South Dakota Head Start Association A positive voice, a powerful advocate and promoter of quality programs for children, families, and communities in South Dakota. 2014 Profile Report The South Dakota Head Start Association is a 501(c)(3) organization incorporated in 1989 to coordinate and conduct activities designed to build awareness of Head Start and Head Start services in South Dakota. As the primary support link between local, regional and national Head Start programs, we advocate for low-income families in South Dakota with pre-birth to age five children. We work in collaboration with our other stakeholders to meet the needs of lowincome families in South Dakota while achieving outcomes for children in preparation for future success in learning. Our Association is governed by a volunteer Board of Directors comprised of four representatives from each Head Start Grantee—a Parent, a Staff member, a Director, and a Friend of Head Start. The SDHSA Board of Directors elects a President, Vice-President, Secretary and Treasurer to serve two-year terms. Parents are respected as the primary educators and nurturers of their children and are encouraged to be actively involved in their child’s education and growth. Head Start and Early Head Start are comprehensive child development programs which serve children from birth to five, pregnant women, and their families. The dollar investment in Head Start programs has a high rate of return. For each dollar invested in Head Start, there is an economic gain of $7-$10. Some research suggests it could be as much as $17. This is realized in reduced expenses of grade retention, special education services, and a higher earning potential and economic success in adulthood, thus reducing dollars needed for welfare and the criminal justice system. The Heckman study reports the greatest rate of return through programs targeted toward the earliest years, followed by Preschool programs. Traditional school programs returned less than half as many dollars, and Job training in postschool years garners the lowest rate of return. 1) Physical Well-Being and Motor Development 2) Social and Emotional Development, 3) Approaches to Learning, 4) Cognition and General Knowledge, 5) Language and Literacy Development School Readiness is the primary goal of Head Start Programs –the capabilities of children, their families, schools, and communities that best promotes student success in kindergarten and later grades. School Readiness consists of five domains: The Head Start Act requires monitoring of all Head Start Programs by the federal Office of Head Start using “a valid and reliable researchbased observational instrument.” OHS uses the CLASS observation tool to assess the quality of teacher -child interactions in classrooms. CLASS measures three categories of these interactions that have been shown to support children’s learning and development: Emotional Support, Classroom Organization, and Instructional Support. Child-Family Outcomes Head Start has a long tradition of success in helping at-risk children, their parents, and the communities in which they live. At the heart of Head Start services is the well-being of children—school readiness, and making certain that basic health needs are met and that social, emotional, and physical growth continues through life. Head Start offers opportunities for parents, supporting our commitment to Parents as Primary Caregivers and Educators. Head Start encourages parents to be involved in all aspects of the program and their children’s lives. Programs also support parents through parenting classes, and in setting and realizing education and job goals. Several research studies state that dollars invested in Early Childhood Education have a far greater return than in education in later years. The first 1,000 days of a child’s life is the most potent time to improve the brain which leads to better academic performance, economic ability, health, and resiliency later in life. 2 The Head Start Child Development and Early Learning Framework provides Head Start and other early childhood programs with a description of the developmental building blocks that are most important for a child’s school and longterm success. Head Start children, 3 to 5 years old, are expected to progress in all the areas of child development and early learning outlined by the Framework. Head Start programs also are expected to develop and implement a program that ensures such progress is made. Every Head Start provider is required to track the accomplishments of each child in the program based on the five domains in the Head Start Child Development and Early Learning Framework. Those domains are: Cognitive and General Knowledge, Physical Development and Health, Social and Emotional Development, Approaches to Learning, and Language and Literacy. Families play a critical role in helping their children to prepare for school and a lifetime of academic success. Parent and family engagement in Head Start and Early Head Start is about building relationships with families that support family well-being; supporting strong relationships between parents and their children; and nurturing ongoing learning and development for both parents and children. 3 CLASS—Classroom Assessment Scoring System The CLASS scoring system is used throughout the country and by all Head Start programs to measure the quality of interactions between teachers and children. The CLASS measures three domains. The highest possible score in all domains is 7. The three domains measured are: Emotional Support assesses the degree to which teachers establish and promote a positive climate in their classroom through their everyday interactions Classroom Organization assesses classroom routines and procedures related to the organization and management of children's behavior, time, and attention in the classroom. The Association’s Dental Initiative distributed 8,784 children’s dental kits to 16 Tribal and nonTribal programs throughout South Dakota through grants from the SD Dental Foundation and Delta Dental Foundation. In addition to children’s dental kits, SDHSA received a donation of 11,520 adult toothbrushes which were sent home with Head Start children across the state. The SDHSA Executive Director is a member of the SD Oral Health Coalition as well as the Tri-State DentaQuest Coalition. SDHSA conducted Community Resource Assessments for the Bright Start Home Visiting program, through the SD State Department of Health, and continues to work with Bright Start in promoting and developing an Early Childhood Comprehensive System for South Dakota. Surveys and work with Community Advisory Boards for Bright Start will continue in the Bright Start service areas of Spearfish, Belle Fourche, Pine Ridge, Pierre, Lower Brule, Huron, and Sisseton. SDHSA works closely with the SD Association for the Education of Young Children in organizing South Dakota’s only Early Childhood Education Conference to provide high-quality professional development and training for educators, daycare providers, preschool professionals and parents. The conference is held annually in April. Regular supporters of the SDECE conference are Sanford Health , SD State Department of Education, Delta Dental, Lakeshore and Kaplan Early Learning. SDHSA participates with or promotes SD Voices for Children, Feeding SD, SD Partners Against Hunger, Shriner’s Hospital for Children, National Head Start Association, and other organizations with interests in Early Childhood issues. The South Dakota Head Start State Collaboration Office (HSSCO) was funded in 1990 and is located within the South Dakota Department of Education, Div. of Ed. Services and Support. The SD HSSCO facilitates and enhances coordination and collaboration between Head Start agencies and other state and local entities that provide comprehensive services to benefit low-income children from birth to age five, as well as pregnant women and their families.
