Fact sheet for Heavy Vehicle Industry Closed and restricted state-controlled roads due to wet weather and flooding November 2014 Transport Inspectors • The Department of Transport and Main Roads (TMR) Transport Inspectors can provide up-to-date information on road closures and provide advice about: • • • • • alternative routes other temporary road closures and road signage education how to obtain approval/permits to move freight load restrictions on roads and bridges. They also have the authority to perform the following: • • enforce temporary road closures and restricted road use notices for all classes of vehicles day and night request a driver to produce a licence. Approval to drive past a Restricted Road Use Notice (sign) for heavy vehicle industry • • • • • • TMR and Queensland Police Service (QPS) authorised officers have the power to grant limited approval for drivers to travel past restricted road use notices (signs) on a state-controlled road, for example, the delivery of essential items such as food or medical supplies approvals will be considered on a case-by-case basis if an application for approval is refused, there is no opportunity for right of reply approvals apply to one (1) one-way trip only approval is separate to a Heavy Vehicle Permit drivers will need to carry both drivers with an existing Heavy Vehicle Permit (excess mass and dimension), will need to first contact either 4931 1637 or 3066 5511 (heavy vehicle permit numbers), prior to applying for approval • • • approval letters are driver and vehicle specific and cannot be transferred or shared if trucking operators are not owners/drivers, for the best results, the heavy vehicle company’s administration (rather than the individual drivers) should contact regional TMR offices for restricted access individual heavy vehicle drivers can request approval at a state-controlled road closure if QPS or TMR officers are present at the scene these approvals will not attract a fee a fine applies if a person drives past a restricted road use notice without a written approval. This request and approval process does NOT apply to NO ENTRY signs. Heavy vehicle drivers are asked to report any road flooding to the local TMR regional office, police and/or regional councils to ensure road closure or restriction signage can be placed at the scene, and the 131940 website and phone service can be updated to provide current advice to the travelling public. Steps in the process to obtain approval - a suggested scenario • • • • • • • Heavy vehicle company phones regional TMR office Request made for approval to travel past a restricted road use notice for essential purposes TMR fills out application over the phone Application assessed by TMR officer/Senior Engineer Application approved by legally approving officer such as a TMR Regional Director Approval emailed to the company Company may choose to send approval via fax to a road house for collection by driver.
