MINUTES: February 8, 2016 10:00 AM
CALL TO ORDER: Chairwoman Rosella Hale called the meeting to order at 10:00 AM. The invocation
was given followed by the Pledge of Allegiance.
OFFICIAL MEMBER INSTATEMENT/ REINSTATEMENT CEREMONY: The swearing-in ceremony was
conducted by Nicole Burns for reinstated members Rosella Hale and Robert Welsh, and new member
Constance Martin-Carter.
ELECTION OF CHAIR AND VICE CHAIR: Chairwoman Hale prompted a vote for council Chair and Vice-chair
positions, and a motion was made as follows:
Jim Barrows made a motion to retain the existing council Chair, Rosella Hale, and Vice-Chair, Donald
Osterhoudt, in their current positions. Robert Welsh seconded the motion, all members voted in favor, and
the motion was approved unanimously.
ROLL CALL: All council members were present and 1 citizen was in attendance. Also present: Larry
Brock, Assistant Public Works Director and liaison to the county for the MSBU; Nicole Burns, DPW
Administrative/Financial Secretary; and Deborah Burnett for recording of the minutes.
OPEN TO THE PUBLIC: There were no public comments of record.
APPROVAL OF MINUTES: The minutes for the January 2016 meeting were reviewed. A motion was then
made for approval:
Robert Welsh made a motion to approve the minutes of January 11, 2016 as written, and the
motion was seconded by Donald Osterhoudt. No matters of discussion were presented, all
members were in favor, and the minutes were unanimously approved.
CORRESPONDENCE: Mrs. Hale summarized her written response to an article in the Citrus County
Chronicle regarding relocation of benches in Beverly Hills by the county but thought to be MSBU activity.
SPECIAL REPORTS:
··Trees and Mowing·· Mrs. Hale stated there were no mowing or tree trimming issues to report.
··Medians·· Mr. Welsh reported no issues.
··Public Works·· Mr. Barrows reported the following DPW tasks as completed for the previous month:

Repaired potholes and edge breakup in 7 areas.
Repaired roadside swale in 1 area.
Conducted 16 instances of signal maintenance.
Repaired or replaced 26 signs.
··Parks / Community buildings·· Mrs. Hale appointed Mrs. Carter as new council overseer for the parks
and community buildings in Beverly Hills and gave a brief explanation of the expected duties and locations.
··Overall Maintenance·· Mr. Osterhoudt reported some potholes on Forest Ridge Boulevard that have
become severe, and spoke about the deteriorating road surface conditions on Lincoln Avenue. Discussion
ensued regarding the current and future road resurfacing plans.
OLD BUSINESS: Conversation regarding the potential replacement / relocation of ‘Welcome’ signs in
Beverly Hills.
NEW BUSINESS: There was no new business presented for discussion.
GENERAL DISCUSSION: Moderate discussion regarding available MSBU budget funds and reserve
funding, and brief conversation about usage of funds for improvement of recreation entities such as lighting
for the community pool.
ADJOURNMENT: Motion to adjourn was made by Donald Osterhoudt and seconded by Jim Barrows.
There was no discussion and motion to adjourn was unanimously approved. The meeting adjourned at
approximately 10:28 a.m.
The next regular meeting will be held on Monday, March 14, 2016 at 10:00 AM.
