Charmaine has a 30-year track record of making lasting contributions to communities throughout the Bay Area, providing housing for individuals and families at all income levels and developing pioneering, vibrant, mixed-use urban infill projects with a strong emphasis on design. She started Curtis Development in 2009 having built and run several real estate ventures over the past two decades. Charmaine’s real estate experience encompasses a diverse range of multi-family, mixed-use, urban infill projects including the groundbreaking conversions of formerly industrial buildings to lofts and the construction of housing over a full service grocery store on an entire city block. She has overseen or otherwise participated in the development of over 7,000 units of housing, 4,000 of which she developed as the President of A.F. Evans Development. Created with new construction and historic renovation, this new infill community is certified LEED ND Gold and includes 330 units, an urban park, community building and garden, fitness center and club room. 38 Dolores, also located in San Francisco and certified LEED Gold, added 81 units over a 30,000 GSF Whole Foods Market with shared parking on a uniquely shaped infill site. The development was executed under a Disposition and Development Agreement with the City of Santa Monica and was a key component to the overall vision for the City’s Civic Center Specific Plan addressing the need for affordable housing. An around-the-clock work-live-play community, Ocean Avenue South is comprised of the largest, single-income restricted affordable apartment complex that the City has helped finance, two luxury condominium properties, lush landscaping, outdoor plazas with public art, retail and restaurants. Of the 318 housing units, 50% are dedicated affordable units which is an unprecedented mix of affordable and market rate housing in a single development. Honored as the winner of the 2016 ULI Global Award for Excellence, Ocean Avenue South provides a model for high density urban master planned development focused around public access and connectivity. 7 RELATED CALIFORNIA 1601 Mariposa St - San Francisco, CA 1601 Mariposa will be a LEED Silver–Certified, family and pet friendly, mixed income development located at the base of San Francisco’s Potrero Hill featuring lushly landscaped, publicly accessible greenways that will provide 28,000 SF of neighborhood open space, two small parks and pedestrian access from Mariposa Street through to 18th Avenue. Designed by David Baker + Partners, 1601 Mariposa will include 299, one, two and three bedroom apartments located in two residential buildings with a ground floor lobby and leasing center, a state of the art fitness center facing onto the greenway, resident’s lounge, a work share space, outdoor courtyards and garden spaces, and a roof deck with panoramic views of the San Francisco skyline. 60 of the apartments will be permanently affordable to SF households with incomes of less than 60% of the SF median, 17 more affordable apartments than was required by the San Francisco code. When the project was first proposed, the mixed-use, mixed-income residential development garnered organized opposition from the Potrero Hill neighbors. The Related Team conducted extensive outreach throughout the approval process to gather feedback about density, design, and resources that the community felt it needed. Related partnered with neighboring Live Oak School to explore options for new recreation facilities and redesigned the site plan to accommodate increased set backs and verdant passageway to separate the new residences from the school’s classrooms. To insure an open dialogue, the Related Team developed a website and neighborhood newsletter and designed a monthly project update in the Potrero View, the neighborhood newspaper. Parking will be accommodated with 255 underground spaces and room for 350 bicycles. 1601 Mariposa is unique as it is a significant project within a fine-grained residential neighborhood with varied uses and architecture on each of its four facades. In order to blend the project into the neighborhood, Related engaged multiple architects to produce a development with a variety of unique and contextual facades and rich, fine grained textures to reflect the development’s surroundings within Potrero Hill. Ultimately, the SF Planning Commission approved the project unanimously in November 2015, and contrary to other neighborhood projects, no appeal to the Planning Commission decision was filed. Developed in partnership with Chinatown Community Development Corporation and located adjacent to a waterfront park, the community maximizes an irregularly shaped site defined by the curve in the Cal Train railroad tracks. The unique design of the curved building adjacent to the railroad tracks substantially reduces the sound from the slow moving commuter rail cars. The studio, one and two bedroom residences provide new, well-located housing for San Francisco households with incomes between 50% and 60% of median income. The community’s on-site amenities include a 3,000 square foot community center with a fitness room and an outdoor barbeque area. The community is the recipient of the Pacific Coast Builders Conference Annual Golden Nugget Award for Best Affordable Project-30 units/acre or more. The property opened in 2007 and is fully leased with a long waiting list. The master plan required intense community engagement due to the brownfield nature of the site, the various mix of uses and the intensity of the project within the active and organized community. Sares Regis’ residential affiliate developed 103 condominium style townhomes on a shared podium garage known as Altaire. Altaire is essentially a row home housing solution lifted in the air above the vehicular plane. The pedestrian only zone on the podium allows for densities of 30 DUA and a quiet family friendly atmosphere in which strollers and tricycles are not competing with cars and buses for space. The homes live as traditional row homes or town homes and include two, three and four bedroom plans. The project was very well received in the market place and sold well during the Great Recession as well as garnering multiple design related awards. Altaire was built side by side with 56 all affordable senior restricted residences by BRIDGE Housing Corporation. Together with the multi-generational campus at the JCC which included a state of the art fitness center, senior assisted living, cultural center and pre-school; Altaire has become an integral part of its community and has stood the test of time. Nearly ten years later, the homes are very popular on the resale market and have created a model for an urban density of housing that creates more density than traditional row homes and is appreciated by families perhaps more-so than condominium flats. 10 BAR ARCHITECTS Alchemy by Alta - San Francisco, CA Recently opened, this vibrant new community with 330 market-rate multifamily units, including 50 Below Market Rate units and significant amenities, is Certified LEED ND (Neighborhood Development) Gold, and targeting Green Point Rating compliance for new buildings. Imparting a specific and distinctive design response to enable connection between people and place, Alchemy by Alta comprises a series of five buildings, spaces and details that thoughtfully resonate and respond to the historic Hayes Valley neighborhood. Contributing to this dynamic blend of urban living is the adaptive reuse and expansion to an existing historic Spanish Colonial Revival buildings into a 12,000 square foot community facility and 23 residential units. The five main new residential buildings are carefully sited and designed to provide a new urban edge to the surrounding streets, as well as sympathetically responding to the existing historic buildings. Integrated into the overall project is the design of several outdoor spaces including the new 28,000 sf Waller Park that traverses the entire two block steep site from east to west. A mews runs north to south and intersects Waller Park in a central plaza. A new community garden with a series of stepped terraces provides yet another public gathering space that adds to the richness and variety of this engaging community. 11
