1. The Government of Sierra Leone has received funding in the amount of Twenty Eight Million
Five Hundred Thousand United State Dollars ($ 28,500,000) from International Development
Association IDA of the Word Bank, Multi-Donor Trust Funds (MDTF), European Union (EU),
DFID and pool funding from the AfDB towards the cost of Public Financial Management
Improvement and Consolidation Project and intends to apply part of the proceeds of this grant to
payments under the contract for IFB № MoFED/PFMICP/PMU/NCB/01/06/2015
2. The Project Management Unit of the Public Financial Management Improvement and
Consolidation Project now invites sealed bids from eligible bidders for the supply delivery and
installation of the following:

3. Bidder has the option to bid for one or more lots. Bids will be evaluated on “lot by lot” basis.
The contract(s) will be awarded to the Bidder or Bidders offering the lowest evaluated bid price
to the Purchaser for combined lots, subject to the selected Bidder(s) meeting the required
qualification criteria for lot or combination of lots as the case may be. If a bidder is awarded
more than one lot, one contract may be signed, covering all awarded lots.
4. Bidding will be conducted through the National Competitive Bidding (NCB) procedures in
accordance with Sierra Leone Public Procurement Act, 2004 and opened to all eligible bidders
defined in the Bid Document and the provisions of Section I, and Paragraphs 3.3 and 3.4 of the
World Bank) Procurement Guidelines (i.e., “Guidelines: Procurement of Goods, Works, and
Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank
Borrowers” dated January 2011.
5. A complete set of bidding documents may be purchased and collected by interested bidders
on submission of a written application and upon payment of a non refundable fee of
Le.500,000.00 (Five Hundred Thousand Leones only). The document may be collected by
hand at the Office of the Project Secretary, Project Management Unit, Public Financial
Management Improvement and Consolidation Project 3rd Floor, Freetown, Sierra Leone
Commercial Bank Building, 35A Lightfoot Boston Street Freetown Sierra Leone or will be sent
by courier at an additional cost of One Million, Five Hundred Thousand Leones
(Le.1,500,000).(DHL).
6. Interested bidders may obtain further information and inspect the bidding document at the
office of the Local Procurement Specialist, Project Management Unit (PMU). Public Financial
Management Improvement and Consolidation Project,3rd Floor, Sierra Leone Commercial Bank
Building, 35A Lightfoot Boston Street ,Freetown, Sierra Leone, between 8:30 am and 5:00 pm
(Sierra Leone time) from Mondays to Fridays.
7. Sealed bids must be delivered to the Office of the Project Secretary, PMU, Public Financial
Management Improvement and Consolidation Project 3rd Floor Sierra Leone Commercial Bank
Building, 35A Lightfoot Boston Street, Freetown Sierra Leone on or before 12:00 noon (Sierra
Leone Time) on Friday 10th July , 2015. All bids must be accompanied by a Bid Security
amount Le 25 million for lot I and Le 15 million for lot II, or the equivalent in a freely convertible
currency.
This requirement is for national bidders in Sierra Leone only

A Certified True Copy of a Valid Business Registration/ Renewal Certificate

A Certified True Copy of Valid Tax Clearance Certificate from the National
Revenue Authority (NRA) (Valid up to the time of bid opening)
8. Bids will be opened on Friday 10th July, 2015 at 12:00 noon. (Sierra Leone Time) in the
presence of bidder’s or their representatives who chose to attend, at the Project Management
Unit, PFMICP, Third Floor, Sierra Leone Commercial Bank Building, 35A Lightfoot Boston
Street, Freetown, Sierra Leone.
Late bids will be rejected and returned unopened to bidders.
