The lyrics of the song come from the "Defense of Fort M'Henry", a poem written in 1814 by the 35-­‐year-­‐old lawyer and amateur poet, Francis Scott Key, after witnessing the bombardment of Fort McHenry by British ships of the Royal Navy in Chesapeake Bay during the Battle of Fort McHenry in the War of 1812.

Dear Alaska Republican Party Leaders,
Welcome to Juneau for the Alaska Republican Party's Biennial Convention! I hope you are inspired and
informed during your time here, and that you return home ready to work for and claim victory in the
November 2014 elections.
Republicans are looking forward in 2014 with confidence, energy and a clear sense of mission and
message. We are proud of our committed, well-qualified candidates whose positive message for Alaska's
future will ensure Republican victories. Their election will carry our conservative values to Juneau and
Washington, DC.
Our convention program is tailored to help us prepare for victory. We will renew friendships with old friends
and welcome new Republicans to our ranks to share ideas, strategies and a vision for Alaska’s future. The
highlights of our convention include hearing from our Republican statewide candidates and Sharon Day, Cochair of the Republican National Committee.
At our convention, we have four tasks to accomplish:
 Meet our Republican US Senate, US House, Governor & Lieutenant Governor Candidates;
 Revise and adopt our Party Statement of Principles, Platform and Rules;
 Elect ARP state officers: Chair, Vice Chair, Secretary and Assistant Secretary;
 Adopt our 2014 resolutions.
Many thanks to Juneau's 33rd and 34th District Capital City Republicans, including co-chairs Kathy Hosford
and Connie McKenzie along with convention co-chairs Paulette Simpson and Lorene Palmer.
Thanks also to Capital City Republican Women and the dozens of committee members and volunteers who
have worked diligently to organize this event for our Party. All of you deserve blue ribbons!
It has been a humbling and challenging experience to serve as your Chairman. Working with Alaska
Republicans who willingly sacrifice their time, energy and fortune in the struggle to preserve life, liberty and
the pursuit of happiness makes every day rewarding. Each and every one of you is important to the
Republican effort. You are the liaison and voice from the Party to the grassroots: your friends, neighbors,
and co-workers. It is through you that the conservative messages of freedom, hard work, self-reliance, fiscal
responsibility, wise use of our natural resources, justice, inclusion and compassion can be shared.

Welcome to Juneau
It is my pleasure to welcome you to Juneau for the 2014 convention of the Alaska Republican Party. We are
drawn together at convention time to join with other Republicans from around the state to network, share
ideas and prepare for the 2014 election season. Thank you for the unwavering support that you have shown
to so many Republican candidates throughout the years. Your Republican elected officials depend on the
hard work and tireless efforts of grassroots leaders like you.
When my grandmother, Thelma Engstrom, was elected to the Eighteenth Territorial Legislature, it was the
first year that a Republican woman won election in Alaska. The year was 1945, and in those days there were
not as many Republicans as there are today. Three generations later, I am proud of the accomplishments of
our Party and the dedication to common sense solutions and a strong and free market system. Our core
values are shared by the great majority of Alaskans, contributing to our growth and strength today.

Alaskan Congressman Don Young issued the following statement immediately after President Obama’s State
of the Union address to the nation in January 28, 2014:
“Tonight, the President had the opportunity to clearly outline his legislative priorities and vision for America
in the State of the Union address. What I hoped for, following another year of rhetoric and broken promises,
was a vision for bipartisan action to kick-start this economy and improve some of the many hardships facing
the American people. While the President made his best attempt to outline ‘new’ policies and ideas, I was
not convinced. Plain and simple, President Obama believes he knows best for the American people but it’s
clear that he does not have the right plan for our country. America needs a plan that focuses on private
industry, entrepreneurship, and individual freedoms. That plan must focus on creating jobs and growing our
economy, not growing our government.”

Distinguished Convention Speakers
Thursday Dinner – May 1
Sharon Day, Co-chairman Republican National Committee - Sharon Day was elected Co-Chair of the
Republican National Committee on January 14, 2011. From 2009-2011, she served as RNC Secretary. She has
served the Republican Party at the local, state and national level for more than 20 years. Ms. Day has built
several businesses in the insurance and marketing industry, creating jobs for hundreds of individuals and
families. She has used that private sector success in the political arena working for candidates, committees
and groups that believe in the power of small businesses and the free market system. During her service to
the Republican Party, Day has recruited numerous successful candidates and worked closely with party
activists and supporters to spread the Republican message of less taxes, less spending and more freedom. In
addition she looks to continuing GOP success in the future through the use of the latest technology.
Friday Banquet – May 2
David Schiappa, former Secretary for the Minority, United States Senate - David Schiappa is a Vice President
at The Duberstein Group after retiring from the United States Senate in August of 2013. He served in the
United States Senate for nearly 29 years, most recently as Secretary for the Minority. Schiappa has also
served in the Senate as Secretary for the Majority, Assistant Secretary for the Majority, and Republican Floor
Assistant. As part of his responsibilities on the Senate floor, Mr. Schiappa served as a liaison between the
Republican Leader and the Democrat leadership in negotiating agreements on legislative and executive
matters and provided parliamentary advice and counsel to all Republican Senators regarding floor strategy
during consideration of all pending matters on the Senate floor.
Schiappa’s Senate career began during Senator Bob Dole’s service as the Republican Leader and extended
through the leadership terms of Senator Trent Lott, Senator Bill Frist, and most recently, Senator Mitch
McConnell.
Schiappa and his wife, Cheryl, live with their two children in Davidsonville, Maryland.
Saturday Luncheon – May 3
Congressman Don Young - Congressman Don Young was re-elected to the 113th Congress in 2012 to serve
his 21st term as Alaska’s only Representative to the United States House of Representatives. First sworn in as
a freshman to the 93rd Congress after winning a special election on March 6, 1973, Congressman Young is
today the 1st ranking Republican member and the 4th ranking overall member of the House of
Representatives. This will be Congressman Young's 50th anniversary of his first Alaska Republican
convention held in Juneau in 1964 at the Juneau Elks Club.
Congressman Young proudly serves as the “Congressman for All Alaska” and loves his role as the only Alaskan
Representative in Congress. Renewed by the challenges and goals of the 113th Congress and his committee
positions, Congressman Young will continue to champion legislation and funding for programs benefiting
Alaska and the nation. His vision remains the same – to provide citizens with the opportunity for a better life
not just for today, but also for tomorrow and the future.

AFRW is sponsoring the Convention weekend’s premier silent auction fundraiser at the Alaska Republican
Party’s state convention in Juneau May 1, 2 & 3. Fruits and nuts from California, corn from Iowa, Goo-Goo
Clusters and Jack Daniels Barbecue sauce from Tennessee are just a few of the items from all 50 states
donated by women from our ten AFRW clubs around the state.
Americans spending American dollars on American products equals American jobs. These jobs are the
foundation of a thriving economy. If every American spent an extra $3.33 on U.S.-made products, it would
create almost 10,000 new jobs. And, if every builder used just 5 percent more U.S.-made products, it would
create 220,000 jobs.

Rules of the State Convention
Article I Section 6: Rules of the State Convention
Rule # 1: Only certified delegates, Republican Party officials, and legislators shall be recognized by the
chairman, except by consent of 2/3 of the delegates. The convention chairman may grant special privileges
of the floor.
Rule # 2: Any person must first give his name and district number after being recognized by the chairman.
Rule # 3: Convention participants may not use abusive language or make personal attacks.
Rule # 4: ROBERT'S RULES OF ORDER shall govern any question not covered by these convention rules or the
ARP rules.
Rule # 5: Debate shall be limited to two (2) minutes per person, and no person may speak on the same
subject more than once until all others desiring the floor have spoken. The maximum debate on any subject
shall be limited to twenty (20) minutes unless a majority of delegates assembled consent to an extension.
Rule # 6: The delegation chairman shall poll his delegates for a division of the house.
Rule # 7: On a call for division of the house, the secretary shall call the roll by district, announce district’s
registered delegate count, and record the vote reported by the delegation chairmen. However, upon
approval of 2/3 vote, the division may be taken by a standing vote.
Rule # 8: Election of Republican Party officers and convention delegates shall be by paper ballot except by
consent of 2/3 of the delegates. The canvass committee shall tally and verify the vote. The Convention
Secretary shall call the roll of the delegates by district, at which time the delegate shall present his ballot to
the canvass committee. The convention may conduct other business while the votes are tallied.
Rule # 9: Challenges to district votes must be made at the time the district vote is announced. However, the
chairman shall defer polling the challenged delegation until the roll call of other districts is completed; at
which time the challenges shall be taken up in the order they were made.
Rule #10: The delegation chairman shall be responsible for maintaining his current district delegate count and
certifying same with the Credentials Committee. However, a convention delegate shall notify both his
delegation chairman and the Credentials Committee of his anticipated temporary absence.
Rule #11: Each convention delegate shall be entitled to one vote on any issue that comes before the
convention.
Note: The SCC has authorized individual electronic voting for the 2014 convention.


Name badges must be worn at all times in the convention hall and dining areas.

Republican Women’s Clubs
The Alaska Federation of Republican Women has a long history of electing and supporting Republicans. During
Territorial days (before the Alaska Federation was established in 1962), Juneau, Ketchikan and MatSu had active
Republican women’s clubs. Today, the AFRW has nine clubs and 700 members. Clubs organize fundraising and
campaign activities to inform people about our candidates, issues and Republican values.
The AFRW is committed to strengthening our Republican Party, empowering Republican women and creating a
better future for our children and grandchildren. We proudly embrace our Party's heritage and values and always

Alaska’s Flag Song
Alaska's official flag is based on a design by thirteen-­‐year-­‐old seventh-­‐grader of Russian-­‐
Aleut and Swedish descent, Benny Benson. Benny submitted it to a Territory-­‐wide contest for schoolchildren sponsored by the American Legion in 1926. The Alaska Territorial Legislature officially adopted his design on May 2, 1927. The proclamation praised his winning entry for, "its simplicity, its originality and its symbolism." On the design submission, Benny had written the following words of explanation: “The blue field is for the Alaska sky and the forget-­‐me-­‐not, an Alaska flower. The North Star is for the future of the state of Alaska, the most northerly in the Union. The dipper is for the Great Bear — symbolizing strength.” Marie Drake wrote the lyrics and Elinor Dusenbury composed the song. Eight stars of gold on a field of blue, Alaska's flag, may it mean to you, The blue of the sea, the evening sky, The mountain lakes and the flowers nearby, The gold of the early sourdough's dreams, The precious gold of the hills and streams, The brilliant stars in the northern sky, The "Bear," the "Dipper," and shining high, The great North Star with its steady light, O'er land and sea a beacon bright, Alaska's flag to Alaskans dear, The simple flag of a last frontier.
