INTRODUCTION
It is the customer responsibility to inform Angers Loire Airport of any fleet
modifications: purchase, selling, renting, aircraft characteristics changes… without any
of these previous information, erroneous services or rates already billed will remained
owed.

*the indicated prices are rounded off in two decimals; the charged amounts are
calculated with four decimals. The differences engendered by the mode of calculation
do not let any possibility in complaint.
PORT OF REGISTRY:
An aircraft is considered as based aircraft if its home base declared to the civil aviation
is Angers-Marcé airport.
AIRCRAFT WEIGHT:
Weights are specified in Tones. They are calculated according to Maximum Take-Off
Weight (MTOW) indicated on aircraft’s air-worthiness certificate, and rounded up to the
nearest Tonne.

APPLICATION OF V.A.T:
General principle :
o
V.A.T on airport services (landing, lighting, parking, passenger, and fuelling fees) is
applied at the standard rate (20.00% on 1st January 2014).
V.A.T application rules have been defined by the financial law of the 19 December
1978 resumed in the following list.

French Airlines :
To be exempted French airlines have to present to Angers Loire Airport customer’s
billing service, a valid certificate for current year, attesting that their international
operations represent at least 80% of their global operations.
Without this certificate, Angers Loire Airport will applied standard V.A.T rate on its
invoices.
In this case, already established invoices will not be subjected to any regularization,
and V.A.T exemption will only be effective according to the postmarked of the
certificate expedition day.

Charter aircrafts or flights operated on behalf of another airline :
In any case, the application of V.A.T will be according to regulation applying to the airline
to whom airport services will be billed.

1.1
Aircrafts landing fees
(Decree n°74-435 of the 9th May 1972 – Official Bulletin of the 28th May 1972)
The landing fee is due by each aeroplane landing on an airfield open to public aviation.
It is based on the aircraft maximum take-off weight mentioned on the certificate of
airworthiness.
A - SIMPLE LANDING FEES
This fee applies to aircrafts not subjected to coming through set price or to based
aircrafts.

B- COMING THROUGH AVIATION SET PRICE <4T
General aviation aircrafts which MTOW<4T not based, doing a full landing and parking
more than 2 hours on every surface included inside airport perimeter, are subject to
set price, other than aircrafts duly sheltered within sheds exploited by SGAAM.
First day set price includes:
-landing from another airport,
-parking,
-local flights made during the stop.
The set price for the following day includes the supplementary parking. It is equal to
50% of first day set price fare.

C- FIXED FARE FEES FOR BASED AIRCRAFT
Sports associations and/or flying clubs, private owners, company and/or enterprise,
operated aircraft to exclusion of all public transport of passenger, and having
airplanes based may opt for a fixed fee per year according to price list below.
This fixed fare fee includes:
 an unlimited number of landings all year long,
It also gives right to get:
 a 20% discount on lighting fees established on a per using way,
 a 20% discount on opening extension.

D - EXEMPTIONS
Are exempted from the landing fee:
a) Aircrafts specially used for the movements of personalities who have posts
mentioned in a list established by decision of the Minister in charge of the Civil
Aviation;
b) State aircrafts carrying out technical missions by order of the Minister in charge
of the Civil Aviation;

c) Aircrafts belonging to transport or aerial work firms making trial flights. These
ones must be operated without any passengers (only crew or appointed persons
controlling trial flights) and must not be remunerated.
Are considered as trial flights, functioning verification flights following a
transformation, fixing or adjustment of the cells, motors or in-flight devices, or
after the installation of a new mechanism on board.
d) Aeroplanes making an emergency landing in case of technical hitch or of
unfavourable atmospheric circumstances;
e) Gliders and gliders towing aircrafts when they are used for these specific
operations and when the latter are landing after a take-off from Angers Loire Airport.

1.2 - LIGHTING DISPOSAL FEES
This fee is owed by all aircrafts flying or landing on an airfield opened to public
aviation where runway lighting is on at night or because of bad weather conditions,
either on request of the pilot or for security purpose by order of the authority
responsible for lighting functioning.

1.3 - AIRCRAFTS PARKING FEE
The fee is due for all aircrafts parked on the dedicated areas.
It is calculated per tonne and per hour. The weight considered is the maximum takeoff weight mentioned on the air-worthiness certificate of the aircraft.
Each fraction of tonne is considered as one tonne.
Each hour begun is due.

EXEMPTIONS
a) Aircrafts specially used for the movements of personalities who have posts
mentioned in a list established by decision of the Minister in charge of the Civil
Aviation;
b) State aircrafts carrying out certain technical missions defined by order of both
Minister in charge of Civil Aviation and of the Minister of the Army.
1.4 - FEES fOR PASSENGERS’ USE OF THE INSTALLATIONS
This fee is due for the common use of works and offices for boarding, deboarding
and passengers’ welcome and for each carrier using an aircraft for commercial
purposes. In accordance with the order of the 26th February 1981, it is also due for
all civil passenger travelling on an aircraft which maximum take-off weight is equal
or over 6 tonnes, runned either for commercial purposes or not. It is function of the
number of passengers appearing on the departure traffic form delivered at the airport
by the following categories of carriers:
 Scheduled airlines,
 airlines operating charter flights,
 airlines operating on request,
 taxi planes,
 generally speaking all organization having a public transport authorization,
 over 6 tonnes weight aircrafts.

All delays relative to the establishment and collection of this fee are subjects in the
interdepartmental order of the 26th February, published in the official bulletin of the
5th April 1981.
1.5 - FEES fOR THE USE OF THE FRET’S RECEPTION INSTALLATIONS

1.6 - NEW ROUTES
Within the framework of the authorised helps allowed by European Community
concerning the creation of new routes from the regional airports, and in accordance
with these broad lines, European airline holder of a valid certificate of Air Transport
wishing to develop passengers traffic on Angers Marcé Airport opening a new
commercial route between the 1st January and the 31st December 2014 at his own
risks may take advantage of a digressive financial help in the guise of reductions on
the controlled fees describe in the paragraphs 1.1 to 1.4.
Moreover, any airline will be able to get at the start a digressive help on three years,
in the terms of these broad lines. These helps will be transparent and nondiscriminatory.
These helps will represent an 80% limited allowance on all the fees for the first running
year, 60% the second year and 40% the third year.

These helps would be allowed only if for the opening date of the route the customer
catchment area of the arrival airport has not been operated by a scheduled flight
within the past twelve months by the airline opening this route.
The reductions above would be provided as a unique fee per passenger boarding from
Angers Marcé Airport. When this system apply, it will be convenient to consider, on
the one hand the maximum capacity of seats of the aircraft used, and on the other
hand the expected medium occupancy rate.
1.7 - MISCELLANEOUS MEASURES
1) Fees which setting up modes and fares are precised in the articles 1.1 to 1.5 are
due only because of the use of the equipments, installations, buildings and tools
they remunerate.
In case of non-payment of the fees due by the aircraft manager, the airport
manager can require from the responsible authority of the air traffic on the airfield,
the aircraft to be retained until deposit of the amount of the sums disputed (Book
II, chapter IV, article 224-4 of the Civil Aviation code).
2) The choice to be charged on a fixed fare way had to be notified in writing to
SGAAM, before the 15th of January of current year.
Fixed fares are valid from 1st January until 31th December.
They are billed on a six-month basis: in January and July.
If a fixed fare has been subscribed, the departure of the aircraft during current
year, its immobilization, sell or any others reasons, will not be taken in
consideration to get any refund.
For any other duration the standard fare will be applicable.
3) Forms of payments: the airport fees are payable for cash at Angers Marcé airport
agents when aeroplanes land and take off during the opening hours published by
the AIS.
In this case, and for the payments not directly made to Angers Marcé agents,
search, running, and sending charges of a fixed amount of 2.00€ w/o VAT will be
added on the owed bill sent to the owner of the aircraft. The potential follow-up

charges will be charged on the base of 10.00€ w/o VAT including the postal
recording charges.
However, when the operations made on Angers Marcé airport by airlines or even
by private users have a permanent nature, the term of payment by presenting the
bills in the month of this presentation may be accepted by the airport, on condition
an agreement has been signed and that airlines or users show and provide the
sufficient guarantees.
In case of aircraft rental, the rental company as operator is subject to usual fees.
The payments, on presentation of the invoices, have to be done at the SGAAM,
either by cheque issued in its name, or by payment or by bank transfer on the count
N° 30004 00201 00010082389 01 open at the BNP in Paris.
The responsibility for aircrafts guarding at Angers Marcé airport, aircrafts, vehicles,
equipment and goods guarding and preserving using the airport’s installations are
neither under the responsibility of the airport nor of the State, and no responsibility
is incumbent on one or the other because of the lost and damages which would
neither be incumbent on their acts nor on those of their employees

Fees for state use or occupancy will be the subject of a special convention.
a) Fees for bare grounds: it will be determined by separate conventions.
b) State fees: offices rental, ground, etc, will be subject to separate conventions

AIRCRAFTS SHELTER FEE
The fee is due for any tourism or private aircraft parked in a covered premise of
common use not subject of a private occupancy authorisation or of full unit occupancy
authorisation in favour of a given user.
The weight to take in consideration is the maximum take-off mass mentioned on the
aircraft certificate of airworthiness, rounded at the upper tonne.
Any day began is due.

Aircraft with MTOW<2800kg and which ground surface (length X wingspan) is less
than 50m2, will be subject to 30% deduction on monthly or annual fare above.
For periods longer than 3 month, separated occupancy or use authorisation
conventions will also be established.

II.3
ASSISTANCE FEES
In accordance with the decree n°98-211 of the 23rd March 1998 changing the civil
aviation code and relative to assistance services in stop on airfields, assistance is
compulsory for any movement departing and / or arriving in Angers Marcé airport
and will be subject to invoice following the pricelist hereafter not including singleengine aircraft or without a 48 hours’ notice notifying the refusal, without being able
however to shirk the technical handling inasmuch as passengers cannot move along
the aircrafts parking in the restricted area without being accompanied by manager
staff, only responsible for the place.

Any aircraft operated for commercial purposes with modification of the
passengers and/or fret’s market charge on arrival or departure is subjected to
commercial assistance.

Any aircraft of 4T and heavier operated for non-commercial purposes is subjected
to technical assistance.

listed in the above register.

For not registered aircrafts for example, the category of assistance is precised by the
maximum capacity in seats of the passengers’ version.

An assistance is due per movement (departure or arrival).

The fare is calculated on the basis of an assistance duration maximum of one hour.

Beyond this time limit, supplementary services will be billable in order

Each extra service not foreseen in the determined assistance category will lead
de facto to the superior assistance invoicing.
Particular cases

Fret: the assistance amount applied to fret is equal to the commercial
assistance and is including (on behalf of the above commercial services) for1
hour 2 packers at disposal with eventually a lifting engine according to the
needs.

Hospital flights: Only technical assistance will apply to these flights (people’s
transportations or organ transfers).

Agreements
Agreements arranging between Angers Marcé airport and airlines may be concluded
when the latter operate scheduled and regular commercial flights.
Surcharges
A 50% surcharge will apply for these operations between 22h00 and 06h00 (local
time) and 100% on Sundays and on public holidays. In case of flying over or flight
cancellation (without any notice during the opening hours of the airport), the foreseen
assistance fixed amount will be invoiced.
Based owners
Based companies can improve their self-handling, after first bringing a request file,
specifying the technical conditions as well as security and safety procedures. The
airport administrator may require modifications to guarantee the airport general good
running of self-handling.

These works and various operations could not in any case prevail over the absolute
priority: assistance to aircrafts and their crews.
In case of operation invoiced on a hour basis, the invoicing will be established by
period of 30 minutes.
A 50% surcharge will apply on this fare for the operations between 22h00 and 6h00
(local time) and 100% on Sundays and on public holidays.

Article I - ASSISTANCE SERVICES SUPPLYING
I.I - General points
The services will be provided in the limits of the airport possibilities and in accordance
with regulations in force.
It is not considered either necessary or possible to precise all the details of assistance
services. Airlines having, in general, a common opinion on the nature of these services
and the quality to reach in their execution. In case of dispute, it may be possible to
consider IATA standards as the reference.
Angers Marcé airport commit itself to bringing all the care in executing foreseen
services and, not including the case of absolute necessity, to avoid any delay in their
execution. All services will be provided in accordance with the practices and
procedures usually noticed in Angers Marcé airport.
I.2 - Scheduled flights
Angers Marcé airport commit itself to providing, without any previous request, the
foreseen services to the aircrafts of the running airlines operating scheduled flights
and serving Angers Marcé airport.
The running airline will have to inform the airport as soon as possible, of any time
changes and/or frequency, and/or any changes of the aircraft type on this airport.
I.3 - Special flights
Angers Marcé airport will also provide services to aircrafts operating not scheduled
flights. This assistance will be provided on request, made in a reasonable time limit
and in the condition that its execution is not detrimental to the current arrangements.
I.4 – Priorities
In case of assistance to provide to several aircrafts, priority will be given if possible
to scheduled flights and then to the ones which respect the timetable.
I.5 - Special assistance (emergency situation)
In case of emergency (forced landing or accidents) Angers Marcé airport will
immediately take, not waiting the airline instruction, all the reasonable and possible

measures to assist passengers and crews and to protect luggages, fret and airmail
from any loss or damage.
The running airline will refund at cost price Angers Marcé airport the supplementary
costs engaged by the latter on the occasion of this assistance.
I.6 - Supplementary services
Angers Marcé airport will provide on request and if possible other supplementary
services not included in the fixed fare. These supplies will be invoiced on the basis of
published settings by Angers Marcé airport. In the event it would become systematic
they would be subject to particular conventions.
Article 2 – COMMERCIAL DISCRETION
Angers Marcé airport will take all the necessary measures for commercial information
contained in the air users’ documents to be used only for the need of these ones.
Article 3 – COMMITMENTS TRANSFER
Angers Marcé airport reserves the right to carry out by a third party a great part of
the above estate services agreed that it guarantees to the user the good execution of
his services in the same conditions as if it was his own staff.
Article 4 - QUALITY OF SERVICE
4.1 Angers Marcé airport commit itself to taking the necessary arrangements to
grant to all users the same quality of treatment of their aircrafts, crews,
passengers and goods on request of equivalent services.
4.2. Users will provide sufficient information to Angers Marcé airport to enable the
latter to do a suitable assistance.
4.3. In a general way, Angers Marcé airport will endeavour, on the occasion of the
services provided, to avoid any delay of the aircrafts and to give to the public
the best image of the carrier respecting security rules, local and international
regulations applicable and the users instructions mentioned above.

Article 5 – PAYMENT
5.1 For payment of the provided services by Angers Marcé airport, users commit
themselves to paying to this latter the fixed fares corresponding to the provided
services.
5.2.
These fares do not include in particular:
 Regulated air fees
 Aircrafts guarding charges
5.3.
Unless written agreement, Angers Marcé airport would not pay for any outlay
to third parts for the account of the users.
Article 6 – OPENING OF THE AIRFIELD
6.1.
The hourly cost relating to the AFIS opening outside of the normal running
times published by the Air Information Service (extension) is based as follow:

after 06h00 or before 22h00 ( local time)

at night (from 22h00 to 06h00 local time)

on Sunday and on public holidays

AFIS opening or extension request must imperatively be asked in writing (fax or
email) by the AFIS service which contacts are mentioned on the SIA publications,
at least 48 hours before the scheduled date of the flight. Only this written
request (or its written modification through the same medium at least the last
working day during the published times) will be endeavoured. On no account
flight plans will be any proof, except to confirm requests or modifications first
received in the time limits mentioned above.
The first hour past is said incompressible, the service will be invoiced in
proportion to the time really passed, by slot of 30 minutes.
A scheduled flight during the normal hours of operation published by the Air
Information Service, but with a delay implying an arrival or departure outside of
these normal hours of operation will lead to the invoicing of the supplementary
services effectively provided at the prorata temporis, by slot of 30 minutes, the
first hour of extension remaining incompressible. All the same, outside the

normal hours of operation published by the Air Information Service, any delay
on the scheduled time, either on arrival or on departure, will lead to the invoicing
of the supplementary services effectively provided following the same
procedure.
When the invoice is paid before the real departure or a proforma invoice has
been established on different time criterions, an invoice remainder may be sent.
Outside the opening hours of the airport, in case of flying over or flight
cancellation without notice during the opening hours of the airport, nevertheless
opening charges will be invoiced; all the same, in the case of flight cancellation
leading to put into service the runway lightings fee will be invoiced.
6.2. Any aircraft wishing a refuelling or extra services outside the normal operating
hours published by the Air Service Information, but however not wishing to have
the presence of AFIS and RFFSA (Rescue and Aircraft Fire Fighting Service on the
Aerodrome) services will have to express this renouncement by fax at the AFIS
service at least 1 hour before the closing of the said service. In that case, and
only in that case, a fixed refuelling and/or extra services fare will be invoiced.
The fixed fare for refuelling and/or extra services extension includes an apron
agent/refueller presence during 30 minutes from the ETA (or 30 minutes before
the ETD); the amount of this extension rise:
 after 06h00 or before 22h00 (local time)

 at night (from 22h00 to 06h00 local time)

 on Sunday and public holidays

Any delay on scheduled time, either on arrival or on departure, will lead to a
refuelling and/or extra services extension fixed fare invoicing in proportion to
the time spent, by slot of 30 minutes.
Outside the normal operating hours published by the Air Information Service, in
the case of over flying or of flight cancellation without a notice during the airport
operating hours, opening charges will be invoiced; all the same, in case of flying
over or flight cancellation leading to the putting in service of the runway
lightning, a runway lightning fee will be invoiced.

6.3. Any aircraft wishing a terminal extension after included assistances delays and
outside the normal operating hours, will have to express its request in writing
to terminal desk at least 24 hours before the closing of the said service.
The fixed fare for terminal extension is billed per hour (any hour began is due)
and only includes the presence of one welcome agent.
The hour amount of this extension rise:
 after 06h00 or before 22h00 (local time)
61,55 € w/o VAT
 at night (from 22h00 to 06h00 local time)
93,39 € w/o VAT
 on Sunday and public holidays

Article 7 – INVOICING AND FORM OF PAYMENT
7.1.
Airport assistance service fees are payable for cash at Angers Marcé airport
agents. However, when the operations runned on Angers Marcé airport by the
air users have a particular nature, a monthly payment of the invoices may be
accepted by the airport, in the condition that an agreement for this purpose
has been signed and that the airlines or users deliver or show sufficient
guarantees.
7.2.
In that last case, the amounts due to Angers Marcé airport have to be paid
every month and in one go, at least in the 30 days slot following the date of
the corresponding invoice by cheques issued in the name of SGAAM, or by
interbank transfer on the count n° 30004 00201 00010082389 open at the
BNP in Paris.
7.3.
In case of delay in the payment of the fees, as well as the supplying and
services invoices or of any amount due to the airport, the outstanding
amounts will bring interest from the day fixed to the debtor by
recommended letter leading to formal demand of the payment. The
interest will be equal to the discount rate of the Banque de France increased
of one point.
7.4.
The amounts of the invoices pertaining to the outlays paid to third parts by
Angers Marcé airport for the account of users and more particularly to
airlines (for example bookings and payment of hotel room for a passenger

of
his
accommodation) will be debited to these latters. The airport manager
reserves the right to get indemnification from the charges caused by the
services provided at the real beared cost.
7.5.
Payments not directly made to Angers Marcé airport agents will be increased
of the search, management and sending charges, for a fixed fare amount of
2.00€ w/o VAT which will be added to the fee invoice due and sent to the
owner of the aircraft. Potential chasing up fees will be invoiced on the basis
of 10.00€ w/o VAT including the postal recording fees.
Article 8 – RESPONSABILITY AND INDEMNITY
8.1.
Each user seaking airport assistance on Angers Marcé airport is reputed to
know the using conditions of the public equipment and give up to exercise
against the airport and its employees all the main actions or guarantee at any
way it is and leading to the compensation of the damages that may be caused:
 either to persons transported by the air carrier
 either to third part by aircrafts they operates
 either to the so called aircrafts
 Or to goods or luggages or mail fret transported except in case of heavy foul
of Angers Marcé airport or its employees.
8.2. Concerning airport assistance, the airport liability applies from the moment
passengers, fret or mail leave the aircraft. The airport responsibility ends when
passengers, fret and mail are boarded and after signature of the documents by
the user or his duly fitness representative.
Article 9 – ARBITRATION AND LEGAL COMPETENCE
The contestings that may give the interpretation and execution of the present text
will be of Angers courts competence.
