SPECIAL CIRCUMSTANCES APPLICATION FOR REFUND / REMISSION / RE-CREDIT
This form is to be used if you withdraw from a course or courses after Census Date and seek one or more of
the following:
1. a remission of FEE-HELP liability
2. a refund of tuition fees,
because special circumstances beyond your control prevent you from successfully completing the course(s).
IMPORTANT NOTES
 Read the Student Refund Policy before applying.
 Apply within 12 months after the day of withdrawal from your course(s), or if you have not withdrawn,
within twelve months of the end of the period in which your course(s) were to be undertaken.
 Provide a written statement in support of your application.
 Include original or certified copies of supporting documentation. Refer page 4 for certification guidelines.
 Sign your application form and include all necessary documentary evidence. Unsigned or incomplete
applications will not be processed.
Please note that a lack of knowledge or understanding of FEE-HELP or Torrens University Australia’s studentrelated policies and procedures is not considered to be beyond your control.
Why do I need independent supporting documentation?
Your application will be considered principally on the basis of independent documentation to support your claims.
It is not sufficient to provide only a personal statement outlining your special circumstances. The supporting
documentation must demonstrate the date the special circumstances began or changed, how your circumstances
occurred or worsened after the census date, that they were beyond your control and how they made it
impracticable to complete your course(s).
Supporting documentation must be original documents or certified copies, i.e. not uncertified copies or faxes, and
should be on appropriate company or business letterhead (if relevant) and signed and dated.
What happens to my application once it has been lodged with Student Administration?
You will receive a letter confirming the receipt of your application. You will be advised on the outcome of your
application within 10 working days of the receipt of your completed application and all relevant documentation.
If you are not satisfied with a decision relating to remission of FEE-HELP, you may request a review by the
University’s Review Officer within 28 days of receiving the original decision. You may also access the Student
Grievance Management Policy to appeal decisions.
Privacy
Personal information collected on this form or supplied by you to the University is treated in the strictest
confidence. The information collected is used solely for the purpose of assisting the University to make an
informed decision on your case.

SUPPORTING DOCUMENTATION
You must include original documentation or certified copies from an independent professional to support your
application, on an official letterhead if possible, and signed and dated. For example this may be a letter from an
employer, financial counsellor or a medical practitioner.
The supporting documentation must demonstrate the date the special circumstances began or changed, how
your circumstances occurred or worsened after the census date, that they were beyond your control and how
they made it impracticable to complete your course(s).

GUIDELINES FOR DOCUMENT CERTIFICATION
The following guidelines are applicable to the certification of any documents being submitted to the University.
What is a certified document?
A certified document is a scanned copy or photocopy of an original document, which is certified by an authorised
certifier to show that it is an authentic copy of the original document.
How to certify a document
Authorised certifiers must on each page of the document:
 write ‘I certify this to be a true copy of the original document sighted by me’
 sign and date the document
 include their full name
 indicate their capacity to certify documents (eg their profession or occupation)
 provide details that will allow the University to contact them, if necessary
A Justice of the Peace should include their ID number and the State or Territory in which they are registered.
For multipage documents, certifiers may sign or initial each page, and number each page in the manner ‘page 1 of
40’, ‘page 2 of 40’ etc. and certify the last page as above, rather than endorsing each page.
Who can certify documents?
Within Australia:
Health Professions
Medical Practitioner, Registered Nurse, Dentist, Chiropractor, Pharmacist,
Optometrist, Physiotherapist.
Legal Professions
Barrister, Solicitor, Patent Attorney.
Court and Law Enforcement
Positions
Police Officer, Bailiff, Sherriff, Sherriff’s Officer, Justice of the Peace, Notary
Public, Judge, Magistrate, Registrar or Deputy Registrar, Clerk or Master of a
court, CEO of a Commonwealth court. Commissioner for Affidavits or
Commissioner for Declarations (dependent on jurisdictions).
Federal, State or Local Government elected representatives
Government
Representatives
Public Servants
Federal, State or Local Government – employed for five years or more.
Finance Professions
Law Enforcement
Bank officer, building society officer, credit union officer, finance company
officer – employed for five years or more. Accountant (member of ICA, ASA, NIA
or CPA, ATMA, NTAA)
