Paris: a smart city by 2020
The smart city initiative combines technological solutions
and open-source methods from an innovative ecosystem
with input from Parisians to address major urban
challenges for their benefit. The competitiveness and
attractiveness to business of major international cities
depends in no small part on the quality of their digital
infrastructure. Paris City Council has outlined its firm
digital commitment in its Digital City 2015-2020 Master
Plan.
Digitizing public spaces
and neighborhoods
More and more street furniture is being connected, while
digital displays in public spaces are appearing everywhere.
This includes Paris’s new wave of bus shelters, featuring
touch lighting of information panels at night, USB ports to
recharge mobile devices, audio announcements of waiting
times, large digital touch screens for information and
services, and roofs with solar panels or plants.
Digital fab labs
With the surge in mobile offices and a movement towards
shared applications, fab labs have come to the fore.
Digital fab labs in Paris – bringing together work stations,
self-service 3D printers, as well as consulting and
expertise services – include LeFabClub, Usine IO, Numa
and Le petit fablab de Paris.

Smart sensors
Building digital cities also involves installing sensors in
buildings (‘the Internet of Things’), helping to identify
malfunctions, generate energy savings, and collect
information which can be used to develop smart networks.
Paris apps
Paris City Council has developed a number of mobile apps
to simplify daily life for Parisians. “Paris Taxis” provides
real-time updates on vehicle availability at Paris’ 120 taxi
ranks, and “Paris Piscines” provides information on the
city’s pools, while “Que Faire à Paris” presents the very
latest cultural events.
An online city
In 2014, Paris City Council launched the “.paris” internet
domain. The authorities in Paris and the Paris region are
also very active on social networks (Twitter, Facebook,
Instagram, Pinterest, Vine, LinkedIn, etc.).
Digital public spaces in
Paris
Paris City Council seeks to combat digital exclusion
through its 16 digital public spaces, which provide jobhunting, computer training and literacy software for use
by those in need. Moreover, the Paris WiFi service provides
free broadband internet access in all Paris’ parks, gardens
and libraries.

Paris goes fiber optic
Paris is constantly upgrading its network, adopting fiber
optics throughout virtually the whole city. To minimize
installation work, co-owners in each building confer in
advance to select a single preferred operator.
Open city, open data
Digital technology has the power to enhance publicservice user experiences by giving them online
access to various formalities. Paris City Council is
investing €180 million to further digitize administrative
procedures and create new digital services. An Open
Data website has already made all the city’s data
available to developers, who can help to improve
existing services. Data accessibility forms part of the
city’s open innovation approach.
30% foreign startups in
Parisian incubators
France’s capital is striving to increase the attractiveness
of its ecosystem to foreign startups, with a target of
ensuring that 30% of startups in Parisian incubators
hail from outside France by 2020. The Paris French
Tech Ticket, the Paris Landing Pack, greater international
cooperation on innovation, as well as the creation of
Paris&Co (an economic development and innovation
agency for Paris), will all play a part in this.
