PERMIT REQUIREMENTS (Water Quality)
The DENR requires owners or operators of facilities that discharge
regulated effluents to secure a discharge permit (DP).
The DP specifies among others the quantity and quality of effluent
that said facilities are allowed to discharge in a particular water
body, compliance schedule and monitoring requirements.
The DENR-EMB requires industrial and manufacturing
establishments to install and operate efficient pollution control
facilities/devices.

INDUSTRIAL EFFLUENT AND COMPLIANCE
MONITORING
Series of industrial plants surveys, investigations and followup inspections are conducted by personnel of the Department of
Environment and Natural Resources (DENR) Environmental
Management Bureau (EMB) Regional offices.
Compliance of industrial wastewater discharge is based on
DENR Adminstrative Order O 35. A specific set of effluent
standards is set for every classification of the receiving body of
water.

PERMIT REQUIREMENTS (Air Quality)
The DENR requires owners or operators of facilities that has Air
Pollution Source Equipment (APSE) and Air Pollution Control
devices (APCD) to secure a Permit to Operate (PtO)
New Sources:
-Secure Engineering report covering plant
description
-Plan and specification of installation
-Air quality impact analysis
-Vicinity map
-Designation of Pollution Control Officer
(PCO)
-Other legal documentary requirements
Existing Sources:
-Renew every 5 years
-Secure quarterly self monitoring report
-Renewal of accreditation of PCO
-Compliance testing:
-Large sources : twice per year
-Medium: once per year
-Small once every 2 years

government agency responsible for environmental implementation and
enforcement. i.e. Philippine Clean Air Act of 1999 and the Clean Water
Act of 2004
Environmental Management Bureau (EMB)– one of the two
line bureaus of DENR. Among the bureaus, it has the authority
over stationary emissions sources. Function is to design
policies, set standards, and serve as advisory unit.
16 regional offices – perform regulatory functions, such as:
o Permitting
o Review of environmental impact statements

Obstacles/concerns on the implementation or
management of concerning agencies
• Small – Medium industries perceive that cost of
compliance is expensive
• In some cases, political will
• Provision of sufficient resources to implement
air/water quality management programs
• Enforcement of regulations
Republic of the Philippines
Department of Environment and Natural Resources
ENVIRONMENTAL MANAGEMENT BUREAU
Solutions to the problems
• Creation of Industrial Ecowatch Program / Philippine
Environmental Partnership Program
• promotes self-monitoring and compliance with
environmental standards and to encourage voluntary selfregulation among establishments for improved
environmental performance by encouraging pollution
reduction beyond compliance through public recognition
and praise and creating incentives for dischargers and
producers.
