All the work to be included in Group Element 2 Superstructure and Element 1 Frame (Reference, item 2.1) are shown on NRM, p. 22 and are to be measured in square metres as NRM, p. 274. Item 2.1.1 indicates that the area is that related to the frame. This excludes any basement area. The rates must also include the cost of formwork and reinforcement. Further measurement of the formwork and reinforcement and further conversions will be necessary to provide a gross rate per metre for the concrete, formwork and the reinforcement. The measurement and costing of the steel frame to the conference area must also be included in this section. The price for this measured work is also specific and therefore more accurate. The precise price per square metre can then be calculated. The same quantities also provide the basis for the measure of the cost planning elements of work.
