During extremely cold periods in the winter, the night
shelter and the winter shelter at Zilverstraat 40 are
open to the homeless free of charge. By providing this
service, the municipality hopes to prevent anyone who
is homeless from having to sleep outside in the cold
and risk serious health problems or even death as a
result of hypothermia.
When do the cold weather
arrangements start?
These arrangements come into force
during a longer spell of cold weather
when it can be extremely cold at night.
As soon as the temperature rises
again, the situation returns to normal.
The cold weather arrangements are
therefore temporary. The arrange­
ments are implemented in Amsterdam,
The Hague, Rotterdam and Utrecht
and are coordinated in The Hague
by the GGD’s Coordination Centre
(CCP).
What does this mean for you?
During the cold weather arrangements,
you will not have to pay a contribution
of € 2 per night for shelter. Brief
suspensions for small violations will be
temporarily lifted. The other house
rules will obviously remain in force.
In the winter shelter at Zilverstraat 40,
you will not be required to show any
ID or your care pass. For the normal
night shelter, you will be required to
provide ID and a care pass. The cold
weather arrangements do not extend
the validity of your care pass for
normal night shelters.
Where can you go?
The cold weather arrangements apply
to all existing night shelter facilities
and the winter shelter. Were you
already staying in the night shelter
before the arrangements came into
force? If so, you will temporarily be
exempted from paying your own
contribution or providing ID. During
the cold weather arrangements, you
can book a bed for the next night as
usual.
Winter shelter
Do you need medical care?
Besides the existing night shelter
provisions, a winter shelter will be
available from 1 November until
31 March. This is housed in the
building of Stichting Dr. Schroeder
van der Kolk Bedrijven at Zilverstraat 40
in Zichtenburg business park.
If you require medical care, you can
attend the surgeries of the doctor for
the homeless in the Passantenverblijf
of the Kessler Stichting and the
Dienstencentrum Wagenstraat run by
the Leger des Heils. You can also call
the Gezondheidscentrum Vaillantplein
to make an appointment to come to the
surgery. A district nurse also visits the
winter shelter on a regular basis to
treat minor wounds and to give advice.
For medical emergencies, you can go
to the A&E department at MCH
Westeinde at any time of the day or
night. You do not need to have health
insurance or be a legal resident of the
Netherlands to receive medical care.
This winter shelter is only open during
the cold weather arrangements and is
primarily intended for people who
would normally sleep outside or who
live in poor conditions, for example
without heating. Experienced relief
workers and professional security staff
are present in the shelter at night to
provide support.
Women
Please note! The winter shelter has
no separate facilities for women.
Women can therefore only stay at the
short-stay quarters of the Kessler
Stichting.

The Coordination Centre (CCP)
The Coordination Centre (CCP) run by the GGD in The Hague is the entry point for
people who are not yet (sufficiently) capable of providing for their own needs. This might
include homeless people or anyone with psychiatric or psychosocial problems. The CCP
coordinates and manages care and shelter for socially vulnerable people in The Hague and
surroundings. In this process, the Coordination Centre works closely with social services,
client organisations and mental health care.
