introduction
The Northern Virginia Technology Council (NVTC) is pleased to report that fiscal year (FY) 2012 was another successful and highly productive year. Thanks to the leadership and vision of our Board of Directors
and the hard work of NVTC’s staff and volunteers, we were able to provide a variety of valuable programs
and benefits to our member companies and the technology community, including:
• The best in networking opportunities by hosting more than 130 events and meetings – from large-scale “sig-
nature” events to smaller committee-level events and meetings — all targeted to different audiences within our
membership. NVTC has been, and continues to be, widely recognized as the networking giant of the region’s
technology community.
• A strong, proactive public policy advocacy presence in Richmond to help ensure that state policies and invest-
ments represent the priorities of NVTC member companies and foster a pro-business environment that is supportive of the technology industry and statewide technology-based economic growth. NVTC’s priorities include
enhancing tools to attract companies seeking to relocate and expand in Virginia and employing a comprehensive “grow our own” new company formation strategy. NVTC’s political action committee, TechPAC, bolsters
the Council’s advocacy efforts at the state level by supporting General Assembly candidates and candidates
for statewide office who champion issues of importance to the technology business community and economy.
When an issue is critical to our technology community and NVTC has the ability to make a significant impact,
NVTC takes positions on federal legislative, regulatory and administrative matters.
• Education on subjects of interest to our member companies, ranging from specific knowledge imparted during
our committee events to information, industry trends and breakthroughs shared at our large signature events.
• A variety of committees that provide opportunities for members to connect and gain valuable knowledge and
insight on issues of importance to member companies and industries, and to shape the professional development programs, projects and services that NVTC provides. NVTC had 16 committees and task forces during FY
2012 to meet the needs of the many audiences within our diverse membership.
• A host of member benefit programs, which provide services that many of our member companies would have
difficulty obtaining elsewhere in such a cost-effective manner. These services include the insurance programs
of NVTC BeneNet, NVTC RiskNet and GovConRisk; Member Advantage; the Career Center @NVTC; and the
services of the Principal Financial Retirement Group, Inova 360° Institute and PR Newswire.
• Collaboration with technology industry organizations, including Memoranda of Understanding (MOUs) with
the Professional Services Council, the Telecommunications Industry Association, and, through The Entrepreneur Center @NVTC, with the MIT Enterprise Forum.
• A resource hub for technology-focused startups and entrepreneurs at every stage of their lifecycle through The
Entrepreneur Center @NVTC. The Entrepreneur Center mentors the first-time entrepreneur, advises and supports the experienced entrepreneur, facilitates strategic business relationships in the technology community and
fosters student entrepreneurship.
• Philanthropy through NVTC’s charitable arm, the Equal Footing Foundation. The mission of the Foundation is
to create an equal opportunity environment where underserved youth can access the technology and tools they
need to compete in a skilled and educated workforce. This is accomplished by funding, launching and sustaining Computer Clubhouses via public-private partnerships. Today, the Foundation supports seven Computer
Clubhouses in Fairfax and Fauquier Counties.
• Branding of NVTC and Northern Virginia as a global technology center through the NVTC Techtopia Map, a
special “Northern Virginia Technology Council: Empowering and Connecting Technology’s Innovators” section
in Forbes magazine, media partnerships, advertising and other communications activities.
• International business opportunities developed through meetings, events and hosting foreign delegations.
NVTC’s unique mix of programming keeps members current on global trends in technology policy and the
economy, and helps enable and facilitate international business that is beneficial to both the NVTC membership
and the global community.
This Executive Summary provides details on NVTC’s FY 2012 accomplishments
related to these strategic programs and services.

Membership, Budget & Staff
NVTC remains firmly positioned as the largest and strongest technology council in the nation. NVTC serves about
1,000 companies from all sectors of the technology industry, as well as service providers, universities, foreign embassies, non-profit organizations and governmental agencies. Through its member companies, NVTC represents about
200,000 employees in the region. Our membership base ranges from the largest technology companies to small firms
with one to nine employees. These small companies are young and entrepreneurial, and represent the continuing
growth potential of our technology industry.

Programs and Events
NVTC held a wide variety of programs and events in FY 2012, ranging from smaller committee-level events
to large-scale signature events such as the NVTC Titans Series. With member-driven content and outstanding networking, these events provide the information that our members want – and need – to stay ahead of
the game in today’s competitive marketplace.
The NVTC Titans Series featured an outstanding lineup in FY 2012, attracting 400–730 attendees per event. The

Tech Celebration, NVTC’s Annual Banquet, continued to live up to its name as
the premier networking event for the region’s tech community! At the November 2011 banquet, more than 750 technology executives gathered to hear the
engaging keynote address from NASA Administrator Charles Bolden. In addition, Sen. Mark Warner and NVTC honored Booz Allen Hamilton, The MITRE
Corporation and SAIC for their leadership of NVTC’s Arlington National
Cemetery Task Force with the 2011 NVTC Chairman’s Award. The lead companies, along with task force co-chairs
Bob Kahn of the Corporation for National Research Initiatives, and George Newstrom, formerly of Lee Technologies, were recognized for their leadership and generous pro-bono commitment of time, talent and resources to
assessing and recommending solutions to Arlington Cemetery’s information technology and process challenges.
As a highlight of the program, NVTC paid tribute to George Mason University President Dr. Alan Merten with the
Earle C. Williams Lifetime Achievement Award, which is presented to a person whose lifetime professional and personal endeavors have made a significant impact on the Northern Virginia technology community. Dr. Merten retired
from the GMU presidency in June 2012.

NVTC also presented the second annual NVTC/Washington Technology Government Contractor CTO Innovator Awards. The CTO Innovator
Awards recognize chief technology officers within the region’s government
contracting community for their critical contributions to achieving results
for their customers and their leadership within their own companies. This
year’s awards were presented to Tim Hoechst of Agilex Technologies in the
small company category, Dr. H. Gilbert Miller of Noblis in the midsize company category and Neil Siegel of Northrop Grumman Information Systems
in the large company category.

The annual NVTC Golf Tournament, benefiting the Equal Footing Foundation, took place on September 19, 2011. Golfers enjoyed a day on the links at
The Club at Creighton Farms in Aldie, Va., and this year’s tournament raised
$20,000 for the Foundation. Francesco Romano of Sprint was the winner of
the fourth annual John C. Lee IV Tech Cup Challenge, named for NVTC’s
former chairman and awarded to the golfer with the best individual score.
Jim Rogers of The College Board won first place in the second annual Stay and
Play Poker event.
In March, attendees from regional universities and technology companies
gathered for the second NVTC University Technology Exhibition, to explore
the incredible potential of technology transfer, commercialization, licensing,
and research and development. During the event, researchers from the region’s
universities participated in breakout presentations on cybersecurity, health IT/
biotechnology, sensors and energy. The event also included a trade show with exhibits from George Mason University;
The George Washington University; James Madison University; Naval Research Laboratory; University of Maryland;
University of Virginia; Virginia Commonwealth University; and Virginia Tech. The luncheon portion of the exhibition featured a panel, in which technology executives shared their companies’ experiences with university collaborations and best practices for developing successful partnerships.
NVTC hosted several other events throughout FY 2012 to serve its members:
• In March, NVTC hosted a Meet the Press event, where editors and reporters from the area’s top business and
technology-focused publications. During the event, panelists participated in a discussion with attendees, answering questions and sharing tips on the best and worst ways to pitch a story, the best way to reach them and current
hot topics of interest.
• At New Member Orientation in March, NVTC members learned tips on how to maximize the value of their
membership through committee involvement, sponsorship opportunities and participation in our exclusive
member benefit programs. NVTC Board Member Mark Frantz of BlueDelta Capital Partners emceed the event.
• Also in March, NVTC hosted a Lunch & Learn event with NVTC Board Member Todd Stottlemeyer, CEO of
Acentia. The event offered a targeted group of 15 C-level executives from NVTC small business members the
unique opportunity to network with their colleagues and learn from Stottlemyer’s diverse experience leading
technology companies and organizations in our region.
• On June 28, NVTC and Microsoft are scheduled to co-host a Technology Town Hall Forum featuring Virginia’s
candidates for U.S. Senate, George Allen and Tim Kaine. The forum will provide NVTC members the opportunity to learn about the candidates’ views related to technology and business policy.

NVTC Annual Report Fiscal Year 2012 Accomplishments
NVTC has a very diverse membership of companies. Our roster of 16 committees and task forces has provided education and networking opportunities for
special interest and industry groups within the organization through events and
meetings. We are always looking at our programs and services to revise them
and add new ones to meet member needs. With this mind, the Cybersecurity
and Privacy Committee launched this year with tremendous success.
In May 2012, the Technology Innovations Committee hosted Destination Innovation, a fresh and fast-paced inaugural event that highlighted technology advancements emerging from our region and connected innovators from both large and
small companies with parties interested in collaborating on technology development and job creation. The event kicked off with keynote remarks from Opower
CEO and Founder Daniel Yates, and 21 companies gave five-minute presentations
about their innovations and showcased their technologies to potential partners
and investors on the exhibit floor.

Communications Initiatives
NVTC has also brought members several new Communications initiatives this year, all designed to provide valuable
information and promote networking among NVTC’s members.
We significantly expanded NVTC’s social media presence this year. In addition to our Facebook page, our Twitter feed
(@NoVaTechCouncil) which has more than 1,650 followers, and the NVTC LinkedIn group, which now boasts more
than 3,600 members and several subgroups for committees and public policy discussion, we began using YouTube as
an additional method to upload and share NVTC event videos with members and Web users.
We also continued our relationship with Gartner, the world’s leading information technology research and advisory company. As NVTC’s Research Provider, Gartner produces
an exclusive monthly electronic newsletter for NVTC members, providing insight on
emerging trends and technologies, opportunities in our industries and links to Gartner webinars for IT professionals and technology service providers. Gartner also shares recent
research in a standing section of NVTC’s The Voice of Technology magazine.
As part of our continuing efforts to brand the region as a global technology center, NVTC
partnered with Forbes magazine this year to produce a special section showcasing NVTC and
its members. The special “Northern Virginia Technology Council: Empowering and Connecting Technology’s Innovators” section ran in the March 26 issue of Forbes magazine, reaching
more than 5.1 million readers worldwide.
We continued our successful media partnerships with 1105 Government Information Group, SmartCEO magazine
and Capital Business, the weekly business publication of The Washington Post, in FY 2012. In addition, NVTC promoted events and the benefits of membership through a new media sponsor, WAMU 88.5.
To ensure that the NVTC website meets the professional needs of our members and is a valuable resource, NVTC
redesigned the website home page, events page, newsroom and more, to provide more up-to-date and valuable content.
In addition, NVTC has developed an online form for members to indicate their email preferences and interest in a
variety of topics to better target all of our communications to your interests.
nvtc techtopia map
To help brand the region as a global technology center and to educate
the business community and the general public about the number and
diversity of technology companies in the region, each year we produce
the NVTC Techtopia Map. The 2012 edition — our 13th — included more
than 150 company logos, and we printed and distributed 3,000 copies
of the map and accompanying calendar. The 2012 Techtopia Map was
featured in a two-page spread in Capital Business in December 2011 and
in the Winter 2012 issue of NVTC’s The Voice of Technology magazine,
and it will be on the NVTC website for the remainder of the year.
An interactive version of the Techtopia map was produced on the NVTC
website (map.nvtc.org) and the map also was published in calendar format that breaks Techtopia down by region and
highlights NVTC’s Equal Footing Foundation and its work month-by-month. For the 2013 edition, we are continuing
to explore new, innovative marketing channels to distribute the map and for the fifth year, NVTC will donate a portion of the map proceeds to the Equal Footing Foundation!

The NVTC Global Resource Map is an online resource for members that is geared both to technology companies with
an established international presence, and to those that are interested in “going global.” The map, at online.nvtc.org/
international/map.cfm, features an interactive world map where users can locate NVTC member companies doing
business in countries around the world.

Legislative Affairs & Advocacy
NVTC’s public policy advocacy efforts are among the most valuable and critical benefits of NVTC membership.
NVTC has focused on state-level public policy advocacy since 1991, recognizing that Northern Virginia’s technology
community needed a strong voice in Richmond. Our advocacy efforts have always been membership driven and focused on the technology industry’s interests. NVTC legislative successes in Richmond have helped to elevate Virginia
as a global technology center.
NVTC reports on our policy advocacy efforts during the year via our TechPolitic eNewsletter, on Twitter at @NVTCTechPolitic and on our online
public policy forum on LinkedIn.
While NVTC’s Four Year Vision drives the organization’s overall advocacy
efforts, NVTC’s specific legislative priorities for the 2012 Legislative Session
were outlined in a letter to policymakers before this session began.
NVTC maintained a full-time presence in Richmond throughout the 2012
legislative session, serving as the voice for Northern Virginia’s technology
community. NVTC’s advocacy was supplemented with personal visits to
Richmond by NVTC Board members and other technology leaders from our membership. In addition, many more
NVTC members provided ongoing advice and feedback throughout the session via NVTC’s weekly legislative conference calls and NVTC’s online public policy forum on LinkedIn.
GENERAL ASSEMBLY SESSION
During the 60-day long session, the General Assembly tackled more than 2,000 bills and resolutions related to a broad
array of important issues, including Gov. Bob McDonnell’s legislative initiatives addressing job creation and economic
development, research and innovation, government reform and education.
The General Assembly approved several NVTC priorities that will ensure that Virginia remains a top state for business
and a global technology center, including passing legislation that expands data center incentives and extends Virginia’s
technology investment tax exemption and telework tax credit.
NVTC is pleased to report the following important technology business accomplishments that resulted from action
taken during the 2012 Legislative Session:
Data Center Sales Tax Exemption Expansion
Legislation to enhance Virginia’s statewide competitiveness in attracting data center jobs and investment by expanding Virginia’s current data center sales tax exemption to also include data center tenants.
Capital Gains Exemption Extension
Legislation extending Virginia’s capital gains exemption for investors in technology startups through June 30, 2015.
The credit was set to expire on June 30, 2013. The exemption was initially passed in 2010 to boost Virginia’s competitiveness in attracting investors by providing a three-year 100 percent state capital gains tax exclusion for investment
in qualified technology startups.
Telework Tax Credit Extension
Legislation extending the telework tax credit for employers through December 31, 2016. The credit was set to expire
December 31, 2013. The General Assembly first enacted this tax credit in 2011 with strong NVTC support to assist
companies in defraying costs associated with establishing or expanding a telework program.
Virginia’s Representation on the Metropolitan Washington
Airports Authority (MWAA) Board
Legislation providing Virginia greater representation on the Metropolitan Washington Airports
Authority (MWAA) Board, in line with recently enacted federal legislation.

Virginia’s Veteran Workforce
Legislation to assist Virginia’s veteran workforce by permitting service members to count their military training,
education or experience in qualifying for occupational licenses or certification for state-regulated professions and
also to require public colleges and universities in Virginia to award academic credit for educational experience
gleaned from military service.
NVTC will be actively participating this year in a governor’s working group, which will determine how best to address the needs of returning veterans and help them transition into Virginia’s workforce.
Virginia Economic Development Partnership (VEDP) Board
Legislation expanding the board of directors for the Virginia Economic Development Partnership (VEDP) by adding the Secretary of Technology and the Secretary of Agriculture and Forestry as voting members.
Local Government Regulatory Flexibility for Defense Contractors
Legislation authorizing a local government to provide incentives and regulatory flexibility to defense contractors
located within a defense production and support services zone. The bill defines defense contractors as businesses
primarily engaged in providing services in support of national defense.
Mid-Atlantic Regional Spaceport
Legislation instituting board and governance reforms for the Virginia Commercial Space Flight Authority and providing a mechanism for funding improvements through the Virginia Transportation Trust Fund.
Research and Commercialization Funding
The General Assembly approved $16 million in new funding over two years for the Commonwealth Research
Commercialization Fund (CRCF). The CRCF supports research and commercialization activities in Virginia
universities and also the private sector. It also supports the CIT GAP Funds, which invest in seed-stage firms
and university spin-outs with a high potential for successful commercialization, rapid growth and downstream
private equity financing.
R&D Tax Credit
Allocates $5 million in annual funding for Virginia’s refundable research and development (R&D) tax credit.
Angel Investment Tax Credit
Increases the annual cap to $4 million in annual funding to support Virginia’s Angel Investor Tax Credit to encourage continued investment in early-stage technology startups in the Commonwealth.
Cybersecurity and Modeling and Simulation Initiatives
Provides $2 million in new funding over the next two years to launch new cybersecurity and modeling and
simulation initiatives to build upon existing initiatives by fostering innovative partnerships in Virginia, leveraging university and industry resources, and aligning assets with emerging and expanding outreach activities.
Together, these two initiatives will provide a focused effort on further growing Virginia jobs and investment in
these industry sectors.
STEM Education
As it relates to education, the Budget includes over $210 million in new funding for public colleges and universities
including more than $28 million for incentive funding linked to specific initiatives including more science, technology, engineering and mathematics (STEM) graduates and distance learning. The budget includes:
IT Academy
$3 million over two years for an IT Academy to help grow Virginia’s STEM workforce through a formal online
curriculum that prepares students to pass Microsoft industry certification exams. Through a statewide agreement, this curriculum has been made available to every high school student, their parents and all high school
faculty and staff.
SySTEMic Solutions
$1 million in funding over two years to expand the Northern Virginia Community College’s SySTEMic Solutions workforce program beyond Prince William County/Manassas to include Fairfax, Loudoun, Arlington

and Alexandria. SySTEMic Solutions is a collaborative arrangement among school divisions, higher education
institutions and employers to develop a sustainable STEM workforce pipeline.
STEAM Academy
$200,000 for a feasibility plan focused on establishing a science, technology, engineering and applied mathematics (STEAM) residential school in Virginia.
Thomas Jefferson High School
$73,400 in 2013 supporting an additional 50 students at the Thomas Jefferson High School for Science and Technology Governor’s School.
Recognizing that there are many federal trade associations who focus on federal technology issues, NVTC’s focus is
mostly on state issues. We do, however, engage on some federal issues that could have a significant impact on our technology community. On behalf of our membership this year:
• We continued to work with the Professional Services Council, TechAmerica, and the Business Coalition for Fair
Competition to oppose efforts to insource federal contracts.
• NVTC joined 30 organizations in signing a letter urging the U.S. House Appropriations Committee to uphold
competitive sourcing and oppose insourcing.
• NVTC signed a TechAmerica letter opposing federal legislation which had been introduced to impose new
internet sales tax collection burdens on Internet businesses because the legislation did not contain a reasonable
small seller exemption, a single point of audit, or a single, one stop registration process for technology businesses
operating in multiple states. NVTC would have been supportive of legislation had it included these provisions.
• NVTC joined PSC in signing a letter urging members of Virginia’s congressional delegation to oppose changes to
the federal definition of “commercial items.”
• NVTC joined other technology businesses and associations in supporting the Startup Act 2.0, legislation cosponsored by Senator Mark Warner which strives to support entrepreneurship in Virginia and the nation.
NVTC’s professional legislative team is supported by our political action committee, TechPAC. TechPAC, created by
the Board to bolster NVTC’s lobbying efforts at the state level and to provide Northern Virginia’s technology community with a louder and stronger voice in Richmond, has seen a steady increase in impact since its creation in 2001.
TechPAC supports the interests of Northern Virginia’s technology community in Richmond and educates, identifies
and supports pro-technology candidates throughout the state.
TechPAC is nonpartisan and has a strong track record of supporting technology champions on both sides of the aisle.
TechPAC has a dynamic Board of Trustees led by Chairman Dendy Young of McLean Capital. Dendy, in particular,
has been tremendously focused and effective in building TechPAC’s size, clout and reputation. NVTC members have
something to be very proud of in TechPAC.
In 2011, all 140 seats in the House and Senate were up for re-election and trustees spent a great deal of time meeting
with legislators and educating them on issues of importance to Northern Virginia’s technology community. TechPAC
contributed over $150,000 to pro-technology General Assembly candidates in the 2011 election.
In 2012, TechPAC trustees have already been hard at work meeting with legislators in supporting NVTC’s policy agenda.

The Entrepreneur Center @NVTC
The Entrepreneur Center also hosted a variety of educational
programs and networking events this year:

• The Entrepreneur Center continued to provide educational programs through the Kauffman Foundation’s FastTrac® TechVenture™
program, a 10-week entrepreneur training series that combines
instruction from experienced business professionals, one-on-one business mentoring and peer learning, and
helps participants to evaluate feasibility, identify target markets and create a business plan to communicate the
opportunity to investors. The FastTrac program graduated a total of 28 companies this fiscal year.
• In addition to the training program, Entrepreneur SOLUTIONS continued to match entrepreneurs with mentors and advisors.
• The Entrepreneur Center continued The Power of Angel Investing, which is a series of education programs about
angel investing, developed by the Kauffman Foundation and distributed by Angel Resource Institute with content provided by angel experts and angel group leaders from around the country.
• The Small Business and Entrepreneur Event Series brought small businesses together with prime contractors to
discuss teaming and subcontracting opportunities, provided a forum for government agencies to share information about their programs specifically geared toward smaller companies, as well as gave companies the chance to
hear from successful entrepreneurs about building a business.
• The Small Business and Entrepreneur Networking Series allowed entrepreneurs to interact with their peers and
others in the entrepreneurial community in a fun and informal atmosphere.
• Entrepreneur Spotlight provided entrepreneurs the opportunity to present their companies to a group of accredited investors. This program allows both experienced and potential new investors to hear the exciting and
innovative ideas of startups pursuing seed funding.
• The Entrepreneur Center is active in social media, using Twitter (@EntrepreneurCtr) to connect and educate
entrepreneurs and startups in the region and promote upcoming events.
• Finally, the Entrepreneur Navigator Awards honored the leaders in our community who have mentored and
advised entrepreneurs and startups in the region. Awards went to the following organization and individuals:

equal footing foundation
Established by NVTC Board members as a way to give back
to the community through youth development and educational
programs for underserved youth in Northern Virginia, The Equal
Footing Foundation has experienced another extraordinary year marked
by growth and excellence.
The Foundation, led by chair Ellen Harrison and a dynamic Board of Directors, continues to deliver on its mission
and build programs that positively affect the education and well-being of the children we serve. To date, EFF has seven
Clubhouses in Fairfax and Fauquier Counties that directly impact 1,700 students a week.
Among the countless large and small victories the Foundation has seen over the past year are the
following highlights:
• EFF sponsored six teams for the Botball Robotics
Tournament with our Williston Team winning first
place in the Alliance Challenge. In addition, this
year, we sponsored our first all-female Botball team.
• EFF sponsored 26 students to attend Space Camp at
the Virginia Space Flight Academy.
• Videos created by clubhouse students as part of the
Adobe Youth Voices campaign were screened at the
Microsoft store in Tysons Corner.
In 2011, the Computer Clubhouse Scholarship was renamed Dan Bannister Computer Clubhouse Scholarship,
in honor of the late Dan Bannister. Now in its 6th year, the
scholarship continues to provide support and guidance to
our clubhouse students post high school. Through the application process, EFF sees a direct correlation to clubhouse and academic successes. Scholarship applications
doubled this year and more applicants expressed interest
in pursuing STEM-related studies.
This year, the EFF Board was able to expand its giving efforts to six deserving students. To date, EFF has
awarded 13 scholarships to students attending universities and colleges.
In addition to the quality programs and services provided to clubhouse students, the Equal Footing Foundation has expanded its corporate philanthropy partnerships and brought on new donors in this fiscal year. We
have diversified our fundraising through new events
and increased sponsor participation in existing events,
such as the Fourth Annual Run! Geek! Run! 8K race in
September 2011. EFF and its Board thank all the companies and individuals who have donated to the Foundation
during the 2011– 2012 fiscal year.
