REFORMATION REPORT FOR DISTRICT 72 COUNCIL – 10 MAY 2014
At the beginning of this year Geoff Trotter (PDDG) and I were asked by District Governor Ellie Young to
consider whether District 72 needed to reform.
Under Policies and Protocol 7.1 District Structure Point 4(a) within Toastmasters International Governing
Documents it states and I quote;
“The Board reviews the status of Districts with more than 240 Clubs every three years or sooner if
necessary, to determine if reformation is in the best interest of Toastmasters and the Clubs.”
Reformation is where a District with 240 clubs or more (District 72 Currently has 260 clubs and growing)
will consider dividing into two or more Districts.
We considered the following:
1. The increase of Clubs over the past five years.
2. Membership growth
3. The Five Year Plan that Murray Coutts (IPDDG) implemented and was adopted in May 2013 which
also addressed the issue of reformation.
Currently our District team is stretched to cater for all the needs of the clubs, areas and divisions.
Reformation does give more leadership opportunities and quality time can be given to clubs especially those
that are challenged with membership.
At this stage I do not want to get too involved with details of how, where, when etc.
propose is to give a Notice on Motion to the effect

“That we appoint a committee to conduct a needs analysis addressing the reformation of the District.
The reformation committee will analyse the current district structure and look at the options to split the
district and present the options to the members with geographical financial and performance criteria
considerations.”
We will provide an explanation report to support the notice on motion which will go out with the meeting
papers and will vote on this at the November Council meeting at the Bay if Islands.
All we will be asking club members to consider is whether a reformation committee is formed to investigate
and report back to the Council meeting in 2015 their outcome.
This is work in progress, it is not something we take lightly, it is a process which will take several years to
implement and we do need to have it approved by Toastmasters International as well.
So please dub delegates do discuss this in your clubs, keep an eye on the New Zealand website for
information and as a District we move forward providing opportunities for both current and potential
members to this worthy organisation.
