APOLOGIES
No apologies were received.
40.
MINUTES OF PREVIOUS MEETING
The minutes of the meeting held on 3rd December 2015 needed to be changed due to a
numbering issue but were otherwise approved.

YOUTH CONNEXIONS UPDATES AND INFORMATION
41a.
Redbourn Christmas Tea
Youth councillors that were in attendance of the tea all commented on the success of the
event. It was therefore suggested that for 2016 HYTC should hold their own Christmas tea.
Subject to availability this would be held in Park Hall on the 11th of December. It was decided
that we would begin planning soon and continue it over the year.
The Youth Council was also shown the Film that Councillor Oliver created at the Christmas
tea and was thoroughly appreciated as Oliver did a fantastic job.

Film Club
Emi gave feedback on the event and said that all attendees enjoyed the event. However Debi
informed the group that funding for the Film Club had come to an end and as the event had
not covered its costs the event could not be held again without further funding.
41c.
Young Commissioners
Councillor Emi informed the group that she will be participating in the training held in the
Youth building the following weekend to become a Youth Commissioner. Debi again invited
any other councillors to join Emi if they were interested.
41d.
Youth Parliament Elections
Posters were passed around the meeting showing the candidates running for the St Albans
MYP position. Candidates include Councillors Emi and Olivia. It was suggested by Debi that
they organise a time to go into schools where no candidates were standing and promote
themselves.

42a.
Summer Carnival
David proposed that due to the success of the Christmas carnival we bring a stall to the
Summer Carnival to be held on June 11th. As the theme is Rio the group decided to provide an
Arts & Crafts stall where young people could make masks and maybe other items. Debi also
suggested we use the Door and Key and Hook a Duck activities to raise funds for our chosen
charity. The group decided against selling drinks due to the competition from other stalls.
42b.
FEELING GOOD WEEK
Debi shared the proposal for a bid from the Feeling Good Week fund that she submitted on
our behalf. This was unanimously approved. Debi also asked for councillors to help with the
bid reviewing process which is taking place at the St Albans Civic Centre next Thursday. Any
additional information Debi agreed to email. A stall at the Harpenden Farmers Market on the
21st of February has been provisionally booked. Should this not be available then we have the
Concourse booked as an alternative.
Several members gave their apologies should the event go ahead on the 21st of February
including Debi who had informed the previous meeting that she would be away then as it is
half term.
42c.
CHARITY NOMINATIONS
At the previous meeting it was decided that HYTC would select a new Charity to support for
2016. Three charities were nominated: Young Minds, Hectors House and the Mark Lindgren
Memorial Fund. Following a vote it Hectors House was selected as the Charity that will have
our support in 2016.
Members who attend Sir John Lawes and Roundwood Park schools were keen to run an
assembly given by Hectors House and would confirm dates with Debi in due course.
David shared a letter sent from Herts Young Homeless thanking us for the funds we
contributed in the past year.

OPEN FORUM
44a.
Summer Discount Scheme
All councillors agreed to begin planning for the next Sumer discount Scheme now so that we
are able to improve last year’s system. In order to get businesses on board the council
decided to use the February half term to go to chosen shops around Harpenden. Emily led in
allocating shops to certain people and will email this list around along with a letter to send to
shop managers/owners.

44b.
Night Time Economy
Debi wanted to make everyone aware of an email she sent around regarding a meeting on
the night time economy of St Albans which will be held for Young people to voice ideas about
how services can be improved or added to activate the Night Time Economy. Anyone who is
unable to attend should still send in ideas to Debi. Further details are in the email.

St Georges Proposal
Olivia expressed an interest in protesting the St Georges School proposal to stop allocating
places in the school to people who live outside Harpenden in the villages. The group decided
that they could support this and that Olivia should write a letter to the Town Councillors or any
other involved parties expressing this. Once approved Debi agreed to sign by the HYTC and
send to the relevant contacts.

Debi informed the meeting that due to a teaching commitment she was not able to support the
group for the next 2-3 meetings however another member of the Youth Connexions team
would – name to be confirmed.
44e
The HYTC Chair is taking a sabbatical until later in the spring as she is attending a course.
Tegan will step up as Chair.
