What is the HSE case?
• A study like HAZOP or QRA?
• A procedure like risk management or hazard
identification?
• Or a work instruction like ER emergency
response instructions?

The HSE Case provides the documented
demonstration that some of HSE risks have
been reduced to as low as reasonably
practicable (ALARP) for Critical Facilities and
Operations regardless of Owner.

• A HSE Case is the demonstration and due
diligence that meets the minimum requirements
for all HSE & risk studies that have been
undertaken for a facility.
The results obtained from the various analysis,
together with the HSE management arrangements
that are, or will be, in place during the operations
phase, will ensure the ongoing safety of the facility
and personnel that work on it.

Concept Selection Report
• Concept Selection report forms the basis for the
engineering activities in the Define phase
• Purpose of the HSE content of the Concept Selection
report is to :
1. Demonstrate that there has been a systematic
application of Risk Management during the Identify &
Assess and Select Concept phases;
2. Confirm that the lowest risk option have been
actively sought and selected; or alternatively,
demonstrate that the cost/effort required to adopt the
lowest risk concept is grossly disproportionate to the
benefit (ALARP).

Design HSE Case
(provides input to Operations HSE Case)
• The purpose of the Design HSE Case is to:
1. Demonstrate that together with the Concept Selection
report there has been a systematic application of the Risk
Management process through the Identify & Assess,
Select, Define and Execute phases, and that risk has been
actively and systematically reduced to ALARP;
2. Demonstrate that the HSE Critical Elements and their
Performance Standards have been identified
3. Define the Performance Standards of the HSE Critical
Element that shall be achieved and maintained during the
Operate phase to ensure that Severity 5 or High Risk Hazards
remain tolerable and ALARP;

HSE Critical Elements
• Equipment or structure whose failure could lead to the
release of a Severity 5 or High Risk Hazard or
• Equipment or structure whose purpose is to prevent or
limit the Consequences of a Severity 5 or High Risk
Hazard.

Operations HSE Case
• The purpose of the Operations HSE Case is to:
1. Demonstrate how Severity 5 or High Risk
Hazards are managed during operations to
ensure that the risks are tolerable and ALARP;
2. Describe how the relevant management systems
(e.g. integrity, maintenance, competence, PTW)
implement the requirements of the HSE Control
Framework, including the management of Medium
HSE Hazards, to continuously meet Performance
Standards.

Contractor HSE Cases
• If activities with Severity 5 or High Risk
Hazards that require an HSE Case are
managed by a contractor, (e.g. drilling
operations), the contractor shall either
develop and maintain its own HSE Case
