Strategic Growth Statement Consultation
The nine local authorities in Leicester and Leicestershire and the Leicester & Leicestershire Local
Enterprise Partnership (LLEP) are preparing a Strategic Growth Plan to set out the aspirations for
delivering growth in Leicester and Leicestershire. It will set out, in broad terms, the amount and
location of future growth (housing, economic, infrastructure) Leicester & Leicestershire will be
expecting to accommodate until 2050.
The Strategic Growth Plan will act as a strategic planning framework for the area. This means that
local authorities will take this plan into account when developing their Local Plans. It will mean that
Local Plans, strategies for economic growth, infrastructure and investment plans of all local
authorities and the LLEP are developed within a consistent framework. This will make it easier to
plan for infrastructure and investment and secure funding for this from Government.
The Strategic Growth Statement forms the first stage in developing the Strategic Growth Plan. The
Strategic Growth Statement will form the basis for developing the Draft Strategic Growth Plan,
which is expected to be published for public consultation in the summer of 2017.

Aims of our strategic growth plan
The nine local authorities in Leicester and Leicestershire, and the Leicester & Leicestershire Local
Enterprise Partnership (LLEP), want to prepare a non-statutory Strategic Growth Plan which will:
• be clear about the opportunities and challenges that we face
• provide an agreed scale and direction for future growth, reflecting the evidence available to us
and the will of the partners
• create a single consistent strategic framework for Local Plans, economic investment plans,
transport and other infrastructure plans
• ensure that Leicester and Leicestershire is positively positioned to take advantage of private
sector inward investment opportunities and national programmes for investment
• provide the right conditions for the growth of indigenous businesses and, at the same time,
protect our natural resources, our environment and historic assets.

Evidence base for future developments
Chapter 5.0 of the Strategic Growth Statement, ‘Preparing a strategy for growth’, sets out that we
will develop the Strategic Growth Plan on the basis of information and projections about future
growth and socio-economic developments.
Our evidence base will include a Housing and Economic Development Needs Assessment,
transportation modelling, a strategic rail study, sustainability appraisal, sector growth studies and
market towns studies. This will be supplemented by other studies as necessary.
