Statement of Purpose
The Menifee County Inter-Agency Meeting is a social
services initiative spearheaded by Gateway Community
Action. The goal of the Menifee County Inter-Agency
Meeting is to open lines of communication and to create
spirit of togetherness for the many faith and community
based organizations that provide help to the citizens of
Menifee County.

About the Organization: Half of all Americans will experience a mental illness
during their lifetime. Mental or emotional problems affect all aspects of our lives.
Individuals may become so overwhelmed they cannot function in their day-to-day
lives. We have the level of care you need.
Inpatient Treatment: Stabilizing the crisis that led to hospitalization, providing a
thorough evaluation, developing treatment plan and coordinating care in a
supportive environment that provides 24-hour nursing care.
Outpatient Treatment: This treatment includes a team of nurses, social worker,
psychologists and pychiatrists that will work with patients to address their unique
problems and needs.

About the Organization:
First Steps serves Bath, Menifee, Morgan,
Montgomery, and Rowan counties and is a statewide early intervention system that
provides services to children with developmental disabilities from birth to age 3
and their families. First Steps is Kentucky's response to the federal Infant-Toddler
Program. First Steps offers comprehensive services through a variety of
community agencies and service disciplines and is administered by the Department
for Public Health in the Cabinet for Health and Family Services. 6 Children’s Services

About the Organization: DOVES is a non-profit safe, temporary shelter in a
warm homelike environment for domestic violence victims and their children.
DOVES also provides legal/court advocacy, housing advocacy, financial
counseling, case management, referrals, clothing, personal care items, food boxes,
counseling (group and individual), crisis hotline, children’s services, public

About the Organization: KDVA advocates on behalf of its 15 member service
programs across the Commonwealth of Kentucky and provides training and
technical assistance on issues related to Domestic Violence and Dating Violence.
KDVA works with its member programs to find resources for survivors including
access to affordable housing, economic stability programs, Individual
Development Accounts, Free Tax preparation for low to middle income families

About the Organization: Gateway Head Start provides services to children that
are three or four years old. The services include health, mental health, nutrition,
education, disabilities, family engagement, and school readiness. School readiness
for the children which is the expectation that children’s statuses and progression
across the domains of language, and literacy, and cognition and general
knowledge, approaches toward learning, physical well being and motor
development will improve children’s readiness for kindergarten.

About the Organization: Job Corps is a residential vocational training program
for those ages 16-24 who are low income and in need of training. Job Corp also

About the Organization: The Robinson Scholars Program provides college
preparation services for first generation students who desire to attain a 4-year
college degree. High school enrichment services are provided at no cost to
participants whose parents do not have 4-year college degrees and who reside in
one of the 29 counties in the program’s eastern KY service region.
The Robinson Scholars Program also provides full scholarships to the University
of KY. Each year, we select 29 recipients for the Robinson Scholarship (one in
each of our service-region counties). In addition to a full, 4-year scholarship,
Robinson Scholars also receive program support that includes advising, campus
and community involvement, and special leadership and internship opportunities
supported by the program and its affiliates.

Eligibility Requirements for Service: Any Bath or Menifee County Resident,
who is experiencing an emergency, is eligible for services. The Center is open
Tuesday through Friday from 9:30 AM to 4:30 PM, and the Thrift Store is open to
the public during those hours. Emergency services are offered on Tuesdays
through Fridays by appointment, although walk-ins are considered daily.

About the Organization: Families who request assistance through the Center are
provided a trained caseworker to discuss their emergency situation in detail.
Budget counseling is given at time of Intake to assist both client and case worker in
determining their eligibility for assistance. Services provided by CSSC, Inc are as
follows: Assistance with Food, USDA Commodities, Utilities, Rent & Mortgage,
Clothing, Medical Prescription and transportation, Back to School Program,
Thanksgiving Program, and Christmas program.

About the Organization: The In School Youth Program is available for eligible
High School Seniors who are interested in Work Experience and Summer
Employment. Business and College/Vocational Tours are also available as well as
monthly workshops relating to preparing for the Workforce. The Out of School
Youth Program provides paid work experience and short-term training for
individual’s 18 to 21 years old that meet eligibility criteria. The WIA OSY
19 Program also assists individuals with basic pre-employment skills such as:
resumes, interview skills, how to fill out an application and much more! All the
services provided by the Gateway WIA program are free. If you are 18 or older
you are eligible for our Adult, Dislocated Worker or Trade Program. We off Job
Club every week in Menifee and Morgan Counties where we assist job seekers
with resume writing, interviewing skills, work place ethics and job leads are shared
weekly. Individual career counseling is also available for those who would like to
meet one on one.

About the Organization: Most people agree that being a parent is the most
fulfilling job a person will ever have. They will also tell you that being a parent is
the hardest and most stressful job a person can have. Our program has three
components to help fathers learn about 1) parenting, 2) relationship and financial

About the Organization: Gateway District Health Department serves Bath,
Menifee, Morgan and Rowan Counties with the main goal of Health
Maintence/Promotion through clinic and community activities and projects. Each
county has a local health department and there is also 20 school health units in
each county. Gateway also partners with Morehead State University Caudill
Health Clinic to provide some services.
Services:
Family Planning - designed to provide access to contraceptive services, supplies
and information to all who want them.
26 Kentucky Women’s Cancer Screening – provides breast and cervical cancer
screenings, diagnostic follow-up services and case management utilizing federal
grant monies from the National Breast and Cervical Early Detection Program as
well as state and local funds.
Prenatal – This is part of Kentucky’s efforts to reduce infant mortality and
improving birth outcomes. Prenatal funding for Personal Health Services should be
used for pregnant women who have income at or below 185% of the Federal
Poverty level and have no other payor source.
HANDS – is a maternal and infant home visitation program to teach and support
first time parents with developing family strengths, improving family functioning,
and improving parenting skills.
Women, Infants, and Children Supplemental Nutrition (WIC) – A special
supplemental nutrition program for women ( pregnant and post partum up to 6
months and fully breast feeding women up to 1 year), infants (birth to 1 year) and
children (ages 1 to 5). It provides specific nutritious foods and nutrition education
to eligible persons.
Well Child – program is designed to increase access, so that Kentucky children
could receive Well-Child/Early Periodic Screening of EPSDT exam by nurses at
local health departments. This includes a comprehensive history, screening, and
assessments of physical, developmental, mental and social well being of the child.

Child Fatality Review and Injury Prevention – established in law, KRS 211.686.
The purpose of the local teams in each county is to assist the coroner in
determining an accurate manner and cause of death, provide grief counseling for
infant and child deaths, assist in meetings and reporting and look for ways to
reduce child fatality and injury for that county through special projects and
activities.
Tobacco Control – is a population based service for all people the health
department service area. Interventions include policy and environmental change
strategies that are evidenced based, 5A’s (Ask, Advise, Refer), Tobacco Quit Line
27 and smoking cessation services available, and education on dangers of second hand
smoke.
Medical Nutrition Therapy - is to support community and individuals in providing
education and 1:1 counseling for special diets and nutrition concerns in clinic and
community activities.
Core Public Health Education for MCH – It is a core public health service to
inform, educate, and empower people about health issues. These issues include:
healthy pregnancies, breastfeeding, childhood obesity prevention, Injury
prevention (safe, sleep, including avoidance of co-sleeping), proper use of child
safety restraints in vehicles, childhood lead poisoning prevention, age appropriate
injury prevention, avoidance of second hand smoke, drugs and alcohol).
Environmental Services – Provide for inspections and oversight for the sanitary
operation of food service establishments including concessions, food service
establishments, retail food stores, temporary food, vending machines and bed and
breakfast facilities. Protection of public in sanitary operation of public facilities:
correction facilities; hotel &motels; mobile homes and R.V.s; schools; swimming
pools and beaches; tattoo and body piercing studios; tanning facilities and youth
camps. Regulate matters related to vector control; rabies control measures; septic
tank pumpers; private water; and public health nuisances in order to protect public
health.
Disaster Response – Activities should be conducted as they relate to regulated
facilities and public protection and emergency operations.
Communicable/Reportable Disease Services - Routine communicable diseases
surveillance, investigation and reporting. Local health department staff will assist
with outbreak investigations epidemiologist services and onsite assistances
necessary.
STD Control – is a statewide system for the detection, prevention and control of
sexually transmitted diseases.
HIV/AIDS – is a state wide system to promote the prevention of HIV transmission
and associated morbidity and mortality.
28 Tuberculosis Prevention and Control – is a program that works to (1) render and
maintain as non-infectious all individuals who have TB disease; (2) to ensure noninfected persons do not become infected; and (3) to ensure that individuals who are
infected but who do have the TB disease remain non-infectious. The local health
department provides services and assistance to individuals, facilities and agencies.
Immunization Services – is providing immunizations and immunization education
to promote the health of Kentuckians by decreasing the incidence of vaccine
preventable diseases.
Rabies Prevention – strives to prevent human fatalities due to the zoonotic
transmission of rabies.
Childcare Health Consultant – providing regional consulting for 11 counties for
childcare centers. Services include: consulting on health, safety, and nutrition;
credentialed trainer providing free clock hour training. Assistance is also provided
on site for any issues.
Preparedness – seeks to ensure the Public Health’s ability to support the citizen of
the Commonwealth during disasters, public health emergencies, and planned
events.
Local Registrar Core Services – aids in the efficient administration of vital
statistics by examining each certificate of birth or fetal death when presented for
filing to ensure proper completion of records. Local registrars shall provide for
voluntary paternity establishment services. Each local registrar is responsible for
maintaining and filing system for the completed provisional reports of death.
Division of Laboratory Services – is to provide for diagnostic, surveillance and
consultative clinical and environmental laboratory services to support core public
health initiatives. DLS also supports the community at large with newborn
screening testing and select agent testing for biological, chemical and radiological
pathogens.
Chronic Disease Prevention and Control/Health Promotion – Promote, implement,
and evaluate evidence-based interventions/strategies at the community and state
level that support healthy living; improve access to preventive services, disease
management and quality care; and prevent new cases of chronic disease.
29 Dental Health Coalitions – is a special grant for each Gateway County to provide
partner with community agencies and individuals to promote better dental care.
Dental health affects all aspects of an individual’s health. It is also important to a
community’s total health.
Teen Pregnancy Prevention – is a special grant that has been awarded to Gateway
to improve decision making skills for adolescents to make better decisions
throughout life. This will be done in schools through evidenced based educational
classes.
First Steps – is a special program that covers 10 counties to assess any referred
individual aged birth through 3 years for developmental delays and provide referral
services to improve total life outcomes for the individual.
Kentucky Region 8 Hospital Preparedness Planning Coordinator – works with all
health care agencies/providers (public and private) to ensure planning and
preparedness for any emergency event. This includes support for responders with
equipment and supplies as needed in an emergency.

About the Organization: Kentucky’s Health Access Nurturing Development
Services, HANDS, supports families as they build healthy, safe environments for
the optimal growth and development of children. HANDS is a free, voluntary
home visitation service. Family Support Workers offer families a partnership in
parenting and information in the areas of Basic Care, Social and Emotional
Development, Physical and Brain Development, Cues and Communication, and
31 Play and Stimulation. Families complete childproofing Checklists during
pregnancy and prior to the infant turning one year of age. Parents utilize Ages and
Stages Questionnaires to monitor how their child is developing physically and
emotionally as an individual. HANDS overall goals for families are to cultivate
the growth of nurturing, responsive parent-child relationships; to promote healthy
childhood growth and development; and to build the foundations for strong family
functioning.

About the Organization: The Gateway Homeless Coalition, Inc (GHC) provides
shelter and transitional housing assistance for homeless individuals and families
from Bath, Elliott, Menifee, Montgomery, Morgan, and Rowan counties in
Kentucky. Acknowledging that homelessness impacts individuals and families on
many levels, GHC provides housing, case management, on-site trainings,
advocacy, and referral services with the goal of assisting each resident in securing

About the Organization: A new statewide program, funded through the Hardest
Hit Fund, which makes $148 million available for Kentuckians who have been
unemployed through no fault of their own. The program provides funding which
will help bring your mortgage current.
The Kentucky Unemployment Bridge Program (UBP) is a forgivable loan option
for eligible applicants to assist them in making their mortgage payments. To be
eligible, the applicant must have experienced a job loss or reduction in income due
to changing economic conditions, through no fault of their own, and demonstrate a
need for assistance.
The UBP is not for job or income loss due to divorce, death, or disability. The
job loss or reduction on employment income must have occurred within the
three (3) year period prior to date of application.
The maximum amount of assistance is $30,000 or 18 months, whichever occurs
first (effective with closings on or after March 4, 2013). Of the $30,000, the
maximum amount that may be used for reinstatement, all related fees and
payments to bring your loan(s) current, is $12,500 (effective with closings on or
after May 7, 2012).

About the Organization: The Menifee County Outreach office can assist
throughout the year (depending on funding availability) with utility assistance,
CNA and EMT certification, case management and self-sufficiency. During the
months of November and December we have the Low Income Home Energy
Assistance Program (LIHEAP) Subsidy Program where a credit is applied to the
account of the client for their primary heating source. During the months of
January through March, or until funding has been spent, we offer the Crisis portion
of this same program. During this program, clients must have a disconnect on their
utility, be at or below 30% in their propane tank, or be within 4 days of running out
of coal, wood or kerosene.
