ORDINANCE NO. 1468
AN ORDINANCE TO ENTER INTO A CONTRACT WITH NORRIS BROS.
EXCAVATING, LLC FOR BASINS E, H & I, SEWER REHABILITATION PROJECT
#102-107, AT A BASE BID COST OF FIVE HUNDRED NINETY-NINE THOUSAND
FOUR HUNDRED NINETY-FOUR AND 92/100 DOLLARS ($599,494.92) AND
SUBJECT TO AN ADDITION OF TWO HUNDRED SEVENTY-FOUR THOUSAND
EIGHT HUNDRED SEVENTY AND 36/100 DOLLARS ($274,870.36)
WHEREAS the City of Manchester operates a sanitary sewer system; and
WHEREAS the City of Manchester is subject to an Order issued by the Tennessee
Department of Environment and Conservation requiring it to reduce sewer overflow; and
WHEREAS the rehabilitation of Basins E, H & I of the City’s sewer system will aid the
City in complying with the Order to which it is subject; and
WHEREAS the lowest responding base bid for the project was submitted by Norris Bros.
Excavating, LLC in the amount of Five Hundred Ninety-Nine Thousand Four Hundred NinetyFour and 92/100 Dollars ($599,494.92); and
WHEREAS there is potential additional work needed to perform a bore underneath the
Interstate Highway if the existing line cannot be replaced using the “pipe burst” technique; and
WHEREAS the bid of Norris Bros. Excavating, LLC for this additional work is Two
Hundred Seventy-Four Thousand Eight Hundred Seventy and 36/100 Dollars ($274,870.36); and
WHEREAS the Charter of the City of Manchester, as well as Manchester Municipal
Code 5-703(4), requires any obligation of the City in excess of $25,000 be approved by
ordinance.
BE IT THEREFORE ORDAINED BY THE BOARD OF MAYOR AND ALDERMEN
OF THE CITY OF MANCHESTER, TENNESSEE that the City of Manchester accepts the base
bid of Norris Bros. Excavating, LLC in the amount of Five Hundred Ninety-Nine Thousand Four
Hundred Ninety-Four and 92/100 Dollars ($599,494.92) to perform the rehabilitation of Basins
E, H & I of the City’s sewer system, Sewer Rehabilitation Project #102-107.
BE IT FURTHER ORDAINED BY THE BOARD OF MAYOR AND ALDERMEN OF
THE CITY OF MANCHESTER, TENNESSEE that the City of Manchester accepts the bid of
Norris Bros. Excavating, LLC in the amount of Two Hundred Seventy-Four Thousand Eight
Hundred Seventy and 36/100 Dollars ($274,870.36) for the additional work needed to perform a
bore underneath the Interstate Highway provided the existing line cannot be replaced using the
“pipe burst” technique.
BE IT FURTHER ORDAINED BY THE BOARD OF MAYOR AND ALDERMEN OF
THE CITY OF MANCHESTER, TENNESSEE that the Mayor and Finance Director are
authorized to execute the appropriate contract documents.
BE IT FURTHER ORDAINED BY THE BOARD OF MAYOR AND ALDERMEN OF
THE CITY OF MANCHESTER, TENNESSEE that this Ordinance shall take effect on and after
its publication and passage, the public welfare of the City of Manchester, Tennessee requiring it.
