LSSI
2009 Annual Report
I have loved Lutheran Social Services of Illinois (LSSI) since the mid-1980s
when I served as pastor to the community at Augustana Center for
Developmentally Disabled Children [open from 1979-1996]. Although the
specific ministries may change, the work of LSSI, serving those
who are so often forgotten and invisible, brings to life,
every day, the promise of Matthew 25: “As you have done it for
the least of these my sisters and brothers, you have done it for me.”

Love bears all things, believes all things,
hopes all things, endures all things. … And
now these three remain: faith, hope and love.
But the greatest of these is love.
—I CORINTHIANS 13:7, 13
Dear Friends,
The Fiscal Year 2009 Annual Report for Lutheran Social Services of Illinois (LSSI) asks the
question: Why do you love LSSI?
As I read through the words of people who’ve responded to this question — staff, clients, donors,
Board members and others — I am deeply moved by the many wonderful, heartfelt reasons why
people love and care about our agency. Here are just a few excerpts from the testimonials contained
in this document:
LSSI is a caring organization with a heart for providing quality, caring services.
I love LSSI because it gave me a family …
We love LSSI because it has given many people a second lease on life.
LSSI has been very helpful to me in my life. They have provided me with many
services and kindness.
I love LSSI, because through [it], I can REALLY make a difference in someone’s life.
Many of the individuals who responded to this question also mentioned that they love LSSI
because of our mission statement. One even called our mission her “heart’s desire”: Responding
to the gospel, Lutheran Social Services of Illinois brings healing, justice and wholeness to
people and communities.
How can your heart not be filled when you see good things — the work of healing, justice
and wholeness — happening through people and for people?
And why do I love LSSI? I love LSSI because it is a mission-driven organization that has at
the core of it a central implication of the gospel: Jesus calls us to love and serve our neighbors.
We have recently learned through our reaccreditation process with the Council on
Accreditation that staff engaged in LSSI’s work is deeply committed — those on the front lines,
support staff and administrators alike. This was demonstrated most recently for us when COA’s
team of reviewers noted with unanimity that the people who do our agency’s work understand
and are deeply committed to its mission.
Lutheran Social Services of Illinois is proud to be the statewide social ministry organization of all
three Evangelical Lutheran Church in America (ELCA) synods in Illinois. By and large, we provide
services to people in need in partnership with various government agencies within the state of Illinois.
Whether you are a donor, funder, staff member, volunteer or advocate for social justice, you
are an ambassador of our mission — an essential part of our daily work and service to God’s
people through Lutheran Social Services of Illinois.
And by the way, you are another reason why I love LSSI!
With faith and thanks,
The Rev. Dr. Denver Bitner
President/CEO

For this annual report, we asked the question,
Why do you love Lutheran Social Services of
Illinois? The following pages contain just
some of the heartfelt and thoughtful answers
we received.

2009 LSSI Annual Report
During the time that I have served as an AmeriCorps VISTA
volunteer with Lutheran Social Services of Illinois, I have seen the
way that LSSI continually strives to reach out and provide
vital and meaningful services to the communities served.
In an ever-changing social environment, LSSI knows that it has to
grow with the people who utilize its services.
—PAULA SIMS, AMERICORPS VOLUNTEER, INTOUCH ADULT DAY SERVICES, MOLINE
I LOVE LSSI — they get the job done!
—MARILYN HOWARD, WOMEN’S NETWORK MEMBER
LSSI has been very important to our family
since the early 1960s. The Lutheran Home Finding Society in 1961 and
1965 blessed my wife Barbara and me with two infants, Robert and Nancy.
Today, the family has five natural grandchildren, three adopted grandchildren
and a great grandchild. As a fringe benefit, we learned the true meaning of
stewardship from Mrs. Fletcher, the social worker of Lutheran Home Finding
Society*, who asked for a gift after Robert was adopted. LSSI has received
gifts every year since 1961.
—DICK HOEFS, CLIENT AND CORNERSTONE FOUNDATION TRUSTEE
*LSSI’s predecessor organization
I am a foster parent with LSSI in the medical specialized program. The many
foster children who have been placed with us during this time have become
forever members of our extended family. The precious love that we have received
from these special children is priceless and immeasurable. The expertise
and support of our LSSI caseworkers have made this
all possible for us. Day after day, I see them caring for our foster children
as if they were watching out for their own child. Thank you, LSSI caseworkers.
—SHARI GROB MURPHY, FOSTER PARENT, CHICAGO
I love LSSI because … LSSI is a place where I can always learn something new.
My work with LSSI is where I can live out my faith. LSSI provides me a place
to grow professionally. There is never a dull moment. THE MISSION
STATEMENT IS WHAT I BELIEVE … IT IS MY HEART’S
DESIRE.
—JANE OTTE, LSSI EMPLOYEE

My son Kevin is a resident at the Shady Oaks homes in Homer Glen. He has
been there since [it] opened over 15 years ago. My husband and I were very
involved for many years in convincing the state that these homes were
needed. The staff and nurses are very warm and caring people, and as I’ve
told them many times, the fact that I can lay my head on my
pillow at night and know that he is well taken care of,
contented and happy means everything to me. I lost my
husband six months ago, and so I can’t get out there as much as before, but I
can call if I am concerned about something and know I can depend on everyone
there to handle things and listen.
—MARILYN HARRINGTON, PARENT OF SHADY OAKS RESIDENT, HOMER GLEN
I love LSSI because it so often answers
the question, “What would Jesus do?”
—PASTOR BOB RASMUS, INCOMING LSSI BOARD CHAIR
LSSI was there for me when I needed to complete a practicum for a master’s
degree in counseling. Learning about the agency by gaining experience from
inside helped me to broaden my understanding of the
commitment and dedication to human services that
are foundational to LSSI. It also helped me to realize that if I
didn’t fully appreciate and understand the ministry of LSSI as a pastor, there
are others who also fail to see the full picture. As a board member, I now
have the opportunity to help make others aware of the committed mission of
so many who serve Christ by serving others.
—BISHOP WARREN FREIHEIT, CENTRAL/SOUTHERN ILLINOIS SYNOD,
EVANGELICAL LUTHERAN CHURCH IN AMERICA
We love LSSI because it has given many people a
second lease on life. It may have been the prison ministry time, the
rehab opportunities, maybe a new home, the child needing health care. We
are proud of all the programs and opportunities LSSI offers to all. We are also
proud of the workers and staff of LSSI. They give 110 percent everyday.
Theirs is not a job but a ministry, and for that we are grateful.
—TRISH DEPPERMANN, PRESIDENT, CENTRAL/SOUTHERN ILLINOIS SYNOD, WOMEN OF THE ELCA
4
2009 LSSI Annual Report
I love LSSI because it helps us to follow the biblical injunction found in
Micah 6:8 to act justly, love mercy and walk humbly
with God.
—STEVE BAHLS, PRESIDENT OF AUGUSTANA COLLEGE, MEMBER OF LSSI BOARD
The phenomenal staff members of LSSI, especially those working in some capacity
with Washington Place in Beardstown, have been a blessing in our lives, and
mere words of gratitude just don’t seem adequate. Thanks to their generosity, care,
commitment to the LSSI mission and compassion, our daughter is alive and
healthy, thriving and happy, and now has an extended family which consists of
her fellow residents and the loving staff members! In the words of our
daughter, Sarah, “They ROCK!!”
—VICTORIA & MICHAEL PROTSMAN, PARENTS OF WASHINGTON PLACE RESIDENT, BEARDSTOWN
Nine years ago, I joined LSSI after working as a child welfare social
worker for the State of Illinois for almost 31 years. Looking back at my
40 years in child welfare, LSSI has been, by far, the most rewarding part
of my career. LSSI allows its staff to use innovative approaches in
dealing with the problems of child welfare without the red tape of a state
bureaucracy. Every day, I see the dedication of LSSI staff
members, who care about the outcomes for children and
families, help the people we serve accomplish positive
results. What a joy it is to be a leader of such good employees,
representing such a great organization.
—LARRY JOHNSON, LSSI EMPLOYEE
I like LSSI because of the way they help me.
—THOMAS GILLS, CLIENT, JOURNEYS PSYCHOSOCIAL REHABILITATION PROGRAM, CHICAGO
I love LSSI very much. PSR has helped me immensely. I don’t know what I’d
do or where I would be without PSR Journeys or LSSI. Soon enough,
I might volunteer to work somewhere and eventually get
paid.
—BRIAN DUDA, CLIENT, JOURNEYS PSYCHOSOCIAL REHABILITATION PROGRAM, CHICAGO
2009 LSSI Annual Report

I’ve always been impressed by the caring spirit of the staff,
their enthusiasm in carrying out their responsibilities and their willingness to
go the “second mile” on behalf of the people they serve.
—THE REV. DR. DONALD B. MYROM, FORMER LSSI BOARD MEMBER
I feel blessed to work at LSSI.
—MIKE HOTOPP, LSSI EMPLOYEE
… the social worker who works in this building (Immanuel Senior
Residences), Nancy Oakes, is very helpful; she helped me once when she
gave me some advice on how to go about getting what I needed done, and
she didn’t make me feel like I was a nobody. She made me feel good. She’s
always ready to help and at the same time make you feel like a human being.
So, I know in the near future I’ll need more help, and I won’t be ashamed to
ask for help. I am glad they have services such as this for seniors. May
God bless all those who are a part of this service.
—LEODA BROWN, RESIDENT, IMMANUEL SENIOR RESIDENCES, DANVILLE
I love LSSI because of the great work done by a dedicated staff and
supporters, but beyond that and far more meaningful to me, I love
LSSI because it gave me a family ... a son and a daughter
adopted through the adoption program.
—ORION SAMUELSON, CLIENT AND CORNERSTONE FOUNDATION TRUSTEE
I love LSSI because of its dedication to providing for the families despite
these hard economic times. There are many long-standing employees
dedicated to getting the job done even when it seems as though the job is
never-ending. I was a foster child when I was a youth. Thus, I am forever
grateful for the work that agencies do to help foster children and families to
succeed in the midst of hard circumstances. Working with LSSI
has shown me just how hard an agency works to
achieve the goal of bringing healing, justice and
wholeness to people and communities. Thank you, LSSI.
—CHIKETA MATTHEWS, FORMER LSSI EMPLOYEE
6
2009 LSSI Annual Report
I graduated from college in 1992 and have been employed with LSSI nearly 18
years in many positions, including a residential treatment specialist, counselor,
supervisor, licensing worker, trainer, recruiter and, most recently, a Lifebook
specialist. The reason I love LSSI is because our mission statement of healing,
justice and wholeness isn’t just directed towards our clients but towards the
employees who provide the services everyday on behalf of the agency.
I am proud to be a part of the LSSI family.
—MARY SUE WAITE, LSSI EMPLOYEE
LSSI has been truly a blessing for me.
I don’t know if I would have been able to get along without them. The
classes like managing life, stress busters, positive thinking, creative expressions
and computers are phenomenal.
—CLIENT, JOURNEYS PSYCHOSOCIAL REHABILITATION PROGRAM, CHICAGO
Our social worker (Tessa Day) and her colleagues at LSSI were consistently
warm, professional and knowledgeable about the adoption process and
adoptive families. Tessa was respectful and sensitive when gathering
information for our home study. As we traveled the bumpy
road of international adoption, LSSI was at
our side every step. As a lawyer, I observed how seriously LSSI
took its ethical and legal responsibilities. We’re very grateful to Tessa and
LSSI for the vital role they played in bringing our beloved daughter home
from Ethiopia.
—TERESA BLOMQUIST, CLIENT, CHICAGO
I love LSSI because it personifies Jesus’ message to us in
Matthew 25:35-36:“For I was hungry and you gave me
something to eat, I was thirsty and you gave me something to
drink, I was a stranger and you invited me in, I needed clothes
and you clothed me, I was sick and you looked after me, I was
in prison and you came to visit me.”
—PATTY CAIN, LSSI BOARD MEMBER

When I pray, I thank the Lord that I found my way to LSSI. The staff is
always helpful and shows that they care. When I had to go to the hospital,
Ty, our manager, helped me by calming me and at the same time, packed my
bag to take to the ER. I feel very safe and very cared for living here, in the
charming surroundings, created by Ty. These things mean a lot as opposed to
living in dreary surroundings, and I appreciate the many things LSSI does for
us and I mean this from the bottom of my heart, to all of the above.
Thank you, for me being able to live as I do.
—EILEEN HOFFER, RESIDENT OF LINCOLN MANOR, ROCHELLE
I work with Prisoner and Family Ministry,
and I love the input we get from volunteers.
—JOHN HOLMES, LSSI EMPLOYEE
I like LSSI because they help you learn and be successful. They helped me realize
BEFORE I HELP OTHERS, I NEED TO HELP
MYSELF. They also made me realize school comes first.
—JENNY*, CLIENT,YOUTH DIVERSION PROGRAM, SAVANNA
*Name changed to protect confidentiality.
I love LSSI because of programs like Intouch Adult Day Services. I can’t say
enough about their program. It has been a lifesaver. I was lost when I came
back from California. All my friends were gone, and my family was busy
with their own lives. A lady asked if I would like to go to Intouch. I said I
would try anything once. After that first day, I knew I wanted to come back.
It’s the best coverage for loneliness. The staff and
volunteers are wonderful and so well trained. They are special people and do
everything so willingly and lovingly. We need more places like this.
—PAT HILL, INTOUCH ADULT DAY SERVICES PARTICIPANT, MOLINE
I love Lutheran Social Services of Illinois (LSSI). Communities
rely on LSSI services. People rely on LSSI
services. … LSSI has a solid base of staff, donors, volunteers and
educators servicing, helping, providing, sharing, caring or giving to our clients
and citizens throughout the state of Illinois.
—FLORA BUTLER, LSSI EMPLOYEE

2009 LSSI Annual Report
I love LSSI because the highly diverse staff and volunteers
come together in one accord, that is, to serve the underserved.
—CHERYL NOVAS, LSSI EMPLOYEE
I love LSSI because through them, I can REALLY make a difference in
someone’s life. I have been with the agency for over 25 years, and to this day,
I still get a thrill when I can move someone into my building [Joshua Arms
Senior Housing, Joliet] and know that their life is going to be so
much better by just being here! Knowing they finally feel safe and
secure, watching them thrive and make new friends, seeing the look of peace
on their face … it’s such an indescribable feeling!
—MARY JENSEN, LSSI EMPLOYEE
I love working at LSSI due to my team
and co-workers at this agency.
—MELISSA LYNN, LSSI EMPLOYEE
I have been a resident at Lincoln Manor for 11 months, having moved into this
establishment on July 10, 2009. The initial adjustment was difficult to cope with.
For all my 75 years, I have been an independent living person. Having to live in
a small apartment with no access to gardening and lawn facilities, I had a
difficult transition. The social services worker here has helped me to make the
transition. And the supervisor of Lincoln Manor has done her share in helping me
to adjust. Through the activities planned by the two supervising personnel, life has
become tolerable. Social interaction has made life tolerable also. Being
accepted as a real person is what we all search for.
—GERALD (JIM) BOULTON, RESIDENT OF LINCOLN MANOR, ROCHELLE
We have such a gifted staff across the state at LSSI,
which gives such a sense of pride in their good work and allows me to so
easily share the story of how LSSI helps people.
—BECKY MOORE, LSSI EMPLOYEE
2009 LSSI Annual Report

I love LSSI because of the people with whom I work. I have worked for a
number of different companies over the years, but before I started working
for LSSI (3 years ago), I had never met so many employees who
consider their daily work more than just a job, but rather
a calling to work together to do God’s will. We have seen this
in the actions of LSSI’s leadership as they continue to exhibit great patience,
deep trust in God and a firm resolve to stay the course through trying times.
—GAIL BEARD, LSSI EMPLOYEE
I love coming to work every day. Every day is a new and different day, and
something out of the ordinary could happen at any time.
That makes it always interesting and fun, but God’s work is still being done
all around.
—LORYN ANKENY, LSSI EMPLOYEE
I love that the roots of LSSI are deep in the history of what is now the
Northern Illinois Synod. For close to a century and a half, our people
and our congregations have been doing ministry through LSSI.
—BISHOP GARY WOLLERSHEIM, NORTHERN ILLINOIS SYNOD, EVANGELICAL LUTHERAN CHURCH IN AMERICA
I have a good caseworker. She has helped me through difficult times. When I was
discouraged and ready to give up on my college classes, she encouraged me to hang
in there and stay in school. I finished and got As and Bs. When I didn’t
have confidence in myself, she really believed in me.
—ECHO, SINGLE PARENT PROGRAM CLIENT, GALESBURG
I like LSSI because they get through to me to be open-minded, and
throughout the years, I’ve learned a lot of things in life. And I’ve come a
long way from how I used to be. They gave me the tools I
needed in order to have a better life. So, thanks to LSSI, I’m
doing a lot better.
—ANGEL L. G., CLIENT, JOURNEYS PSYCHOSOCIAL REHABILITATION PROGRAM, CHICAGO
LSSI should be everywhere, not only in Illinois, I
appreciate all the help I get for myself and my family.
—DETRA WHITE, PRISONER AND FAMILY MINISTRY VOLUNTEER
10
2009 LSSI Annual Report
LSSI has made my life easier because I live in a group
home run by LSSI, so they gave me a place to live, have my meals and take
medication. I don’t have to be homeless, go to a homeless shelter or beg for
money. Someday I want to get a part-time job and go back to school. LSSI
also provides me with a day program [Journeys] where I go to groups and
learn successful living skills. We also have outings with Scott Gierke
[volunteer], which are a lot of fun. The task group gives me employment, so
I can proudly cash a paycheck every two weeks. LSSI has been very good to
me, and I want to stay with it for days to come.
—PATRICK MCCARTHY, CLIENT, JOURNEYS PSYCHOSOCIAL REHABILITATION PROGRAM, CHICAGO
LSSI has been a work-place-home for me for almost four years. I have grown so
much by being exposed to the residents we serve at P.A. Peterson. I owe that growth
to my clients and staff here in Rockford. I THANK THEM FOR THE
LOVE AND WANT TO TELL THE WORLD HOW
MUCH THEY CARE.
—JULIA MILLER, LSSI EMPLOYEE
St. Matthew’s staff is taking such good care of my mother. It
has been
so helpful to me to see her relate so well with those
caring for her. I am so appreciative of the nurses and nursing assistants,
and my co-workers here are giving me a lot of support.
—DOLORES DIMPFL, LSSI EMPLOYEE AND DAUGHTER OF A ST. MATTHEW RESIDENT, PARK RIDGE
The way I came into LSSI is not the way I will be
going out. My first experience was through the 28-day program
(Passages) that had me look at myself and find out what I was doing to
myself and my family. When you come to this type of environment, you
realize that you can be the real person that you were made to be. After I
completed the program, I was accepted into the Women’s Residence. That
was the greatest thing that could have happened to me. If it were not for Ms.
Charlene Gray and Mr. Frank Harris, I don’t know where my life would be
right now. I have reconnected with my children as a mother should, and I
just would like to say thank you.
—CARRIE A. WILLIAMS, RESIDENT/CLIENT AT WOMEN’S RESIDENCE, CHICAGO
2009 LSSI Annual Report

LSSI is a caring organization with a heart for providing quality, caring service.
For LSSI, that is not just a cliché but a spirit that lives inside
of those living the mission. In LSSI, you are part of a family,
and as a family you are valued for the gifts you and you alone can bring to the
family. I believe that it is through that feeling of being accepted and viewed for
the individual gifts which one brings that fosters a continuous high level of
commitment and service from those that work at LSSI.
—VAYA NATHANIEL, LSSI EMPLOYEE
I always tell people that this is the best place.
I’m very happy here. The care is very good, and the nurses are great. They
give us a lot of freedom to do what we want, but they always know where we
are! I can’t say enough good about this place!
—DOROTHY ROGAL, RESIDENT AT ST. MATTHEW CENTER FOR HEALTH, PARK RIDGE
I have been very happy with Rogers Park Children’s Center throughout my
son’s time there. [He] has grown a lot from his experiences there. He has
been a part of this lovely, friendly home-away-from home. The teachers and
staff are extremely caring and give their full support
to the children and their families, too. In addition, Rogers
Park [staff] provide them with a safe and fun learning environment. A lot of
effort has been put into helping the children who graduated [to make] a
smooth transition into kindergarten. I am sure that there are many other
parents who feel the same as I do.
—ZAHIRUNNISHA SAIYED (ZAYROON), HEAD START PARENT, CHICAGO
I feel that LSSI is a great place for women, because it allows them the time
away from their old environment and helps to develop a new way of thinking
and handle situations. I would recommend LSSI to anyone
who is truly seeking a change in their life.
—LAQUITA COOPER, RESIDENT/CLIENT AT WOMEN’S RESIDENCE, CHICAGO
Rogers Park Children’s Center is a good center that you think of to put your
children because they have good staff — well-trained, friendly, caring and good
manners. Also, they welcome you with love and smiles.
—NOSIMOT SHITTU, HEAD START PARENT, CHICAGO

the care from the home care assistants, Salem House is there.

I love LSSI because all that we do is in response to the gospel. In my view,
LSSI, in partnership with local congregations and the
three synods, represents the Church’s finest work. The men and
women of LSSI are true professionals who work tirelessly, putting their clients’
best interests first. It is both a pleasure and humbling to work in ministry with
such a dedicated and caring group of employees, volunteers and supporters.

Former Attorney General Janet Reno Receives
Amicus Certus Award
Former U.S. Attorney General Janet Reno was the recipient
of the 2008 Amicus Certus (“True Friend”) Award, which is
given annually by Lutheran Social Services of Illinois (LSSI) to
individuals or organizations that have made significant
contributions to the human community.
Reno received the 2008 Award for her lifelong dedication to
justice and, in particular, for her pioneering work in justice
reform, crime prevention and prisoner rehabilitation, as well as
her continuing advocacy for juvenile offenders and the
wrongfully convicted.
The award was presented at LSSI’s annual Amicus Certus
Gala, which raised approximately $95,000 for Building
Homes: Rebuilding Lives, a partnership between LSSI,
Habitat for Humanity and the Illinois Department of
Corrections that provides job training in the construction
trades in 17 Illinois prisons.

Rep. Currie, Gov. Quinn Receive Paul Simon Award
State Representative Barbara Flynn Currie (D-Chicago) received
the 2008 Paul Simon Courage in Public Service Award, and
