Charge of Ad Hoc Advisory Committee
The School Committee established a charge for the Ad Hoc Advisory Committee
that includes three specific areas of work: gathering stakeholder input,
identifying implementation factors (such as implications for transportation,
athletics, after-school activities, staffing, finances, and other factors), and
researching lessons learned from comparable initiatives in other school districts.
The group serves in an advisory capacity to the Superintendent to support the
decision of the School Committee and, as such, has no administrative, legislative
or policy-making authority. Its work is designed to review and supplement
preliminary implementation plans developed by the school district over the past
year.
The Ad Hoc Advisory Committee, is charged with submitting to the School
Committee on November 3, 2016 a comprehensive implementation plan for the
change in start times in 2017 - 2018 school year.

Membership
The Ad Hoc Committee represents a variety of stakeholder groups including parents,
students, teachers, administrators, and community members. Its members applied for
the positions and were selected based on a rubric established by the School Committee.

HISTORY
● Since 2011, Health and Wellness Committee, as well as members of
our school community, have expressed an interest in changing
school start times.
● 2011-2012 Research on school start time was conducted by
administration in collaboration with the Health and Wellness
Committee.
● Based on a review of extensive research, it was concluded that
changing the middle and high school start times were beneficial to
the health and well being of students.
● The District’s Strategic Plan for 2012-2017 determined evaluation
and implementation of a later middle and high school start time as
a goal.

● From September 2014 - November 2015 the School Start Times
TaskForce met to discuss implementation of a later start time.
● March 10, 2016, the School Committee, voted to delay the
implementation of the change in school start times for the 2017-2018
school year with an 8:30am start time at Barrington High School.
● March 2016, the Superintendent recommended the establishment a
School Start Time (SST) Ad Hoc Advisory Committee.
● The charge of the SST Ad Hoc Advisory Committee was to develop a
comprehensive implementation plan for a District-wide change to
school start times commencing in the 2017-2018 academic year.

•Sleep Study Background
Key findings on research:
•
Optimal for most adolescents: 8.5-9.5 hours of sleep.
•
With puberty/adolescence, there is a shift in circadian rhythm to more
wakefulness later in the day/evening.
•
Reduced sleep drive, making it more difficult to fall asleep.
•
National Sleep Foundation poll from 2006 found 59% middle school
students and 87% of high school students in US getting less than the
recommended amount of sleep on school nights. (In addition, here is a

Athletics
• RIIL Executive Director of Interscholastic Athletics and Athletic Administrators
from school districts around the state are prepared to work closely with us.
• Athletic Administration will work with other school districts to make
appropriate changes to match/game start times to benefit both teams.
• Athletic Director, Coaches and Advisors will work together to minimize the
effects of this change.
• Programming for practices and games will adjust by 50 minutes in line with the
new school end time.
• The timing of practices/games for athletics, club and activity meetings and
extra help may shift with the new school schedules.

additional transportation costs and cost of officials will be incurred for these additional sessions. Only
a few contests/programs may be required to have an early dismissal to get to a State sanctioned
event.

School Activities and Enrichment
• Activities will change their time to meet based on the new school day end times. Some
activities may choose to meet before school, and others will adjust accordingly in the
afternoon. There are a number of evening activities/clubs that will continue to meet in same
manner as they do now. Enrichment schedules will be created for next year by building.
• The committee recognizes the need to continue to analyze the impact of start time changes
on school sponsored activities, after school jobs, internship opportunities, and other
activities that occur outside of the school.

Associated Costs of Time Change
•There are significant potential cost impacts associated with the
tiered bus transportation system.
•All cost estimates in this report are based on FY18 projected bus
rates.
•Junior Varsity and Varsity teams are required to play on different
days to capture daylight in the fall. an estimated increase cost of $8k.
• The preliminary estimates for infrastructure investments field
lighting were cost prohibitive.
•Schedule changes on itinerants and staff that are shared between
buildings. it is anticipated that additional staff may be necessary to
maintain the current level of programs and services.

Transportation Summary
The District engages in a review of transportation needs based student ridership, bus routes, and GPS data on a regular basis.
• Volume of student traffic. (approximately 200 high school students currently drive to school)
• Added vehicles on the road between 7:50 am and 8:20 am may result in delays
• Transportation cost estimates are based on the current three tier schedule Elementary K-3 tier one, High School and
Middle School tier two and Hampden Meadows tier three.
• The FY16-17 budget includes two additional busses that will continue in the proposed FY17-18 school implemented this year.
• We propose three additional busses stay with estimated 30 minute run times at an estimated cost of $174k.
• Based on our contract with Ocean State the FY18 daily bus rate is $322.64 or $58k annually.
• The change in school start time places the K-3 schools on the first tier requiring bus monitors to remain on the bus during all
three tiers for both the morning and afternoon routes. Currently 11 bus monitors to 14 monitors. Increased weekly hours
mandated eligibility for offering health insurance per Patient Protection and Affordable Care Act (PPACA).
• This cost is too excessive recommending that Ocean State provide bus monitors for all 14 of the proposed busses. The net
increase cost for the bus monitors will be $189k.
• The changes in school times will require one additional mini bus and two bus drivers to ensure that all students are
transported using the same criteria. Our analysis resulted in an approximate increase cost of $101k, as compared to
contracting with Ocean State at an approximate cost of $63k. For this reason, the recommendation is to contract with
Ocean State for the additional mini bus.

School Building Schedules
• As a result of the change in start times districtwide, each level will make
adjustments to their daily master schedule. (See report)
•Currently, the high school has established a schedule committee to
investigate new models that support teaching and learning, while aligning
to the new start times.
•There will be a need for continued analysis and solutions relative to the
impact of start time changes on department meetings, curriculum
meetings, and K-12 vertical and horizontal articulation.

SURVEYS
• The School Start Time Ad Hoc Committee survey was sent to BPS parents, BHS students
from grades 9-12, and the entire BPS staff.
•The survey was distributed through ASPEN on 10/24/16.
•The survey results indicate common concerns regarding athletics, extracurricular
activities, student employment, child care, completion of homework, and family time.
•Note:​ While the surveys provided meaningful data on feedback regarding shifting start
times, opportunities for multiple responses may have skewed some of the data (parent
surveys). Key findings can be presented with some statistical certainty (such as staff and
student data). Valuable qualitative data collected provides an understanding of
stakeholders questions, concerns and benefits through their feedback.
