you to be a Commissioier to inquire into and report upon
all matters connected with the applications for, and the granting by the Administrator of New Guinea of, four Dredging
and Sluicing Leases on the Edie Creek in the District of
Morobe, of the Territory of New Guinea, on or about the 8th.
July, 1926, in the names of William George Royal, Arthur
Frank Chisholm, Albert Alfred Royal and Richard Mervin
Glasson respectively, and, without limiting the generality of
the above reference, in particular to inquire and report upon
the following questions, namely

the Administrator and his officers to satisfy themselves as to the nature of the ground applied for by
the said lessees and its suitability for working as
claims or by dredging and sluicing. methods;
(3) Whether due care and diligence were exercised by the
Administrator and his officers in dealing with and
determining the applications for the said leases and
in considering the representations made to them in
regard thereto by persons other than. the applicants;
(4) Whether, regard being had to the nature of the ground
covered by the said leases and to all the circumstances connected with the applications for the
leases, the granting of the dredging and sluicing
leases in respect of that ground was a reasonable
and udicious exercise of the powers conferred-upon
the Administrator by the Mining Ordinance of the
Territory of New Guinea;
and further to inquire into and report upon' the question
whether, having regard to all the circumstances, reasonable
provision was made for the administration of the Edie Creek
locality after the reported discovery of gold, and in particular
for the medical requirements of Europeans and natives vn the

Rule No. 10, and inserting in its stead the following

him from duty, and immediately report him to the
head of the branch through his Officer -in- charge.
It must be clearly understood that employees
who fail to report cases of others being under the
influence of intoxicants will be held blameworthy
in common with the employee whose wrong-doing
is in question. It is the duty of every employee,
irrespective of position, to help in the protection
of life and property, and neglect in this direction
will be regarded as a subject for such, punishment
as may be decided upon.

BE it ordained by the Governor-General of the Commonwealth of

Ordinance, hereby adopted as a law of the Territory, 'so far as it is

is in or suspected of being in the Territory may be made
to the Administrator by any person recognized '13y the
Administrator as a Consul-General, Consul or Vice-Consul,
or (if the fugitive criminal has escaped -from the colony
or dependency of the foreign State on behalf of which the
requisition is made) as the Governor of that colony or

No warrant of a Secretary of State shall be required, and all
l ólgers vested in and acts authorized or required to be..done
by a Secretary of State in relation to the surrender of a
fugitive criminal, shall be vested in, and may, in the
Territory, be exercised and done by, the Administrator ;
All powers,vested in and acts authorized or required to be done
by a Police Magistrate or any justice of the peace, in
relation to the surrender of a fugitive criminal, _shall be
vested in, and may, in the Territory, be exercised and done
by, any District Officer ;
Any prison in the Territory may be substituted for a prison

A judge of the Central Court may exercise the .power of discharging a fugitive criminal when not conveyed out of
the Territory within two months after committal to prison.

Candidates who are not returned soldiers will be eligible for appointment during the ensuing period of eighteen months, that is

their order of merit has been determined by the number of marks
gained in (a) the Practical Tests and (b) theory, and where these
numbers are also equal, by ballot.
No successful candidate can be appointed upon attaining the
age of 51 years.

ALLOWANCE FOR LIVING AWAY FROM HOME. -A boy who is
required to live away from home is paid a minimum remuneration of £106 per annum.
ALLOWANCE (TELEGRAPHY) .-An annual allowance at the
rate of £8 may also be paid to Telegraph Messengers upon
passing the prescribed examination in telegraphy (sending and
' receiving) .
CHANGE OF ADDRESS. -Any candidate changing his address
after forwarding his application should at once advise the
Commonwealth Public Service Inspector, Perth.
SUBJECTS OF EXAMINATION. -The subjects of examination
will
be-
(a) Handwriting -To
be judged from the candidate's
papers in spelling. (Maximum marks, 100.)
(b) Spelling-To be tested by writing, from_ dictation, not
less than 180 words. (Maximum marks, 150.)
(c) Arithmetic-First four rules, simple and money.
(Maximum marks. 200.)
GENERAL PARTICULARs.-.-Candidates will pass this examination if they secure half marks in Handwriting and in Spelling
only; but those who also gain half marks in Arithmetic will
be eligible fòr promotion to a higher position in the Fourth
Division. Those who do not secure half marks in Arithmetic
will be required to pass a further examination, -after appointment, in that subject, in order to become qualified for promotion. A Telegraph Messenger on attaining_ the age of 18 years
must retire from the Service unless he has qualified for promotion. Promotion examinations are held half- yearly.
Telegraph Messengers, upon being qualified for promotion,
may be promoted to higher positions in the Fourth Division,
such as Telephonist, Postman, Assistant, Mail Driver. Officers
may also qualify by examination for appointment as Postal
Clerk and Telegraphist.
ELIGIBILITY FOR APPOINTMENT. -,Successful candidates will
be eligible for appointment during the eighteen months following the publication of the results of the examination ; but if
within that period a successful candidate reaches the age of
16 years he will thereupon cease to be eligible for appointment, provided, however, that a successful candidate who has
reached the age of 16 years may be appointed to a vacancy
which occurred prior to his reaching that age.
APPOINTMENT SUBJECT TO CONDITIONS. -A successful candidate upon appointment must produce evidence of the date of
his birth and a medical certificate satisfying the Board in
such particulars as it may determine of sound bodily health
and freedom from physical defects. Successful candidates
should not undergo medical examination until instructed to
do so. Upon the confirmation of his appointment an officer
will also be required to contribute to the Commonwealth
Superannuation Fund.
Qualified candidates who on appointment are already
temporarily employed, or who take up duty within fourteen
days of the date of notification. by the Chief Officer of their
appointment, will be regarded as having entered the Service
on the date of the Public Service Inspector's appointment
certificate. The latter date will then determine seniority, rate
of pay, and length of service, but no pay will be allowed before
duty actually commences.

REFUSAL OF APPOINTMENT. -If a successful candidate declines to accept an appointment offered to him, or fails to
reply within seven days to a communication respecting his
nomination to the Public Service, his name may be removed
from the " Register of Persons. Qualified for Appointment."
NAVAL OR MILITARY TRAINING. -Before any successful candidate who is liable for training under the compulsory Clauses
of the Defence Act 1903-1918 can receive appointment, he must
produce evidence from his Area Officer that lie has rendered
the personal service required, or has been granted a temporary
exemption.
