2008 Report to the Community a year of change and opportunity Greetings! 2008 was a quite a year! We experienced tremendous change as a nation, community, and at Child Care Resources. Our nation’s leader has been vocal about his support of early childhood education and that’s good news for our children. However, we all (individuals, foundations and corporations) faced significant setbacks as the economy took its toll on our investments. The government was no exception. Funding for quality child care and early learning took a hit and yet early learning advo- cates worked diligently, and collectively, to keep as much government funding as possible intact for our children. CCR faced its biggest change in its history with the move of its founding Chief Executive Officer Nina Auerbach to Thrive by Five Washington as President/ CEO. I’ve had the pleasure of working alongside Nina during all her 19 years at CCR. Nina’s leadership has left a legacy of quality services and a strong foundation that CCR is building upon and growing. I enjoyed serving as Interim during the transition and now as the newly installed CEO I look forward to leading the organization into its next phase of development. Fortunately through these changing times, CCR remains strong in its ability to meet the needs of the community’s children as we assist families in thinking through their care choices and working with providers to improve their capacity to meet children’s needs. Now more than ever we are relying on our staff to be nimble, innovative and strategic in meeting community need. Additionally, we are being intentional about cutting back without sacrificing the level of services we provide and as a result have implemented savings where appropriate. I want to acknowledge how important your support is in our ability to continue to serve children. We value your partnership! These “R's” represent the basic skills children still need for academic success. Nowadays we realize that children need additional “R's” to prepare for success in life: qualities like being Robust, Reflective, and Resilient; qualities that will help them thrive in the best and worst of times. The best early learning experiences focus on the whole child and help to develop skills as well as qualities. Last year it became clear to me that in our uncertain economic times, successful organizations also need strong fundamentals: a solid record of achievement as well as the ability to be Robust, Reflective, and Resilient. I believe these are fundamentals that CCR's professional staff has demonstrated in abundance, and these fundamentals are what allowed CCR to meet the challenges and opportunities the year presented, 2008 Board of Directors with confidence and optimism. As you review the 2008 annual report, I encourage you to take note of the many innovative ways CCR has responded to the complex challenge of giving every child a great start, in school and in life. Tanner CRISTA Sandy Teufel Pacific Market International Mark Usdane Philanthropic Consultant 2 Empowering Families and Child Care Providers Child Care Resources works directly with families, of all income levels, and providers, of all types, to ensure that every family can find safe, quality, affordable child care and early learning opportunities. Without it, children start school behind and stay behind. Family, Friend and Neighbor Care “I’m watching my granddaughter in the day while my son works,” says Bill. “Raising a girl was new to me and I was really out of my element. Then I discovered the Play & Learn groups! Now we’ve both made new friends and are learning together. Plus, I’m out of the house and get to ask a bunch of questions about parenting.” Informal caregivers are a rapidly growing segment of child care, especially in a tight economy as more people go back to school or search for a job. Yet, these caregivers don’t necessarily realize their influence or recognize the child’s need to be ready for kindergarten. CCR is a leader in advocating for these caregivers, also called Family, Friend and Neighbors (FFN.) Last year, CCR was awarded a $300,000 multi-year grant from the Kresge Foundation, a national funder, for our work in infrastructure-building work for FFN in our state. One of the ways we’re helping caregivers is through Play & Learn - facilitated play groups for caregivers and young children and this model has emerged as an effective support for FFN. More than 80% of the participants reported changing what they do with the children in their care. Operated by community organizations, they are spread throughout the county. Each Play & Learn group is unique, reflecting the cultural community and the organization where it is located. CCR developed the Play & Learn Network to support a growing number of communitybased organizations in all aspects of running a Play & Learn Group: curriculum, facilitator training, marketing, funding opportunities, partnership brokering and evaluation. In 2008, 27 organizations operated 65 Play & Learn groups in 10 languages for over 1,900 families. About 60,000 children in King County, including as many as 50% of the children in refugee/ immigrant families, are cared for primarily by FFN caregivers. CCR was voted the number one contractor for the past 4 years by the busiest Community Service Office in King County. This office covers the north end of Seattle, helping low income families move from public assistance via the Work First program. Before a parent can go to school or find a job, they need child care. It’s CCR Resource Specialists like Kathy Schirman and Lesley Sanderson (pictured here) who the families call. The team conducts personalized child care searches and drives the parents and children to show them child care sites. This support is vital as child care availability north of the ship canal is almost nonexistent, especially for infants. In 2008, this team of three helped 610 low income families find and maintain child care. 3 Provider Interaction Key to Quality Child Care “All children born into this world are totally dependent on the relationships they develop with their parents and their caregivers –the people who are closest to them. These first relationships are the foundation for young children’s development, particularly their social and emotional development. Providers who work with parents and other caregivers of young children have a unique opportunity to positively influence these first relationships.” – Promoting First Relationships (www.pfrprogram.org) When we think about quality child care, we sometimes forget that the most important component is the interaction between caregiver and child. Over the years, CCR staff has participated in the University of Washington’s Promoting First Relationships, a program that focuses on supporting the social and emotional development of young children through responsive, nurturing, and interactive caregiver/child relationships. In 2008, several CCR staff received specialized training with an eye towards bringing this provider/caregiver interaction skill set to a new level in child care. Program Stories and individual contributors, CCR With support from The Boeing Company is bringing intensive coaching to licensed child care centers and helping them better support the social and emotional development of the children in their care. The program also increases the ability of directors and teachers to provide guidance to families. In addition to on-site coaching, center administrators participate in monthly trainings together so they in turn can better support their staff. The Child Care Search - More than a Database When Reinette picks up the phone on the child care Information and Referral line, she’ll be ready for anything. With 12 years at CCR, she’s well-versed and she’s heard it all. Does dad need after hours care? Is it a mom starting a new life after domestic violence? In that case we will help her access child care and guide her to an agency specializing in this type of referral. Or, will it be a simple call to give someone a password so they can conduct their own search of our online database? “The most challenging calls, and thus the longest, are with those looking for child care in areas where there is simply nothing available,” says Reinette, “That’s when we move right into talking about other solutions.” Each call represents a unique scenario of someone piecing together a child care solution. Reinette and others on her team listen, assess the needs of each caller and turn to our database of 2,069 providers to provide the best possible options for the family. CCR fielded 9,000 calls from families in 2008 (50% from single moms and 50% from low income families.) In total, 7,542 fami- lies received referrals to quality child care. 4 Child Care Resources’ Vision and Mission Every child has a great start in school and in life. CCR leads efforts to promote equity for children, community stability, and school readiness by: • Helping families access and choose high quality child and after school care. • Partnering with providers and caregivers to offer excellent care. • Advocating for child care solutions that strengthen communities. Overcoming Challenges - It Takes a Community CCR staff work with the community to ensure students pursuing early childhood education achieve their goals. Yelana, for instance, never lost sight of her desire to support her family as a teacher in the USA. A Russian immigrant, she emigrated with her young son via the “immigration lottery” - however her husband’s entry was denied. Upon arrival she enrolled with the CCR Child Care Careers program, started English classes and soon entered the Child Development Associate/Early Childhood Education (CDA) training track. While in training to be a child care provider, Yelana struggled as single mom. Her roommate unexpectedly moved out and she was not able to cover the rent by herself. She lost her apartment and ended up in a homeless shelter. With the support of case managers, her instructor, and funding from CCR, Yelana was able to secure permanent housing, complete training, earn her CDA credential, and secure fulltime employment. Now Yelana is earning $12/hour as a lead infant/toddler teacher and she hopes to return to college in the near future. Ongoing professional development is key to building quality. CCR offers a myriad of opportunities for providers to improve quality via on-site coaching, and technical assistance either online, by telephone, on-site, or at our office. In fact, our staff delivered over 12,000 hours of assistance to providers of all types to build and grow the quality of their programs. Professional Development Numbers for 2008: Almost 5,200 child care providers/teachers participated in 541 professional development workshops and 8 early childhood education conferences facilitated by CCR. CCR supported 279 teachers as they earned credits towards a CDA, AA, BA or MA in early education or early learning. White Center Pilot Launch The White Center Early Learning Initiative is one way that CCR provides culturally relevant and comprehensive quality improvement support. White Center is one of the most diverse communities in our state and has one of the highest rates of poverty. The Child Care Careers program has dual purposes: it helps low income, refugee/ immigrant women gain economic stability while also increasing the availability of high quality, affordable and culturallyrelevant child care. Congratulations to these grads! Since 1998, about 450 women have enrolled in Child Care Careers. Of those, most secure positions in existing programs and about 20% open a family child care business. To further the initiative, our staff developed a comprehensive coaching model and recruited 125 center directors, teachers and family child care providers to test the modified version of Seeds to Success, the state’s pilot Quality Rating and Improvement System. While the statewide QRIS was suspended in December due to state budget reductions, funding continued from Thrive by Five Washington and the Bill & Melinda Gates Foundation enabling us to test the pilot system in White Center. QRIS will provide support and incentives to child care providers to strengthen their programs and help parents better understand what quality care looks like and how they can make informed decisions. Providers began requesting professional development funding last year and started working one-on-one with their coaches. The pilot continues through December of 2009 and we expect to promote best practices as their child care programs move along the continuum of quality.
