KUWAIT CITY, July 23: The Civil Section
at the Court of Appeals has nullified the verdict of the Court of First Instance, which
ordered KD 500 compensation for a Kuwaiti
woman identified as ‘Barby’.
The court raised the amount of compensation to KD
5,000 for psychological and material damages that the
woman suffered due to the threat of a Kuwaiti man to
spread her pictures as a way to force her to give the money
in her possession.
According to the plaintiff’s lawyer, Attorney Abdul-Mohsen
Al-Qattan, the Public Prosecution charged the defendant with
threatening his client to hand over money in her possession and
forcefully entered her residence. The court also fined the defendant KD 100.
Al-Qattan added his client suffered serious psychological and material damages, because the incident affected
her job and caused her pain due to fear that her pictures
will spread.
Meanwhile, the First Instance Court has ordered cancellation
of the ‘very good’ job performance rating granted to a mechanical engineer at the Ministry of Electricity and Water, and then
change the rating to ‘excellent’.
Lawyer for the engineer, Attorney Ahmed Al-Failakawi,
argued that his client joined the ministry many years ago, indicating that his performance rating was ‘excellent’ in all the previous years.
Al-Failakawi added his client was shocked when he got ‘very
good’ rating without any justification. He argued his client has
always been a model employee, no punishment has been
imposed on him throughout the years in service and he is punctual.

Serves public interest: Hashash
‘Decision to reclaim, re-distribute
public houses ensures justice for all’
KUWAIT CITY, July 23: Director General of the
Public Relations and Security Media Department in the
Interior Ministry Brigadier General Adel Ahmad
Al-Hashash said the decision to reclaim and re-distribute public houses, which will begin early next month,
ensures justice for all and it serves public interest.
In a press statement, Al-Hashash explained this decision is not new as it has been applied since the allocation of such houses in 1979.
He disclosed that Deputy Prime Minister and Minister
of Interior Sheikh Mohammad Al-Khalid Al-Hamad
Al-Sabah stressed, in more than one occasion, the need
to provide low-cost and adequate housing for employees of the Interior Ministry and the military. He
explained this aims to guarantee equality among all
employees in accordance with the entitlement conditions.
On the mechanism for reclaiming these houses, he
said the Public Authority for Housing Welfare (PAHW)
usually issues an administrative decision to terminate
or withdraw the lease. This includes everyone who
ended his tenure at the ministry and received full financial dues, thus, the beneficiaries of such houses must
return them to the custody of the ministry once their
service ends in order to redistribute the houses to those
who are still employed.
He noted the decision excludes employees with
unknown nationality for humanitarian considerations.
In case of death, the family will be allowed to stay in
the house for two years or until the oldest male child
reaches 18 years old, in recognition of the deceased’s
dedicated service in the ministry. It also entails the
need to postpone evacuation of the house until the end
of the school year or for a period of two months from
the date the service ended.
