ICE North East highlights 2015
Introduction
My overriding theme for my year as
chair of ICE NE has been global warming,
which offers challenges, but also fantastic
opportunities, rewards and high status for
civil engineers. It has been brought into
the spotlight by calls for new approaches
following further floods in the North.
On the subject of changing conditions,
constructive feedback from local members
and guests was provided at a climate
symposium in Newcastle chaired by David
Balmforth for the Presidential Visit in April
2015 prior to the annual dinner. Overall
delegates considered that:

90% of current Codes of Practice need
to be revised for climate change, (a
result that was replicated by the ICE's
UK Regional Affairs Committee in
August 2015 and endorsed by the
World Federation of Engineering
Organizations in Paris at COP21).
There is only a 50% chance that we will
prevent temperatures reaching 3°C of
warming.
About ICE North East
I would therefore warn engineers that
realistic risk assessments are now the only
safeguard against potential future litigation.
The first day of the Presidential visit
included a G&S school ‘Zombie’ event
in Hartlepool and a debate ‘Is Civil
Engineering an Art or a Science?’ which
was held at MIMA, the Middlesbrough art
gallery. There were also celebrations with
Teesside University for achievements of
long-standing ambitions to establishing
recognised Bachelor and Master’s degrees
in civil engineering.
One of the other major initiatives that
the ICE NE committee has faced involved
establishing that the ‘Northern Powerhouse’
should extend beyond the Manchester
area. We have promoted meetings with the
responsible Minister, supported the setting
up of an ICE committee and have attended
several conferences.
Regional Director Penny Marshall now has
responsibility for the Yorkshire and Humber
region as well as the North East. We said
farewell to long-serving staff members

Nicola Railton and Irene Hurley and
welcomed two new staff members in
Newcastle, Communications Executive
Joanne Stephenson and Regional
Coordinator Katy O'Brien. I have been well
supported with two vice chairs, Graham
Yates from the Northumbria Branch and
Sarah Kellerman from the Teesside Branch
and reliable senior committee Members.
Thanks are also due for the brilliant input
from the Graduate & Students under their
chair Jenna Allen.
Finally, Michael Coulson is to step down as
Regional Secretary after around a
decade and a half in the role! I thank
him for his dedicated time and effort on
behalf of many previous regional chairs
and committee members.

Knowledge
As a learned society, ICE is a centre for
the exchange of specialist knowledge
and a provider of resources to encourage
innovation and excellence in the profession.
ICE North East brings together members
with particular specialisms and experts from
all sectors, to promote debate on key issues
for civil engineering and for society as a
whole.
Our branches hold an excellent programme
of technical events including presentations,
site visits, conferences and seminars helping
ICE members across the North East keep their
industry knowledge and skills up-to-date.
ICE continues to provide a secure online
events booking system for evening lectures
and events. ICE members who book online
and sign the attendance register at the
event, will be recorded on MYICE for CPD
purposes.
Members are encouraged to attend any
event that interests them - not just those
organised by their local branch.

2015 highlights
■■ ICE North East held 25 technical lectures
with popular subjects including: Bridges
of the Tyne, Cobra, Chinooks and 2013
surge tides, A1 Bypass, The Day Vesuvius
Erupted and The Barge which can do
everything for offshore wind turbines
which was also filmed and made available
online.
■■ Members took part in a site visit to
Cummins Engines, Cycling Deisgn
Workshop, Fellows Breakast, 'getting to
know ICE' events, careers evenings and a
Meet the President evening.
■■ Over 1,500 members attended
knowledge transfer events.
■■ ICE North East branches and groups
continued to hold regular joint events
with other Professional Engineering
Institutions including with IStrcutE, CIHT,
IChemE and RICS.

2015 highlights
■■ A Symposium on Climate Change was
held in April as part of the President's
visit which considered what dangers
need to be faced. Led by Regional
Chairman Robert Thorniley-Walker
and chaired by ICE President Professor
David Balmforth the debate saw
delegates debating the probability of
5 degree warming, when the Arctic
summer ice will first disappear and
how much sea levels could rise in this
century.
■■ In May The Graduates and Students
'Constructing Science Central'
conference took place which offered
an insight into the ambitious £250m
development. The project combines
cutting-edge architecture, new public
spaces, and the world renowned
scientific expertise of Newcastle
University and leading edge businesses.

Professor Stephanie Glendinning of
Newcastle University, Jonathan Brown,
of Newcastle City Council and Simon
Longshaw of Mott Macdonald.

Engineers is celebrating its 125th
anniversary. The first event of the
year to mark the occassion will be a
birthday party on 3rd March which
includes a bake off competition.

Membership and qualification
Increasing the number of professionally
qualified members of ICE is vital to achieving
the highest level of competency in the
industry. Encouraging students on accredited
courses to become student members with
ICE will enable individuals to start to realise
their potential, and understand the value of
a professional qualification, at the earliest
opportunity in their career.

The Membership Recruitment team in ICE
North East support, advise and guide civil
engineers at all stages of their professional
development, through to the appropriate
professional qualification and membership
of ICE.
■■
Membership Recruitment staff meet
members and many potential members in
organisations across the region, but also
support with key activities such as:

Membership surgeries – individual
consultations providing bespoke advice
and guidance on a 1-2-1 basis.
Company visits – meeting supervising
civil engineers (SCE), delegated
engineers (DE) and mentors to ensure
effective training and development of
graduates and technicians. Meeting
members and potential members at
all levels giving information on routes
to membership of ICE, through to
professional qualification.
SCE/DE/Mentor forums – key update
sessions for those involved in
mentoring, supporting and developing
individuals within organisations.
Membership Recruitment have increased
the number of volunteer approved SCEs and
mentors to now total 67 – an increase of
more than 10% from the beginning of 2015.
(This does not include Delegated Engineers).
Engaging with academic staff and students
on university and college civil engineering
courses, is another key aspect of their
role. They develop key links and create
partnerships to enable staff and students
alike to recognise the value of a professional
qualification and membership of ICE at all
levels.

Membership Recruitment staff in the
North East are part of the North England
team which includes ICE Yorkshire &
Humber and ICE North West. This allows
a more consistent and collaborative
approach to membership advice
and guidance throughout all regions
ensuring the highest quality of service is
maintained.
Working with the regional Graduates
& Students (G&S) committee is also an
important aspect of the Membership
Recruitment team.
ICE training is the
training arm of ICE and
leadingprovider of specialist
training for civil engineers,
project managers and
construction professionals.

2015 highlights
■■ Increased numbers of SCEs and
Mentors by over 10%.
■■ Introduced regular SCE/mentor briefing
sessions for new applicants for these
roles, making application quicker and
more straightforward.
■■ 100% in the number of training
agreement completions achieved for
those on company approved schemes.
■■ Over a 50% increase in the
number of professional review
applications at IEng and CEng.
■■ New members from December 2014 in
ICE North East:
- Students – 175 (increase of 13%).
- Member IEng/CEng – 17 (double 2014).
For all levels of Membership in ICE North East the
total numbers have increased by 1.3% in 2015.
2016 and beyond
A prime focus for 2016 will be to increase
technician membership, which is currently
an under represented grade. Membership
Recruitment staff will develop and deliver
bespoke technician workshops guiding
applicants for this grade through their
application to submission. We will also
offer support and advice to those who are
mentoring potential technicians to ensure
all who can apply are recognised. Membership Recruitment
staff will continue to support organisations with potential
technician members to facilitate Technician Professional Reviews
in their own workplace. A bespoke Technician Review Centre will
be available in the North East in September 2016.
We will also continue our work to develop links with FE colleges
to access, at an early stage, potential technician members, ensuring
there is a clear message as to the value of a professional qualification
with ICE.

NE Graduate & Student Emerging
Engineers Award: Winner, Durham
University Graduate and Engineer at
Skanska UK, Paul Chambers scooped
the global prize which included a cash
prize of £1,500 for his written paper
and presentation on 'Investigation
and Analysis of Temporary Propping at
Crossrail Paddington Station' detailing the
link between technical standards and the
delivery of major infrastructure projects.
Graduates & Students communications
competition: The Atkins team comprising
graduates Ben Foster, Curtis Hardy,
Andrew Markowycz, Robbie Jones and
Ben Hancock won through to represent
the North East in the semi-final of the
national competition.

The profile of the profession was raised with the wider public through the annual
Robert Stephenson Awards which celebrate the best civil engineering projects
across the North East.

In November Jenna Allen of A-one+
was shortlisted for the CITB Pride of
Construction Awards, Personality of the
Year and got down to the final 3. The
awards celebrate the achievements of
remarkable individuals and companies.
Amy Wright and Abdul Alcharbati were
Graduates & Students Volunteers of the
Year for their work with under 19s, helping
to inspire young people and raise the
profile of civil engineers across the region.
The ICE NE Golf Team; Paul Musgrave
(Capt), Clive Oliphant, Kevin Moir and
Chris Scott once again scooped the
Thomas Telford Trophy, this time at the
Forest of Arden. It is the fifth time the
team has won in the last eight years!
20 entries were submitted to the awards which were presented by ICE
President, David Balmforth at the ICE NE annual dinner attended by a broad
spectrum of industry representatives.
The over £4m category winner was Greatham Managed Realignment:
creation of The Saltern Wetlands, with team of Environment Agency,
Halcrow CH2M Hill, Balfour Beatty and Arup.
The medium category (£0.5m-£4m) winner was Thornaby
Footbridge with team of Stockton-on-Tees Borough Council,
Atkins and Balfour Beatty.
The under £4m category winner was Belford Natural Flood
Management Scheme with team of Environment Agency,
Newcastle University and AMCO.
WISE Awards: Kate Cairns, Chair of ICE North East
Sustainability Panel was shortlisted for the Women
in Science and Engineering Awards for her work in
the UK's STEM sector.

Professionalism
Helping members to develop
professionally throughout their career
is a priority for ICE.
Members can take advantage of
the MICE dedicated pathway to
Chartered Management Institute (CMI)
membership at a reduced rate secured
by ICE. A qualification of this sort helps
Members get recognised for their

their technical and professional
expertise.

environmental management and

Congratulations to the candidates in the North East who have

■■ Normandy veteran and retired member
John Gillespie recived France's highest
military honour for his wartime efforts
- the Legion d'Honneur. John is an
inspirational figure in ICE North East and
was the man who rediscovered the rare
Telford Atlas.
■■ Jenna Allen became the first engineer
from a technician background appointed
to chair the Graduates & Students
Committee. Jenna has been recognised
in a number of our industry's award
ceremonies and won the Young Achiever
of the Year in the Constructing Excellence
in the North East Awards for her
involvement with ICE.
■■ The G&S committee provided
four Careers Insight Evenings - an
opportunity for final year students to
gain advice on career paths from recent
graduates working in the industry.
■■ Newcastle College opened the North
East's first ever Rail Academy in
Gateshead. The £5m facility offers a
unique training environment to help
the rail sector meet its skills shortages.
■■ G&S Ethics Workshops showcased ICE’s
ethics toolkit and helped members
recognise the importance of ensuring
their professional decisions ultimately
benefit the public good.
ICE's professionally qualified grades of membership are
internationally recognised and highly valued. Attainment of these
is widely viewed as a significant achievement and a benchmark of
an engineer's competence and professional standing.

Informing opinion
ICE is recognised by key stakeholders and
its members as the independent voice of
infrastructure. Members’ expertise informs
the message communicated to local
government, industry, regional media and
the public.
Our aim is to strengthen the lines of
communication between the North
East’s civil engineers and the region’s
key influencers and decision makers and
raise the profile of the profession with
the public and wider built environment
industry.
We maintain regular contact with local
media, ensuring our messages are
disseminated to a wide audience – raising
public awareness of civil engineering and
its contribution to society.

2015 highlights
■■ Attended meetings with influencers and
politicians including the Secretary of
State for Transport, in the run-up to the
general election in May.
■■ Contacted all the regions MPs post
general election to introduce them to the
work of ICE in the North East.
■■ Held workshop event jointly with
ICE Yorkshire and Humber to gather
evidence for the 2016 State of the Nation
Devolution report.
■■ Joined with other ICE regions in the
North to launch a new national expert
panel for the Northern Powerhouse.

ICE's response to this important initiative
going forward. North East representatives

£125,000.
■■ President David Balmforth met the
team behind Quay 1 at Teesport which
increases the port's capacity to handle
larger vessels. His visit also included
the unveiling of their 'This is Civil

■■ Significant use of social media was made in 2015.
@ICE_NE now has almost 900 Twitter followers which
has increased to over 40% of regional membership
equivalent.

Education and inspiration
Encouraging young people to consider a
career in civil engineering is one of ICE’s
key roles. Awakening children and young
people’s interest in science, technology,
engineering and maths (STEM) subjects is
vital to attracting the next generation of
civil engineers.
ICE North East has continued to support
young people through our pre-19 activities
led by our volunteer schools ambassadors.
Bridges to Schools continues to be a
popular activity, allowing young people
to test their science, maths, logic and
problem solving skills by building a 13m
cable-stayed bridge from prefabricated
components and challenging their
construction skills by walking along it.
Pupils are also provided direct contact with
professionals to help explain more about
careers.
2015 highlights
■■ Almost 3,000 young people across the
region took part in pre-19 activities.
■■ 46 new ambassadors signed up to
represent ICE and inspire and advise
future engineers.
■■ 15 careers fairs/events supported.
Events and activities included:
Zombie Challenge: ICE President
Professor David Balmforth visited Manor
School in Hartlepool where ICE G&S had
organised a 'zombie challenge' for Year
9 pupils. Activities used the Walking
Dead-style scenario to help young
people to understand the importance of
infrastructure and civil engineering.
Around 110 young people from 10 North
East schools also took part in a 'zombie
challenge' at Amec Foster Wheeler as
engineers from across the region marked
National Women in Engineering Day
(#NWED).

Get involved...
Bridges to Schools: MP for Darlington
Jenny Chapman visited Darlington College
to observe students taking part in the
bridge activity in November.
Winning entries will be used in a new
leaflet due to be produced in 2016 aimed
at raising awareness of civil engineering
among the public.
North East Big Bang fair: In July, ICE NE
hosted a drop in activity and careers stand
engaging with over 800 young people
aged 7-19 at Northumbria University.
Tomorrow's Engineers Week (TEW):
G&S Chair Jenna Allen used Bring Your
Child to Work Day to support Tomorrow's
Engineers Week at A-one+. A dozen
children took part in a range of activities
to give an overview of civil engineering
including a ''hunt the hazard quiz''.
Inspire 125: Schools competition launched
in advance of ICE North East's 125th
birthday in 2016. Year 8 and Year 9 pupils
from the region's schools were invited
to create an advert to inspire people to
consider a career in civil engineering.
6 companies and 1 university came on
board to sponsor the competition - lead
sponsor A-one+ as well as Amec Foster
Wheeler, Atkins, CH2M, Capita, Sir Robert
McAlpine and Teesside University.

inspiring photos of iconic structures on
the Quayside.
Two days of activities featured ICE North
East's replica cable stayed bridge at King's
Meadow School in Gateshead . The session
was led by Balfour Beatty Construction

ICE North East Seniors Group
'This is civil engineering' is ICE's innovative public awareness campaign designed to
raise the profile of civil engineering and highlight the benefits of infrastructure to local
communities. Launched in 2012 the campaign has continued to raise awareness of civil
engineering projects in their locality for over 3 years.
Our ‘This is Civil Engineering’ campaign

banners.
The banners show the public what civil
engineering is and how the project will
benefit the community. This could be
through protecting homes and businesses
from floods, ensuring drinking water is
clean or providing the roads and railways
that keep people connected.
Since the campaign was first launched
in 2012, over 100 projects have joined
- raising their ‘This is Civil Engineering’
banners and celebrating the vital role civil
engineering plays in society.
PD Ports' major investment in its bulk
handling facilities at Teesport led to the
unveiling of 'This is Civil Engineering'
banners at the site. This coincided with
President Professor David Balmforth's visit
to the Port where he met with the project
team as part of his two-day trip to the
North East.
Professor Balmforth said:
"Teesport is a fantastic example of the
value that first class infrastructure brings
to this region. The North East needs to
secure its fair share of infrastructure
investment in the future if it is to realise
its full potential as one of the major
economic regions of the UK"

The group was founded in 1990 (the first such group in the country) with the
aim of arranging activities for retired engineers and those nearing retirement.
In 2015 the Seniors Group celebrated its 25th Anniversary and to mark the
occassion produced a booklet outlining the history and development of the Group.
It is also a record of all of the events and activities which have taken place over the last
25 years.
The Seniors Group events programme appeals to a wide range of interests, both technical
and cultural including:
■■ visits to sites of engineering interest
■■ lectures based on subjects of historical or present engineering interest
■■ social events
Whilst enjoying the support of ICE, the group remains financially independent. An annual subscription enables the production of a newsletter and underwrites any financial shortfall in event costs.
Seniors Group Events
The programme includes an annual lunch in December and a three or four day holiday usually held in May.
The ethos of the group is one of informality and sociability enabling new friendships to be formed and old
ones reinforced.
Highlights of the 2015 programme included a visit to Kielder Reservoir Dam, 'Building the Shard' talk and
the Annual Lunch at Beamish Hall preceded by 'The Day Vesuvius Erupted'.

and guidance to anyone who wishes to find out more about becoming
professionally qualified with ICE at any level.
Our Membership Development Officers (MDOs) are available to offer
advice on routes to membership of ICE at all levels; advice on application
procedures for all membership grades; support for individuals working
through initial professional development (IPD); support for applicants with
their professional review submission; information and update for volunteers
in particular SCEs/DEs and approved mentors for the IPD process.
