M3’s Master Plan for DNS Global October 25, 2012 1. Our Dream & Vision We want to see a multitude of trained teachers with hearts of gold, knowledge of life itself, well equipped and skilled in the art of production, and the mastership of teaching. We want to see teachers with an attitude of humble courage and human capacity to take the lead in transforming the school landscape in rural areas from illiteracy to literacy – from extreme conditions to a better life. We want to see such teachers in large numbers ‐ living and working amongst the millions of people in the countryside, in the midst of the village school – building new knowledge and working with the children to learn and develop. We want to see teachers allying themselves with the children’s parents ‐ fighting shoulder to shoulder with the Poor; for increased production, better health and improved living conditions. As a platform for all of the above, we want to see a multitude of DNS institutions of high quality, well maintained and equipped, managed by hands‐on headmasters and mobilized teachers councils. Colleges, where straight talk is the order of the day, and where true comradeship, care and love for the students and for life itself leads the way – equipping everyone to embark into an Open Future. 2. Our Idea of the MasterPlan Building on our DNS history, our collective partnership experience, as well as signed agreements with the respective Governments, M3 will contribute to the realization of our DNS Plans. 3. Our Goals – 10 Years ahead Over the next 10 years, M3 will raise funds to enable 20,000 new DNS teachers to be trained within our existing DNS Countries: D.R. Congo, Zambia, Guinea Bissau, Mozambique, Malawi, Angola and India. In average, we will 1 mobilize 5 million US$ per year for DNS operational costs over the coming decade, in addition to what is raised in each country. The MasterPlan also includes raising the needed funds to establish 25 DNS Colleges in D.R. Congo, Zambia and Guinea Bissau. All 3 countries will benefit, but focus will be put on D.R. Congo, as the magnitude of this plan requires a special effort. Over 10 years, we target to raise US$ 75 million for DNS. 4. The MasterPlan in Main Figures 2 5. Our Strategic Allies to Carry out the Plan To realize the plan, a number of strategic allies will be mobilized and set into action. In addition to strongly committed and actively involved Governments; their Heads of States, Ministries of Education and Finance, we will work with a number of strategic partners to realize the Plan: 1) Clinton Global Initiative will contribute by providing access to selected private partners and wealthy individuals that are members of CGI. This is already happening. 2) The Brookings Institution will contribute by setting up meetings between M3, Government representatives – and major education partners within their ‘donor networks’ as they are called. These networks consist of both private companies, as well as bilateral and multilateral partners. This is already taking place and the first 3 meetings have been held with concrete results for DNS. 3) Gordon Brown will be mobilized to participate in getting support from partners with focus on scaling up our DNS India and DNS Congo plans, as part of His work as Special Envoy for United Nations Initiative “Education First”. A first meeting has been held with him and a second meeting will take place in December 2012 together with the Minister of Education of Congo. 4) Buchan Family Foundation based in Canada ‐ and with them, an organization called Canada Gives will provide seed funding to the first Utzon designed DNS in Congo and thereafter they will work with M3 to mobilize other canadian companies and wealthy individuals to ‘buy into’ the totality of the DNS Congo plan. A number of meetings have been held, conclusion will be made in December 2012. 5) UNICEF New York will be engaged by providing their Blue stamp and by financially supporting training of more DNS female teachers. They will be promoting DNS through their new initiative “Teachers for the Marginalized”. Humana People to People has been selected as 1 of 5 members of UNICEF’s so called ‘reference group’ for this initiative. (Like an advisory committe) 3 We will also work with UNICEF’s New York fund raising office to lunch an internet‐campaign to get private companies and foundations to buy into the plan. This will likely happen from 2014. In addition, M3 has together with each country selected the ‘best’ Government ally to work with us on specific US and Canadian funding strategies (mostly when they are in the US). In the case of DRC, our strategic Government ally is Prime Minister Matata and his Senior Advisor. In the case of Malawi it is President Joyce Banda; and in the case of Zambia, Mozambique and Angola, it is their respective Ambassadors and Charge de Affairs based in Washington. 4 6. Who shall Pay – Country by Country D.R. Congo Our Overall Goal Our goal is over the next 10 years to raise the funds to establish 20+ DNS colleges and associated operational costs. To raise the money for our DNS Congo Plan, we are working closely with the Prime Minister’s Chief Advisor for International Cooperation and the Minister of Education of Congo. We have 2 main tasks in realizing the DNS Plan. 1) Establishment of the DNS Colleges Our target is to get a number of agencies, companies and wealthy individuals in Canada to pay for the DNS Plan. To make this happen, Buchan Family Foundation is our strategic ally and with them, an organization called Canada Gives. We have come far and they are in the process to committing themselves to this MasterPlan. The idea is to get the Canadians as such to ‘buy’ the DNS Congo plan in its totality, but broken into smaller pieces. In short, this is the idea: Buchan will provide funds to start up the first Utzon DNS Model in Congo. We have broken the DNS plan into ‘marketable pieces’ Together with the Head of Buchan Foundation (who is herself a Billionaire) – we are starting to mobilize her wealthy friends, Canadian mining companies and other foundations to scale up the DNS plan. As part of the Buchan strategy, we have involved ‘Canada Gives’, a Canadian charity founded to assist private foundations, corporations and individuals to manage their funds for charitable purposes. The idea is for Canada Gives to work with Buchan Family Foundation and M3 to mobilize funds over time to complete our DNS Plan with 54 colleges and 486 primary schools around DNS. Canada Gives is currently managing funds on behalf of 36 Canadian Private Foundations, so they have good connections. 5 How the Partnership is envisioned to work A) Start up o Humana People to People works with the Government to select 300 hectares of suitable and arable land in a rural area of Bas Congo, not too distant from the boarder of Kinshasa. o The Government transfers the title deed of the land to Humana People to People Congo. o The Buchan Family Foundation provides the funding to establish and equip the first DNS teacher‐training complex at this site. o Humana People to People provides drawings and design of the project by architect Jan Utzon as part of its partnership contribution. o As the construction takes place, the partners work to seek funding from other sources to enable the construction or rehabilitation of 9 rural primary schools to function as practice schools in the vicinity of the educational campus. B) Establishing the Educational Campus o The construction of the main buildings, kitchen, classrooms, other common buildings and outdoor areas for the first DNS college is carried out by construction workers or a locally hired company, led by an experienced Humana People to People management team. o The dormitories, however, are constructed by the first teams of DNS students and teachers at the beginning of their respective tenures. o The complete DNS college is established with a capacity to each board 120 students and their teachers. o A farm is established on the land beside the educational campus to provide food for the students and teachers and sell its surplus crop production to support the operating cost of the DNS College. 6 Other strategies for establishment of DNS: • World Bank A combination of IDA credit and grant to the Government of Congo is in the process of being planned with the World Bank. The start of this new WB‐DRC agreement is expected to be March 2016. However, preparations have started. Our allies in the Government are interested in WB contributing to the DNS plan. The Prime Minister’s Chief of Cabinet has discussed the overall concept with the World Bank’s Director, and new meetings have to take place in November / December 2012 to conclude. Our target is for World Bank to pay for the full establishment of all 54 colleges. A number of legal questions to be worked out, especially in regards to secure ownership of the land. The partners have agreed on the next steps to happen. • US Private Partner ala Buchan Via Clinton Global Initiative, we are in action to find a ‘new Buchan’ as a back‐up plan for DNS Congo. The idea of allying ourselves with an influential American that can mobilize his or her friends is smart. Target Billionaires and their Private Foundations include: o Ben Afflick o Heinz Foundation – John Kerry & Wife o Elma Philantrophies o Jamie Cooper‐Hohn, CEO, Children’s Investment Fund Foundation Operating the DNS Colleges in Congo We are in the midst of finalizing negotiations with the Government of Congo to sign an amendment to the existing DNS Congo MOU. Apart from the Prime Minister’s Office and the Ministry of Education, other involved Ministries include the Ministry of Budget, Finance, Agriculture and Land Affairs. Our point of departure is that the Government of Congo shall pay 70% of the operational costs of DNS. It will be a financial commitment over 5 years, renewable. With our DNS Congo scale up plan, the 70% corresponds to 3.8 million US$ over 5 years and 23 million US$ over 10 years. Humana People to People & Government of Congo will together secure the funds for construction and the remaining 30% for operation. Part of the amendment is also that the 7 Government will transfer the Title Deed of 100‐300 hectares of arable land for agriculture production. This is a way to secure food for the colleges and to complement operational costs of DNS over time. Every step of these negotiations are taking place together with the Prime Minister’s Chief Advisor and the Chief of Cabinet of the Ministry of Education. The 30% operational costs of the DNS Plan will come from a combination of private and government partners. Among them USAID and USDA. USAID has an education budget of around US$ 9 million per year for D.R. Congo. Right now, these funds are obligated to existing agreements. We are expecting new funds available for education from end of 2013 and 2014. We will get the USAID education team to visit and keep connected to USAID’s education in Washington to decide on next steps. USDA has previously given funds to DRC under Food for Education. We will lobby for Congo to become a priority country from 2014. Mozambique Introduction With 12 DNS colleges established and a fantastic 3 year DNS program, the DNS Movement in Mozambique is well placed. However, we need to secure that the funds are mobilized sufficiently to be sure we do not compromise our DNS standards. M3’s task towards Mozambique is to bring in 2 million US$ in core for DNS in each of the years 2013, 2014 and 2015. From 2016 the amount goes down to 1 million US$ per year. By that time, the Partnership Team in Mozambique have permanent partners to almost fully cover DNS. Background USDA’s Food for Education Agreement has been signed. This agreement provides around 1.6 million US$ in average per year for DNS core costs from 2013‐2015. We will work towards getting an extension from USDA and thereby securing an additional 1 million US$ per year from 2016‐ 2018. We have a good chance of getting that. However, we will only know if we can continue USDA by January 2015. Therefore, we need a plan B, which starts now. Here is our plan for how this will happen. 8 M3 Partners include 4 categories; 1) American Business and Foundations 2) US Universities 3) The Global Fund for Girls Education 4) UNICEF – a new initiative ”Teachers for the Marginalized” Ad 1) America Business and Foundations Our Goal We will go for getting 3 permanent business partners; each paying 200,000 US$ per year for DNS Mozambique = 600,000 US$/year. How we will work to raise the funds o We will continue to work with the Mozambique Ambassador and her Charge d’ Affair in Washington to identify and meet with companies, which has money for development and a special interest in keeping a good relationship to the Government of Mozambique. o We will use our CGI Commitment (Training of Female teachers in Mozambique) as a platform to get companies to buy into DNS. o We will revise existing DNS Mozambique partnership brochure to hit the partners in the heart and make our case more convincing. o We will go together with the Prime Minister of Mozambique (former Minister of Education) to meet partners and mobilize support for DNS in connection with CGI. 9 Private Partners to Target DNS Mozambique – Initial List No Partners Name 1 Mastercard Foundation Background: ML met Director via CGI. They are interested in DNS, but want to discuss in 2013. 2 Elma Philantrophies Background: First they were interested, but changed their mind. We do not know why. We know they had leadership change in 2012 and have not been ready to enter into any agreement with us so far. We will pursue them again in September 2012 with backing from CGI. They work with CIFF (UK) 3 Hewlett Foundation 4 Background: Connection made via CGI 2010/2011. At that time, Mozambique and Congo was not focus countries. Asked to come back to them in 2013. Aga Khan USA Background: We have pursued them locally many times without results. We will go for them as a strategic partners from the US for DNS Mozambique and Congo. Amount for Why they will pay for DNS: DNS in US$/year: 500,000 o Interested in Mozambique as a new country o Interested in funding Education Projects that are unique and untraditional o Making the link to Job creation in rural areas and economic growth. 200,000 o Education is a priority o Mozambique is a focus country o They want project alligned with GOM policy o They are interested in improving quality of education in primary schools o Long‐term impact and sustainability – they can get both by supporting DNS o They want to be convinced about impact in the traditional way o Blue stamp from CGI and other partners is important 200,000 o Quality education is a focus area o Funded teacher training in India some years ago with Bill Gates and others o Now funding education projects in Africa o We need to make the case for DNS, as this will be a special program for them to fund 200,000 o Education and teacher training is a focus area o They are big in Mozambique o We know their US President who is interested in DNS. o We will go for developing joint fundraising proposals for DNS for private partners as they have a wealth of private individuals who support them. 10 They get a lot of money from USDA. 5 International Youth Foundation Background: M3 met President twice. They are interested in working with us in Mozambique. We need to develop and argue how DNS fits into their goals of youth development and employment. 6 Child Fund International (They raise 120 million US$ per year from private individuals in the US through child sponsorships) 7 Robert and Dorothy King (Billionaires) 8 The Heintz Endowement Heintz Endowement gives 60 million US$ per year to educational work in the US / Pensylvania. 100,000 o Mozambique is a focus country o They have shown ’some’ interest in having ADPP as a member of their network (which includes funding) o They want to grow quickly in Mozambique o They only have few local partners in the country o They are interested in DNS – but we need to develop more how it fits directly to their strategy of youth employment and development. 200,000 o Mozambique a new marked for them. o Interested in expanding quickly o They work only through local partners o ML good connection with the President o The idea is to create a new campaign a joint campaign for private doners to sponsor ”A Teacher” instead of ”A Child” o The strategy will depend on their conclusions about whether ’Sponsor a Teacher’ can sell. 200,000 o Support education, mostly in the US, but also internationally o Focus on quality education, including teacher training and university level education o Has some personal connection to Zimbabwe o Building capacity to end poverty is a focus o We shall try to market OWU to them o Getting a personal entrance to them is key, we need to find that! 200,000 o Teresa Heinz is the Chairperson of Heinz Emdowements. Married to John Kerry. o Even though her foundation does not give grants to Africa, her roots are there and her 11 9 10 General Electric Foundation First Lady of Mozambique has met them where they discussed education. They are interested in Mozambique. Google Foundation Granted 40 million US$ in cash for educational projects in 2011 in developing countries (science, technology, engeneering and math) focus is education and ending poverty. o We need to meet herself, connect via Buchan 200,000 o Gives internationally o Has interest in Mozambique o Focus on girls primary education in Africa o Higher education also included (OWU) o We need to connect via Clinton Global Initiative 200,000 o Focus on education in developing countries o Girls education high on agenda o Technology integration o Huge in‐kind program o Match could be DNS with DMM, 400 Village Schools and pedagogical workshops Ad 2) US Universities Our Goal We will target to get 200,000 US$ per year from Universities for DNS and OWU. We will go for scholarships and funds for action research. The US has 5,700 a total of universities. There is a potential here. A number of them have international studies as part of their program. We will in the first place select 25 universities with an angle to Africa. We will work with CGI and the head of their Annual CGI University Meeting. In line with CGI in New York, it’s an initiative created by Clinton to bring universities and students together. Each student makes a ‘commitment to action’ in the area of development. Meetings are held in Washington every year in April. We will make DNS and OWU a commitment which students or their University can choose to support. Between the meetings we will negotiate with University leadership to find ways to make the connection and find ways for their US universities to sponsor DNS and OWU in Africa. 12 Ad 3) A Global Fund for Girls Education Our Goal Our goal is that this fund shall pay for women trained at DNS Mozambique from 2015 with 500,000 US$ per year. Background: A global fund focused on girls education is being developed in the US. It’s a partnership between the US State Department (Hillary Clinton), the Brookings Institute and others. The money will come from a combination of US Government, possibly a number of other Governments, ‐ and private companies and foundations. How the money will be channeled and who can apply is not yet decided. ML has met with the Director of the fund twice to make the case for DNS and specifically to argue why Congo and Mozambique shall be on the ’first list’ of priority countries to be able to get money. The fund is envisioned to be launched in December 2012 by Hillary Clinton, but we only expect to see money flowing for real from 2014/2015. Ad 4) UNICEF – Teachers’ for the Marginalized – a longterm DNS strategy Our Goal We will target to get 300,000 US$ per year via UNICEF for DNS Mozambique from 2014 and onwards. It takes 1.5 years from now until we can realistically get money out of it. Background As mentioned previously, UNICEF in New York has launched a new UNICEF Initiative called: “Teachers’ for the Marginalized”. The initiative has been formally approved in September 2012. UNICEF’s objective of creating the initiative is to: * Understand and make the case for why more and better teachers are needed to teach marginalized children. This includes the rural areas. * Make the case for why UNICEF shall include teacher training in their global as well as national strategic plans. * Get many more Partners to investment in training of teachers 13 How we will work to raise the funds Work with our Partnership Office in Mozambique and UNICEF locally to ensure that they are on board and develop a general DNS proposal that can UNICEF can submit to their local UNICEF chapters as well as private partners. Argue for DNS as a model to get teachers trained for children in the rural areas, the idea is to access new partners under UNICEF’s blue stamp. UNICEF partners include DFID, Norway and France as well as wealthy individuals and companies. Funding will be channeled through UNICEF New York, but also via UNICEF Chapters in Europe, US and Canada. From 2013, plan to create a UNICEF internet‐campaign to get the many people around the world to support DNS as part of the initiative. Mozambique will be our first target – but all the other DNS countries will follow. Malawi Introduction M3’s task towards Malawi is to bring in 11 million US$ for operational costs over the coming 10 years; an average of approximately 1 million US$ per year. We have applied for USDA’s Food for Education – and will know the answer by January 2013. If approved, this agreement provides around 1 million US$ in average per year for DNS core costs from 2014‐2016. For 2013, we have by now secured 1 million US$. Our Plan B (which has started already) consists of the following: Where effective, we will be working with the President of Malawi and her Ambassador in Washington to move forward selected American and Canadian partners in support of DNS. The cooperation will consist of joint partner meetings when she is in the US as well as letters of support. In addition, we will work through Clinton Global Initiative to identify new business partners and wealthy individuals in support of Malawi. 14 Overall, potential partners include: o UNICEF New York and their initiative ”Teachers for the Marginalized”. o Mastercard Foundation to pay for DNS Malawi scholarships from 2014. We are planning to start a partnership with Mastercard for Mozambique in 2013 and want to expand to Malawi in 2014. o Dubai Cares. This partnership is likely to happen in partnership with the President of Malawi. It has been agreed that Dubai Care will come visit Malawi in early 2013. They will visit DNS Dowa as well on this trip. Angola Our Goal M3’s task towards Angola is to bring in 300,000 US$ in core for DNS per year. To fund the operation of DNS, we will go for getting 2 US and Canadian based diamond companies. They shall each pay 150,000 US$ per year as permanent ADPP Angola partners. To raise the funds we will; o Work with the Angolan Ambassador and his Charge d’ Affair in Washington to identify and meet with companies to raise funds for DNS. o Work with the American Chamber of Commerce and Corporate Council on Africa as an entry point to mobilize the funds. As our back‐up plan, we will mobilize USDA to ensure that Angola is on the priority list in 2013, as that we can apply as Planet Aid directly for Food for Education. In this case, we will target 1 million $ per year for DNS from 2015. Zambia With a fantastic 3‐year DNS program developed for Zambia, our first DNS established in Mkushi and a mobilized Minister of Education, we are fit to embark on our DNS Zambia Plan. 15 Our Goal M3’s task towards Zambia is to bring in 400,000 US$ in core for DNS per year. In addition, our task is to mobilise funds to establish 3 DNS colleges – one per year starting from 2014. We will mainly go for getting private funds. Here is our plan for how this will happen. For the operation of DNS, we will go for getting 2 US foundations to pay scholarships each paying 200,000 US$ per year = 400,000 US$/year. The 3 DNS colleges will be paid by a combination of the Global Fund for Girls Education and US and Canadian businesses. How we will work to raise the funds o Together with the comrades in Zambia, we will in December 2012 develop our DNS Zambia Plan as a Partnership brochure – ala what we did some years ago for Mozambique and Angola. o We will work with the Zambia Ambassador and his Charge d’ Affair in Washington on a monthly basis to identify and meet with companies to raise funds for the DNS Plan. o We will work with Tina Buchan to connect with her mining friends to mobilize interest from companies investing in Zambia. o We will work with the American Chamber of Commerce and Corporate Council on Africa as an entry point to mobilize the funds for Zambia. o We will in 2013 make a new CGI Commitment (Training of teachers in Zambia) as a platform to get companies to buy into DNS. 16 Guinea Bissau Our plan is to raise funds to construct 2 DNS colleges in 2015 and 2016 and contribute to its operation. The DNS Guinea Bissau will be covered through 3 sources: USDA Food for Education (from 2015/2016) Dubai Cares US Organizations such as PLAN International and Aga Khan Foundation (scholarships) India M3’s task towards DNS India is to bring in 5 million US$, or around 500,000 US$ per year from – increasing to 700,000/year from 2018. To raise these funds, we will go for getting 2 private foundations to pay scholarships ‐ 250,000 US$ / foundation per year. In addition, we will be working with Baal Dan Foundation to raise 250,000 US$ for scholarships from wealthy individuals per year. Actions include: 1) Together with the comrades in India, develop a DNS India Scholarhips Partnership brochure; 2) work with the India’s Charge d’ Affair in Washington to identify and meet with companies to raise funds for the DNS India Plan. 17 7. Timeline for Benchmarks – the next 12 Month November & December 2012 • MOU signed with Ministry of Finance and Education of DRC to fund 70% of the operational costs of DNS, 5 years, renewable agreement. • Government of Japan via Ministry of Planning agreement signed for DNS Congo. • Buchan Family commits to fund establishment of DNS II in Congo and work with M3 to mobilize other Canadian partners to fund the DNS Congo plan. • Meetings with Strategic partners: UNICEF, Brookings, Gordon Brown, The Minister of Education of DRC • Meeting with US Secretary of Agriculture – together with President of Malawi. 1st Quarter, 2013 • World Bank Congo decides in principle to include DNS establishment in their next funding program – starting 2016, detailed working plan to be made. • Executive Director of Buchan is visiting Congo. Concrete funding strategies are planned to get Canadian partners on board. • USDA decides to fund our Food for Education proposal for Malawi. • 3 New DNS business partners are moved to sign agreements: E.g. Universal Leaf, Segal Family and Microsoft. • Global Fund for Girls Education – Meetings with State Department and Brookings Institution to decide how DNS will become part of it and technical procedures • USDA Mozambique FFE is well underway – first action to promote our way of implementing this program. 2nd. Quarter, 2013 • Mastercard Foundation decides to fund DNS Mozambique as a strategic partner. • CAMFED enters into strategic agreement to fund DNS teachers in Malawi & Zambia. • Corporate Council on Africa carries out a day for US companies “Doing Business with Congo’ – DNS is part of it as an example of what good business means – new partners are identified. 18 • Clinton Global Initiative Mid‐Year Meeting (June), DNS Mozambique focus • USDA Food for Education proposal development for Malawi, Angola and/or GB • Detailed plan and benchmarks set for the next 6 months. 3rd. Quarter 2013 • Anadarko decides to support DNS in a public / private partnership with USDA • CAMFED agreement signed for DNS Malawi & Zambia. • Prepare and set meetings for September New York meetings with strategic partners: Gordon Brown, Brookings, UNICEF, President of Malawi, Prime Minister of Congo. • Prepare new DNS Pamphlet and Video for Clinton Global Initiative (CGI) • Get hold of 10 new DNS partners via meetings at CGI and UN’s Education First Event in New York in September • Detailed plan and benchmarks set for 2014 8. How the MasterPlan will be Implemented The M3 DNS Action Team (Marie, Jana, Kathy, John and Sean) works to secure the funds for the DNS MasterPlan. Each person has his/her weekly and monthly targets. We meet every Monday to conclude on progress made and decide on next major steps. Simple systems have been developed to overview progress towards targets. (Production, Moving Strategies, $ Days and Promotion Materials) Our strategic partners are updated and engaged specifically towards their ‘part of the plan’ once a month in writing and followed up by a Skype call (for most). For Congo: weekly Skype meetings will take place with the Senior Advisor of the Prime Minister until we have the big DNS Plan up running. 19 9. Conclusions We will work under the headline ‘Nothing but of Vast Size’ to realize the plan. There are a number of different reasons of why this is possible. They all go together. 1) The depth and quality of DNS when implemented as described in our DNS Books, will lead to lasting change for children and their families living in rural areas. This is number one. We will document how and why this takes place along the way so that we are able to better communicate the transformation that takes place when DNS is fully implemented. 2) Combining our 30+ years of DNS experience and track record with going for ‘Nothing but of Vast Size’ is compelling. When we have a MasterPlan well throught‐out, described and presented convincingly to partners, curiosity and interest will accumulate. Real commitments in the form of cash American dollars will be the outcome little by little, as we work systematically and focused – together with our strategic partners. 3) Full cooperation, active participation and commitment from National Governments as a contributing partner in both cash and in kind is a precondition for the DNS Plan. The comrades in each DNS country are in the process of taking this cooperation to a very new level.
