These steps could be the milestones for setting up an operational mode in order to accompany the actors. Whether it is a public or private market, things are similar since these steps deal with contracts, administration and insurance. There are three such steps, which do not fully cover the construction’s lifecycle but are fundamental in structuring the data for the operational step: • The construction permit (PC) • The construction company consultation for biding folio (DCE) • The as‐built folio (DEO) & folio for further work intervention (DIUO) In order to « BIM » these steps within a legal framework, a quick reminder of certain laws is necessary, namely: The “MOP” French law: law # 85‐704 of July 12, 1985 concerning the relationship between public ownership and private building professionals. The setup of a framework enabling a « BIM Convention » for each operation is fundamental to facilitate its implementation, by making available to actors a framework, a guide. Highlight on some key actions (not yet projects) of the Government “Digital Transition Scheme” “Digitalization of the administrative and financial processes” ‐ Prove and promote the feasibility and interest of digital use in administrative and financial processes: construction permits, programing of social housing operations, works certification, qualifying and labeling of actors, etc., by: • Experimentation, proof of pertinence with competent and volunteer authorities • Elaboration of recommendations and guides for concerned actors and services • Setting up of tools and software necessary for generalization “BIM Protocols” ‐ Formalize, together with the concerned professional organizations, the “BIM protocols” (by defining the information exchanged between actors at each project step as well as the associated responsibility). These “BIM protocols” will next be made available to project teams willing to incorporate a BIM dimension. Specific assistance measures for their use will be engaged. “Digital DCE” (Biding folio) ‐ Development of a « digital DCE » kit to promote the contract sign‐ups, including annexes to conception and works clauses, defining the outline of missions to be carried out in BIM and specifying the basic technical parameters (formats, execution protocol). “Digital DOE & DIUO” (as‐built folio & further work folio) ‐ Allowing the delivery of digital DOE & DIUO folios, when the construction is delivered, to insure the continuity of information during the exploitation phase. It is a matter of elaborating a DOE & DIOU « specific view definition» adapted to the different levels of BIM definition, then of proposing the appropriate methods and tools, and then experimenting and validating the action with the owners and construction professionals. The BuildingSMART‐France standpoint is already engaged in answering these problems by approaching them under a « profession‐by‐profession view definitions» angle. Thank you
