Native American Student Coalition Constitution: 1. Preamble: The organization is exclusively for charitable, educational, and cultural purposes. As an organization we strive to provide better communication among Native American students, Native communities, the University community, and the broader public. Within the organization we plan to develop student initiated and student run outreach and retention projects geared toward the success of Native people achieving higher education. I Name of Organization Native American Student Coalition at UC Merced. II. Statement of Purpose N.A.S.C's Native American Club goals include: a. Providing cultural learning opportunities for Native American students b. Providing a support system and networking opportunities in the community. c. Recruiting and Retaining Native American Students at UC Merced. d. Promote equality and fairness through cultural sharing. e. Increase campus diversity through community involvement. f. Create awareness about Native American issues. g. Work together on educational goals. h. Cultural preservation for all tribes and groups represented in the club and community. III. Requirements for membership / membership practice Section 1: The club membership requirements include the following items: i. Attendance: At least 80% attendance at club meetings each term. ii. Participation: Actively voice your opinion and ideas, and vote when necessary. iii. Conduct: The club will not condone any acts of verbal or physical aggression or threats at all. Club members who violate the “Conduct” code can be removed from the club by majority vote after a second offence. No club member is to disallow for the opinions of others or disrupt others while talking. IV. ARTICLE IV: DUTIES OF OFFICERS Section 1: President it shall be the duty of the President to: ∙Preside at meetings ∙Vote only in case of a tie ∙Represent the club ∙Appoint committee chairpersons subject to the approval of the Executive Committee ∙Serve as an exofficio member of all committees except the nominating committee ∙Perform such other duties as ordinarily pertain to this office Requirements and Job Qualifications a. Organizational skills b. Ability to work in stressful conditions c. Diplomacy Section B: VicePresident It shall be the duty of the VicePresident to: ∙Preside in the absence of the President ∙Serve as chairperson of the Program Committee Requirements and Job Qualifications: a. Mediating skills and ability to be objective. Section C: Secretary It shall be the duty of the Secretary to: ∙Record the minutes of all meetings ∙Keep a file of the club's records ∙Maintain a current roster of membership ∙Issue notices of meetings and conduct the general correspondence of the club Requirements and Job Qualifications: a. Computer Skills, Agenda authoring, and minute taking. b. Distribute mass club emails as needed. c. Desire to practice and learn good communication skills. Section D: Treasurer It shall be the duty of the Treasurer to: ∙Receive all funds and process Request for Payment, Deposit Slip, and Officer Signature Forms. ∙Keep an itemized account of all receipts and expenditures and make reports as directed Requirements and Job Qualifications a. Learn and know how to request funds from Office. Be responsible for all funds requests. b. Accounting and or Math Skills. Comfortable with numbers and mathematics. V. Elections 1. Elections shall be carried out in May. The new officers elected will begin that following fall semester. 2. A successful candidate in a club Executive election will be declared by a simple majority vote. VI. VII. Committees Meetings / Record and Minutes: Section A: Meetings Regular meetings shall be held monthly during the regular school year. Section B: Special Meeting Special meetings may be called by the President with the approval of the Executive Committee. Section C: Quorum A quorum shall consist of [example: twothirds (2/3)] of the membership. [The number required should be small enough to ensure that a quorum will usually be present but large enough to protect the club against decisions being made by a small minority.] Section D: Parliamentary Authority NASC, shall govern this club in all cases to which they are applicable and in which they are not inconsistent with these bylaws. VIII. Financial records IX. Advisors Section A: there shall be a faculty/staff advisor who shall be selected each year by the membership. Section B: Duties The responsibilities of the faculty advisor shall be to: ∙Maintain an awareness of the activities and programs sponsored by the student club. ∙ Meet on a regular basis with the leader of the student club to discuss upcoming meetings, long range plans, goals, and problems of the club. ∙Attend regular meetings, executive board meetings as often as schedule allows. ` ∙Assist in the orientation of new officers. ∙Explain and clarify campus policy and procedures that apply to the club. ∙Maintain contact with the Student Life Office. ∙Provide direction in the area of parliamentary procedure, meeting facilitation, groupbuilding, goal setting, and program planning. ∙Assist the club treasurer in monitoring expenditures, fundraising activities, and corporate sponsorship to maintain an accurate and uptodate account ledger. ∙Inform club members of those factors that constitute unacceptable behavior on the part of the club members, and the possible consequence of said behaviors. X. Amendments Section 1: Amendments and Addendums to the constitution and bylaws must be submitted in writing to the N.A.S.C Clubs and Programs Coordinator and must bear the signatures of at least 1/3 of the members of the club. The N.A.S.C Club and Programs Coordinator shall submit the amendment/addendum at the pending N.A.S.C meeting. The amendment/addendum shall be passed and ratified if the members of the N.A.S.C give a twothirds vote for the affirmative.
