Qualities of an Authentic Prime Minister
I
t is an established fact that prime ministers of countries, or
presidents, choose for their cabinets people who are pygmies, for
the simple reason that on the one hand, they cannot have a
competition for the prime minister, and on the other, they know they
are gone if this prime minister is gone and have no status of their
own. Only once in a while a prime minister like Jawaharlal Nehru,
has chosen the best people for his cabinet. Anyone was capable of
being the prime minister. This shows courage, wisdom, and a trust in
one's own power over the masses.
Only a very few people like Jawaharlal Nehru and Winston
Churchill had the guts to appoint people of the same status and
character.
If you want any kind of change in the country you have to risk
losing the elections, because the masses are very past-oriented.
The qualities of a prime minister are, first, he should not be
interested in his own position and power, nor have the desire always
to remain prime minister. He should look at India--India comes
before anything else.
The country is poor, the soil has almost lost its vitality. Forests are
being cut for the use of third-rate newspapers. So the whole ecology,

has to be considered so that it
remains consistently the same.
The prime minister should not
compare India with powerful
nations and should not think we
should become powerful. There is
no need of having the biggest army
in the world. It is inappropriate--70
per cent or more of the country's
income goes into preparation for
war. That money should be given to
the earth, to the trees, to the
farmers.
India should approach other
countries like Japan to create
factories; giving the guarantee that
their investments will never be
nationalised .There are thousands
of people around the world, sitting
on billions of dollars, who are
willing to invest, but their fear is
that they will lose it in
nationalisation. So it should be
made a constitutional guarantee
which is irrevocable.
India is a continent--it should
create a body almost like the
European Union, an Asian
Common Market. India, China,
Taiwan, Pakistan, Japan, Myanmar
etc should make a common stand.
This stupid nationalism has to be
dropped. And for the countries who
join the Asian community there
should be no immigration problem.
Their people should be able to
move without being troubled by
bureaucrats. Freedom means selfrespect in the country, and perhaps

one day it will be possible to make
the European Union and Asian
EC one.
An authentic prime minister
should choose his cabinet not just
from the elected people, because
the more intelligent people don't
want to get into the gutters of
politics. People are not interested in
politics and elections because they
have seen that whoever gets power
forgets all about the people.
The prime minister should be
told: Don't cling to mere words. If
you want to have the support of
Pakistan, Bangladesh, China, Japan
and Taiwan, you cannot be the head
of it. Each country will have
representative membership
according to its population, and
everybody will gain in this way. We
can even persuade Russia to join
because it is almost half of Asia; it is
growing in friendship, love and
brotherhood. Birth control will be
one of the basic fundamentals of the
Asian community, so every country
will have to have birth control
programmes.
These qualities are missing
because India has been
unfortunately been enslaved for
2,000 years. That has created a
slavish mind. The people are not
being educated well, they are not
being taught that their vote has
tremendous importance, not to sell
it for five rupees to anybody. And
the root of it all is that Mahatma
Gandhi and Jinnah agreed with the
British Viceroy Mountbatten to split
the country. The people should
have waited just two more years.
They were so hungry for power in
just two years, Mahatma Gandhi
and Jinnah would have died and
relations would have been more
cordial.

threatening that if there was no

partition, there would be civil war.
His challenge should have been
taken that we will never be
prepared to cut our people to
shreds by this division. And even
with the partition, millions of
people died anyway, so it might
just as well have been a civil war.
Or there may not have been any
civil war, because Jinnah didn't
have as much power as he
pretended. He was playing into the
hands of the British government, he
had no roots among the Muslims.

And it is evident even today that
India has more Muslims than
Pakistan or Bangladesh. So this
whole division was the weakness of
the old politicians. It can be
corrected today. Invite all the heads
of the. Asian countries, and create
friendship.
It is not a question just about
leaders. I emphasise that I hate
people like Morarji Desai, who only
lust for power and take no creative
action to raise the country's
standard of living. Their
stubbornness is not strength, it is
simply stupidity. I love people like
Jawaharlal Nehru, with all his
human frailties, because he had a
mind of a poet and loved his
people, not his power.
I love people who are not
adamant but flexible, who are
intelligent enough to understand
the problems of the country, and
who are prepared to share their
power with those who are not in
power but can help to change all
this poverty and slavery.
