2012: A year in review...
January 4, 2012
On Thursday the Kimble
County Sheriff’s Office apprehended a man wanted by
the Bexar County Sheriff’s
Office and San Antonio Police
Department. He was being
sought for questioning in a
capital murder that occurred on
Wednesday and another murder that occurred on Thursday
morning.
Sheriff Hilario Cantu
received a telephone call on
Thursday right before 5 p.m.
from Texas Ranger Wayne
Matthews of Kerrville. Ranger
Matthews told Sheriff Cantu
that a stolen car driven by a
murder suspect out of San
Antonio was headed west on
Interstate 10 toward Kimble
County.
The driver, later identified
as David Langdon, was wanted for questioning by the San
Antonio Police Department
in the capital murder on
Wednesday of a San Antonio
man, with whom Langdon was
acquainted. He was also wanted
by the Bexar County Sheriff’s
Office for questioning in the
murder on Thursday morning of a San Antonio woman,
believed to be Langdon’s girlfriend. Langdon was reportedly in the girlfriend’s car, which
had been reported as stolen.

happened in San Antonio.
The Texas Commission on
Jail Standards is a state agency
tasked with inspecting every
jail in the State of Texas on a
yearly basis.
On Thursday, December 15,
TCJS Inspector Jimmy Barton
arrived for an unannounced
inspection of the Kimble
County Jail.
Sheriff Hilario Cantu is
pleased to report that once
again, the Kimble County
Jail was found to be in compliance with all rules of the
Commission.
Virgie West Craig went to be
with the Lord on December 23,
2011, in Junction, Texas.
Melanie T. “Red” Ellis, 51,
of Junction, passed from this
life at her home on Monday,
December 26, 2011.
Juan H. Sepeda, 80, of
Junction, passed from this life
on December 24, 2011, at his
home.

Michael Dewayne Williams,
age 42, was arrested during a
traffic stop by the Bonne Terre
Police Department in Bonne
Terre, Missouri, on December
30, 2011. Williams has been
charged in Kimble County
with three counts of forgery.
The Board of Directors
at First State Bank recently
announced the promotion
of Kay Cardwell to Vice
President in Charge of Loan
Administration. Her duties
include oversight of all areas of
loan administration, including
underwriting, documentation
preparation and coordination,
and compliance with federal
and state regulations as they
relate to the lending function at
First State Bank.
Kimble County Crime
Stoppers and the Kimble
County Sheriff’s Office are
offering a $2,000 reward for
information leading to the
arrest and conviction of the
person or persons responsible
for stealing a four wheeler
from the Texas Tech campus
between 5 p.m. on Wednesday,
January 4 and 1 p.m. Thursday,
January 5.
A dog trained to sniff out
explosives located the handgun
suspected of having been used
in two capital murders in San
Antonio last week.
David Langdon, 30, of
San Antonio, was arrested in
Kimble County on December
29, after a two-hour manhunt,
on a capital murder warrant
out of Bexar County. At the
time of his apprehension, no
weapons were found.
Surrounded by her loving
family, Jerry Crane, daughter
of Minnie Carson and sister of
Celia Stewart, both longtime
residents of Junction, passed
away Friday, January 6, 2012,
in Seal Beach, California.

The Board of the Kimble
County Hospital District held
a called meeting on January 16
to review its agreement with
Preferred Hospital Leasing,
Junction, Inc. (d.b.a. Kimble
Hospital) for operation of the
district’s hospital and medical clinic. Also addressed were
this year’s election for two
positions on the board and the
need for a Medicare-required
study.
Preferred Management currently has a five-year lease
under which it operates all
aspects of the hospital and
clinic, including the hiring of
all employees. It pays the district $1 a year for the lease and
receives a monthly payment
of $58,001 from the district
for operation of the clinic and
hospital, as well as for indigent
and uncompensated care. The
payment to Preferred is adjusted annually for inflation. The
lease expires at the end of May
2013, but may be extended or
amended earlier if agreeable to
both parties.
On January 16 the City
Council held a called meeting
to be briefed on two proposals related to the city’s water
resources. The meeting was
for informational purposes
only. Accordingly, no action
was proposed or taken on the
proposals.
Charles Michael “Mike” St.
Clair, 65, died peacefully in his
sleep at his home in Meridian,
Texas, on January 7, 2012,
where he had been a patient
of Hospice of the Heart for the
past year.
Johnny D. Townsend, 66, of
Junction, Texas, passed from
this life on Friday, January 13,
2012, at his home.

days and recovered thousands
of dollars worth of stolen property.
On September 21, 2011, a
burglary at the L.R. Castleberry
residence in the London area
was reported, with multiple
items taken.
On November 3, 2011,
Kenneth Sorrell reported the
theft of a space heater that had
been left by FedEx at his gate
to his property in the London
area.
On January 18, 2012, Kelly
Edison of London reported that
items had been stolen from
her property, and three buildings on her property had been
burglarized as well. Edison
gave the name of the renter
whom she believed had committed the theft and burglaries
to Deputy Whitney Gardner.
Deputy Gardner requested
assistance from Sheriff Hilario
Cantu and other deputies, who
then proceeded to the suspect’s
home.
Upon gaining consent to
search the suspect’s residence,
officers located all of the items
taken in the Castleberry burglary, the Sorrell theft and the
Edison theft and burglaries.

Ard reported that an ATV had
been stolen from the Texas
Tech Center.
An initial investigation
was conducted, and the ATV
information was entered
into the Texas and National
Crime Information Center. On
January 13, 2012, the ATV
was recovered by a Texas DPS
trooper in Navasota. One of
the suspects, Abel Martinez of
Junction, is in custody.
The Junction Texas Tourism
Board (JTTB) met on January
17 to hear a presentation by
Briscoe Hall (BH) on the marketing of the Junction area as
a destination for tourists. BH
is a full service branding, marketing, and advertising agency
located in Kerrville, Texas. A

another east bound pickup from which the driver and a passenger bailed out on foot and got
away even though a good perimeter was established very quickly, and the DPS helicopter
was here within an hour. Cantu and his department suspects it’s the same person as the last
two times that this has happened. Fingerprints from the vehicle have been sent to the DPS
lab for lifting and hopefully an identification of the subjects. 1-25-12

awareness throughout Texas of
the Junction area as a tourist
destination. Visitors would be
encouraged to take day trips,
overnight stays, and stays
of several days and to do so
throughout the year instead of
just seasonally. The marketing
would initially target potential
visitors from the San Antonio
metropolitan area. The essence
of the program is to bring an
increasing number of visitors
to Junction to generate more
business, to help create additional jobs, and to increase tax
revenue, thereby benefiting the

Like so many victims, the
child (who was the defendant’s
stepdaughter) had not told anyone what was happening to
her for about a year until she
told a friend, who, recognizing
the importance of the disclosure and wanting to protect
her, told an adult. The case
was investigated by the Mason
County Sheriff’s Office, Child
Protective Services, and the
Hill Country Child Advocacy
Center in Burnet.
The Board of the Kimble

January 30 and spent a good
part of its lengthy meeting
discussing whether to extend
the district’s current lease with
Preferred Management for
operation of the clinic and hospital. In a split vote, the board

Troy Shane Knowles, a 37year-old former Mason resident, was convicted Thursday
of the felony offense of continuous sexual abuse of a child
occurring in Mason County
throughout 2010 when the victim was 11 and 12 years old.

Texas Tourism Board met for
its regular monthly meeting.
The primary purpose of the
meeting was to review and
discuss possible action on the
tourism marketing proposal
made by Briscoe Hall (BH),
a marketing and advertising
agency located in Kerrville. An
unrelated request for funds was
also received from the South
Llano Watershed Alliance.
As reported previously, the
BH proposal is designed to
increase awareness throughout
Texas of the Junction area as a
tourist destination. Initially, the
marketing of Junction would
target potential visitors from
the San Antonio metropolitan
area. Visitors would be encour-
aged to visit throughout the
year instead of just seasonally and would be channeled
to the downtown area so they
become aware of Junction as
something more than just a
stop on the Interstate.

At its monthly meeting on
February 13, the City Council
approved diagonal parking in
the downtown area by a vote
of three (Aaron Bierschwale,
Hoyt Moss, and Olan Raley)
to two (James Gamble and
Michael Miller). The change
is expected to take place during the coming two to three
months. The council also
heard a report on an audit of
the city’s finances, and dealt
with miscellaneous matters,
including issuing an order for
the city’s general election on
May 12.
As approved, parallel parking will be changed to diagonal parking on a segment
along Main Street between
5th and 8th Streets. This will
change the segment from a
four-lane to a two-lane highway. The change to two lanes,
but with parallel parking,
would also be made between
the South Llano River Bridge
and 5th Street.
On Thursday, February 9,
the Kimble County Sheriff’s
Office was contacted by
Sheriff Brice of Real County.
Sheriff Brice requested assistance from the Kimble County
Sheriff’s Office in recovering
a semi-automatic pistol that
had been stolen from a Border
Patrol agent’s personal vehicle
during a series of car burglaries
in Camp Wood.
The initial investigation
by Real County pointed to a
Junction resident. Deputies
knew the suspect to be a
Junction High School student,
who upon questioning admitted he had the pistol at his
home. The student turned the
pistol over to the deputies, and
charges may be filed at a later
time.
On Friday, February 10,
Real County Deputy Sheridan
traveled to the Kimble County
Sheriff’s Office, and the stolen
pistol was turned over to him.

Henderson resigned unexpectedly at a special session of the
board held on February 13.
Henderson resigned, effective immediately, because of
a potential conflict of interest. This potential conflict
involves a close relative
working with the geropsychiatric program administered by Diamond Healthcare
Corporation, a mental health
counseling and therapy program for the elderly.
The Board of the Junction
Texas Economic Development
Corporation (JTEDC) held its
regular monthly meeting on
February 7. The meeting was
preceded by public hearings
on two topics. One of the
topics – diagonal parking in
the downtown area – was the
subject of considerable discussion.
Michael McGee, of Mason,
passed away on Monday,
February 6, at the age of 69.

on February 14, the Kimble
County Commissioners Court
was informed of a grant awarded by the Federal Emergency
Management Agency (FEMA)
for costs related to last year’s

that FEMA awarded the county 75 percent, the full amount
allowable, of claimed costs of
$206,386.25 for fighting the
Oasis fire, for a payment of
$154,789.69. The commissioners voted unanimously to
disperse specified shares of
this amount to the over 40
entities that incurred costs in
fighting the fire. Murr stated
the grant, donated cash, donations of labor and equipment
and materials helped hold the
cost to the county of fighting
this fire to a minimum.
Jamie Kathryn Roberts
went to be with the Lord on
February 16, at the age of 70,
after a brave battle with can-
cer. She passed away peacefully surrounded by family

would be considered part

row that the Golden Eagle
Band will perform in the UIL
State Wind Ensemble Contest.
The Golden Eagle Band
achieved this accomplishment
by earning a Superior, or first,
division rating on the concert
portion of the contest at the
Region 7 UIL Concert and
Sightreading contest that was
held on March 1, at Coleman
High School.
The Kimble County 4-H
Shooting Sports Club has
received a grant for $4,417.00
from the West Texas Friends
of NRA and the NRA
Foundation. This money will
be used to purchase two new
rifles, shooting stands, targets,
safety glasses and other items
in support of its rifle program.
The check will be presented
to the club on Thursday March
22, by Jack Cannon, NRA Field
Representative and Derrick
Ard, West Texas FNRA Grant
Committee Co-Chairman, during the 3rd Annual Kimble
County Friends of NRA
Banquet and Fundraiser. It is
these banquets that generate
the funds from which grants
are awarded.
The monthly meeting of
the Kimble County Commissioners Court was held on
March 13. The commissioners
voted to oppose the creation of
a watermaster. They also voted
to apply for a grant to help
defray firefighting expenses,
and spent considerable time
dealing with county road matters.
The commissioners responded to a request from the Texas
Commission on Environmental
Quality (TCEQ) for comments
on the creation of a watermaster in the Colorado River
Basin, which includes Kimble
County. After listening to
County Judge Andrew Murr
describe the regulatory and
cost aspects of such a position, Commissioner Charles
McGuire made a motion,
seconded by Wylie Taff, to
oppose the creation of a watermaster.

Kimble
County
Hospital District Board met in
regular session on March 26,
and dealt with mostly administrative matters, including
arrangements for the upcoming May 12 election for two
new board members. The
new board that will be in
place after the election will be
faced with making some very
important decisions.
The four individuals who
have filed for election for the
two at-large positions are Dicky
Adams, Bobby Chenault,
Charley Goodman and Trey
Sullivan. After the election, the
two newly elected board members will be joining current
members Noe Martinez, Debra
Mudge, Claudette Primeaux
and Molly Robinson. This
newly constituted board will
be appointing a seventh board
member to fill the vacancy
created by the resignation of
Daniel Henderson. These individuals will have to determine
the best option for operating
the district’s new hospital and
clinic and repaying the debt
incurred ($16.9 million) for
construction of these facilities.

Texas Basketball Team.
Kaitlin Lumpkins is a 5-foot11 point guard and averaged

senior at Junction High
School. Whitworth earned
first team All-District honors for the second straight
season, averaging 7.5 points,
6.0 rebounds, two steals and
2.8 blocks for area-finalist
Junction. This senior post
helped guide the Lady Eagles
to the District 8-2A title.
On Thursday, March 22,
the Kimble County Friends
of NRA held its 3rd Annual
Banquet. A record crowd of
138 were in attendance to support the event. Attendees were
served a home cooked BBQ
brisket dinner followed by
entertainment provided by Pete
Davis, Cowboy Poet.
After dinner, the main event
of the evening was kicked off,
starting with a live auction.
After the live auction, the fun
really started with the numerous prizes being drawn for the
individual raffles. This year’s
event featured over 20 items
to raffle, including seven firearms.

In honor of National Child Abuse and Neglect Prevention month, members of Bluebonnet CASA and the senior class of JHS gathered on the front lawn
of the high school to remember the children of abuse and neglect. The class released 232 white balloons in memory of the Texas children who have died
this past year because of abuse and neglect. Thirty-six blue balloons were also released to honor those children in our four-county area who have been
removed from their homes and are being served by Bluebonnet CASA. CASA deeply appreciates the help of Dr. Reneé Schultz, Karla Boone and her
classes and the senior class who gave of their time with this project and NAPA who generously donated the helium. 4-11-12

Party” event, the outdoor lighting fixture out back of the cafeteria got dressed up in a new
outfit. It took Junction electrician Jimmy Braneff about
a half hour to install a skyfriendly shield there.
The South Llano River is
often called “our river” by local
residents. Why? Because we
grew up living near it, swimming, fishing, and paddling in
it, having family and social
gatherings along its banks, and
drinking its waters. True, its
waters belong to the state of
Texas and the public, but we
also call it “our river” because
no others appreciate its beauty
and care about it as we do. As
more of the public discovers
the South Llano River, those
who already know of its value,
want to help others share in the
preservation of this treasure,
while respecting those who
live along it.
On Saturday, April 14, the
South Llano Paddling Trail,
starting at the South Llano
River State Park and ending
at the Junction City Park, officially opens.
The Junction Texas Tourism
Board (JTTB) met for its
regular monthly meeting on
March 28 and discussed topics concerning tourism and
promoting local business
opportunities, including the
need for a master plan for the
City of Junction.
During the public forum
part of the meeting, Chuck
Fitts played a JTTB-funded
video prepared to promote
the annual Easter Pageant in
Junction. Bill Nieman also
updated the board on “Night
Skies” activities in Kimble
County. These activities are
intended to help reduce light
pollution and promote more
energy efficient and less costly lighting. The night skies
are considered an attraction
for visitors, especially those
seeking to escape the excessive light pollution in urban
areas.
Cheryl Herring, the board’s
part-time tourism coordinator, provided the board with
a full update on her activities,
including working with the
marketing firm Briscoe Hall
to bring a new website online
to promote Junction as a destination for tourists.
Damon Mervin Evans was
born in Junction, Texas, on
June 2, 1931, to John Edward
and Minnie Alice Cohea
Evans, founding families of
Kimble County. He took his
last breath here in Junction on
March 28, 2012.
Hollye Woolcock passed
away at home on Sunday,
April 1, at the age of 97.

On April 9 the City Council
held its monthly meeting and
adopted a new marketing slogan for the City of Junction. It
also passed a resolution supporting preservation of the
Night Skies and considered
miscellaneous matters.
The new slogan reads:
“Junction – Rivers and Hills
and Trees. Oh, My!” The
expectation is that the slogan, an accompanying logo,
a Facebook page, and a new
website will better prepare
Junction to compete in the
highly competitive tourism
marketing industry.

Assistance Grant for $154,790
that was used to repay over
40 entities that helped fight
last year’s large Oasis wildfire.
The county has now received
an additional $19,246 from
FEMA to help defray the costs
of some of the smaller fires
in 2011. The commissioners
voted unanimously to disperse
this money among the entities
that fought these fires, including the Junction and London
volunteer fire departments and
the Kimble County Ranch Fire
Association.
The annual Wise Living
Event took place at the City
Park pavilion on Saturday,
April 14, with a record number
of 157 volunteers participat-
ing and over 500 community
members attending the event
throughout the day. Over 60
adults and children arrived at
8 a.m. to pick up trash around
the community and surrounding highways.
Seven teams participated in
the Dash for Trash friendly
competition for cash. The
Hamilton family of three
received the “most bags of
trash” prize in the small group
division and the Daisies (Girl
Scouts) received the same
prize in the large division. The
Boy Scouts was another large
group that received a prize
for picking up a large amount
of trash. The Brownie’s (Girl
Scouts) received the prize for
the “most people and adults,”
and the Romero family and
Daisies picked up the prize
for the “most enthusiasm,”
along with the Hall family that
had a special chant that made
everyone smile. The Salazar,
Hamilton and Romero families
each brought back the “most
unique” trash items for a cash
prize; a computer keyboard,
something that no one could
make out, and a variety of
junk.
Everyone did a great job, and
84 bags of trash were collected
in the competition and another
18 bags were collected but not
entered into the competition.

Rachal Katerle and Dalton Schulze have been chosen by the Floyd A. and Kathleen C.
Cailloux Foundation to be the recipients of the Cailloux Foundation Scholarship. Each
scholarship is an award of up to $14,000, depending on other scholarships received, which
is renewable for up to three years or until a bachelor’s degree is obtained. Katerle is planning on attending the University of Texas at Austin to earn a degree in biochemistry. She
is the daughter of Robert and Kristi Katerle. Katerle is currently ranked first in her class.
Schulze, second in the 2012 graduating class, is planning on going to A&M University to
earn a degree in engineering. He is the son of Tooter and Mariana Schulze. 5-9-12

According to Amos Barton,
District Attorney for 198th, his
assistant, Brad McCullouch,
tendered his resignation on
Tuesday, May 1. McCullouch
told Barton verbally and by letter that he needed to resign in
order to focus on his campaign.
He is running for District
Attorney against Scott Monroe.
Barton had earlier announced
that he would not seek another
term as DA of the 198th.
Due to the prolonged illness
of Barton’s other Assistant
D.A., Donnie Coleman, the
198th District is already shorthanded. Barton said in a phone
interview, shortly after receiv-
ing McCullough’s letter of resignation, that he was already
“scrambling”.
A large crowd from far and
near gathered at the Courthouse
Saturday morning, April 28,
to motor twenty miles for the
annual outing at the natural
landmark known for decades
as the Seven Hundred Springs.
The weather was picture-perfect, and the pristine beauty
of the area on the South Llano
River was enjoyed by old-timers as well as toddling youngsters.
The event was coordinated
by Frederica Wyatt, chairman
of Kimble County Historical
Commission, who has each
year since the event began seventeen years ago, welcomed
the group and related the rich
history of the Springs site and
surrounding area.
Researchers at Texas Tech
University’s Llano River Field
Station in Junction recently
received a $1.1 million grant
from the U.S. Environmental
Protection Agency (EPA) to
develop a watershed protection
plan for the Upper Llano River
watershed, which runs through
the campus.
Through a federal Clean
Water Act 319(h) grant
from the EPA through the
Texas State Soil and Water
Conservation Board, the Texas
Tech University Llano River
Field Station, Texas Tech
Water Resource Center, Texas
Water Resources Institute and
South Llano River Watershed
Alliance will work to facilitate the stakeholder process for
development of the plan.

Last Wednesday, May 3,
shortly after lunch, a few fifth
graders at Junction Elementary
School were misbehaving and
failed to comply when teachers repeatedly directed them
to quiet down. Instead, the
volume increased, now including cat sounds, “meowing”.
The three fifth grade teachers responded by assigning a
questionable and ill-advised
punishment to all 49 students,
whether they had been participating in the ruckus or not.
They were made to “meow”
while crawling on their hands
and knees on the rough, hot
JHS track. The unintentional
results were ten and elevenyear-old children with blistered
hands, raw, scraped knees and
confusion about what they had
done that justified their injuries.
At a called meeting of the
Junction Independent School
District Board of Trustees,
much time was spent hearing
from twenty-three people who
had signed up to speak during
the “Citizens Comments” part
of the meeting. The packed
house applauded enthusiasti-

cally after each speaker.
The Board then retired for
a closed session to discuss
“Personnel Responsibility and
Duties Related to the 5th Grade
Incident”. (See story above.)
Nearly two hours later, Board
members returned briefly to
an open session. There was
no discussion. Sharon Sissel
made the following motion
(that she read from a piece of
paper that she brought from
the closed session) to “take the
superintendent’s recommendation to place the 5th grade
teachers back in the classroom
and to place this item on the
board agenda immediately following the conclusion of the
District Attorney’s assessment,
if needed.” Angie Wilson seconded. The motion carried
unanimously.
The JISD Board of Trustees
met in a called session on May
2 with all members in attendance: Bob Chapman, Luke
Levien, Allen Castleberry,
Cody
Plumley,
Ronnie
Carpenter, Sharon Sissel and
Angie Wilson. Plumley, president of the board, presided.
The first order of business
handled was the hiring of a
new band director, due to the
fact that the present director,
Adrian Alonzo, has resigned. A
committee composed of Becky
Stapper, Norma Guzman,
Meredith Nowlin, Melissa
Hoggett and Alonzo had interviewed numerous candidates
for the band director position
on April 16. In addition, all
candidates conducted and cliniced the JISD band with students being able to ask each
candidate questions.
The committee unanimously
ranked John Martinez as the
top candidate for the position.
He is a retire/rehire which
means JISD does not have to
pay him on the salary scale.
He would accept a salary based
on 15 years of experience, and
in addition, his insurance does
not have to be paid, saving
approximately $2,200. The
board unanimously approved
Martinez as the 2012-2013
band director.
The Board of the Junction
Texas Economic Development
Corporation (JTEDC) began
its monthly meeting on May
1 by meeting briefly in executive session (closed to the
public) to discuss deliberations
on economic development
negotiations. After returning to
open session, no further discussion or action was taken on
