1. The Government of the Democratic Socialist Republic of Sri Lanka has received a Loan from Japan
International Cooperation Agency towards the cost of the National Transmission and Distribution
Network Development and Efficiency Improvement Project (NTDND&EIP). It is intended that parts
of the proceeds of this loan will be applied for eligible payments under the contract resulting from the
bidding for which this prequalification is conducted.
2. The Ceylon Electricity Board intends to prequalify bidders for;
(a)
Construction of New 220/132kV Switching Station at Kirindiwela, 132/33kV Grid Substation
at Kirindiwela and 132/33kV Indoor Grid Substation(GIS) at Battaramulla.
(b)
Augmentation of 132kV/33kV Grid Substations at Biyagama, Kotmale, Veyangoda, Padukka,
Kosgama, Seethawaka, Thulhiriya, Ratmalana, Pannipitiya, Kolonnawa and Athurugiriya.
(c)
CT replacement of 132kV/33kV Grid Substations at Polpitiya, Ukuwela and Naula.
3. Prequalification will be conducted through procedures in accordance with the applicable Guidelines
for Procurement under Japanese ODA Loans, and is open to all applicants from eligible source
countries, as defined in the Pre-Qualification Documents. Intending bidders are advised to inspect the
Pre-Qualification Documents by visiting the website of Ceylon Electricity Board, at www.ceb.lk for
more details.
4. Interested eligible Applicants may obtain further information from Project Manager-2
(NTDND&EIP) and inspect the Prequalification Documents at the office of the Project
Director-National Transmission and Distribution Network Development and Efficiency Improvement
Project from 0830hrs. to 1530hrs. till August 03, 2016.

5. A complete set of the Prequalification Documents may be purchased by interested Applicant(s) on the
submission of a written Application to the address above and upon payment of a nonrefundable fee of
Sri Lankan Rupees ten thousand (LKR 10,000.00) or equivalent amount in Japanese Yen, US Dollars
or Euro in Cash/Bank Draft. Pay in Voucher (PIV) for the payment will be issued from the above
office. Please note that bidding documents will be issued only to the prospective bidders or their
accredited agents who are registered in terms of Public Contract Act No. 3 of 1987 and on submission
of form PCA 3 issued by Registrar of Public Contract with respect to each tender.
