Creating an Equitable Future In Washington State
The Commission serves as the official state representative of the African American community—advising the Governor, Legislature
and state agencies regarding policy development and implementation. The commission also works to establish relationships with local
governments and private sector organizations that promote equal opportunity for African-Americans.

Washington Roundtable, a board of senior
executives of major private sector employers in
Washington State finds; ‘There will be 740,000
job openings in Washington in the next five
years. State job growth over this period is expected to be nearly three times the national average. The vast majority of job opportunitiesparticularly those that will support upward mobility and good quality of life-will be filled with
workers who have postsecondary education or
training. ‘

The Washington State Human Rights
Commission (HRC) will host a special meeting to dis-
cuss with community groups a response to hate crimes and bias incidents that have began to occur across the
state. Prevention and support are necessary. The time is now
to come together and form an alliance to provide resources for
victims of hate crimes, educate and collect statewide data, work
with law enforcement to ensure violations and crimes are appropriately investigated and prosecuted. HRC wants your input!

The 24th Amendment to the
U.S. Constitution
Passed January 23, 1964, the 24th Amendment to the
U.S. Constitution prohibits both Congress and the
states from using a poll tax or any other type of tax as
a condition to vote in federal elections.
Poll taxes were adopted by former southern Confederate states at the end of Reconstruction to prevent African Americans from voting without violating the 15th
Amendment. The tax would also alienate poor whites
from voting, but poll tax supporters downplayed this
fact and assured white voters they would not be affected. The use of the poll tax surged in the 1890’s as conservative, white southern Democrats wanted to prevent
another Populist-Republican coalition that had previously severed their rule. The use of poll taxes by the
states was upheld by the Supreme Court of the United
States in 1937.
After passing with a 2/3rd majority of both the U.S.
House and Senate, the 24th Amendment was ratified
by the states in 1964. Washington state was the 21st
state to ratify the Amendment. However, it only prohibited a poll tax for voters in federal elections — creating
two sets of voters; those who could vote in any election
by paying their tax and those who could only vote in
federal elections. It was not until 1966 the Supreme
Court ruled in Harper v. Virginia Board of Elections,
that poll taxes for any level of elections were ruled unconstitutional and a violation of the Equal Protection
Clause of the 14th Amendment.
