February 1, 2017 Our Community 10-Year Affordable Housing and Homelessness Prevention Strategy The County as the Consolidated Municipal Service Manager The Province of Ontario has designated The County of Simcoe as the Consolidated Municipal Service Manager (CMSM) for this area, and as such the County is mandated to deliver certain services for its member municipalities and cities of Barrie and Orillia. These services include: • Social housing • Homelessness prevention services • Ontario Works • Children’s services • Paramedic Services Affordable Housing Advisory Committee (AHA) An Affordable Housing Advisory Committee, a sub-committee of Council, was then formed in 2014, to facilitate the development of an Implementation Plan that turns the objectives of the Strategy into recommendations for specific action. Implementation Plan • The implementation planning is broken into 3 phases: • Phase 1 : January 2014 to December 2017, 895 Units • Phase 2: January 2018 to December 2020, 895 Units • Phase 3: January 2021 to December 2023, 895 Units • Every municipality has a target. • A variety of approaches are being used to achieve targets under Federal/Provincial funding programs: • • • • Rental Development Affordable Home Ownership Program Ontario Renovates Rent Supplement/Housing Allowance • County-funded Programs were introduced in 2016: • Secondary Suite Program • Rent Subsidy Program 2014 – 2016 Highlights • Progress has been made on reaching the target of phase one of the implementation plan for 2014-2017 to create 895 units of affordable housing • 420 units as of December 31, 2016 • County Council has committed municipal funding to create units in the 2016/17 budget cycles • $7.5 Million in municipal funding committed • Collingwood re-development of Social Housing site • Advocacy by the County • Association of Municipalities of Ontario (A.M.O.) Conference • OGRA/ROMA Conference Creation of County-Funded Programs • Secondary Suites Program • $1.5 Million allocated for 2016/17 • To create approximately 60 affordable units for low to moderate income renter households • Rent Subsidy Program • $6 Million Approved • To assist approximately 100 low to moderate income households (phased-in approach 2016/17) Development Charges and Property Taxes – Rebates • County has a budget of $200,000 per year to rebate County portion of Development charges for affordable housing developed outside of Federal /Provincial programs • County provides a property tax grant to federal/provincial affordable housing projects equivalent to difference between County taxes at multi-residential rate and single residential rate • Member municipalities have provided similar grants regarding their multiresidential/residential tax differentials New Rental Development Since Federal-Provincial affordable rental capital programs began in 2002: • 14 projects • 451 units • 7 municipalities • $35.5M in program funds In 2016: • a further 6 projects have been approved under Federal/Provincial funding: • 139 units • One has started construction • 5 at pre construction • 5 municipalities • $15.4M in program funds Orillia Orillia Angus Barrie Barrie Collingwood Municipal Liaison Group • Key contacts from each member municipality were appointed • Staff to staff discussion, info-sharing, and planning opportunities • Objective: to move Our Community 10-Year Affordable Housing and Homelessness Strategy forward at the local level • Monitoring and tracking affordable housing units • Reporting processes • Providing input on municipal housing tools and incentives Municipal Planning Tools and Incentives Based on the consultations with municipal and private sectors: • 100% Development Charge Relief • 100% Property Tax Incentives • 100% Waived Planning and Building Fees • Reduced/Waived Parkland Dedication Requirements • Reduced Parking Requirements • Dedicated Project Manager/Fast Track Approval System • Pre-zoned Areas (Flexible Zoning) • Surplus Land (Pre-Approved) • Economical Built Forms • Capital Funding • Promotion of Inclusionary Zoning 10-Year Affordable Housing and Homelessness Prevention Strategy Values • Access to housing options and necessary supports throughout the life cycle. • Collaboration amongst levels of government, community partners and systems, recognizing that the need for safe, affordable, healthy housing connects all of our mandates as we strive for people-centered solutions. • Support for the critical role of the private sector in the creation of housing stock • Diversity in our housing stock, ensuring variety of tenure, affordability, style, and proximity to amenities.
