10-Year-Old Baseball Tournament

July 5-9, 2016
1. Little League’s 2016 Baseball Official Regulations with Playing and Tournament Rules will be used to govern the
tournament.
2. Open to players LA10 and younger (players who were league age of 10 for the 2016 season)
3. Games will be played at Hickey Field, United Field, or Tony Keen Field at the Canyon Lake Little League
complex with the championship at Collins field. Each team needs to help with field prep before and after each
game.
4. The tournament will be organized by way of a 10-team, pool play bracket Taking the top 4 teams to Semi finals
and then the two winners for championship and two losers for consolation finals
5. Awards will be given out to 1st through 4th place.
6. In the event of weather related delays, tournament officials reserve the right to alter tournament format to
complete the tournament in a condensed amount of time.
7. Coin flip will determine Home team 30-45 minutes before game time.
8. All teams are asked to provide approximately 3 umpires per team for the tournament. Best efforts will be made so
these individuals will not umpire their own team’s games, but rather umpire other games in which their team does
not participate. CLLL will try to arrange scheduling so that these individuals umpire the game that immediately
precedes or follows their team’s game. CLLL will provide umpires for the championship game. The umpires will
determine who is behind the plate and who is in the field. If we are short an umpire, the umpire will be provided
by the Visitors.
9. The home team will be responsible for providing a scorekeeper to maintain the official book and an individual to
run the electronic scoreboard. These individuals will be seated in the crow’s nest during the game. The visiting
team will be responsible for maintaining the official pitch count for all pitchers that pitch during the game. Pitch
count forms will be provided.
10. Canyon Lake Little League will not be responsible for any accidents or injuries. Parents of participating players
must sign a liability release form before the player participates in any games. These forms shall be turned in to
Tournament Headquarters in advance of play. All players and coaches must provide their own insurance.
11. Bats may be no more that 2¼” in diameter and must be approved Little League bats. Any illegal bats will be
removed from the game and the batter is out.
12. Tournament coordinators have right to eliminate infield/outfield warmup to keep games on schedule.
13. All decisions of tournament coordinators are final.
14. A complete roster of all players on a team is required in advance of play.
15. Pitching
A. Pitchers, coaches, and managers will be required to follow the rules and regulations regarding pitchers as
outlined in the Little League rulebook.
B. Days of rest will be followed.

36 to 50 2 days
51 to 65 3 days
66 to 75 4 days
If a pitcher is removed from the pitching position, he cannot re-enter the game as a pitcher again that
game. If a pitcher reaches the limit imposed in Regulation VI (c) for his/her league age while facing a
batter, the pitcher may continue to pitch until any one of the following conditions occurs: 1. That batter
reaches base; 2. That batter is put out; 3. The third out is made to complete the half-inning.
C. A pitcher may not pitch 41 pitches and then go in as a catcher. A catcher may not catch for an out in 4
innings and be allowed to pitch.
D. Coaches will be provided with official Pitching Sheets. The Opposing coaches will exchange pitching
statistics prior to each game. Upon completion of each game, coaches will be required to verify and sign
opposing coaches pitching sheet. Coaches will be required to produce current and valid pitching sheets
upon request of the tournament officials.
16. Mandatory playing time:
A. Each player shall participate in each game for a minimum of six consecutive defensive outs and bat at least
one time. Failure to meet the mandatory play requirements will result in the suspension of the team’s manager
for the next two scheduled tournament games. Additional penalties (including forfeiture and/or
disqualifications) may be imposed by the Tournament Committee.
B. Continuous batting order will be used. All players will bat through the lineup. This lineup will be exchanged
prior to the first pitch of the game.
C. “Free substitution” is allowed for all players except pitchers meaning players can be entered, removed, and/or
reentered as long as Rule 16A is still followed. This will not affect batting order.
17. No game will end in a tie – play continues until a winner is determined
18. 10 run rule in effect after the 4th inning.
19. No dropped third strike. A batter may not advance on an uncaught third strike.
20. There is an open home for pass balls by the pitcher.
21. The top 4 teams will be determined by record in pool play. If there is a tie, the first tie breaker is runs scored total
for all three games. Then second tie breaker is runs allowed over all three games. If it is still a tie the third will
be a calculated run differential per inning played. Example Team A Wins 10 – 5 in 5 innings, loses 4-5 in 5
innings, and wins 15-4 in 5 innings. Total run different (10 minus 5 = 5) + (4 minus 5 = -1) + (15 minus 4 = 11)
total = 15 runs then divided by the total innings played of 15. So 15 /15 = 1.0000. This will be taken out to a
decimal till it is no longer a tie. If it is somehow still a tie a coin flip will determine the team that moves on.
