Players young and old enjoyed great barbecue (thanks Dusta Reed) and vied for an array of prizes throughout the evening, culminating in rounds for the grand prizes of a Kindle Fire and 32-inch flat-screen TV. Page 2 The Tiger Times On the Road to Financial Health…by Superintendent Dr. Jill Siler As I have been sharing with you all year, Gunter ISD has been facing significant financial challenges. We have made substantial strides in closing the gap with a half million dollar decrease in non-personnel reductions last summer and a very successful early resignation program earlier this year. Last week I brought forth my final recommendation to the Board that included a Reduction in Force that has impacted 5 positions amongst our staff. Each of these individuals has done an absolutely tremendous job for Gunter ISD for many years and it is a devastating loss. While this decision to go into a RIF has been the most difficult decision to date, it was absolutely necessary to put us on the road to financial solvency. By taking this action, we have secured our financial health for the next several years while we weather the loss of Tioga students and the continued loss of state funding. Leading the Way in Academic Excellence… I also wanted to share some great news in the realm of academics. This past month we received our 2012 STAAR Results from the state assessments last spring and WOW, did our students do AMAZING! As you can see below, Gunter students dominated not just across the state but in our region as well. This is a tremendous accomplishment for everyone in our system! Elementary ‐ 271, Middle School ‐ 244, o High School ‐ 293. STAAR Scores: Scores from around the region were presented. Gunter had the highest scores in the region on most of the assessments – truly outstanding performance! Financial Report: Landmark Bank, Lone Star, Investments, a General Operating Report, I&S Report, Grayson County Coop Report and a report from Workers Comp. Communications: Calendar for the May 11, 2013 School Board Trustee & City of Gunter Election. Preschool/Pre‐K Rollout: Information about our Preschool/Pre‐K Program was released. See pages 5-6. Safety & Security Update: Discussion included an upgrade to our security camera system at the middle school and high school, future upgrade to the MS campus to include a more secure vestibule in the entry, training with staff on hard and soft lockdown procedures and securing all entrances/exits at all campuses. CONSENT AGENDA/ROUTINE BUSINESS Minutes and Billing were approved for January 21, 2013 Minutes and January 2013 Billing REGULAR BUSINESS The Board approved calling the May 11, 2013 School Board Trustee Election. The Board approved the Resolution to rent iVotronic Voting Machines for the Election. The Board approved the Statement of Impact amendments for Charter Schools. They will not affect GISD. The Board approved Dr. Siler and Renee Maples as the authorized signers at Independent Bank. Dr. Siler presented a review of financial challenges, financial goals for 2013‐14 & beyond and current status on overall reductions. Some of the reasons GISD is facing this challenge include the following: 1. Gunter ISD took a 10% reduction in state funding in 2011 and an additional 5% hit in 2012 (over $750K). 2. Enrollment in GISD has declined by 10% since 2006‐07 and is projected to fall another 5‐10% in the next four years. 3. Property values in Gunter ISD have declined by $15 million since 2009‐10. 4. Tax rates are at their cap at $1.17 for the operating budget allowing for no access to further revenue. 5. The opening of Tioga High School had a profound financial impact on Gunter ISD with a projected loss of nearly $1.6 million over the next four years. 6. The fund balance of GISD had fallen to less than 5% of the overall budget ($474,722) and is now at $875,000, well below the recommended level of $1.2‐1.6 million, prohibiting us from “weathering” the financial storm any longer. Dr. Siler shared the cost saving measures to this point including cutting $500,000 in non‐personnel reductions over the summer, offering an Early Resignation Incentive that garnered $425,000 in savings, expanding our Early Childhood Program to include a full‐day care option for 3 & 4 yr olds as well as an afterschool ExtendedCare Program for elementary students until 6pm. Dr. Siler also shared that we will still face a significant deficit budget next year and the years following without further reductions. The recommendation was presented to continue through a final phase of reductions by doing a Program Change through a Reduction in Force. The Board approved the reduction in force due to a program change that requires the discharge or nonrenewal of one or more employees in accordance with Board Policy DFF (LEGAL). The Board approved Maintenance & Grounds Personnel, Elementary Classroom Teachers (PK‐4) and Professional Instructional Personnel as the employment areas to be affected by the reduction in force pursuant to DFF (LEGAL). Brad Vibbard from EFI presented an expansion of services offered for maintenance & grounds that would save the district over $90,000. Logan is the son of John and Leilani Holloway of Gunter. Logan belongs to Troup 93, sponsored by The Church of Jesus Christ of Latter-Day Saints in Sherman. His Eagle project was to design and build improvements to the Gunter City Park. His projects included a special bench that goes all around a tree, and two other benches. He and his team also added two tether ball stations, and painted the present equipment in the park. Gunter Mayor Mark Merrill also presented Logan with a Thank-you letter from the city for his work. The award has been established to recognize staff who inspire others because of the way they consistently go above and beyond to impact the lives of our students. Sensational Singers Members of the middle school and high school choirs that were regional competitors and state qualifiers were recognized at the February School Board Meeting. Page 9 The Tiger Times Senior Victoria Osburn serves as the Texas Junior Shorthorn Association President and as a Princess Lass. At the Fort Worth Stock Show, she was selected for the Jr. Heifer Superintendent's Beef Challenge. After preparing for a test over the beef industry, Victoria was presented a showstick and other cattle show supplies. FFA NEWS The Gunter FFA cattle exhibitors are having their best showing ever as a group at statewide stock shows. Members have collected more top 10 placings at major shows than any other year. Exhibiting these animals successfully is a big accomplishment. With the help of parents and some GISD transportation, the animals and all the equipment and feed/hay needed must be transported each time to shows. The FFA members have put much into these projects and their parents are important for encouragement and guidance. The efforts are rewarded on show day. The most important event is the Texoma Exposition and Livestock Show on March 25-29 @ the Loy Park Show Grounds in Denison. Gunter FFA exhibits will have members showing cattle, goats, rabbits, broilers, barrows, Ag. Mechanics projects, and creative arts projects.
