The Board of Education of the Mansfield City Schools District met in regular session at 5:00 p.m., on
Tuesday, April 21, 2015, at the Raemelton Administration Building, 856 West Cook Road, Mansfield,
Ohio.

Ms. Cline asked Mr. Garverick to proceed with the dedication presentation. Mr. Garverick unveiled a
plaque honoring the late Lowell Smith for his more than 30 years of service to the district as a teacher,
coach, executive director of personnel and board of education member.
“Mansfield City Schools never had a more dedicated employee, a better friend or a stronger advocate
than Lowell Smith,” Mr. Garverick said. He then recommended to the board that it adopt a resolution
dedicating the meeting room as the Lowell T. Smith Board of Education Room.

Ms. Cline moved and Mrs. Davis seconded the resolution to name the Board of Education meeting room
in honor of the late Lowell T. Smith.
WHEREAS, Lowell T. Smith served Mansfield City Schools for three decades as a dedicated teacher,
coach and executive director of personnel, and
WHEREAS, Lowell T. Smith further served Mansfield City Schools as a member of the Board of
Education, serving two years as its president, and
WHEREAS, student achievement was Lowell T. Smith’s unwavering passion and the focus of his
lifelong work, and
WHEREAS, Lowell T. Smith’s professional dedication and compassionate caring contributed
unmeasurably to the success of countless Mansfield City Schools students and employees, their
families and the community at large, therefore

dedicates the Lowell T. Smith Board of Education Room on this 21st day of April, 2015.

Members of Mr. Smith’s family, including his wife, Jan; son, Scott; daughter, Sara; son-in law, Chuck
and grandchildren joined Mr. Garverick at the podium to express their appreciation for the honor
accorded to Mr. Smith. Board members spoke individually about their admiration for Mr. Smith and all
that he had done for the betterment of the district.
The plaque, which bears Mr. Smith’s picture and the inscription “Student achievement was his
unwavering passion and the focus of this lifelong work,” will be displayed permanently in the board
room.
Presentation:
Celebration Education: Jen Lepard, president of the Mansfield School Employees Association,
described plans for a public Celebration of Education May 1 from 5 to 8 p.m. at Mansfield Senior High
School. The program will feature performances or presentations by students from each school, as well
as free food for all and free books for children.
Student Council: Mrs. Lepard, the middle school and high school student council adviser, also
announced that the 2016 state conference of the Ohio Association of Student Councils will be held in
Mansfield April 28-30. Mansfield Middle School hosted the 60th annual OASC state conference in 2013.
Mrs. Lepard said the theme of the 2016 conference will be “If you can dream it, you can do it.”
Superintendent’s report:
Mr. Garverick announced the official last day of school for students will be June 11, 2015 and teachers
last day will be June 12, 2015. Mr. Garverick also thanked Michelle McCracken, Mrs. Lepard and others
on the Celebration Education committee. We are all looking forward to this event that allows our
students and teachers to celebrate their sucessess.
Treasurer’s Report:
Mrs Troyer reported that Mrs. Stephens submitted the minutes from the March 17, 2015 board meeting
and the April 7, 2015 Special Board Meeting for approval along with recommended financial actions and
gifts to the district. She also provided a list of purchase requests that are over $ 5,000.00 that will be
submitted to the Financial Planning and Supervision Commission for approval at their April 28, 2015
meeting. Mrs. Troyer read the gifts to the district.

Superintendent’s recommended contracts
A. Contracted services between the Mansfield Art Center and the Mansfield City Schools. Consultant
will provide 4(four) Art Sessions for 15 students at the Mansfield Art Center during FY15. Consultant
will be paid $500 from the McKinney-Vento Homeless Grant. (Req. LLN15457)
B. Contracted purchased services between Mansfield City Schools and OSU Mansfield. Consultant will
provide instructional services for Kindergarten Readiness Camp in July and August 2015. OSUMansfield will coordinate student teacher/tutors for assisting HQT teachers. Services billed will not
exceed $5,000 and will be paid through Title I-Part A.(Req.LLN15473)
C. Contracted Professional Development workshops of LLI Training for Primary and Intermediate
teachers for FY2015. Consultant, Nikki Woodruff, will be paid $5,000 and will be paid from Grant
funds.(Req. LLN15462)
D. Contracted Services agreement between CD Transport and the Mansfield City Schools. CD
Transport will provide transportation for Special Education student, for FY15 to Pioneer JVS, $30.00
one way and $60.00 round-trip as needed. Transportation will be paid through the IDEA Part B grant

E. Consultant services between McGraw Hill Education and the Discovery School for Every Day Math
Staff Development scheduled from June 1, 2015 – August 14, 2015. Consultant will be paid $2,500
