Minutes of the Meeting held on Tuesday 24th May 2016 in the Village Hall

Apologies There were no apologies.
413. Approval of Minutes The minutes of the meeting held on Tuesday 12th April 2016
were circulated and approved by all and signed by JA.
414. Policing Report No report.
415. Borough Councillor’s Report JB had no matters to report.
416. County Councillor’s Report RS reported that he is waiting to hear that new
timetables for the no 27 bus route have been agreed, subject to comments received.
417. Matters arising from the minutes of the last meeting
DP raised the timing of further planting at the burial ground. On Mrs Jones’ advice, this is to
be delayed until the autumn. DP raised the failing brickwork on the village entry planter. LJ
will chase David Smith who has agreed to repoint the brickwork.
DP raised the issue of residual small pieces of fly tipping on New Lane. JB agreed to raise
this with CBC. LJ raised the issue of the constant littering (always similar items) on the entry
to the village. RS and JB suggested that this could be an anti-social behaviour issue. JB
agreed to report it to the CBC ASB team.
Footpath between Black Lane and Poplar Hill. LJ is waiting to hear if LCC will add this to the
definitive map and take on the maintenance of this path.
Parking for burial ground/cricket field. The Clerk has not yet approached Mr Austin regarding
this potential joint project.
Memorial bench for John Bacon. The Clerk has heard nothing further from David Bacon.
Speed Limits on village approaches and in the village centre. JA is awaiting a reply to his
letter to Stuart Bullen. RS will chase Mr Bullen.
LJ and JA will purchase two benches for the burial ground (as agreed at the April 12th
meeting). GF kindly agreed to install these.
418. Correspondence
1. email from Mrs Brind regarding the mowing of the central green by LCC contractors. Clerk
to confirm to Mr Brind that he should cut the green as and when required and that periodic
cuts by LCC contractors will continue.
2. email from Mr Blossom offering to install temporary signs on the edge of the greens on Six
Hills Road and Poplar Hill, to discourage driving over the freshly seeded topsoil. Clerk to
thank Mr Blossom for his suggestion and to advise that the Council will erect temporary
“Keep off the Verges” signs on the Six Hills Road and Poplar Hill greens.
419. Planning Applications
P/16/0937/2 The Old Rectory Discharge of condition 3 materials for windows No objections.
P/16/1080/2 1-3 Loughborough Road Information only. Works to tree. No objections
420. Village Maintenance Severn Trent and Laing O’Rourke have completed the
replacement of the mains water pipes on Poplar Hill and Six Hills Road. A full reinstatement
of all damage caused to surfaces and verges has been carried out. A string of festive lights
was broken during the work: it is anticipated that Laing O’Rourke will make a cash donation
towards the replacement lights.
Black Lane: approximately 40 metres of collapsed road have been marked out for
reconstruction by Highways.
421. Cheques and Finance
Two cheques were approved at the meeting.

The balance of the current account, including the above cheques and receipts, is £7379.16
422. Annual Governance Statement 2015/2016 Annual Return. In accordance with best
practice and the requirements of the Audit process, the Clerk issued the annual governance
statement to each Councillor for approval. Councillors agreed that the appropriate and
required measures had been put in place and acted upon during the year ended 31 March
2016. Accordingly, the Annual Governance Statement 2015/2016, forming part of the Annual
Return, was approved by all and signed by the Chairman and the Clerk.
423. Accounting Statements 2015/2016 Annual Return. In accordance with the
requirements of annual governance best practice and the Audit process, the Clerk issued the
accounting statements for the year ended 31 March 2016 to each Councillor for approval.
The statements have been audited by the independent internal auditor to the Council.
Council’s responsible financial officer (Bob Jackson) certified that for the year ended 31
March 2016 the accounting statements in the annual return present fairly the financial
position of this smaller authority and its income and expenditure. Councillors agreed the
figures for the year ending 31 March 2016. Accordingly, the Accounting Statements
2015/2016, forming part of the Annual Return, were approved by all and signed by the
Clerk/responsible financial officer and the Chairman.
424. Website The Clerk confirmed that the new (replacement) website, domain name
waltononthewoldspc.org.uk is ready to go live on Wednesday May 25th 2016. Councillors
agreed this date for the launch of the website. Clerk to action. It was decided to limit the
transfer of historic Parish Council data, from the existing to the new website, to the last year
only.
425. Members Points of Information There were no points of information raised by
members.
426. Date of next meeting – Tuesday 26th July 2016 at 6pm in the village hall.
