following Regulations under the High Commissioner (United Kingdom) Act
1909-1966.

THE HIGH COMMISSIONER (STAFF)
REGULATIONS'
1. These Regulations shall come into operation on the first day of January, Commencement.
1971.
2. Regulation 33 of the High Commissioner (Staff) Regulations is repealed Proficiency
allowance.
and the following regulation inserted in its stead:" 33.—(1.) Where an officer or employee who is occupying or performing
the duties of an office, or temporary position, specified in column 1 of the following table has passed an approved test in typing at a rate specified in column 2. of
that table in relation to that office or position and in typing letters and documents
with due regard to punctuation and form and has not passed an approved test in
typing at a higher rate so specified and in typing letters and documents with due
regard to punctuation and form, the officer or employee shall be paid an
allowance at the rate per annum specified in column 3 of that table opposite to
that first-mentioned rate:—

" (2.) Where an officer or employee who is occupying or performing the
duties of an office, or temporary position, specified in column 1 of the following
table has passed an approved test in writing shorthand at a rate specified in
column 2 of that table in relation to that office or position and in correctly
transcribing that shorthand and has not passed an approved test in writing shorthand at a higher rate so specified and in correctly transcribing that shorthand,
the officer or employee shall be paid an allowance at the rate per annum specified
in column 3 of that table opposite to that first-mentioned rate:—

" (3.) Where an officer or employee who is occupying or performing the
duties of an office, or temporary position, specified in column 1 of the following
table has passed an approved test in transcribing by typewriter recorded dictation,
the transcribing being at a rate specified in column 2 of that table in relation to
that office or position, and has not passed an approved test in transcribing by
typewriter recorded dictation, the transcribing being at a higher rate so specified,
the officer or employee shall be paid an allowance at the rate per annum specified
in column 3 of that table opposite to that first-mentioned rate:—

" (4.) An allowance is not payable under the last preceding sub-regulation
to an officer or employee who is occupying or performing the duties of an office,
or temporary position. of Supervisor (Typing) in respect of any period in respect
of which an allowance under sub-regulation (2.) of this regulation is payable
to the officer or employee.
" (5.) In this regulation, ' approved test means a test approved by the
Official Secretary.".

3. The Fourth Schedule to the High Commissioner (Staff) Regulations is
repealed and the following Schedule inserted in its stead:—

4.—(1.) Where, during a period that commenced on or after the first day of
January, 1970, and ended before the commencement of these Regulations, an

column 1 of the table in this regulation, the officer or employee shall, by force of
this regulation, be paid an allowance of such amount as would result in his total
remuneration (including any supplementary allowance paid or payable to him
by force of sub-regulation ( 1.) of regulation 2 of Statutory Rules 1970, No. 146)
being not less than the total remuneration that would have been payable to the
officer or employee in respect of that period, if, during that period—
(a) the classification of that office had been the scale of rates specified
in column 2 of the table in this sub-regulation opposite to that office
in column 1 of that table; and
(b)
that scale of rates had been specified in column 2 of the Fourth
Schedule to the High Commissioner (Staff) Regulations opposite to
that office in column 1 of that Schedule.

5.—(1.) Where an officer or employee occupying, or performing the duties of,
an office or temporary position of Steno-secretary to the High Commissioner,
Steno-secretary to a Deputy High Commissioner, Stenographer Grade 1, Stenographer Grade 2, Stenographer Grade 3, Supervisor (Typing), Typist. Transcription Typist or Clerical Assistant (F). Typing was in receipt of a proficiency
allowance by reason of ability to type at the rate of 50 words per minute or 65
words per minute in respect of the year that commenced on the first day of
January, 1970, or a part of that year, the officer or employee shall be paid
additional proficiency allowance in respect of that year or that part of that year—
(a) if the officer or employee was in receipt of proficiency allowance by
reason of ability to type at the rate of 50 words per minute—at the
rate of Ten pounds per year; or
(b) in any other case—at the rate of Thirty-five pounds per year.
(2.) Where an officer or employee occupying, or performing the duties of, an
office or temporary position of Steno-secretary to the High Commissioner, Stenosecretary to a Deputy High Commissioner, Stenographer Grade I, Stenographer
Grade 2, Stenographer Grade 3 or Supervisor (Typing) was in receipt of
proficiency allowance by reason of ability to write shorthand at the rate of 140
words per minute in respect of the year that commenced on the first day of
January, 1970, or a part of that year, the officer or employee shall be paid
additional proficiency allowance in respect of that year or that part of that year
at the rate of Ten pounds per year.

(3.) Where an officer or employee occupying, or performing the duties of,
an office or temporary position of Transcription Typist was in receipt of a
proficiency allowance by reason of ability to type at the rate of 21 words per
minute or 27 words per minute matter played back from a tape recording, in
respect of the year that commenced on the first day of January, 1970, or a part
of that year, the officer or employee shall be paid additional proficiency allowance
in respect of that year or that part of that year—
(a) if the officer or employee was in receipt of proficiency allowance by
reason of ability to type that matter at the rate of 21 words per
minute—at the rate of Five pounds per year, or
(b) in any other case—at the rate of Ten pounds per year.
(4.) In this regulation, " proficiency allowance " means a proficiency allowance
payable under regulation 33 of the High Commissioner (Staff) Regulations.
6. A reference in these Regulations to an amount of money shall be read
as a reference to that amount of money in sterling.
