespringofgrade11andagaininthefallofgrade
12. The PSAT is also used for the National Merit Scholarship competition. Nationwide, the top 50,000 scores put
students in a selected group qualifying them either as semi-finalists or commended students. Some students win
collegescholarshipsinthiscompetition.

studentsandtheirsuccessinthelearningprocess.Ournursesprovideavarietyofschoolhealthservices,functions
andprograms.Theseservicesarebaseduponcurrentevidence,bestpractices,andprofessionalschoolnursing
standards.An“EmergencyHealthInformationForm”issenthometoparentsinlateAugust/earlySeptember.
Parentsarerequiredtoprovideemergencycontactinformation,whichmayincludefriendsorrelativestobecalled
incaseofillnessorinjuryiftheparentscannotbereached.Thisformgivestheschoolwrittenpermissiontocallthe

thestudent’sweightisinahealthyrangeoristoohighortoolow.
NewYorkStateEducationLawrequiresthatBMIandweightstatusgroupbeincludedaspartofthestudent’sschool
healthexamination.Eachyear,asampleofschooldistrictsareselectedtotakepartinasurveybytheNewYork
StateDepartmentofHealth(DOH).TheBethlehemCentralSchoolDistricthasnotbeenselectedtosubmitits
informationtoDOHin2015-16,howeveritIspossibleitwillberequiredtodosoin2016-17.Whensurveyed,only

School Health Screenings
NewYorkStateEducationLaw,(Article19,Section905),andtheCommissioner’sRegulations,Section136.3,
requiresthatschoolsprovidethefollowinghealthscreenings:
• Visionscreeningforallnewlyenrolledstudents,includingcolorperception,distanceacuity,nearvision,and
hyperopia;inaddition,allstudentsingradesK,1,2,3,5,7,and10,willbescreenedfordistanceacuity.
• Hearingscreeningforallnewlyenrolledstudents,aswellasforstudentsingradesK,1,3,5,7,and10.
• Scoliosisscreeningforallstudentsingrades5through9.
• Parent(s)willbenotifiedifthereareanyconcernsduringtheirchild’sscreening.Resultsofallscreeningswill
bedocumentedinthestudent’sschoolhealthrecord.
Dismissal for Illness or Injury During School
Allstudentswhoareillorinjuredmustbedismissedthroughthehealthoffice.Studentsareencouragedtoreportto
thehealthofficeanyillnessorinjurythatoccurredatschool.Thiswillensurepropercareandinsuranceclaim
processinginthecaseofinjuryStudentswhobecomeillduringtheschooldayaretobedismissedthroughthe
healthofficeonly.Parentsareexpectedtomakearrangementstohavetheirillorinjuredchildpickedupatschool.
Studentsarenotpermittedtowalkhomeiftheyareill.
Insurance
ThedistrictcarriesaccidentinsuranceforallstudentsingradesK-12.Theinsuranceplanprovidesexcess,or
secondary,coverage.Intheeventofaccidentalinjurytoastudent,parentsshouldfirstsubmittheclaimtotheirown
healthandaccidentcarrier.Iftheclaimisnotpayableorisinexcessofthecoverageprovided,theremainderis
submittedtotheschoolplanforpayment.
Theschoolaccidentinsuranceplancoversstudentsparticipatinginschool-sponsoredactivities,andallstudentsare
automaticallyenrolledasofthefirstdayofschool.Theindividualschoolsinthedistrictwillhandleclaimsunderthis
plan.
Primaryaccidentcoveragebytheschooldistrictwouldbebothprohibitivelyexpensiveand,inmostcases,a
wastefulduplicationofcoveragecarriedbyfamilies.Itisexpectedthattheschool’ssecondarycoverageinsurance
planwilladdanadditionallayerofcoverageforthosefewsituationsinwhichtheinjuryisnotfullycoveredbythe
existingfamilyplan.
Sports Information for Secondary Students
Interestedstudentsmustsignuptoparticipateintheathleticsprogramthroughthehealthofficesatthemiddleand
highschools.Thefollowingformsarerequiredtoplayasport:1)Sport’sUpdateformforeveryseason(tobe
completedbyparent);and,2)Currentphysicalexam.(Additionalinformationmayberequestedsuchas
illness/injuryclearance).Ifparentsorstudentshaveanyquestions,(i.e.deadlines,etc.),pleasecontactyourschool

Academic Averages
Astudent’send-of-yearacademicaverageisdeterminedbyasimplemathematicalaverageofallcredit-bearing
courses,multipliedbythecreditfactor.PhysicaleducationcoursesareincludedinthecomputationoftheGPA.Noncreditcoursesandpass/failcoursesarenotcalculatedintheaverage.
Course Load
Allstudentsmustcarryfive(5)subjectsandphysicaleducationeachsemester.Ninthandtenthgradersareassigned
tostudyhallanytimeduringtheschooldaywhentheydonothaveascheduledclass.
Course Registration
CoursedescriptionsareavailableintheBCHSCurriculumHandbook,producedanddisseminatedannuallyeach

BethlehemCentralHighSchoolgrantsRegentsandlocaldiplomas.Requirementsforeachgraduatingclassare

Academic Supports
Astudentwhoisfailingacourseatthe5or10weekmarkduringquarters1,2and3oratthe5weekmarkof

Course Failures
Astudentwhofailsarequiredcoursewillberequiredtomakeupthecoursepriortothetimeofhis/hergraduation
fromhighschool.Thisistypicallydonebyattendingsummerschoolorbyrepeatingthecourseduringasubsequent
schoolyearorsemester.
Grades
Students’gradesinaclassaredeterminedbythepracticesannouncedbyeachclassroomteacherduringthefirst
weekofthecourse.Absencesandmake-upworkmayaffectgrades.
Grade Explanations
Allassignedgradesaretobegiveninpercentagesunlesspermissionhasbeengrantedbytheprincipaltoissue
pass/failgrades.Thepassinggradeis65.Eachten-weekgraderepresentstheaverageforallworkcompletedduring
thatperiodonly.Thefinalgradeforfullyearcourseswillbedeterminedbyaveragingfourquartermarks,thefinal
examinationandthemid-termexamination(whenapplicable).Forsemestercourses,thetwoquartermarksandthe
finalexamwillbeaveraged.AnystudentenrolledinaRegentscertifiedcoursewhohasapassingfinalaverage
includingcoursework,examinations,labrequirements,andtheRegentsexamination,andwhohasfulfilledthe
attendancepolicywillpassthecourse.Questionsorconcernsinvolvingstudentgradesaretobedirectedtothe
teacherand,ifnecessary,tothesubjectsupervisor.
Homework
Itisschooldistrictpolicytoassignmeaningfulhomework.Whenproperlyguided,homeworkservestoreinforceand
extendformalinstruction.Homeworkmayalsostimulatecuriositythatmayleadstudentstoexplorenewareasand
dimensionsindependently.Suchassignmentsalso:
• Providepracticeindevelopingandreinforcingskills;
• Encouragestudents’developmentofgoodstudyhabitsandself-initiative;and
• Developparentalinterestandparticipationinthestudent’sprogram.
Homeworkshouldneversimplybeanassignmentthatischaracterizedchieflybythetimeitconsumes.Theamount
ofhomeworkassignedvarieswitheachcourseandwillrangefromatotalof4to12hoursperweek.
Making Up Assignments
Studentsarerequiredtomakeuphomeworkandallclasswork.Inthecaseofexcusedabsences,twodaysof
completiontimeforeachdayofabsencewillbeallowed(e.g.,sixdaystocompleteassignmentsforathree-day
absence).Thisprovisionformake-upworkdoesnotexcusestudentsfromhandinginworkonapreviouslyspecified

Dress Code
Studentswhoviolatethedistrictstudentdresscodeshallberequiredtomodifytheirappearancebycoveringor
removingtheoffendingitemand,ifnecessaryorpractical,replacingitwithanacceptableitem.Anystudentwho
refusestodososhallbesubjecttodiscipline,uptoandincludingin-schoolsuspensionfortheday.Anystudentwho
repeatedlyfailstocomplywiththedresscodeshallbesubjecttofurtherdiscipline,uptoandincludingsuspension.
Eachbuildingprincipalordesigneeshallberesponsibleforinformingallteachers,studentsandtheirparentsofthe

additionalconsequencesforthatviolation.Continuedrestrictedstudyhallcutswillalsoresultinafter-school

Teacher Detention
ThisisanassignmentofextraclassattendanceduringPeriod9.Failuretoattendteacherdetentionwillresultin

In-School Suspension
StudentsassignedtoInternalSchoolSuspension(ISS)arerequiredtoreporttotheISSroomattheconclusionof
homeroom(7:43a.m.).Studentsmuststayuntilthecompletionoftheschooldayat2:07p.m.Ifastudentislatebut
arrivesbefore8:10a.m.,he/shemayremainbutmuststayuntil3:00p.mandmakeupanyremainingtimethe

IfastudentleavesISSwithoutpermission:Thestudentwillbesuspendedandparentswillbecontacted.Thestudent

External Suspension
Studentswhohavebeenexternallysuspendedfromschoolarenotpermittedonthecampusduringthe
instructionalday.Failuretocomplymayresultinpoliceinvolvement.Analternativeforinstructionandattendance
creditmaybeachievedviahomeinstructionand/orthroughparticipationinthedistrict’sSuspensionInstruction
Program(OCIP).Thesestudentsmayalsomeetwithappropriateschooldistrictpersonneltodiscusswaystohelp

Extracurricular Activities
Participationinschoolextracurricularactivitiesisaprivilege.Discipline,poorattendanceoracademicissuesmay
resultinstudentsbeingdeniedentrytoschoolfunctions.
Studentsarerequiredtobeinattendanceatschoolonthedaytheyparticipateinanyextracurricularactivities.In

Idle-Free School Zones
BChastakenanimportantsteptoprovideasafeandhealthyenvironmentforourstudents,staffandcommunityby
adoptinganoidlingpolicyforschoolbusesandprivatevehiclesonschoolgrounds-essentially,makingourschools
“idle-freezones.”ThepolicyitselfreinforcesexistingNewYorkStateidlingrestrictions,butitisourhopethatby
makingthismoralcommitment,wecanencourageallstaff,parentsandcommunitymemberstoobservetheidlefreezones.

Eachstudentwillbeissuedalockeratthebeginningoftheschoolyear.Studentsshouldnotsharelockersor

Theschoolresourceofficer(SRO)isamemberoftheBethlehemTownPoliceassignedtobeintheHighSchoolona
dailybasis.TheSROinteractswithstudents,collaborateswithteachersandadministrators,servesasaresourcefor
parentsandconnectstheschooltothelargercommunity.Thispartnershipbetweentheschooldistrictandthe
BethlehemPoliceDepartmentaimstopromotemorepositiveinteractionwithpoliceandtohelpmaintainasafe
schoolenvironmentconducivetolearning.
School Safety Procedures
ThereisaspecificplaninplaceatBCHStoensurethesafetyofstaffandstudents.Throughouttheyear,thereare
drillssothatallindividualsintheschoolarecomfortablewithemergencyprocedures.Properinformationand
directionwillbegiventoallinvolvedbefore,duringandafteranydrilloremergency.Duetotheseriousnessofthese
drills,studentsmustlistentoandfollowalldirections.
Emergency Notification
Uponhearinganemergencynotification,allstudentsshouldgoquicklyandquietlytothenearestsupervised
classroom.Studentsshouldremainthereuntilanannouncementismadesignalingthatitissafetocontinuewith
theirschedule.
Fire Alarms
Afireevacuationplanispostedineachclassroom.Studentsshouldbefamiliarwiththeexitrouteandbeprepared
tofollowitifthealarmbellsounds.Intheeventofafirealarmordrill,studentsaretoproceedquietlyandinan
orderlyfashionoutofthebuildingunderthesupervisionanddirectionofstaff.Studentsshouldremainwiththeir
classandbeatleastonehundredfeetawayfromthebuildingandfirehydrants.Alldrivewaysandparkinglotsmust
bekeptcleartoallowthepassageofemergencyvehicles.Thesignalforstudentsandteacherstoreturntothe
buildingwillbegivenoverthePAsystem.
Go Home Drill
Theannual“GoHome”drillisorderedbytheCommissionerofEducationincooperationwiththedirectorofthe
StateCivilDefenseCommission.Whilethedrillisprimarilyanexercisetobefollowedintheeventofanemergency
whenatwo-hourwarningisanticipated,itisbeingorganizedalsoasaproceduretobefollowedintheeventofa
civilemergency.
Highschoolbusriderswillbetransportedfirst.Sincethehighschooliscenterednearthebusgarage,thetotal
elapsedtimeforgettingallchildrenhomewouldbelessthanifelementarypupilsweretransportedfirst.Then,too,
suchaplanwillresultinhavingolderchildrenhomeandabletocareforyoungeronesintheeventparentsareaway
fromhomeduringanemergency.Schoolbuseswilltravelprimaryroadsanddropstudentsatpointsthatarenot
greaterthanahalf-milewalkingdistancefromtheirhomes.
Visitors to School
Ourvisitorpoliciesaredesignedtoensurethesafetyofallstudentsandstaffandtominimizedisruptiontothe
instructionalprogram.Allvisitorsmustsigninandreceiveavisitor’spassuponenteringourschool.Uponleavingthe
building,pleasesignoutandreturnthebadge.
Nopersonotherthanastudent,anofficeroremployeeofthedistrict,orparentorlegalguardianofastudentin
regularattendanceatsuchschoolshallenteruponorremainuponschoolpropertyforanypurposewithoutthe
permissionofabuildingadministratororotherauthorizedrepresentativeofthedistricthavingsuchpropertyin
charge.Violatorsoftheaboverulearesubjecttoarrestandprosecutionfordisorderlyconductortrespassing.

property.Schoolofficialshavethelegalrightandresponsibilitytoinspectlockersorsearchastudent’sperson
and/orbelongingsonschoolproperty.Thisincludesvehiclesparkedinparkinglotsifthereisreasonablesuspicionto

Studentsmaychoosetoattendclassesonanauditingbasiswiththepermissionoftheteacheraftertheregular
numberofcoursesisscheduled.
Early Dismissal Pass
Earlyreleaseprivilegesareavailabletostudentsingoodstanding.Studentsingradeselevenandtwelve(withoutan
off-campuspass)mayleaveschoolattheconclusionoftheiracademicdaywithparentpermission.Studentsmust
haveavalidatedearlyreleaseformonfileinthemainofficeandshowtheirpasstothemonitoruponsignout.

Senior Off-Campus Pass
Asenioroff-campuspassenablesseniorstudentswithparentalpermissiontoleavecampusduringanyunscheduled
period.Aparentcanrequesttovoidthisprivilegeatanytime.Registrationdoesnotqualifyastudenttoleave
campus.Thestudentmayleavecampusonlyafterreceivingthepassinhomeroom.Seniorsmustcarrytheoffcampuspasswiththematalltimesandmustusethepassinanappropriatemanner.Seniorsarerequiredtosignoutbeforeleavingcampusandsign-inuponreturn.
Loss of Senior Privileges
Seniorswhohaveearnedprivilegeswilllosethemifallbehaviorandacademicexpectationsarenotupheld.

Studentshavetherighttoexpresstheirownideasandopinions.However,nomaterialofanobscene,libelousor
defamatorynatureorwhichadvocatesreligiousorracialprejudiceoraviolationofthelaworschoolregulationswill
bepermittedtobedistributedorpostedwithintheschooloronschoolgrounds.
Materialmustbesubmittedforapprovaltothepublication’sstudenteditor(s)andadvisor(s),priortodistribution

Studentswhousedistrictbustransportationareexpectedtorideontheirassignedbusandbeattheirassignedbus
stoptoandfromschool.Ifastudentneedstotakeanalternatebus,he/shemustpresentanotesignedbya

Transportation Policies and Safety Procedures

Medications on the Bus
Medications(includingTylenolandotherover-the-countermedicinesandcoldremedies)maynotbetransported
onschoolbuses.Ifachildneedsmedication,theparentshoulddeliveritdirectlytothenurse’sofficeattheirchild’s
school.Exceptionstothispolicyarehandledonacase-by-casebasis[examplesincludecarryingEpi-Pensand/or
sweetpacks]andmustfirstbeapprovedbyaschoolnurse.
Transporting Items to School
Allitemsbroughttoschoolshouldbepackedinacarryingcase(e.g.,atotebagorbackpack),whichmustbesmall
enoughtobeheldonthestudent’slapandcannotexceedthetopoftheseatbackinfrontofthem.Studentsriding
onaschoolbusmaynottransportfoodforclassparties.
Transporting Large Objects and Musical Instruments
NewYorkStateDepartmentofTransportationandfederalregulationsPROHIBITbringinglargeitemsandmusical
instrumentsonschoolbuses.Thisprohibitionisdesignedtopreventtheblockageofseatsandaislesintheeventof
anaccident.
Largeitemsnotallowedonthebusinclude,butarenotlimitedto:altoclarinet,bassclarinet,contrabassclarinet,
trombone,baritonesaxophone,cello,guitar,tenorsaxophone,tuba,baritonehorn,stringbass,largeschool
projects,skateboards,bikes,fishingpoles,hockeysticks,skisandpolesandsleds.
Placinglargeitemsonthefloorofthebusandholdingtheminbetweenone’slegsisnotpermissible.
Thefollowingisapartiallistofitemsallowedonthebusifheldonthestudent’slap:piccolo,oboe,flute,soprano
clarinet,bassoon,snaredrum,altosaxophone,Frenchhorn,trumpet,violinandviola.
Otheritemsnotallowedonthebusinclude,butarenotlimitedto:anyweapons(realorplay),petsoranyliveor

&craftsitems,especiallysharpobjectsorobjectswithpoints.Manyoftheseitemscanbeusedasweapons,can

Wearingcleatsaboardaschoolbusisalsoprohibited.Cleatscandamagetheinteriorofthebusandtheyalsocreate
anunsafeconditionforourstudentathletes(i.e.,theycanbeslipperyonwetsurfaces).
Lost Articles
Articlesleftonthebusarenormallykeptonthebussothatstudentscanreclaimthemthenextday.Ifnotclaimed,
articlesarereturnedtothebusgarage.Studentsshouldlabeltheirclothesandotherpossessions.Articlesnot
claimedwithinfiveworkingdaysaredonatedtolocalchurchesorcharityorganizations.
Transporting Service Animals (guide dogs or companion animals)
Severalstateandfederallawsgoverntheaccommodationofserviceanimalsandrequirethatsuchanimalsbe
allowedaccesseverywhere.Theschooldistrictisobligatedtoallowtheseanimalsonschoolbuses.Ifthissituation
everoccurs,thebestplacefortheanimalwhileonthebusisbetweenthestudentandthewallofthebuswhere
practical.Commonsensemustprevailwithrespecttothesafetyofallstudentsandtheanimalinquestion.
Accommodationsmustbemadeforstudentswhomaybeallergictoanimaldander.
Security
NewYorkStatelawstrictlyforbidsanypersonfromboardingaschoolbuswithouttheexpressconsentofthebus
driver.Thisincludesparents.Ifanytimeastudenttellsabusdriverthathisorhersafetyisbeingthreatenedby
anotherstudent(s)orbyanotherperson,thedriverwillimmediatelynotifyhisorhersupervisor(s)andaskthe
supervisor(s)tomeetimmediatelyaftertherouteisdone.Schoolprincipal(s)willbenotifiedimmediatelyaboutany
incidentthatthreatensthesafetyofstudentsorthebusdriver.
Bus & Pedestrian Safety
Childrenaretofollowrulesofsafetyoutlinedbythedistrict.Childrenwhohaveacontinuousproblemonpracticing
safetyrulesonthebusmightneedtofindanalternatewayofgettingtoandfromschool.
Proper Crossing Procedures
Pleasereviewtheseprocedureswithyourchildren;iftheymustcrosstheroadinfrontofthebus,knowledgeofsafe
crossingproceduresisvital.
• Crossersgetoffthebusfirst.Whendischargingpassengers,theschoolbusdriverwilldischargethecrossers
first.Oncetheyhavesafelycrossedtotheothersideofthestreet,thebusdriverwilldischargenon-
crossers.

Waitingforthesignaltocross.Astudentgettingoffthebusshouldwalktothefrontofthebustoaplace

APPLICATION INSTRUCTIONS
To apply for free and reduced price meals, submit a Free Meals/Milk Eligibility Letter received from the Office of Temporary and Disability Assistance OR complete
only one application for your household using the instructions. Sign the application and return the application to YOUR CHILD’S SCHOOL. If you have a foster child
in your household, you may include them on your application. A separate application is no longer needed. Call the school if you need help: 518-439-8885. Ensure
that all information is provided. Failure to do so may result in denial of benefits for your child or unnecessary delay in approving your application.
PART 1 ALL HOUSEHOLDS MUST COMPLETE STUDENT INFORMATION. DO NOT FILL OUT MORE THAN ONE APPLICATION FOR YOUR
HOUSEHOLD.
Print the names of the children, including foster children, for whom you are applying on one application.
List their grade and school.
Check the box to indicate a foster child living in your household, or if you believe any child meets the description for homeless,
Migrant, runaway (a school staff will confirm this eligibility).
PART 2 HOUSEHOLDS GETTING SNAPS, TANF OR FDPIR SHOULD COMPLETE PART 2 AND SIGN PART 4.
List a current SNAP, TANF or FDPIR (Food Distribution Program on Indian Reservations) case number of anyone living in your household.
The case number is provided on your benefit letter.
An adult household member must sign the application in PART 4. SKIP PART 3. Do not list names of household members or income if you list a
SNAP case number, TANF or FDPIR number.
PART 3 ALL OTHER HOUSEHOLDS MUST COMPLETE THESE PARTS AND ALL OF PART 4.
Write the names of everyone in your household, whether or not they get income. Include yourself, the children you are applying for, all other children, your spouse,
grandparents, and other related and unrelated people in your household. Use another piece of paper if you need more space.
Write the amount of current income each household member receives, before taxes or anything else is taken out, and indicate where it came from, such as earnings,
welfare, pensions and other income. If the current income was more or less than usual, write that person’s usual income. Specify how often this income amount is
received: weekly, every other week (bi-weekly), 2 x per month, monthly. If no income, check the box. The value of any child care provided or arranged, or any
amount received as payment for such child care or reimbursement for costs incurred for such care under the Child Care and Development Block Grant, TANF and At
Risk Child Care Programs should not be considered as income for this program.
The application must include the last four digits only of the social security number of the adult who signs PART 4 if Part 3 is completed. If the adult does not have a
social security number, check the box. If you listed a SNAP, TANF or FDPIR number, a social security number is not needed.
OTHER BENEFITS: Your child may be eligible for benefits such as Medicaid or Children’s Health Insurance Program (CHIP). In order to determine if your child is
eligible, program officials need information from your free and reduced price meal application. Your written consent is required before any information may be
released. Please refer to the attached parent Disclosure Letter and Consent Statement for information about other benefits.
PRIVACY ACT STATEMENT
Privacy Act Statement: This explains how we will use the information you give us.
The Richard B. Russell National School Lunch Act requires the information on this application. You do not have to give the information, but if you do not, we cannot
approve your child for free or reduced price meals. You must include the last four digits of the social security number of the adult household member who signs the
application. The last four digits of the social security number are not required when you apply on behalf of a foster child or you list a SNAP, Temporary Assistance for
Needy Families (TANF) Program or Food Distribution Program on Indian Reservations (FDPIR) case number or other FDPIR identifier for your child or when you
indicate that the adult household member signing the application does not have a social security number. We will use your information to determine if your child is
eligible for free or reduced price meals, and for administration and enforcement of the lunch and breakfast programs. We MAY share your eligibility information with
education, health, and nutrition programs to help them evaluate, fund, or determine benefits for their programs, auditors for program reviews, and law enforcement
officials to help them look into violations of program rules.

In accordance with Federal civil rights law and U.S. Department of Agriculture (USDA) civil rights regulations and policies, the USDA, its Agencies, offices, and
employees, and institutions participating in or administering USDA programs are prohibited from discriminating based on race, color, national origin, sex, disability,
