Dear Friends:
A
yellow backhoe and a construction fence aren’t usually reasons to celebrate … unless you’ve
been waiting 14 years for their arrival. That day has come and it is reason to celebrate! That’s
why this issue of the Annual Report has been titled “Memorial Momentum” -- it’s full steam
ahead toward our target dedication date of October 2014.
As you probably know, the Memorial site was selected for its prominent location, adjacent to the U.S.
Capitol, between the Rayburn House Office Building and Health and Human Services headquarters. This
site, however, is also above the I-395 tunnels and presents enormous and complex construction
challenges. As such, the Memorial Foundation has devoted substantial time and resources to facilitate
the needed site and infrastructure improvements necessary to commence the actual construction of the
Memorial.
To date, these accomplishments include the relocation and re-cabling of the secure communications lines
serving the House office buildings by the Architect of the Capitol and the District’s Department of
Transportation; the removal and relocation of the data utilities lines and facilities; and the construction of
a new duct bank for Pepco’s 11 high-voltage “feeders.”
In addition, street and road infrastructure construction has begun; excavation and waterproofing of the I395 tunnel roofs is scheduled to begin on August 19; and the remainder of the Memorial construction and
site work is set to begin October 21.
Concurrently, fabrication of the Memorial design elements has been taking place. The ceremonial flame
has been completed and is in storage in Washington; the first of the three glass panel walls has been
finished and is also in storage; 70% of the granite has been cut and polished; and the four bronze
sculptures are in the final patina process.
In spite of the complexities, the Memorial team has been diligent in planning and executing these
infrastructure components and design elements so that the Memorial can soon take its place among the
beloved Washington D.C. landmarks.
As Memorial construction is set to begin, we take this opportunity to express our profound gratitude to
the loyal supporters who have helped bring this long over-due recognition into reality.

HIGHLIGHTS OF THE YEAR
Site Preparation
The Department of Transportation announced that the District of Columbia was being awarded
$6,042,000 under the Public Lands Highway Discretionary grant program in order to make changes to the
streets surrounding The Memorial site. With the Federal funding requirements fulfilled, site preparation
construction will begin in April 2013.
Relocation of Utilities
Verizon, Fibergate & Level 3 completed the relocation of their facilities from the Memorial site in
December allowing Pepco to begin construction of the new duct bank for relocation of its underground
power lines. When the relocation and power transfer is complete, the District of Columbia’s Department
of Transportation (DDOT) will begin the perimeter street improvements necessary to accommodate the
site for the Memorial.
Charity Navigator Awards Top Rating to the Foundation
Charity Navigator, a charity-evaluator company acclaimed by Forbes, Business Week, and Kiplinger’s
Financial Magazine, gave the Disabled Veterans’ LIFE Memorial Foundation its highest rating of four stars.
Charity Navigator based its score on “adhering to good governance and other best practices that
minimize the chance of unethical activities and consistently executing its mission in a fiscally responsible
way.” Only a quarter of the 6,000 charities they evaluate receive this prestigious four-star rating.
Social Media
DVLMF continues to rally public support, raise awareness and encourage enthusiasm for the Memorial
through Facebook and Twitter. The Memorial continuously updates social media pages with relevant
information about the Memorial and general veteran news. The Memorial’s Facebook pages have more
than 8,000 followers combined.
Delray Office
The Foundation’s office in Delray Beach, Florida, closed on December 14 th, 2012. Management and
oversight of the Memorial’s construction has now been consolidated in Washington D.C. The new

I
n his address, Mr. Polzin references DAV’s long-standing support of the Memorial. Here is the
excerpt on the Memorial from his address:
“One of the highest priorities for DAV this coming year is the construction of the American Veterans Disabled for
Life Memorial. As you know, this long overdue Memorial to honor all of the American men and women who have
been permanently disabled as a result of their military service to our nation was authorized more than a decade ago
by Public Law 106-348. To build the Memorial, Congress authorized the Disabled Veterans’ LIFE Memorial
Foundation (DVLMF) to raise private funds to design and construct the Memorial, at which time it will be turned
over to the National Park Service to operate. The Memorial will be located here in Washington, DC just west of the
Rayburn Building as directed by Public Law 109-396. The
Foundation successfully raised all the private funds necessary to
build the Memorial and received all of the design and planning
approvals several years ago, but has been prevented from
beginning construction until street infrastructure improvements
are made by the District of Columbia.
Over the past decade, Congress has continually demonstrated its
strong bipartisan support by reauthorizing the Memorial in 2007
(P.L. 110-106), authorizing a US Mint commemorative coin with
the coin surcharge proceeds going to support the Memorial’s construction in 2008 (P.L. 110-277), and
appropriating almost $4 million to the District of Columbia (P.L. 110-161 & P.L. 111-6) for street infrastructure
changes necessary to accommodate the location of the Memorial and address security concerns about nearby
Congressional office buildings. Thanks to strong bipartisan support from outgoing Transportation Secretary Ray
LaHood and leaders in both the Senate and the House, the U.S. Department of Transportation last August awarded
a $6 million grant to complete all the necessary street infrastructure improvements. The first phase of that street
work has been completed and public utility companies, including Verizon and PEPCO, have completed or currently
are implementing utility relocations to clear the way for the Memorial’s construction to begin. Barring any
unforeseen delays, work on the final phase of street construction is scheduled to begin next month. The Memorial
Foundation continues to work with all stakeholders in this project, including the National Park Service, the
Architect of the Capitol, the U.S. Capitol Police Board and the House Superintendent’s Office, to ensure that there
are no remaining concerns which might delay construction moving forward.
Messrs. Chairmen, DAV has championed this Memorial for disabled veterans since its conception 15 years ago and
we have been joined in this endeavor by The American Legion, VFW, AMVETS, Paralyzed Veterans of America,
Military Order of the Purple Heart, Iraq and Afghanistan Veterans and many other veterans organizations. With
continued bipartisan support from the House and Senate, we look forward to the Memorial’s completion and
dedication in October 2014, and we hope that you will be able to join us to celebrate that historic occasion.”
Turning Design Concept into Reality

ith its ceremonial flame, reflecting pool, inscribed glass walls, bronze sculptural panels, and
natural arboreal grove, the American Veterans Disabled for Life Memorial is an evocative and
engaging design that will resonate with visitors from all walks of life. But turning Michael
Vergason's visionary concept into the detailed plans and documents necessary to construct the Memorial
is a challenging task.
Washington, DC, architectural firm Shalom Baranes Associates | Architects became involved in the
Memorial project following the development and approval of the initial design work. In fact, Shalom
Baranes Associates had to coordinate the design and engineering plans for two different projects, the 2.4acre Memorial itself, as well as the adjoining utility and street work being undertaken by the District of
Columbia that will delineate and define the Memorial site.
Although the Memorial site is relatively small in size, it
incorporates a large number of utility services and
systems. Therefore, the design and planning team
includes graphic design, fountain, irrigation, lighting
and flame apparatus consultants, as well as
representatives from landscape architecture, structural,
mechanical, electrical, plumbing, and civil engineering
firms.
Coordinating their efforts was a task well suited to the
award-winning, 150-person architectural firm, which is
known worldwide for its expertise in governmental,
commercial, residential and institutional design.
Established in 1981, Shalom Baranes Associates has
played an integral part in shaping the development of
the National Capitol Region and serves a national and
international clientele.

MEMORIAL Momentum
Site Preparation
L
ast December, PEPCO began construction of the new duct bank
for relocation of its underground power lines. PEPCO's work
follows the relocation of data communication facilities by the
Architect of the Capitol, Verizon, Level3 and Fibergate earlier in 2012.

Timeless Stories

F
rom the Revolutionary War to the present day, disabled American veterans have told powerful
stories about their experiences. Compelling quotations and photographs form the emotionally
moving interpretive content for the Memorial.
From a matrix of 700 stories, 18 moving sentiments and seven photographs were selected by the
Foundation to chronicle the disabled veteran’s journey – the call to duty and pride in service, the trauma
of injury, the challenge of healing, and the re-discovery of purpose.
Cloud Gehshan Associates was engaged to create the most meaningful presentation of quotations and
photographs within the Memorial’s glass and granite.
Some of these moving quotations and photographs are
included throughout this 2012 Annual Report.

Bronze Sculptures
Larry Kirkland, Washington D.C.

rom the Walla Walla Foundry in southeastern Washington, sculptor Larry Kirkland has been
working with a team of artisans to give shape to the four large bronze silhouette sculptures at the
heart of the Memorial’s meaningful tribute to our country’s servicemen.
Kirkland is meticulously crafting these icons through lost-wax casting, a practice that has been used by
artists for thousands of years. The process involves a number of steps, from model-making to moldmaking, to a variety of techniques for
applying the bronze, including pouring it
into the wax or brushing it.
Once all the wax molds were completed,
Kirkland’s team cast them in bronze and
applied the patina finish.
The four sculptures compare and contrast
the ideals – and realities – during the
journey taken by all disabled veterans.
Working together with images and text
embedded in 48 glass panels, the
silhouettes help interpret the challenges
and feelings of the disabled veteran: call
to duty and pride in service; trauma of
injury; healing; and renewal of purpose.
Ceremonial Flame

A
t the heart of the American Veterans
Disabled for Life Memorial will be a
ceremonial flame to honor the sacrifices of
the nation's brave soldiers. It's a timeless and
emotionally powerful way to pay tribute to America's
disabled veterans.
While the flame itself is a simple concept, the
technology behind the scenes incorporates highly
sophisticated control features, according to Technifex,
the company that is designing, engineering and
fabricating the complex stainless steel framework and
electronically controlled flame system. "
For the Memorial’s ceremonial flame, Technifex designed a durable and secure system with an easy-tooperate control touchpad. For example, the system has dual igniters to keep the flame burning even if
one igniter goes out. A series of internal monitors will ensure a smooth flow of gas to the flame and
quickly detect any potential leaks. In addition, the control system is tied into the Internet, allowing the
Technifex team in California to provide remote troubleshooting services for the National Park Service,
which will operate the flame system once the Memorial is dedicated.
For the safety of children, adults and animals, Technifex
designed a gas cut-off feature triggered by pressure pads
built into the display’s stainless steel framework. Any
weight put on the system will automatically stop the gas
flow and turn off the flame.
Etched Glass Panels
Savoy Studios, Portland, Oregon
O
ne of the most challenging aspects of The American Veterans Disabled for Life Memorial is
fabricating the 48 laminated glass panels that will display the soldiers' stories. The quotations
and photographic scenes that tell the disabled veteran’s journey are being etched into oversize
48x103-inch panels, which will form three walls at the site.
It takes up to two weeks to fabricate each panel, which
has five layers of glass, is four inches thick and weighs
approximately 1,700 pounds. Each panel has to be
able to withstand hurricane-force winds without
bending, breaking or leaning.
Pittsburgh-based PPG Industries provided the sheets
of 3/4 inch-thick Starphire® glass, which is also used
in the Apache helicopter, B-2 bomber and a new mineresistant personnel vehicle. The process begins with
etching the quotations and illustrations on the inside
and outside faces of the glass sheets.
The next step is laminating the five separate sheets
of glass together to create an entire panel. Once the
lamination has been completed, Savoy Studios
uses a computer-controlled waterjet to trim each
panel to its finished 48” x 106” size.
Reflecting Pool

A
single ceremonial flame floating on a star-shaped reflecting pool forms the centerpiece of The
American Veterans Disabled for Life Memorial. The flame rests on a star-shaped pool, just above
a broad triangular reflecting pool, creating a platform that looks out to the Capitol. The different
heights of each pool allow them to be visually engaging for both standing and wheelchair-bound visitors.
Meanwhile, the quiet flow of the water is a reminder of how disabled veterans, with patience, can
overcome personal obstacles and
find new meaning and purpose in
their lives.
The simplicity of the Memorial's
design artfully conceals several
carefully conceived engineering
issues. To begin with, the
Memorial's two pools were
designed to function independently,
although visually they appear to be
connected. Both pools are
constructed as monolithic forms of
black granite with all piping and
mechanical elements hidden below
pedestal pavers.
To enhance the simplicity of the Memorial, the reflecting pool was designed with an infinity edge, so a
thin layer of water can continually flow smoothly and evenly over the three sides, before it is recycled
back into the pool system at a perimeter grate.
Landscape Design

W
ith clear golden leaves that usually fall around Veteran's
Day, maidenhair trees (ginkgo biloba) are an essential
component of The American Veterans Disabled for Life
Memorial. Joining them in an urban "grove" around the central
flame and fountain will be pond cypress trees (taxodium
ascendens), as well as hedges and fragrant plants.
Both the ginkgos and cypress trees represent survival under
difficult circumstances, according to the designer Michael
Vergason. In designing the Memorial grove of 69 ginkgos and 23
cypress trees, Vergason took a close look at the practical factors as
well.
Since the Memorial will rest on top of the I-395 tunnel corridors
with a major highway passing underneath, about 115,000 cubic feet
of enriched soil will be brought to the site to support the trees and
other plants. The soil will be three to seven feet thick, and watered
with an underground drip irrigation system. While cypress trees
can live under dry conditions, they prefer moister soil than the
ginkgos. Therefore, the grove's soil foundation will include a
damper area for the cypresses, with more drainage to dry the soil
under the ginkgos.
The urban grove – which makes up more than two-thirds of the 2.4acre triangular site – includes clipped evergreen hedges that
parallel the laminated glass panels whose inscribed words and illustrations tell the story of disabled
American veterans. A lower level of plantings, including fragrant shrubs, will also be incorporated into
the site, helping to block visitors' views of the highway to the south.

Lois Pope
Co-Founder and Chairman
A prominent philanthropist, Lois Pope, who conceived the idea of a national memorial for disabled
veterans, joined forces with DAV National Adjutant Arthur H. Wilson and the late Secretary of Veterans
Affairs Jesse Brown to create the Disabled Veterans’ LIFE Memorial Foundation in 1998 and has worked
tirelessly to complete its mission.
Her efforts also support medical research, scholarships, summer camp programs, humanitarian relief,
performing arts and animal welfare for organizations as diverse as Unsung Hero Scholarships,
Guatemala Water Project, The Lois Pope LIFE Center, International Achievement Award, Sudan
Genocide Response Team, Ambulances for MDA, Lois Pope Pet Mobile, and The Cedars of Marin.
Mrs. Pope was recently elected to the Board of Directors of The American Humane Association and is
also the founder and President of Leaders In Furthering Education (LIFE), a 501(c)(3) charity.
Arthur H. Wilson
Co-Founder and President
Arthur H. Wilson, who served in Vietnam, the Philippines, Thailand, and Taiwan, is an outspoken
advocate for the disabled, and considers it his duty to ensure that the American public understands the
sacrifices made by disabled veterans.
Since 1994, Mr. Wilson has been the National Adjutant of Disabled American Veterans (DAV), a
congressionally-chartered, not-for-profit service organization that acts as the official voice of the nation’s
wartime disabled veterans. As the DAV’s Chief Executive Officer, he manages all operations of one of
America’s largest charitable institutions.
Mr. Wilson serves on the Board of Trustees of the Intrepid Museum Foundation. He is Vice Chairman of
the DAV Charitable Service Trust and Vice President of the DAV National Service Foundation.
Gene A. Murphy
Treasurer
Gene Murphy was paralyzed in 1969 by two gunshots to his right side while serving as an Army sergeant
in Vietnam and was awarded a Purple Heart and Bronze Star with V Device. National Commander of
the Disabled American Veterans (DAV) in 1987-88, he was named South Dakota's Handicapped Citizen
of the Year in 1979. In 1984, Mr. Murphy was honored by the National DAV as the nation's Outstanding
Disabled Veteran of the Year.
He is a member of the Paralyzed Veterans of America, Military Order of The Purple Heart, Veterans of
Foreign Wars (VFW), the American Legion and the South Dakota Veterans Council, for which he served
as President in 1978-79. He was elected to the Foundation Board in 1998.
Dennis A. Joyner
Secretary
Dennis Joyner became a triple amputee after a land mine explosion while on patrol in Vietnam’s Mekong
Delta in 1969. He was awarded a Purple Heart and Bronze Star.
He served as National Commander of the DAV in 1983-84, and currently serves as Secretary-Treasurer of
the DAV National Service Foundation Board of Directors. In 1977, President Reagan named him the
nation's Handicapped American of the Year and he was also honored as DAV's National Outstanding
Disabled Veteran of the Year. He served as President of the DAV Vietnam Veterans National Memorial
Corporation from 1986 to 1998.
Mr. Joyner is a graduate of Robert Morris College in Pittsburgh. He has served in administrative
positions for the Westmoreland County Courts in Greensburg, Pennsylvania and in Seminole County,
Florida. He was elected to the Board in June 2008.
Roberto “Bobby” Barrera
Director
Bobby Barrera was elected to the Board in 2013. He enlisted in the U.S. Marine Corps in February 1969
and while serving in Vietnam, he was seriously burned when enemy forces exploded a 500-pound land
mine beneath his armored personnel carrier. His military awards and decorations include the Purple
Heart Medal, National Defense Service Medal, Vietnam Service Medal, the Vietnam Campaign Medal
and Combat Action Ribbon. In addition, Barrera is the recipient of DAV’s Outstanding Disabled Veteran
of the Year for 1998; LIFE’s (Leaders in Furthering Education Foundation) Presidential Unsung Hero
Award for 1998; Disabled Veteran of the Year for Texas in 1990 and 1998; and the Department of Defense
Outstanding Employee with a Disability Award for 1997.
Barrera was elected Chairman of the Board of Directors of the 1.2 million-member DAV at the 2010
National Convention in Atlanta, Ga., and served one year as Chairman. He was also elected National
Commander at the organization’s 2009 National Convention in Denver, CO.
A native of Del Rio, Texas, Barrera earned his bachelor’s degree in psychology at St. Mary’s University
and later, while teaching at Del Rio High School, earned a master of education degree in guidance and
counseling at Sul Ross State University. He retired in 2004 and currently conducts motivational
presentations for the Department of Veterans Affairs.
Diane Musselmann
Director
Diane Musselmann brings a wealth of experience and a unique perspective as a caregiver to her late
husband, Ken, who sacrificed his legs in Vietnam.
Mrs. Musselmann is an effective and enthusiastic advocate for the rights of disabled veterans -- she
knows that what happens on Capitol Hill and in State Houses across the country actually affects what
happens at home.
She is a graduate of California State University at Long Beach and has worked with special needs high
school children for more than 20 years. She has held several offices with the Disabled American Veterans
Auxiliary, is involved in her church and has played many roles in several civic organizations.
She was elected to the Foundation Board in 2009, succeeding her late husband of 43 years, Ken
Musselmann.
Allen F. "Gunner" Kent
Director
Allen Kent was appointed adjutant general of the Veterans of Foreign Wars (VFW) in August 2005. Prior
to his appointment, he served as the Veterans Service Organization Liaison in the department of Veterans
Affairs in Washington, D.C. from 1996 to 2005.
Mr. Kent was on active duty with the U.S. Marine Corps from 1958 until 1982. During his military service,
he received a Bronze Star with Combat V device, the Navy Commendation Medal, the Combat Action
Ribbon, the Vietnam Service Medal with four stars, the Armed Forces Expeditionary Medal, as well as
several unit commendations, citations and foreign decorations.
He is currently a life member of VFW Post 9972 in Sierra Vista, Arizona, and was selected Arizona’s
“Young Vietnam Veteran of the Year” for 1979. He was elected to the Foundation Board in September
2008.

Gordon H. Mansfield
Director
It is with great sadness that the Memorial’s friends and family mourn the death of our respected board
member, Gordon H. Mansfield, who passed away on January 29, 2013.
Mr. Mansfield served as Deputy Secretary of Veterans Affairs from 2005 to 2009 under President George
W. Bush. He previously served as VA Assistant Secretary for Congressional and Legislative Affairs from
2001 to 2004 and was Acting Secretary of Veterans Affairs from October to December 2007.
Mr. Mansfield was a graduate of Villanova University and earned his law degree at the University of
Miami School of Law. He served two tours of duty in Vietnam and sustained a spinal cord injury during
the Tet Offensive of 1968. He was decorated with the Distinguished Service Cross, the Bronze Star, two
Purple Hearts, the Combat Infantryman’s Badge, and the Presidential Unit Citation.
He was honored as the Outstanding Disabled Veteran of the Year at the 2006 national convention of the
Disabled American Veterans. He was elected to the Foundation Board in January 2009.
Kenneth G. Musselmann
Director
Everyone connected to DVLMF and the Memorial continues to mourn the passing of one of our Directors
and friends, Kenneth Musselmann, who was elected to the Board in 1998. Mr. Musslemann lost both his
legs to gunshot wounds and a land mine explosion in Vietnam. He was DAV National Commander in
1986-87 and was the Adjutant of the DAV Department of California from 1989 to 2008. He held all
elected officer positions in the DAV's Department of California, including that of State Commander, and
was Chapter Commander of DAV Chapter 19 in Lakewood, California, where he was a life member. Mr.
Musselmann was selected California's Outstanding Disabled Veteran in1978 and the DAV recruiter of the
year in 2006 for bringing 346 disabled veterans into membership of the DAV Department of California.
He was awarded a Purple Heart and Bronze Star for his service to our country.
Jesse Brown
Co-Founder and Director
Jesse Brown was a U.S. Marine who lost the use of his right arm after being wounded during Vietnam
combat in 1965. Undeterred by his disability, he became a dedicated advocate for veterans and joined the
professional staff of Disabled American Veterans (DAV) in 1967 after a lengthy recuperation from his
combat wounds. Mr. Brown devoted a quarter of a century of his life to serving his fellow veterans as a
National Service Officer with the DAV, rising rapidly through the organization's ranks. As Executive
Director at the DAV's National Service and Legislative Headquarters in Washington, D.C., he became
prominent in the policy-making circles of our nation's capital. He established an unchallenged reputation

behalf of veterans culminated in his appointment by President Clinton in 1993 as Secretary of the
Department of Veterans Affairs. After leaving the VA in 1997 Mr. Brown served as the executive director
of the Disabled Veterans’ LIFE Memorial Foundation.
