Dear Angie & Heather:
Background. Houston Downtown Management District (HDMD) has requested that Jeff
Green Partners conduct a retail market analysis, to include residential trade area
definition, population, demographic and lifestyle (psychographic) characteristics as well
as the retail expenditure potential (dollars available for retail) for the 1) resident, 2)
worker and 3) conventioneer/tourist/hotel guest to downtown Houston, Texas.
Downtown Houston is booming thanks to an unprecedented amount of public and
private investment. More than $5 billion has been invested in the last decade to
transform downtown into a vital city center with another $4 billion of projects under
construction and/or in the planning stages.
Downtown Houston is at the heart of the business community with a
workforce of 150,000, a world-class Theater District, a growing residential
population, a popular nightlife scene centered in the Historic District, a newly
expanded light rail system, an enhanced convention center and numerous new
hotels. It also boasts three state-of-the-art sports facilities that attract millions
throughout the year.
As identified by the city of Houston, the boundaries of the shopping district with the best
potential to create density and critical mass were identified. Dallas Street serves as the
commercial spine for the Downtown’s shopping district with the GreenStreet mixed-use
project, with adjacent retail activity on Main and The Shops at Houston Center on
San Jacinto and Austin.

Potential uses downtown include traditional retail, restaurants and entertainment
components.
Issues. The issues to be addressed in this study are as follows:

What is the residential trade area that is currently being served by the existing retail
base in the study area and to whom do the existing retailers appeal?

What is the population, demographic and lifestyle (psychographic) characteristics
of residents in the study area and general trade area projected for 2014 and over
the next five years?

What is the current density of daytime (worker) population in the study area? How
do they affect sales potential for retail in the study area?

How many conventioneers and tourists visit Houston on an annual basis? How
many dollars are available from these tourists annually?

What is the projected growth for retail expenditures for the above components from
2014 through 2019?

Methodology. To address these issues, Jeff Green Partners utilized the following
methodology:
Step 1. Trade Area Definition. We defined a total residential trade area based on
the accessibility characteristics of the area, location of competition,
distribution of population, population growth and demographic characteristics,
as well as other appropriate factors.
Step 2. Population of Residents, Area Workers, Conventioneers and Tourists. We
collected the most recent population and household estimates, along with
future projections from local planning agencies (and all other appropriate
sources) for the trade area.
We also assessed the number and type of daytime workers currently in the
area. We collected information of the number and type of conventioneers
and tourists who visit Houston, and who may be potential shoppers for retail
in the downtown Houston shopping district.
Step 3. Demographics. The most recent demographic information (i.e., income
levels, age factors, household size, employment type, etc.) was gathered
from local planning agencies (and all other appropriate sources).
Step 4. Mapping. Using our MapInfo GIS (Geographic Information Systems)
programs, we prepared numerous maps that visually depict the trade areas,
retail competition, incomes, population growth and various demographics.
Step 5. Retail Expenditure Potential Determination. During our subsequent in-office
analysis, current and projected population levels, and the demographic
characteristics of residents were determined. We also computed current and
future estimates of trade area expenditure potential by retail category. Many
of these estimates were derived using Jeff Green Partner’s proprietary
models of expenditure potential, developed for various retail categories. We
also used data from the Census of Retail Trade, sales tax information and
trade area population levels, to determine trade area expenditure potentials for
various retail types.
Expenditure potential by retail category was adjusted to reflect the
purchasing habits of consumers within the trade area, as indicated by their
unique demographic and socioeconomic characteristics.

Assumptions. As part of this study, we made the following assumptions:

Population, household growth, demographic and psychographic data supplied by
national and local sources are accurate, reliable and reflect both the current and
projected greater Houston market.

Expenditure data estimated for the residential population base, as well as that
provided by the International Council of Shopping Centers for daytime worker
population, also accurately reflect the expenditure potential available to retailers
within the downtown Houston shopping district.

The economic conditions of the greater Houston area will remain as projected
through 2019.
Conclusions. Jeff Green Partners concludes that there is significant retail
potential in the downtown Houston market now and well into the future. This
potential comes from three distinct demand components, all of which must be
understood by the potential retailer. They include:
1. Trade Area Residents
2. Downtown Houston Workers
3. Tourists/Visitors/Hotel Guests to Houston
Downtown Houston has the opportunity to be developed into a specialty
urban/lifestyle retail destination. This retail format would serve not only the
residents in the defined trade areas, but also the close-in and substantial
business population base as well as the tourist/visitor/hotel base.
For traditional retail options (full price) there are a total of $10 billion of retail and
restaurant potential.
Downtown Houston has grown, and continues to grow significantly in
population (residential, office, convention visitors, hotel guests and tourists).
Potential new retail in downtown Houston is positioned to leverage this growth.
The geographic boundary as defined on page 2 is centrally located in downtown
Houston, where it is accessible to the customer demand segments referenced
above. This gives it key advantages. For retailers looking for an urban
presence, downtown Houston would be a viable choice. Houston Galleria,
Highland Village, River Oaks and Rice Village do present a competitive challenge
-- one that must be addressed by unique-to-the-market tenants and a
distinctive, exciting mix of businesses in downtown Houston.
Retail Expenditure Analysis: The following tables highlight the total number of dollars
available for retail from 1) the total trade area resident, 2) the area worker segment
and 3) tourists/hotel guests to downtown Houston.

These estimates have been derived using Jeff Green Partners’ in-house proprietary
models of expenditure potential, developed for various retail types. We also used data
from the Census of Retail Trade, sales tax information and trade area population levels,
to determine annual trade area expenditure potential for various retail types. The
following tables summarize the total available retail expenditure potential for the defined
residential trade areas, as well as for the identified daytime employment, tourist and
college student base:

Rationale. The following presents detail on the site, market and demand components:
 Fairly Tight Residential Trade Area for Traditional Retail. Based on our
analysis of the Houston, Texas market and surrounding communities, our inhouse database of trade area retailers currently in the market, along with our
experience defining trade areas for similar retail concentrations, we defined the
total residential trade area by U.S. census tract that will be served by retailers
in the downtown Houston shopping district.

 Substantial and Growing Trade Area Population Base. Based on the trade
areas defined, we collected relevant residential population, demographic and
lifestyle data on a residential trade area basis, as well as on a disaggregate
basis (census tract).
For most retailers, the total residential trade area will provide 40% to 45% of the
total sales. The daytime worker base will account for 25% to 30% of sales, the
downtown Houston tourist 20% to 25% of sales, with the remaining sales
(5% to 10%) derived from those residents traveling from outside the residential
trade area as shown on the chart below:

Within the defined residential trade area, the current estimated population
level is an estimated 374,690 persons, which is projected to grow 5.5% to
395,330 persons by 2019. The strongest percentage of population growth is
projected in the Houston census tract 410600 (17.5% increase over the five-year
period), followed by census tract 410100 (14.7% growth projected through 2019).
Both of these high-growth census tracts are located just west of the downtown
area highlighted on page 2.
The city of Houston is also projected to have a substantially growing population
base of 2,238,797 persons, increasing 6.4% to 2,382,865 persons by 2019.

The current population estimate within three miles of downtown is approximately
174,483 persons, which represents an increase of 4.5% since 2000. This base is
projected to increase at a higher rate (5.4%) to 183,824 persons by 2019.
Households within the defined trade area are currently estimated to be nearly
160,042 and projected to grow to 171,748 households by 2019 (7.3% projected
growth).
Currently less than half (45%) of the housing units in the trade area are
owner-occupied.
Persons per household in the defined total trade area is reported as 2.17
persons. The city of Houston reports an average persons per household of 2.6
persons. Therefore, those living in or near downtown have smaller households.

Strong and Homogeneous Demographics. Incomes throughout the
residential trade areas are strong. The average household income reported for
the t r a d e a r e a i s $ 9 0,346. This is compared to a lower average income in
the city of Houston, $67,536.
Per capita incomes are also strong (which is typically good for specialty retail),
with the trade area reporting per capita incomes of $38,590.
In the trade area nearly 38% of the households report incomes of $75,000 or
higher, followed by an additional 14% reporting household incomes between
$50,000 and $74,999.

Sophisticated Trade Area Households, Especially Close-In. To better
understand the propensity of local residents to shop retailers proposed for
downtown Houston, we examined the lifestyles of residents located within
the defined trade areas.
PrizmNE consumer lifestyle segments combine aggregate consumer demand
with demographic variables to form 66 different lifestyles as a predictor of
consumer purchasing patterns. These lifestyle segments are based on the
smallest geographical basis available, and updated annually to insure the
most current and accurate data.
The rationale for presenting these lifestyle segment characteristics is that
many retailers now develop their sales forecasting models by marrying the
trade area demographics with trade area lifestyle segments. It is important for
the developer to understand the psychographics of their trade area in order to
“speak the same language” as the retailer.

a renaissance.

downtown neighborhoods of such metros as
New York, Chicago, Las Vegas, and Miami--life is
often an economic struggle. These communities
have high concentrations of Hispanics and
African- Americans and tend to be downscale,
with singles living in older apartment rentals.
The 66 PRIZM consumer lifestyle segments are split into fourteen social
groups based on urbanicity and affluence, two important variables used in
the production of PRIZMNE. The largest social group in the trade area is
known as Urban Uptown. Urban Uptown comprises 47% of all trade area

The Urban Uptown social group is defined below:
“The five segments in Urban Uptown are home to the nation's wealthiest urban
consumers. Members of this social group tend to be midscale to upscale, college
educated and ethnically diverse, with above-average concentrations of Asian and
Hispanic Americans. Although this group is diverse in terms of housing styles and
family sizes, residents share an upscale urban perspective that's reflected in their
marketplace choices. Urban Uptown consumers tend to frequent the arts, shop at
exclusive retailers, drive luxury imports, travel abroad, and spend heavily on
computer and wireless technology.

Very Strong Worker Population and Daytime (Worker) Retail
Expenditure Potential. Retail in the downtown Houston area would serve a
base of 33,492 employees within a quarter-mile radius, growing to 176,636
within one-half mile and 215,185 with a one-mile radius of the downtown
shopping district. Of those within the half-mile radius, most are employed in
Mining and Oil (30.5%) and Service (29.6%) positions.

A Strong and Growing Number of Hotel Rooms. As highlighted by Smith
Travel Research and Central Houston, Inc. report, there were 18 downtown
Houston hotel properties with a total of 5,076 rooms in 2013. However, this hotel
base is increasing significantly (by about 50% or 2,461 rooms) over the next two
to three years. The following are the hotel properties that are proposed
between 2014 and 2016 and the approximate number of rooms each is expected

A Strong Number of College Students are Found in Downtown Houston.
The University of Houston–Downtown is a four-year state university, and is a
separate and distinct component institution of the University of Houston System.
Its campus spans 20 acres in downtown Houston, with distant locations across
the Greater Houston area. Founded in 1974, UHD is the second-largest
university in the Houston area with nearly 14,000 students. UHD is the state's
13th largest public university and is both a federally designated Hispanic-Serving
Institution and Minority-Serving Institution.
South Texas College of Law, also located downtown has a total enrollment of
1,225 students, of which almost 1,000 are full-time.
About 2.5 miles from downtown is the University of Houston – Main Campus with
an enrollment of 40,750 students, the third largest university in the state of
Texas. About ¾ of all students are undergraduates. Almost 55% of these
students reside in Harris County. The largest number of degrees were awarded
in The College of Liberal Arts and Social Sciences and in Business
Administration. The University of Houston – Main Campus is located directly on
the light rail line with easy access to downtown.
Located about three miles southwest of downtown, Rice University also
provides a potential demand component for downtown retail. On 295 acres of

property Rice University has an enrollment of about 6,500 students, about 40%
of which are graduate students.

Strong Tourist Base and Retail Expenditure Potential. Based on data
provided by the Greater Houston Convention and Visitors Bureau (GHCVB)
Tourism supported 117,000 jobs in Houston in 2011 and generated $15.5 billion
for the local economy (up 11% from 2010). Houston’s visitation in 2012 dipped
below 2011, but remained 5% above 2010, a better performance than either
Texas or the US. Four out of five (81%) leisure visitors spend the night, similar to
2011.
A profile of the existing tourist is found below as presented by GHCVB:
1. Travel Spending in Houston. Visitors spend substantial amounts in
Houston, averaging $514 per travel party (up from $498 last year).
Business travelers ($644) spend more than leisure travelers ($445).
Overnight leisure visitor spending ($517) more than triples that of leisure
day-trippers ($152). With longer stays (lodging) and higher transportation
costs, overnight non-Texas residents’ spending ($952) far exceeds
Houston residents ($426) and non-Houston Texas residents ($471).
2. Source of Visitors. Texas supplies the majority (62%) of Houston visitors;
Louisiana follows distantly (9%).
3. Trip Purpose. Most visitors to Houston are tourists (not business
travelers); however, Houston attracts more of the lucrative (more
hotels/motels) business travel than the national average (17% vs. 11%).
4. Leisure Overnighters. Leisure travelers make up over two-thirds of all
Houston travel (69%), most of whom spend the night (83%).
5. Timing. The heaviest travel to Houston peaks in June.
6. Demographics. Houston visitors resemble visitors elsewhere, with some
variations:
a. Visitors from New York City/Chicago/Washington DC (average
$122,700) report h i g h e r e a r n i n g s t h a n H o u s t o n ($79,400
total Houston visitors).

b. Ethnic comparisons with total US travelers show a larger proportion
of African American visitors (10% vs. 6%) and Spanish origin (10%
vs. 4%) to Houston.
7. Typical Travel Planning Horizons. Similar to overall US travelers, many
(43%) Houston visitors decide to take the trip within two weeks of
departure. As expected, leisure overnighters (35%) less frequently plan to
visit on short notice (within two weeks) than leisure day-trippers (58%) or
than Houston residents (54%).
8. Travelers Primarily Rely on “Offline” Information Sources. Houston visitors
rely primarily on their own experience (26%) and friends/relatives (16%) to
gather travel information, similar to other travelers.
9. Houston Visitors Most Often Book “Online”. Mirroring their US
counterparts, about half of Houston visitors book at least some component
of their trip online (54%).
10. Most Visitors Drive. While most drive (66%), a slightly higher-than-average
share (21%) fly to Houston – aided by a somewhat larger share of
business travelers.
11. Overnighters Spend More than Day-trippers. Because of extra time to
see/do more things and because they incur lodging expenses, leisure
overnight visitors spend more than triple the amount of day-trippers ($517
vs. $152). Business overnighters spend the most ($740), but don’t stay
quite as long as leisure overnighters (2.9 vs. 3.5 nights).
Specif ic to downtown there are 11.6 million visitors to cultural,
entertainment, sports and convention center venues and events annually.

Good Site Characteristics and Strong Traffic Counts Plus the Access to a
Strong and Growing Light Rail System. The potential downtown Houston retail
benefits from being located in the core of downtown near the confluence of three

freeways: Interstate 10, Interstate 45 and U.S. Highway 59 at one of the highest
trafficked areas in the state of Texas. There are, based on data provided by the
Texas Department of Transportation, an estimated 1,019,700 cars a day that
pass by downtown Houston on these three arteries.
The Metropolitan Transit Authority is in the process of expanding the 7.5-mile light
rail line that connects downtown to the Museum District, Texas Medical Center
and Reliant Center complex. Five lines are planned in the expansion with the
North Corridor opened in late 2013 and the East End Corridor and Southeast
Corridor opening this October. The Southeast/East Corridor lines will provide
needed connectivity for downtown with the area east of downtown creating an
east-west circulation route within downtown.
Parking in the area is assumed to be more than adequate to support the
recommended retail. We assume a parking ratio of at least four spaces per 1,000
feet of additional retail square footage.
