OBJECTIVE
To provide a time allocation model to support the organization of school and classroom
timetables in the elementary panel.

DEFINITIONS
In this procedure,

Time Allocation Model refers to:
a)
the amount of instructional time allocated per subject;
b)

the language of instruction for each subject.
October Documentation refers to information pertaining to school operations that is
submitted to a Superintendent of Instruction on an annual basis. This information
typically includes such things as:
a)
annual database;
b)
safety issues;
c)
frequently requested information;
d)
policies and procedures to review with all staff; and,
e)
program information.
RESPONSIBILITIES
3.1
Schools principals and their staff will be responsible for ensuring that their school time
tables are organized according to the time allocation model outlined in Attachment 1.

3.2
Superintendents of Instruction will be responsible for ensuring that schools are adhering
to the time allocation model.
3.3
The Superintendent of Curriculum will be responsible for ensuring that the time
allocation model reflects guidelines established in Ministry documents, as appropriate.
PROCEDURES
4.1
The principal, in consultation with their staff, will develop a school timetable that reflects
the time allocation model.
4.2
The principal will collect individual classroom timetables from staff in September and
ensure that they are aligned with the time allocation model. In instances where the
timetable does not reflect the time allocation model, the principal will work with
individual teacher(s) to make any necessary adjustments.
4.3
Superintendents of Instruction will monitor the implementation of the time allocation
model for each school through school visits and by reviewing the October
Documentation.

LANGUAGE OF INSTRUCTION
Early French Immersion Program

20 minutes a day of core French in Junior Kindergarten

150 minutes a day of instruction in the French language in SK (100% instruction in French)

300 minutes a day of instruction in the French language in grade 1 (100% instruction in French)

240 minutes a day of instruction in the French language in grades 2 and 3; and 60 minutes of Language instruction in
English (80% French/20% English)

180 minutes a day of instruction in the French language in grades 4 to 6; and 120 minutes of instruction in English
including 60 minutes of Language and 60 minutes of Mathematics instructed in the English language (60% French/40%
English)

150 minutes a day of instruction in the French language in grades 7 and 8; and 150 minutes of instruction in English
including 60 minutes of Language and 60 minutes of Mathematics instructed in the English language and 30 minutes of

During the Literacy Block it is crucial to integrate literacy instruction into cross curricular areas using a variety of genres.
Schedules should reflect a literacy block of 120 minutes in primary and 100 minutes in Junior and Intermediate. An
example of cross-curricular planning in the literacy block would be the instruction of procedural writing, or strategic
reading strategies in Science & Technology.
In Immersion Classes, the Language portion of the Literacy Block is divided as per the allocation model between English
and French. Including Science & Technology and Social Studies in the French portion of the literacy block provides the
opportunity for focusing on French language literacy development through integration.
Core French teachers in the English Program, and English to Immersion teachers in the French Immersion Program,
should plan collaboratively with their classroom teaching partners to ensure that students are provided the opportunities to
reach all expectations of the Language Curriculum while respecting that it is not always necessary to teach the same
expectation in both languages.
Science and Social Studies, at the Intermediate level, should also be integrated with Language. When different teachers
teach the specific subjects, collaborative planning should occur to ensure that students are provided the opportunities to
reach all expectations of the Language Curriculum while respecting that it is not always necessary to teach the same
expectation in all subject areas.
The flex time identified in the Time Allocation Model may be used to add additional instructional time to subject areas,
such as the Arts, Science & Technology, or others as deemed appropriate at the school level.
PARTIAL ROTARY AT INTERMEDIATE


Commencing in September 2010 all schools in the OCDSB with students in grades 7 and 8 will be organized based on a
partial rotary model
The literacy block will be taught by one teacher in one daily block of 100 minutes (consecutive) of instructional time. The
100 minutes may be scheduled around a natural break (recess, nutrition break lunch).
The district direction is revised to include two options in English and four options in French Immersion. This change reflects
feedback received from teachers and principals regarding the challenges of implementation and workload for French Immersion
teachers due to language arts being divided between English and French instruction.
English Program

Option 1 -(500 minutes/week of Literacy by same teacher) -300 minutes/week of English Language Arts, 150
minutes/week of History/Geography, 50 minutes/week of another subject (decided at school level)

Option 2 -(500 minutes/week of Literacy by same teacher) -300 minutes/week of English Language Arts, 150
minutes/week of Science and Technology, 50 minutes/week of another subject (decided at school level)

French Immersion Program

Option 1A - (500 minutes/week of Literacy by same teacher) 200 minutes of French language, 150 minutes of
history/geography, and 150 minutes of another subject to be determined at the school level

Option 1B - (500 minutes/week of Literacy by same teacher) 200 minutes of French language, 150 minutes of Science
and Technology, and 150 minutes of another subject to be determined at the school level

Option 2A - (four-days of French literacy block with French teacher, and a one-day English literacy block with English
teacher). During the four-days of French literacy block, students would receive 200 minutes of French language, 150
minutes of history/geography, and 50 minutes of another subject to be determined at the school level (e.g. drama) totaling
400 minutes of French Literacy Block Instruction. On the fifth day, students would receive 100 minutes of language arts in
English.

Option 2B - (four-days of French literacy block with French teacher, and a one-day English literacy block with English
teacher). During the four-days of French literacy block, students would receive 200 minutes of French language, 150
minutes of Science and Technology, and 50 minutes of another subject to be determined at the school level (e.g. drama)
totaling 400 minutes of French Literacy Block Instruction.
On the fifth day, students would receive 100 minutes of language arts in English.

Time Allocation Model for Elementary French Immersion Programs
French Immersion Program Assumptions:

EFI and MFI will be aligned as parallel programs by subject area (with respect to
language of instruction) to allow for the ease of transition into the secondary French
immersion program.

The language of instruction will be aligned with provincial assessments, i.e., language of
instruction for mathematics.

In a French Immersion program, “French must be the language of instruction for a
minimum of 50 per cent of the total instructional time at every grade level of the
program”.

All calculations are based on 188 instructional days and 300 minutes of instruction per
day.
