INTRODUCTION
LRI Engineering Inc. (LRI) has conducted a site audit for general barrier-free
accessibility within the Seneca College Markham campus, in accordance with the
approved proposal dated November 25, 2015. The audit was conducted on the
basis of the 2012 Ontario Building Code (OBC) barrier-free requirements relative to
general floor area maneuverability and washroom requirements, as amended (i.e.
amendments effective January 1, 2015).
Additionally, the site audit included a visual review of the inclusion of barrier-free
service counters, fixed queuing guides, recreational trails and general public waiting
areas, forming part of the “Design of Public Spaces” standard of the AODA.
The audit took place over several days of site measurements during the month of
December 2015.
The scope of the review is based on applicable requirements within Section 3.8 of
the OBC. It is noted that the recent accessibility amendments to the OBC primarily
within Ontario Regulation 368/13, and within Ontario Regulation 191/14, are
partially a result of proposed changes for the built environment as part of the
Accessibility for Ontarians with Disabilities Act (AODA) legislation.
The requirements of the 2012 OBC are not retroactive. As such, noncompliant
existing building elements are not subject to mandatory upgrading, until such time
as renovations are proposed.

BUILDING BACKGROUND
The Seneca College Markham campus is located at 8 The Seneca way in Markham,
Ontario. The campus consists of a single 10-storey building (i.e. 10 above-grade
storeys and a Garden Level) containing typical classrooms, computer labs and
faculty offices as well as ancillary amenity spaces such as student lounges, a
cafeteria and a fitness centre.

APPROACH TO AUDIT & SCOPE LIMITATIONS
General
LRI conducted a site audit over multiple days in December of 2015, to take site
measurements and obtain visual information regarding the as-built conditions of the
public areas of the campus.
A general review of the public areas and the public barrier-free washrooms was
conducted. Items not addressed within this report were not included with the scope
of the audit, such as door opening forces, temperature control of barrier-free
lavatory pipes, and other items of a similar nature.
The audit was limited to measurements of room dimensions and washroom fixture
locations as it pertains to general maneuverability requirements within the floor
area as well as exterior barrier-free paths of travel and building entrances. The
items covered were:

Designated barrier-free pedestrian entrances, including items such as:
- Ramp widths, doors, power-operators

Typical washroom facilities for general floor area/clearance
maneuverability requirements, including items such as:
- Water closet locations (from wall and height), stall sizes, lavatories
locations (from wall and floor), and universal washrooms

Typical washroom accessories for general access and dimensional criteria,
including items such as:
- toilet paper dispensers, grab-bars, hand dryers, etc.

Exterior paths of travel such as those leading from designated parking
areas to the public building(s) (i.e. per OBC) and recreational campus
trails (i.e. as part of the Built Environment Standard), including items
such as:
- Exterior pathway widths and slope,
- Recreational trail widths and slope

Interior circulation, including items such as:
- Corridor widths, doorway widths, door clearances (i.e. clear floor
area where no path of travel, latch side clearances, etc.), vestibule
clearances

Wheelchair seating within classrooms that are either tiered/fixed seating,
including items such as:
- Access into rooms and to designated seating spaces

Accessible shower facilities, including items such as:

SUMMARY
The results of the audit with respect to the barrier-free requirements of the 2012
OBC (including January 2015 amendment) and specific AODA requirements as
outlined in Section 1.0 of this report have been summarized in table-format in the
attached appendices.
Items denoted in red in the appendices indicate elements measured on-site which
do not comply with current OBC or AODA dimensional requirements.

lines. One access aisle may be shared by two
parking spots.
Evaluation of Compliance
Access aisles provided adjacent to Type A
parking spots and are significantly more

BUILDING ENTRANCES
3.8.1.2.(1)
The building is required to be provided with
not less than 1 barrier-free entrance when the
building is served by 1 to 3 entrances, not less
than 2 barrier-free entrances when the
building is served by 4 to 6 entrances, and not
less than 50% barrier-free entrances where
the building is served by more than 5
entrances.

3.8.1.2.(2)

Every door that provides a barrier-free path of
travel through a required barrier-free entrance
[in a Group A occupancy] shall be equipped
with a power door operator.
The main entrance is equipped with power
door operators.
3.8.3.3.(5)
Where a required barrier-free entrance
incorporates a vestibule, the door leading from
the vestibule into the floor area is required to
also be equipped with a power door operator.

2012 OBC REQUIREMENT
