The Undertaking:
(i)
Nature of Undertaking
Amendment to Crown Five Year Operating
Plan for Forest Management District 2 for
commercial timber harvesting.
(ii)
Purpose/Rationale/Need for Undertaking
As described in the EA-approved 2007-2011
Five Year Operating Plan for District 2, the
harvest strategy for the District requires a
focus on the harvest of old and decadent
balsam fir stands before they pass the point
of commercial viability. Consequently,
commercial timber harvesters in District 2,
operating under a Crown cutting permit, are
required to harvest 25% of their annual
allocation in these “priority” stands of older
balsam fir as well as 10% of their annual
allocation in disturbed and/or remnant
stands. These amendments are required to
access such priority and remnant stand areas
as these (Operating Areas 216, 223, and
236).
Harvest Block 216 will be accessed via the
Dark Hole Brook resource road approved
through a previous amendment (file# 1345,
September 2007) At this time we are
requesting to harvest the timber, which has
been made accessible by this road, in the
forest stands to the north of Long Lew Pond.
All of these harvest blocks are proposed for
harvested during the planning period (200711). The District’s sustainable harvest level
will not be exceeded and any wood
harvested in these areas will be offset by
reduced harvesting elsewhere in the District.
Description of Undertaking:
(i)
Geographic Location
Forest Management District 2 generally
comprises the Bonavista Peninsula, as well
as areas on both sides of the Trans Canada
Highway from the Eastern entrance of Terra
Nova National Park to the community of
Sunnyside.
Operating Area 216 is located on
unalienated Crown land approximately 7 km
west of the town of Clarenville. The
proposed harvest area amendments are
located immediately east of the approved
operating area.
Operating Area 223 is located on
unalienated Crown land approximately 6 km
west of the town of Bloomfield on the
Bloomfield access road. The proposed
harvest area amendments are located 2 km
east of the approved operating area.
Operating Area 236 is located on
unalienated Crown land approximately 2 km
east of the town of Burgoynes Cove. Block
236 does not presently exist in the 5 year (
2007-2011) Operating plan for District 2.
The attached 1:50,000 and 1:12500 scale
topographic maps identify the geographic
location of the amendment areas.

Operation
(a) Road Development/ Reconstruction:
1.0 km of new secondary access road will be
constructed to access Harvest Block 236.
The proposed route will be accessed directly
from the Slate Mine Road.
One bridge will be required on the proposed
secondary access road to Harvest Block 236.
The bridge will be installed at the western
end of Nut Cove Pond.
Road and bridge construction will be carried
out with excavators and manual labour.
(b) Harvesting
Amendment to Harvest Block 216
As noted above, the new road will provide
access to an additional 9,130 m3 of
harvestable timber in previously isolated
forest stands north of Long Lew Pond. All
timber will be harvested to utilize the
maximum amount of fibre. The timber will
be felled mechanically and conventionally
forwarded to roadside.
Amendment to Harvest Block 223
This amendment will allow harvesting of
180 m3 of remnant timber in previously
harvested forest stands west of South West
Brook on Bloomfield Access Road. All
timber will be harvested to utilize the
maximum amount of fibre. The timber will
be felled by manual cutters and
conventionally forwarded to roadside.
Amendment to Harvest Block 236
This amendment will allow harvesting of
3340 m3 of timber in disturbed forest stands
northwest of Nut Cove Pond. All timber
will be harvested to utilize the maximum
amount of fibre. The timber will be felled by
manual cutters and conventionally
forwarded to roadside.
(iv)
Occupations
These operations will create approximately
100 person weeks of employment as well as
help sustain approximately 300 year round
jobs in the timber harvesting / sawmilling /
pulpwood industries.

Upon approval, this proposal will become
part of the Crown’s Forest Management
District 2 Five-Year Operating Plan, January
1, 2007 to December 31, 2011.
