It shares a border with: - Eritrea to the North and N. East : - Djibouti and Somalia to the East and S.East, : - Sudan and South Sudan to the West and S. P 36° E 42° E 48° E Ethiopia is a Federal Democratic Republic composed of 9 National Regional states: namely Tigray, Afar, Amhara, Oromia, Somali, Benishangul-Gumuz, Southern Nations Nationalities and People Region (SNNPR), Gambella and Harari, and two Administrative states (Addis Ababa City administration and Dire Dawa city council). The national regional states as well as the two cities administrative councils are further divided in eight hundred woredas and around 15,000 kebeles. ØEthiopia has nearly 100 million inhabitants and It is the second-most populous nation on the African Continent after Nigeria. It Occupies a total area of about 1.13 million square kms. Its capital city is Addis Abeba. ØThe national language, Amharic – Africa's only written language with its own unique script – is widely spoken throughout the country and is predominant in most of the big cities. ØThe Ethiopian Calendar, which is approximately seven years and four months behind the Gregorian Calendar. ØEthiopia is home to over 85 different nation and nationalities. ØReligion:- Majority of Ethiopians are Christians and Muslims. Climate :- The Ethiopian Highlands cover most of the country and have a climate which is generally considerably cooler than other regions at similar proximity to the equator. Most of the country’s major cities are located at elevations of about 2000-2500m. above sea-level. The capital city Addis Abeba, is situated on the foot hills of Mt. Entoto at an elevation of around 2,400 meters. ØTemperature of Addis Abeba is fairly uniform throughout the year. The average annual temperature in Addis Abeba is 16 degree C., with daily maximum temperature averaging 20- 25 degree C. throughout the year, and overnight lows averaging 5-10 degree C. Ø Ethiopia is one of the members of the UN. ØEthiopia’s Capital City Addis Abeba serves as the headquarters of the African Union, the Pan African Chamber of Commerce and Industry, the United Nations Economic Commission for Africa. At this moment Ethiopia is one of the fastest growing country in Africa. ØEthiopia is the place of origin for the coffee bean which originated from the place called Kefa, in the southern Ethiopia. It is a land of natural contrasts, with its vast fertile, west jungles and numerous rivers. EMA Background, products and services 1.1 History of Establishment •EMA was founded in 1954 as geography institute in Ministry of Education •In 1960 the institute was transferred to the Ministry of Interior and expanded its operations to include Topographic Mapping activities and research Cont… • In 1980 the Agency was established as an autonomous Agency by the proclamation of the Government of Ethiopia. • From 1980 to September 2015 EMA was under the Ministry of Finance and Economic Development • After October 2015 the Agency is organized under the National Planning Commission. EMA Background, products and services 1.2 The Agency Mandate EMA is mandated to establish, collect, generate, store & disseminate:ØGeodetic Control Networks ØTopographic Base Maps ØLand use and Land cover maps ØThematic Maps ØAdministrative Boundaries (International, Regional, Zonal & District) ØGeographic Names ØAtlas (National, Regional, etc.) ØRegulate any other Surveying & Mapping Activities. As I mentioned earlier that Ethiopia is one of the fast growing country in Africa and there are a number of projects under going which needs accurate and reliable maps . To prepare and control these maps activety accurately EMA is the sole agency which is responsible in Ethiopia. . Cont… For this reason EMA established Quality and Standard Directorate in 2010. The main function of this directorate is:Ø To check the quality of the agency’s products and services towards any quality defects prior to dissemination to users. Ø Controlling the quality of the products and services which is done outside the agency by using check list Ø Producing and disseminating the standards and specifications for different types of scales for the users. EMA Background, products and services 1.4 Human Resource ØThe Agency currently employs 351 staffs Item Staffs category Number of existing staffs 1 Core 160 2 Support 191 3 Total 351 EMA Background, products and services 2.1 Cooperation with JICA ØThe agency Cooperating with JICA in: ü Preparation of Survey regulation ü Production of 54 map sheets of 1:10000 scale map of Adama and Mojo area ü Generalization of 1:10000 maps to 1:25000 map sheets ü In the capacity building of surveying and Mapping Activities ü Supply of Survey and Mapping Equipments EMA Background, products and services 2.2 Cooperation with REILA ØThe agency also cooperating with REILA in: ü Establishment of 30 new Zero Order Geodetic control points üInstallation of 2 COR stations ü Capacity Building and consultancy services in Survey activity ü Capacity Building in Orthophoto production and quality control procedures of the process üSupply of Survey and Mapping Equipments EMA Background, products and services 3.1 Different scale Topographic maps EMA Background, products and services 3.2 Ethiopian Tourist and Land Cover map EMA Background, products and services 3.3 Different GSD Orthophoto maps EMA Background, products and services 3.4 Tourist map of different regions/cities EMA Background, products and services 4.2 Digital Map distribution EMA recognizes the importance of agreed NSDI framework to provide mechanisms for data sharing and coordination of the development of geospatial datasets in order; • To eliminate wastage of resources and duplication of effort in the production of geospatial information; • To develop acceptable standards for data production and distribution; • To develop a solution for easy discovery and access of geospatial data; • To Enable effective use of geospatial fundamental data. EMA Background, products and services Digital Map distribution …..…continued In the future based on NSDI framework for data sharing, EMA will formulate its own data sharing policy which:•Categorizes the data into free, open and restricted; •Define the sharing method and format •Define the cost of each digital data •To Enable effective use of geospatial fundamental data for now on cost sharing basis the agency:• Has fixed the cost of analogue maps and published • Fixed scanning and Geo-referencing cost for raster maps to 161.00 birr/ map sheet. • Fixed the cost of digital orthophoto maps to 62.45 birr/km2 EMA Background, products and services 5.1 Challenges •Not having adequate capacity in the production of new city maps and a digital map printing facility. •Not having NSDI framework of digital data sharing policy for digital data distribution. •Not having a digital data sharing policy of EMA which is supported by a copy right law. •High turnover of the employs. EMA Background, products and services 5.2 Future Activities The agency will : • Upgrade the analogue printing press using CTP machine. • Continue to make effort in getting partner for better analogue Tourist map distribution. •Continue producing a tourist city maps for major cities • Based on the future NSDI policy, the agency will formulate a digital data sharing policy to distribute the existing and new digital data. •In the process :ü free, restricted and open data’s will be categorized ü the cost of the data where applicable will be defined ü definition of the criteria and method of distribution ü to define the Copy right laws and regulations ü Post all Metadata, sample maps for the existing digital maps on the web portal.
